Israeli forces then raid the alleged attacker’s home in Jabal Mukabir, sparking minor clashes with residents of the area; 5 Palestinians are arrested. Elsewhere in East Jerusalem, Israeli forces arrest 8 Palestinians during raids in Silwan. In the West Bank, hundreds of Palestinians gather in Ramallah to protest the PASF’s violent assault on protesters on 3/12, and to call for PA pres. Abbas to end security coordination with Israel and resign. Meanwhile, IDF troops arrest 13 Palestinians during raids nr. Jenin, Hebron, Nablus, and Bethlehem; and patrol nr. Hebron and Ramallah. The Popular Front for the Liberation of Palestine (PFLP) announces that it will not be participating in the municipal elections set for 5/13 in protest of the PA’s repression of demonstrations against security coordination on 3/12. Meanwhile, a PA spokesperson announces that Ramallah’s chief of police Abd al-Latif al-Qaddumi has resigned, but denies that his resignation is coming as a result of the 3/12 protests against PA security coordination with Israel, which were held outside a court in Ramallah and violently dispersed by PA security forces. PM Hamdallah announces that he has appointed a fact-finding comm. to look into the events at the 3/12 protests. (MNA 3/13; JP 3/14)

Jason Greenblatt, U.S. pres. Trump’s special representative for international negotiations, meets with Israeli PM Netanyahu in Jerusalem for 5 hours. According to a joint statement, they discussed settlements “in the hope of working out an approach that is consistent with the goal of advancing peace and security.” Later, Greenblatt meets with senior Palestinian officials in Ramallah, who tell him they are interested in the Trump admin. presenting its own plan for a peace deal. In Gaza, unknown gunmen attempt to assassinate a Fatah official in Gaza City, injuring 2 of his bodyguards. In the West Bank, Israeli forces conduct raids and searches in the “Gate of Jerusalem” protest tent camp in Abu Dis, sparking clashes with Palestinian and international activists who were building concrete rooms; 4 Palestinians and 1 international are detained; several activists are lightly injured with rubber-coated metal bullets, tear gas, and stun grenades. That night, Israel Defense Forces (IDF) troops return to the camp to demolish and evacuate it, but activists begin rebuilding as soon as the soldiers leave. The camp was first set up on 2/3 to protest the Israeli govt.’s plans to displace Palestinian bedouins in the E1 area. The IDF conducts house searches and raids in 1 village each nr. Nablus and Jenin, in and around Hebron, and nr. Bethlehem, arresting 11 total, including a Palestinian Authority (PA) security officer; patrols in 3 villages nr. Tulkarm and 1 nr. Hebron. Israeli settlers accompanied by IDF troops enter Joseph’s Tomb nr. Nablus late at night to perform religious rites. In East Jerusalem, Israeli police accompany a group ofsettlers on a tour of Haram al-Sharif. Israeli authorities continue to require women entering the area to leave their ID cards at the entrance and submit to interrogation; 3 Palestinian women are arrested. Israeli forces conduct house searches and raids in Shaykh Jarrah and al-Tur, arresting 4 Palestinians, issuing summons to 2, and demolishing a wall in al-Tur. Israeli authorities approve the construction of a solid waste landfill on 520 dunams (1 acre equals about 4 dunams) of primarily Palestinian-owned land in East Jerusalem; around 120 Palestinian bedouins would be evicted from their homes. Both Palestinian residents and Israelis from the nearby French Hill settlement lodged formal complaints in the weeks ahead of the approval. (MNA 2/17; HA 2/18)

