Israeli settlers also assault a Palestinian man near Dura, threatening to kill him if he continues to herd his sheep in the area. Elsewhere, Israeli settlers steal a tractor in Battir. Israeli settlers also throw stones at Palestinian vehicles traveling between Huwwara and Qalqilya. Israeli forces raid Balata refugee camp, demolishing homes and razing a main street. Israeli forces also arrest 10 Palestinians during late-night raids in and around Nablus, Balata refugee camp, Qalqilya, Bethlehem, Hebron, and Jenin. In East Jerusalem, Israeli forces arrest 5 Palestinians during raids in al-Tur and Shu’fat refugee camp. In Gaza, Israeli forces bomb Maghazi, Dayr al-Balah, Khan Yunis, and Gaza City, killing at least 77 people, including 4 at a tent for journalists outside of al-Aqsa Hospital in Dayr al-Balah where a WHO team is visiting to the assess needs of the hospital. Israeli forces also continue to raid and besiege al-Shifa Hospital. 4 Palestinians die of starvation at the Kamal Adwan Hospital, bringing the number of hunger-related deaths to at least 34. An Israeli soldier is killed in combat and another soldier succumbs to wounds sustained on 3/29. In Ashdod, Israeli forces shoot and kill a Palestinian man who allegedly stabbed and injured 3 Israelis in a shopping mall. In Beersheba, Israeli forces shoot and kill a Palestinian citizen of Israel who allegedly stabbed and injured an Israeli soldier at a bus station. In Jerusalem, tens of thousands of Israelis rally, calling for new elections. In Lebanon, Israeli forces bomb Kounine, killing Hezbollah commander Ismail al-Zin. Israeli forces also bomb Meiss Ej-Jabal, Blida, Markaba, and Kafr Kila. Hezbollah forces attack Israeli military sites in Metulla and al-Manara. More than 32,782 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 75,298 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 254 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 226 trucks carrying aid enter Gaza. Israeli military officials and soldiers tell Haaretz that Israel has designated “kill zones” in Gaza where all Palestinians entering the invisible zone are classified as terrorists and soldiers are ordered to kill all unarmed adult men. (HA 3/31)

Israeli prime minister Benjamin Netanyahu says in a speech that “the whole world is ganging up on us,” calling on Israelis to unite in defending Israel physically and morally. Netanyahu also says the invasion of Rafah is not delayed due to U.S. pressure and rejects calls for early elections. After the speech Netanyahu undergoes surgery for a hernia, leaving Justice Minister Yariv Levin as acting prime minister. Netanyahu will be released from the hospital on 4/2. UN sources tell the Guardian that Israeli military chief of staff Herzi Halavi presented to UN officials last week a plan to dismantle UNRWA, which would include the transfer of some UNRWA staff to a replacement agency that would focus on the delivery of aid in Gaza or expanding the World Food Programme’s operations in Gaza. In the West Bank, a Palestinian man from East Jerusalem driving with Israeli license plates on his car is shot and killed in a drive-by shooting near the Ofra settlement north of Ramallah; it is unclear who the assailants are. Israeli settlers uproot 250 olive trees in Khallet al-Nahlah. Israeli settlers also assault several farmers and steal agricultural equipment in Maeen in the Masafer Yatta area. Elsewhere, Israeli settlers raid al-Juwaya in the Masafer Yatta area and Shuwe’er in the Jordan Valley, assaulting Palestinians. Israeli forces raid Jenin, killing 7 Palestinians in a drone strike in Jenin; 1 Israeli soldier is killed and 3 others are injured when an explosive device hits their car during the raid. Israeli forces also shoot and kill 3 Palestinians, including a 3-year-old girl, at a checkpoint near Beit Iksa; Israel claims the 2 adults had rammed and injured an Israeli soldier and says the girl was accidentally shot and killed and was in a different car not related to the alleged ramming incident. Elsewhere, Israeli forces shoot and kill a Palestinian man and injure another during a raid in Abwein. Israeli forces also assault a Palestinian near Deir Sharaf. In Gaza, Israeli forces bomb Khan Yunis, Maghazi, Faluja, Jabalia refugee camp, Nuseirat refugee camp, Dayr al-Balah, and Rafah, killing at least 85 people, including Al Jazeera Gaza bureau chief Wael Dahdouh’s son Hamza, who is also a journalist, and his colleague Mustafa Thuraya in an airstrike on their car in Khan Yunis. Israel has targeted Dahdouh and his family previously, killing his wife, 2 of his other children, and a grandchild among other relatives in October and injured Dahdouh in December. Medical Aid for Palestinians and the International Rescue Committee say their staff have been forced to evacuate al-Aqsa Martyrs Hospital due to Israel declaring the area around the hospital a “red zone.” Rockets are fired at Sderot, Yakhini and Nirim, lightly injuring 1 in Yakhini. WAFA reports that the Israeli-run Jerusalem municipality has approved the Silicon Valley settlement project, to be built on the Wadi al-Juz industrial area in East Jerusalem, and approved a landfill near Isawiya. (WAFA 1/7)

