Meanwhile, Israeli forces close the entrances to Yatta with dirt mounds and rocks, further cracking down on the Hebron-area village in the wake of the 6/8 attack in Tel Aviv. IDF troops conduct late-night raids and house searches in Yatta, and in and around Jericho, and Salfit, arresting 8 Palestinians; and patrol nr. Hebron, Nablus, and Jenin throughout the day. The Jerusalem Municipality permits the construction of a 4-story residential building for Israeli settlers in Silwan. The municipality also pledges to “continue to build in all neighborhoods of the city.” (HA, JP, MNA, TOI 6/15)

Israel’s Knesset passes, 57–16, a so-called anti-terrorism law granting the state broad new powers to prosecute suspected “terrorism” cases. In the Gaza Strip, 2 Palestinian infants and 1 young fisherman die from the effects of winter storm Huda. In the West Bank, IDF troops violently disperse Palestinian youth playing in the snow nr. Nablus, injuring 2 with live ammunition and several others with tear gas. The IDF conducts house searches and raids nr. Qalqilya and Ramallah; patrols nr. Tulkarm and Qalqilya. An Israeli private settlement security officer opens fire with live ammunition on another group of Palestinian youth playing in the snow nr. Hebron, injuring 1. Also nr. Hebron, an Israeli settler shoots and injures a Palestinian youth. Israeli settlers throw stones at Palestinian cars nr. Nablus, injuring 1 Palestinian girl. Separately, Israeli settlers destroy 194 olive and almond trees outside Yatta village nr. Hebron. In East Jerusalem, an Israeli settler opens fire on Palestinian merchants in the Old City, sparking clashes wherein 1 Palestinian is arrested. IDF troops enter Yatta village s. of Hebron and deliver a summons to the home of a Palestinian who has been incarcerated for 3 years. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent violence in Jerusalem, in 5 areas nr. Ramallah (Bil‘in, Nabi Salih, Ni‘lin, Silwad, and outside Ofer prison), 1 village nr. Qalqilya (Kafr Qaddum), Qalandia r.c., and nr. al-Shuhada Street in Hebron, injuring 12 Palestinians. The IDF conducts house searches and raids nr. Tubas. In East Jerusalem, an Israeli man runs over a Palestinian woman with his car nr. Shu‘fat r.c., seriously injuring her. In the Gaza Strip, IDF troopsstationed along the border arrest 2 Palestinians attempting to enter Israel. In the West Bank, IDF troops enter e. Nablus on a raid and clash with Palestinians, injuring 3 with live ammunition and tear gas. IDF troops enter an area e. of Yatta nr. Hebron and seize a tractor and 4 water tanks; demolish several mobile homes in a village e. of Ramallah; deliver stop-work notes to several construction sites nr. Jericho and demolition notices for 6 wells in Qusra village in the n. West Bank, where Israeli settlers later attack Palestinian property; 2 of the settlers are detained. Separately, around 100 settlers from Adi Ad gather nr. al-Mughir village, but IDF troops intervene before they can attack the residents. In East Jerusalem, Israeli security forces enter Jabal Mukabir to deliver demolition orders to the homes of the Palestinians who attacked a synagogue and were killed on 11/18, then raid a mourning tent set up for them; 5 Palestinians are injured in the ensuing clashes. There are further clashes in Abu Dis, and 37 Palestinians are injured. After meeting with UK Foreign Secy. Philip Hammond in London, U.S. Secy. of State Kerry travels to Paris for meetings with French FM Laurent Fabius and Saudi FM Saud al-Faisal, then to Vienna to join the P5+1 negotiating team ahead of the 11/24 deadline. Meanwhile, the head of the International Atomic Energy Agency (IAEA), Yukiya Amano, calls on Iran to increase its cooperation with the agency, saying that the govt. has not been transparent about some aspects of its research. In the 1st attacks authorized by new Israeli DM Peretz, the IDF makes 3 air strikes on a PRC camp in Gaza in retaliation for 5/4 rocket fire, killing 5 PRC mbrs. West Bank; shells a rocket launch site in n. In a formal protest to Israel, UNRWA notes that the IDF has barred access to Jerusalem fr. the West Bank for 4 days, which the agency says is unprecedented, hindering the movement of its personnel, undermining humanitarian operations. On the 5th day of Operation Southern Arrow, the IDF conducts an air strike on a car driving in Gaza City, killing AMB mbrs. Muhammad Abu Shari‘a and Mahmud Ajjur and seriously injuring a 3d who had just fired a rocket into Israel (causing no damage or injuries), and an air strike on a car nr. Khan Yunis, assassinating at least 6 mbrs. of the Abu Rish Brigades (ARB; a Fatah offshoot) and wounding 4 other ARB mbrs. and at least 11 bystanders; 3 Palestinian children in Jabaliya r.c. and a family of 5 in Bayt Lahiya are wounded by shrapnel in continued shelling of n. Israel acknowledges that it has begun work on a new police headquarters, road network, and “other facilities” in Jerusalem’s E-1 development area, marking the 1st step in the largest settlement construction project since 1967 to create “Jewish demographic continuity between Jerusalem and Ma’ale Adumim” settlement; the project will include 3,550 housing units, 6 hotels, a