In the Gaza Strip, 1,000s of Palestinians attend a Hamas military parade through Gaza City to mark its 27th anniversary. During the festivities, Hamas demonstrates a drone aircraft’s capabilities, prompting the Israeli Air Force (IAF) to fly 2 jets over Gaza. Meanwhile, the pharmacists’ union threatens to stop paying to import medicine after the PA Ministry of Finance decides to collect 2.5% of the total costs as a payment toward the Value Added Tax, which was recently raised from 14.5% to 16%. In the West Bank, Israeli authorities declare 100s of acres of land nr. Salfit as a nature reserve. The IDF delivers demolition notices to 6 Palestinians in a village s. of Hebron; conducts house searches and arrest raids nr. Jenin, Tulkarm, and Salfit. Separately, Israeli troops arrest a Palestinian woman at Kisaout prison where she was visiting her incarcerated husband. In East Jerusalem, Israeli police and municipal officials deliver demolition notices to residences in Silwan and the Old City. Separately, Israeli security forces detain 2 Palestinians on raids in Shu‘fat r.c. and the Old City, as well as 3 Palestinian children for throwing stones at a bus. Senior PLO and Fatah leaders meet in Ramallah to discuss possible responses to the death of a senior PA official on 12/10, including ending security coordination with Israel. After the meeting, Pres. In the Gaza Strip, the Union of Civil Servants announces that all govt. employees will go on strike on 12/11, and that school workers will strike on 12/14, in protest of the PA unity govt.’s failure to pay civil servants in Gaza who were hired after Hamas came to power in 2007. An IDF tank stationed along the border e. of al-Bureij r.c. fires on agricultural land, causing damage. Hours later, 4 IDF tanks and 3 armored bulldozers cross the border fence in e. Gaza, leveling land and firing live ammunition toward Palestinian property. In the West Bank, IDF troops detain 2 Palestinians as they approach the Tekoa settlement nr. Bethlehem. Israeli forces confiscate 3 Palestinian-owned tractors while patrolling in a bedouin village in the n. Jordan Valley. They also stop work on a UN Development Program project nr. Off the coast nr. al-Sudaniyya, Israeli naval forces detain 12 Palestinian fishermen and confiscate 5 of their boats. Around 20 Palestinian youth volunteer to help clean up the European Hospital in Khan Yunis as the hospital sanitation workers continue their strike for a 4th day. In the West Bank, Israeli settlers throw stones at Palestinian homes in Hebron while Israeli soldiers stand by. At the al-Karama crossing into Jordan, the IDF arrests a Palestinian Al-Quds University prof. The IDF conducts arrest raids and house searches nr. Hebron, Ramallah, and Bethlehem; patrols in Hebron and 1 village each nr. Jenin and Salfit. In East Jerusalem, 5 Israeli settlers board an Egged bus and assault its Palestinian driver, causing him moderate injuries before Israeli police intervene. Palestinian prisoners threaten to go on a hunger strike if the Israeli Prison Service does not meet demands of a fellow prisoner, Nahar al-Sa‘adi, who has been on hunger strike since 11/20 in protest of a lack of family visits and his year-long solitary confinement; 70 of them begin a strike on 12/9. In the Gaza Strip, unknown Palestinians fire shots toward IDF troops nr. the Erez crossing, causing no injuries. In 2 separate incidents, IDF troops open fire on Palestinian farmers nr. the border fence, causing no injuries. In the West Bank, the IDF informs residents nr. Jenin that 1,000s of dunams of land in the area will be seized; delivers demolition orders for 8 structures to Palestinians in a village nr. Hebron. Elsewhere, a Palestinian throws a Molotov cocktail at a settler nr. Hawara village s. of Nablus, and IDF troops impose a curfew on the village. The IDF conducts arrest raids and house searches nr. Hebron, Nablus, Qalqilya, and in Jenin r.c. Clashes break out with residents nr. Nablus, injuring 4 Palestinians in ‘Askar r.c. Late at night, a group of settlers, accompanied by IDF troops, enters a village e. of Ramallah and tries to burn a Palestinian’s home, but residents stop them. An Israeli settler attempts to run over 3 Palestinians with his car s. of Hebron, causing no injuries or damage. In East Jerusalem, municipal authorities and IDF troops deliver a demolition order to the Silwan home of the Palestinian who was suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed hours later by Israeli security forces. Israeli authorities announce that the bodies of the 2 Palestinians who attacked a synagogue in West Jerusalem on 11/18 will not be returned to their families. Following the announcement, clashes between Palestinians and Israeli security forces break out in the East Jerusalem neighborhoods of Jabal Mukabir, where the men were from, Sur al-Bahir, Silwan, Issawiyya, and