Save the Children says more than 1,000 Palestinian children in Gaza have had 1 or both legs amputated after being hit by Israeli bombs, many of the amputations are done without anesthetics. Save the Children notes that on average 10 children are subject to amputations every day. The WHO says it has canceled plans to bring medical supplies to northern Gaza because “[h]eavy bombardment, movement restrictions, and interrupted communications, makes it too dangerous. Authorities in Gaza call on Egypt to open the Rafah crossing further to allow more wounded Palestinians into Egypt, noting that 6,000 people are awaiting approval to cross to Egypt while 10-20 wounded people are evacuated daily. Hamas official Osama Hamdan says Israel has destroyed more than 200 heritage sites in Gaza and calls on the OIC, the Arab League, and the African Union to support South Africa’s filing at the ICJ. The Euro-Med Human Rights Monitor releases a report based on testimonies from Palestinians abducted by Israeli forces in Gaza and taken to Israel, saying civilians were tortured in detention, including being beaten, subject to electric shocks, burned with cigarettes, and tied up in stress positions. Euro-Med says many of the Palestinians taken from Gaza are being held at the Sde Teiman camp between Gaza and Beersheba in what was described as a Guantanamo-like prison. (Euro-Med 1/7)

Israeli military chief of staff Herzi Halevi says Israel will be fighting in Gaza all year. Defense Minister Yoav Gallant tells the Wall Street Journal that Hezbollah leaders “know we can copy-paste [Israel’s attacks on Gaza] to Beirut,” adding Israel’s priority is not a war in Lebanon. Israeli national security minister Itamar Ben-Gvir reiterates his calls for the displacement of Palestinians in Gaza to other countries and the resettlement of Gaza. Finance Minister Bezalel Smotrich calls Palestinians in Gaza “Nazis,” saying Israel must resettle Gaza. (HA, HA 1/7; AJ, AP 1/8)

U.S. secretary of state Antony Blinken meets with Qatar prime minister Mohammed bin Abdulrahman bin Jassim Al Thani in Doha, discussing the situation in Gaza and the Red Sea. Blinken calls the killing of Hamza Dahdouh (see above) an “unimaginable tragedy” and says Palestinians in Gaza must be allowed to return to their homes and “must not be pressed to leave Gaza.” Al Thani says the Israeli assassination of Saleh al-Arouri in Beirut has affected Qatari mediation efforts but that the negotiations continue. Blinken also meets with Jordanian king Abdullah II and foreign minister Ayman Safadi in Amman. King Abdullah II warns Blinken of “catastrophic repercussions” if Israel’s war on Gaza continues. The Washington Post reports that U.S. president Joe Biden has tasked his staff with preventing an all-out war between Israel and Hezbollah. The Post says U.S. officials are worried that Israeli prime minister Benjamin Netanyahu sees an escalation with Hezbollah as a way to stay in power. A Defense Intelligence Agency report saying that Israel would have trouble winning a war against Hezbollah while fighting in Gaza is also leaked to the press. (HA 1/8)