park. Israel’s Internal Security M Gideon Ezra says the U.S. did not object to beginning construction. The IDF continues to shell the n. Gaza no-go zone; conducts arrest raids, house searches in Dayr al-Ghusun nr. Tulkarm, Jenin town and r.c. (firing on stone-throwing youths who confront troops, wounding 9), al-Til, Yatta; removes without incident 3 unauthorized settlement outposts nr. Beit El, Kiryat Arba, Shvut Rachel. Some 100 PA policemen occupy the Rafah border terminal to protest the death of a policeman on 12/29; EU monitors shut the crossing, leave the area for several hrs., until the demonstration breaks up. In Gaza City, a Palestinian clan attacks a PA police station, trades gunfire with police for a 2d day in an attempt to force them to free a jailed relative; a 14-yr.-old Palestinian is fatally shot in the crossfire. Overnight, the IDF launches a major raid on Nablus, surrounding and searching houses, assassinating senior Hamas military cmdr. for the n. Jenin; imposes a curfew on parts of Hebron, conducts arrest raids and house searches, occupying 1 Palestinian home as an observation post; conducts arrest raids, house searches in Yatta (arresting local Islamic Jihad leader Mahmud al-Haddar), nr. Bethlehem. A Palestinian gunman fires on a Jewish settler vehicle nr. Halhul, causing damage but no injuries. Jewish settlers fr. Itamar burn 30 Palestinian olive trees in Nablus. In Rafah, gunmen of a previously unknown group called the Islamic Army raids and orders closed a PA Central Election Commission (CEC) office, saying that the upcoming parliamentary elections are un-Islamic and a plot by the U.S. and Israel; CEC officials refuse to leave, PA security forces arrive, the gunmen leave. As Operation Starting All Over Again continues, IDF warplanes launch 12 more air strikes on Gaza, cutting electricity to 1,000s of Palestinian homes, causing serious damage but no injuries; continue conducting sonic booms over the Strip roughly every 20 mins. almost around the clock. The IDF also drops leaflets on Gaza warning of more air strikes until there is a “total cessation of terror attacks”; responds to Palestinians firing a rocket at Sederot (no damage or injuries) with artillery fire on the launch site in n. In the West Bank, the IDF conducts arrest raids, house searches and fires on residential areas in and around Balata r.c., Nablus; Palestinians set fire to 1 IDF vehicle in Nablus during the operation. Kiryat Arba rampage through Palestinian areas of Hebron, damaging 10s of houses, seriously injuring 1 Palestinian. Jewish settlers fr. Carmiel, rampage through Yatta village, damaging 10s of Palestinian homes and 1 car. In Ramallah, PA police break up a protest in front of the PA headquarters by Birzeit University students demanding the release of jailed student leader of the Islamic movement at Birzeit, Ala’ Barahma; several students are injured. Israel says it is weighing a plan to bar private Palestinian vehicles fr. using all main roads in the West Bank “to protect Israeli motorists from roadside shootings,” drastically to expand the system of settler-only bypass roads and bridges to completely separate Palestinian and Israeli transportation networks within 2 yrs., and to bar all Palestinian workers’ entry into Israel within 3 yrs. In separate incidents in Karmil and Yatta, 5 Palestinians are injured when they accidentally trigger unexploded IDF ordnance. Jewish settlers protesting Israel’s planned evacuation of Homesh settlement in the West Bank march fr. nr. Tulkarm toward Nablus, throwing stones, bottles at Palestinian homes along the way; when Palestinian youths respond by throwing stones at the settlers, the IDF intervenes, fires percussion grenades and rubber bullets, injuring 2 Palestinian teenagers, 1 journalist covering the incident. An IDF soldier, who deserted 2 mos. ago to protest disengagement and moved to the right-wing West Bank settlement of Tapuach, boards a Haifa–Shafa‘ Amr bus, still dressed in fatigues and carrying his military issue weapon; when the bus enters the Israeli Palestinian town of Shafa ‘Amr, the driver asks him whether he’s on the right bus; the soldier then shoots the Israeli Palestinian driver dead and opens fire on the passengers, killing another 3 Israeli Palestinians, wounding 20 before a mob beats him to death. The BBC reports that papers in the British National Archives show that in 1958, Britain secretly sold Israel 20 tons of heavy water vital for production of plutonium and the manufacture of nuclear weapons at its Dimona reactor. No “peaceful use only” condition was placed on the sale. (BBC 8/4) The World Bank releases a report showing Israel to be 2d only to Italy as the most corrupt, least efficient of developed countries. The report states that “Israel is considered one of the riskiest places in the Western world, with an unstable, inefficient regime, low accountability, a relative high rate of state corruption, and poor law enforcement.” (HA 8/4)

The United Church of Christ passes a resolution calling for the use of “economic leverage” to promote Middle East peace, but rejects resolutions calling for divestment in companies that supply Israel with bulldozers, military equipment.