al-Tur; 12 Palestinians are injured by rubber-coated metal bullets. In the West Bank, the IDF patrols in 2 villages nr. Ramallah and 1 village nr. Qalqilya in the morning, 1 village nr. Jenin in the afternoon, 1 village nr. Hebron (firing stun grenades), and 3 villages nr. Jenin at night; conducts house searches and issues summonses in 2 villages nr. Salfit at night. The IDF also attacks a weekly nonviolent protest against settlements and the separation wall in Kufr Qaddum village nr. Qalqilya, causing no serious injuries. PLO chief negotiator Saeb Erakat reveals that the PA is in consultations with Arab countries and others over the text of a draft resolution requesting the UNGA accept Palestine as a non-member state. Erakat reiterates that the UN bid is intended to complement rather than harm the peace process. Reports indicate that the U.S. government is lobbying European countries to oppose the Palestinian initiative on the basis that it would be counterproductive and lead to negative consequences, such as sanctions, for the PA. Overnight and during the day, the IDF continues to expand its presence in n. Gaza, entering populated areas for the 1st time since disengagement, meeting strong resistance fr. Israel says that the Hamas-led PA is responsible for the 4/17 suicide bombing but that it will not launch a large-scale military operation in retaliation so as to “avoid escalation”; instead it will increase “diplomatic pressure” on the government, including revoking the Israeli residency rights of 3 Change and Reform PC mbrs. (including Jerusalem Affairs M Abu ‘Arafa) from East Jerusalem, meaning they would have to leave the city. The AMB, ARB, PRCs issue a joint statement demanding that Abbas “apologize to the entire Palestinian people for the offense he committed” by condemning the 4/17 suicide bombing. An IDF soldier is killed during an arrest raid in Jenin targeting Islamic Jihad and the Fatah tanzim. The IDF imposes a curfew on Hawara nr. Nablus; conducts arrest raids in al-Arub r.c., Jenin town and r.c. (occupying several homes as observation posts), al-Til nr. Tulkarm (destroying 3 cars). Israeli police break up a Palestinian conference in Jerusalem on the elections and the future of the city, seal the venue, arrest several speakers and participants, including PC mbrs., on charges of conducting illegal political activity. Palestinians in Gaza report that due to Israel’s ongoing closure of the Qarni commercial crossing, all bakeries in the Strip have closed for lack of flour. Jewish settlers fr. Ramat Yishai nr. Khalid Dadu, 9 times the target of failed IDF assassination attempts, is killed in Gaza City when he opens the door of his bombrigged car; Israel, which has evacuated its troops fr. Gaza in 9/05, denies responsibility; Palestinian collaborators are suspected; Islamic Jihad vows retaliation. IDF undercover units, driving a car with Palestinian plates, enter Anza nr. The UN Office for the Coordination of Humanitarian Affairs (OCHA) warns that stocks of basic goods (including flour, sugar, cooking oil) in Gaza could run out within days unless Israel reopens the Qarni crossing (closed from 1/15–2/5, then closed again on 2/21); says shortages are so severe that aid programs are being affected (e.g., the World Food Program, which delivers flour to around 146,000 Gazans, has used up its 2 mo. supply buffer and is currently on hold). Meanwhile, costs of basic goods in Gaza are up by 25% due to shortages. An Islamic Jihad suicide bomber fr. Kefar Rai (btwn. Jenin and Tulkarm) detonates a device outside a shopping mall in Netanya, killing 5 Israelis, wounding 31 (4 seriously). Islamic Jihad says the attack is retaliation for the IDF’s 10/24 assassination of 2 of its leaders. The IDF immediately imposes closures on the West Bank and shuts pedestrian crossings in Gaza (keeping the Qarni crossing open for goods); announces that it is preparing for a wide-scale retaliation operation in northern Gaza and will step up assassinations and arrest campaigns in the West Bank, with DM Mofaz stating that the IDF had “decided to operate in a much broader, much deeper and more intensive manner against the Islamic Jihad infrastructure” and would make an effort to keep fr. drawing Hamas into the fighting.