In the West Bank, 2 Israeli soldiers were injured during a training accident near the Ma’ale Adumim settlement. Israeli settlers with military escort marched near al-Bireh. Israeli settlers also uprooted and stole some 30 olive saplings on a fenced plot of land in the Masafer Yatta area. Elsewhere, Israeli settlers with military escort marched toward Beita, leading to clashes between Palestinians and Israeli forces; 28 were injured by tear gas. The settler march was organized by the Samaria Regional Council and advertised with the slogan “We want a Jewish state.” Israeli forces delivered an eviction notice to 1 Palestinian family in Kafr ad-Dik, telling them to vacate 5 dunams (2.5 acres) of land planted with 60 olive trees. Israeli forces also demolished 1 agricultural structure in Nabi Ilyas. Elsewhere, Israeli forces raided a school in Deir Nidham, arresting 2 students. 15 others were arrested during late-night raids in Silwad, Ein Yabrud, Tuqu‘, and Beit Umar. In East Jerusalem, 1 Palestinian family demolished their own home in Bayt Hanina, displacing 7. 4 Palestinians were arrested in Kafr ‘Aqab and Silwan. In Gaza, Israeli forces made incursions and leveled farmland north of Beit Lahiya and east of Khuza‘a. In the Naqab, Israeli police arrested more than 30 Palestinian Bedouins who allegedly took part in the demonstrations against the forestation program meant to displace Bedouins in the Naqab last week. Israeli newspaper Calcalist reported that Israeli police have been using the NSO Group’s Pegasus spyware to surveil Israeli citizens, including activists protesting against former Israeli prime minister Benjamin Netanyahu, Israeli mayors, and other politicians. The spyware was said to have been used without a warrant or court order. The Israeli police bought the spyware from NSO Group in 2013 for $859,500, according to an invoice. The police have subsequently bought upgrades to the system, adding to the initial price tag. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 6 with rubber-coated bullets and others with tear gas. 2 Palestinians were arrested, including 1 during a late-night raid in Qalqilya and 1 at a checkpoint in Kafr Qaddum. In East Jerusalem, 5 Palestinians were arrested in the Old City. In the Naqab desert, Palestinians continued to protest, for the 5th day in a row, the forestation project that is seeking to displace Bedouins near Sawa by throwing stones at vehicles, injuring 1 police officer at the Nevatim air base southeast of Beersheba. Hamas official Basem Naim said Hamas and Fatah officials are meeting separately with Algerian mediators in Algiers to reconcile their divisions. Naim said meetings could continue until February and that Hamas has not ruled out direct meetings with Fatah. (MEMO 1/17)

The Israeli Defense and Security Forum, led by 3 former Israeli generals, wrote an op-ed in Haaretz, saying that Israeli leaders need to address the growing issue of Israeli settler violence against Palestinians in the West Bank. (HA 1/14)

U.S. ambassador to Israel Tom Nides said he would not be visiting West Bank settlements during his tenure as ambassador, restoring the norm from before the Trump administration. Former ambassador David Friedman was an outspoken settler activist. (MEMO 1/15)

In the West Bank, Israeli forces raided the home of Hassan Yousef, a member of the PLC for Hamas, in Beitunia and arrested him. Israeli forces also raided Rummana, dispersing Palestinians protesting the raid with tear gas. Elsewhere, Israeli forces delivered a demolition order for a house under construction in Nahalin. Israeli forces had arrested and severely beaten a man during a late-night house raid in Qalqas; the man was later admitted to a hospital in Beersheba. 2 others were arrested during late-night raids. In East Jerusalem, 20 Israeli settlers vandalized 12 Palestinian-owned vehicles in Bab al-Zahara. 1 Palestinian was arrested in Isawiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Jabalia refugee camp and 6 nautical miles north of Rafah; no injuries were reported. In Lebanon, 4 people were killed and 7 injured during a shootout in the Burj el-Shemali refugee camp. The event unfolded during the funeral procession for 1 person who was killed during an explosion in the camp on 12/10. There were differing reports of the events, including 1 that said the shooting was between Hamas and Fatah members. Hamas claimed that the killings were ordered by the PA. Israeli prime minister Naftali Bennett arrived in the UAE for meetings with UAE foreign minister Abdullah bin Zayed Al Nahyan and later, on 12/13, with Crown Prince Mohammed bin Zayed Al Nahyan. This marked the 1st time an Israeli prime minister visited the UAE, planned since the normalization deal between the 2 countries in 2021 but postponed due to the COVID-19 pandemic. Administrator of USAID Samantha Power said during a speech at a gala hosted by the Alliance for Middle East Peace that aid to Palestinians suffers under politicization, which makes it controversial. Administrator Power said that aid to Palestinians had broad consensus for decades but that that consensus had been waning. (HA 12/12)

In the West Bank, Israeli settlers raided Qarawat Bani Hassan before confronted by Palestinian residents. Israeli settlers attacked 1 Palestinian minor near Kisan, causing injuries. Elsewhere, Israeli settlers set fire to agricultural lands planted with olive trees in Jalud, causing extensive damage. Israeli forces violently dispersed Palestinian protesters commemorating Nakba Day throughout the West Bank, killing 1 Palestinian in Hebron and injuring 450, including 27 in Hebron, 29 in Qalqilya, 12 in Ramallah, 18 in Nablus, 9 in Tulkarm, 6 in Jenin, 2 in Bethlehem, and 1 in Tubas using live ammunition. 13 Palestinians were arrested, including 4 during late-night raids in Tulkarm and 9 during protests near Jenin. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 journalist and arresting 1. Israeli forces also violently dispersed Palestinian protesters in al-Tur, causing tear-gas related injuries and 1 arrest. 13 others were arrested during raids in Issawiyya, al-Tur, Silwan, and Sur Bahir. In Gaza, 17 Palestinians were killed, including 8 children, and dozens were injured, raising the comprehensive death toll since 5/10 from 136 to 153, including 41 children and 2 pregnant women. The casualties included: 10 members of the same family in an Israeli air strike in al-Shati refugee camp, including 8 children; 1 infant was found in the rubble of the house and was the only survivor of the attack; 2 in an air strike on a market in Gaza City; 1 in an air strike while driving north of Gaza City; 1 in a drone strike on agricultural lands near al-Bureij; 1, and 1 injured in an air strike on al-Bureij; 1 in an air strike while riding a motorbike in al-Maghazi; 1 Palestinian succumbed to wounds sustained in an air strike on a car wash al-Zawaideh. Israel also demolished al-Jalaa tower, a 12-story building in Gaza City hosting the offices of AP, Al Jazeera, and other international media outlets along with residential apartments; Israel claimed that it also housed Hamas and Islamic Jihad in Palestine intelligence offices, saying that made it a legitimate target; residents and workers were given 1 hour to evacuate the building. AP said their reporting capabilities in Gaza were significantly reduced while Al Jazeera called it a war crime and an act to stop reporting. Air strikes also demolished the home of senior Hamas official Khalil al-Hayya and severely damaged the 14-story tower al-Qahira and the 12-story tower al-Andalus in Gaza City. Shelling from land and sea also caused significant damage and injuries in Khan Yunis and Bayt Hanun. Egypt sent 10 ambulances to Gaza to pick up injured Palestinians for treatment at Egyptian hospitals. In Israel, 1 Israeli was killed by a rocket fired from Gaza in Ramat Gan, raising the Israeli death toll to 10. 6 buildings were also damaged in Ramat Gan. Rockets were also fired at Beersheba, Ashkelon, and Ashdod from Gaza, causing damage in Beersheba and Ashdod. Hundreds of Palestinian-Israelis protested in Jaffa over the Israeli police’s inability to protect them as violence has been escalating in the neighborhood and 1 minor was seriously injured by a firebomb on 5/14. 67 Palestinian-Israelis were reported arrested, including 52 in ‘Akka and 15 in Lydda. In Lebanon, hundreds of protesters gathered along the Blue Line to show solidarity with Palestinians in Gaza and Shaykh Jarrah. U.S. chair of the senate foreign relations committee Bob Menendez (D-NJ) said, after Israel demolished the building housing the offices of AP and Al Jazeera, that he was “deeply troubled by reports of Israeli military actions that resulted in the death of innocent civilians in Gaza as well as Israeli targeting of buildings housing international media outlets.” Menendez is known as 1 of the staunchest supports of Israel among the senate Democrats. Israeli forces were filmed kicking Palestinian-Israeli vehicles traveling in Umm al-Fahm and firing stun grenades at them for no apparent reason. Israeli forces shot and injured 1 Palestinian-Israeli minor in Lydda, claiming he tried to throw a firebomb at them. 5 Palestinian-Israelis were arrested in Umm al-Fahm after a fire was ignited at the town’s city hall. 9 Palestinian-Israelis were arrested in ‘Akka. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. The Arab League secretary-general Ahmed Aboul Gheit said Israel was responsible for the escalation between Hamas and Israel, stating that “Israeli violations in Jerusalem . . . is what led to the ignition of the situation in this dangerous way.” Secretary-general Gheit’s comments came after a meeting of Arab League foreign secretaries discussing the situation. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Leader of Hamas Ismail Haniyeh said that the escalation was started by Israel and that Hamas is ready for “an escalation and ready for calm, on the condition that they end the aggression against al-Quds.” Israeli prime minister Benjamin Netanyahu said, “Hamas and Islamic Jihad have paid—and will pay—a heavy price for their aggression . . . It was reported that the U.S. was delaying a UN security council (UNSC) statement addressing the Israeli aggression in Jerusalem, and escalation of the conflict between Hamas and Israel. A UNSC emergency meeting was called on 5/9 by Tunisia and 9 other countries. The state department spokesperson Ned Price said secretary of state Antony Blinken, national security advisor Jake Sullivan, and deputy secretary of state Wendy Sherman had talked to their Israeli counterparts and unnamed Palestinian officials. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The strikes destroy 4 residential buildings, 5 commercial buildings, 3 tunnels, 1 intelligence compound, and the headquarters of al-Aqsa TV in Gaza City. Meanwhile, armed groups in Gaza retaliate by launching more than 300 rockets and other projectiles into southern Israel, injuring approximately 70 Israelis and destroying several Israeli buildings. Initially reported as an Israeli civilian casualty, a West Bank Palestinian is killed when a rocket hits the building in Ashqelon where he was staying (2 women in the building are injured as well). Around mid-day, there are reports that the Israeli authorities have stopped working with Egyptian and UN mediators to de-escalate the violence. After meeting with Egyptian intelligence officials in Gaza, the various political factions in Gaza agree to stop launching incendiary kites and balloons into Israel and to stop protesters from setting fire to tires, according to a senior Hamas official. “Friday’s events will be quiet,” adds a member of the Great March of Return organizing committee. The protests on 11/2 are set to proceed no less than 500 meters away from the border fence. Today’s agreement comes amid ongoing Egypt-mediated talks on a possible long-term cease-fire between Hamas and Israel. Unidentified Palestinians launch 2 rockets toward southern Israel from Gaza; 1 hits an Israeli home in Beersheba, causing major damage, and the other lands in the Mediterranean Sea. Israeli aircraft then conduct approximately 20 air strikes on sites across Gaza, killing 1 Palestinian, injuring at least 7, and causing extensive damage. Hours after the exchange, there are reports “intensive” Egyptian mediation efforts and a temporary cease-fire agreement. In a joint statement, Hamas and Islamic Jihad in Palestine appear to disavow the rocket fire: “We welcome the Egyptian effort to fulfill the Palestinian people's demand to remove the [Israeli] siege, and reject any irresponsible attempts meant to incite and sabotage the effort.” The Israeli authorities reject their statement, arguing that only Hamas has access to rockets with sufficient range to strike Beersheba. Hours after the exchange of rocket fire and air strikes in Gaza overnight, Israeli defense minister Avigdor Lieberman orders the Kerem Shalom and Erez border crossings into Gaza closed indefinitely and the fishing zone off Gaza’s coast reduced to 3 nautical miles. In the evening, Israel’s security cabinet convenes for 5 hours to discuss the situation in Gaza. They agree to impose new “rules of the game” on the weekly protests along Gaza’s border that have been held every Friday since 3/30/18, which are widely referred to as the Great March of Return. The cabinet instructs the IDF to gradually toughen its response to Palestinian attempts to damage or cross Gaza’s border fence, including incendiary balloons and kites. ICC chief prosecutor Fatou Bensouda says that Israel’s planned evacuation and demolition of the Jerusalem-area Bedouin village Khan al-Ahmar could constitute a war crime. “Extensive destruction of property without military necessity and population transfers in an occupied territory constitute war crimes [under the Rome Statute],” she says. “I will not hesitate to take any appropriate action within the framework of my authority according to the Rome Statute.” (HA, JP 10/17)

The UN General Assembly votes to confirm the State of Palestine’s status as next chair of the Group of 77 and China, with 146 votes in favor, 15 abstentions, and 3 opposed (Australia, Israel, and the U.S.). The Group of 77 and China is a group of developing countries who work together at the UN to promote their collective economic interests. It is so called because it had 77 members when it was founded and because China participates but does not consider itself a member. Jerusalem mayor Nir Barkat announces plans to remove UNRWA from East Jerusalem, accusing the agency of operating illegally and inciting violence against Israelis. He says that all the schools, clinics, athletic facilities, and other services that UNRWA currently operates in the city will continue operations under Israeli control. Hamas sources say that the PA blocked the transfer of 3 truckloads of Qatari-funded diesel fuel to Gaza this morning. Later, sources in Ramallah tell the Israeli press that the PA made threats to an Israeli gas company and to UN employees in an effort to obstruct the transfer. Earlier in the day, the Israeli press reports that Qatar has agreed to purchase $60 m. worth of fuel for Gaza’s sole power plant in an effort to increase the electricity supply in Gaza. Talks on such an arrangement have reportedly been ongoing for the past month under the auspices of UN Special Coordinator Nickolay Mladenov. (HA, MNA, TOI 10/4)

After four hours of calm, the IAF resumes its campaign of air strikes across Gaza in the morning. The strikes cause serious damage to Hamas military sites, but no reported injuries. Armed groups in Gaza retaliate, launching a number of rockets and other projectiles into Israel; they cause no serious damage or injuries. Around noon, a coalition of Palestinian factions in Gaza declares that they consider the latest escalation over. Two hours after the declaration, a rocket is fired from Gaza into Israel, where it lands in an open area near Beersheba, causing no damage or injuries. Armed groups in Gaza then fire 4 mortars into southern Israel, causing no damage or injuries. The IAF retaliates with a massive air strike on the Said al-Mishal Cultural Center in Gaza City. The five-story building is destroyed and 18 Palestinians are injured. After the strike, there are reports of an Egyptian-brokered cease-fire taking effect shortly before midnight. Hamas announces the formation of a new comm. to administer Gaza. Israeli DM Lieberman names the Palestinian National Fund a terrorist organization due to its “continuous and sustained support of entities responsible for serious terrorist activity against Israel.” The PA fund is primarily used to disburse payments to Palestinians imprisoned in Israel on terrorismrelated charges, and to assist prisoners’ families. The PA cabinet decides to hold the municipal elections scheduled for 5/13 in the West Bank only, indefinitely postponing elections in Gaza. A Hamas spokesperson calls the decision a “recipe for division.” Today’s decision follows a meeting between PA PM Rami Hamdallah and the head of the Central Elections Commission (CEC), in which they agreed that Hamas’s reticence to participate in the elections would make it difficult to prepare for balloting in Gaza. Israel’s State Comptroller Joseph Shapira releases his report on the Israeli govt.’s decisionmaking during Operation Protective Edge (OPE), the IDF’s codename for its summer 2014 assault on Gaza (see JPS 44 [1, 2]). The report concludes that PM Netanyahu and thenDM Moshe Ya’alon concealed key information about the war from ministers in the lead-up to the assault; they did not fully explore diplomatic means of de-escalating tension with Hamas and the other armed groups in Gaza. Additionally, the report said that the Israeli govt. had no set policies or strategies for dealing with Gaza; Israel’s cabinet had not held a single meaningful conversation about the humanitarian crisis in Gaza for 16 mos. prior to the assault; the IDF failed to destroy all of Hamas’s tunnels (only around half were destroyed); and that the IDF did not have specific orders or techniques for dealing with tunnels. The IDF rejects the accusation that it failed to collect sufficient intelligence, but acknowledges that there was room for improvement. A senior Fatah official reported on the Hamas and Fatah national reconciliation efforts following 2 days of talks in Doha on 3/26–27. He says they agreed to form a national unity govt. comprising Hamas, Fatah, and other factions, and to hold legislative and presidential elections within 6 mos. In addition, they agreed that a new unity govt. would work according to the Palestine Liberation Organization’s (PLO) guidelines (i.e., pursuing a 2-state solution by way of negotiations). The IDF’s Military Advocate Gen. concludes his internal investigation into its 7/16/2014 air strike that killed 4 children on a Gaza beach during OPE, determining that the “incident took place in an area that had long been known as a compound belonging to Hamas’s Naval Police and Naval Force,” which made it a “lawful target” by IDF regulations. No criminal or disciplinary action will be taken. In 1 incident late at night, IDF troops launch 6 missiles at a house in Gaza City in an attempt to assassinate Mohammed Deif, Izzeddin al-Qassam Brigades commander. In the morning in Cairo, Palestinian and Israeli negotiators, as well as Egyptian mediators, conduct talks on a long-term ceasefire agreement, specifically the Israeli demands for Hamas’s disarmament and the Palestinian demands for lifting the blockade. German, French, and British diplomats begin circulating a document containing principles for a new United Nations Security Council (UNSC) res. at the UN’s New York headquarters. On the 5th day of OPE, the IDF strikes multiple targets across the Gaza Strip, killing approximately 48 Palestinians, including 21 in a single strike on the home of a senior police commander in Gaza City. Air strikes also hit a center for the disabled, killing 2. The IDF warns Palestinians in the n. Gaza Strip to “leave their homes for their own safety,” adding that “it’s unsafe to be nr. Hamas.” Israel’s targets expand to include civilian institutions with suspected Hamas ties. Israeli naval forces raid the beach at al-Sudaniyya in the n.
