In the West Bank, Israeli forces delivered demolition orders for 4 water collection wells in Khelet al-Dabe‘a, near Yatta. 10 Palestinians were arrested, including 8 during late-night raids in al-‘Aruj, Hindaza, ‘Askar refugee camp, Nablus, Dura, al-Dawha, Yatta, and Ramallah; 1 was arrested during a raid in ‘Anata, and 1 at a checkpoint near Nablus. In East Jerusalem, 1 Palestinian family demolished their own home in Sur Baher. 5 Palestinians were arrested during a late-night raid in Isawiya. Israel effectively prevented Palestinians without Internet access from objecting to construction plans in the E1 area, as Israel’s civil administration told the Palestinians they could attend the meeting only hours before it started, rendering them unable to reach the meeting in person in the Beit El settlement. Adalah sent a letter to the Israeli government, calling a decision to include the Shin Bet and the Israeli military to combat violence in Palestinian towns in Israel racist and illegal. Adalah said it would create 2 separate law enforcement systems in Israel: 1 for Palestinians and 1 for Jewish Israelis. (WAFA 10/4)

Media outlets reported that, in a secret effort to locate Israeli soldier Ron Arad, who went missing in 1986, Israel had abducted an Iranian general in Syria and took him to an unnamed country in Africa, where he was interrogated before he was released. (MEMO, TOI 10/5)

The energy ministers of Lebanon and Egypt said that Egypt is finalizing arrangements to ship gas to Lebanon in an effort to help the country as it faces a severe energy crisis. Egypt will supply Lebanon with gas through a pipeline that runs through Syria and Jordan. (HA 10/5; REU 10/7)

The Israeli Air Force (IAF) launches a strike on an agricultural area along the border fence nr. Gaza City, causing minor damage and no injuries. The IDF says that the strike was a part of an unspecified IAF exercise. In the West Bank, Israeli forces raid several homes in Yatta, the village of the Palestinians who attacked Israelis on 6/8 in Tel Aviv; and demolish a retaining wall nr. the village. Israeli soldiers arrest 1 Palestinian during a raid in ‘Askar r.c. nr. Nablus, sparking minor clashes with stonethrowing Palestinian youths (1 Palestinian is seriously injured). Israeli forces arrest 10 Palestinians during late-night raids in and around Hebron, Jenin, Nablus, Bethlehem, Ramallah, and East Jerusalem; and patrol nr. Hebron and Ramallah throughout the day. A COGAT official says that Israel’s political leadership has ordered COGAT to freeze any building plans in bedouin communities in Area C. Right-wing Israeli politicians think the PA is using building construction to consolidate power over Area C to keep the land in a future Palestinian state. (JP 6/15)

In the Gaza Strip, IDF troops open fire on a Palestinian attempting to enter Israel, injuring, then detaining him. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing damage but no injuries. In the West Bank, IDF troops conduct house searches and raids in ‘Askar r.c. nr. Nablus, arresting a leader of Islamic Jihad, and in Yatta s. of Hebron, sparking serious clashes, in which 5 Palestinians are injured. The IDF also conducts house searches and arrest raids nr. Tulkarm, Jenin, Salfit, Nablus, Hebron, and Ramallah; patrols nr. Hebron, Jenin and Qalqilya. Early in the morning, IDF troops close all 4 entrances to a village nr. Nablus. Reps. of all PLO factions meet to discuss recent criticism of the PA unity govt. from Hamas. They conclude that Hamas is responsible for hindering the unity govt.’s work in Gaza. At a meeting between Hamas and Palestinian factions in Gaza, Hamas calls for an emergency comm. to be formed to administer the territory, and the PFLP and DFLP oppose the proposal. Instead, they agree to form a comm. to follow up on the implementation of the 4/23 national reconciliation deal, which led to the formation of the unity govt. on 6/2. (MNA 1/11; JP 1/13)

IDF troops briefly enter s. Gaza to bulldoze land along the border fence e. of Abasan, firing on nearby residential areas, wounding 1 Palestinian. Israeli naval vessels detain a Palestinian fishing boat off the Bayt Lahiya coast, interrogating and releasing the fishermen. The UN reports that 2 Palestinians were killed and 6 were injured in tunnel collapses on the Rafah border in the previous wk.; in addition, the body of a Palestinian missing since 7/1 has been found in a collapsed smuggling tunnel. In the West Bank, IDF undercover units enter Yatta village in a vehicle with Palestinian license plates, raid an auto mechanics shop, arresting 1 Palestinian. The IDF also conducts late-night arrest raids, house searches in and around Nablus and neighboring ‘Askar r.c., and nr. Hebron, Jenin. Jewish settlers fr. In Gaza, the IDF fatally shoots a deaf Palestinian working a field nr. the Gaza border e. of al-Bureij r.c.; shells residential areas of Bayt Hanun; conducts air strikes on a workshop in Gaza City, destroying it, damaging 2 nearby homes, wounding 2 bystanders. In the West Bank, the IDF issues military orders confiscating 10s of dunams (d.; 4 d. = 1 acre) of Palestinian land s. of Tulkarm. Late in the evening in the West Bank, the IDF closes all crossings to Jerusalem; raids al-Ubidiyya nr. Bethlehem, fatally shoots wanted Islamic Jihad mbrs. ‘Uqla Shanayta,Khalid Shanayta in an apparent assassination; conducts arrest raids, house searches in Askar r.c., neighboring Nablus, Yatta nr. Early in the morning, the IDF begins withdrawing fr. areas of s. Lebanon, giving UN Interim Force in Lebanon (UNIFIL) control. (The IDF does not confirm how many troops are in Lebanon, though at the peak, observers estimated there were as many as 30,000.) Soon after, the Lebanese army begins deploying troops s. of the Litani. In Naqura, 2 Lebanese children are killed when they accidentally detonate unexploded bomblets fr. an Israeli cluster bomb; UN deminers say they have identified 10 locations in s. Lebanon where the IDF used cluster bombs and may pose similar hazards for civilians, saying the 10 sites could be the “tip of the iceberg.” Beirut airport received its 1st commercial flight since it was bombed on 7/13; hopes to be able to resume normal service within a wk. Israel announces that it has arrested 3 PFLP mbrs. for allegedly plotting to assassinate Shas party leader Rabbi Ovadia Yosef. The IDF orders 27 bedouin to evacuate 3 sites nr. Tubas. In Nablus, 9 schools hold classes in violation of the ongoing curfew; the IDF blocks 3 other schools fr. opening. The Quartet (the European Union [EU], Russia, UN, U.S.), reps. of Israel and the PA meet in New York on the sidelines of the UN General Assembly opening session. The EU presents the Quartet with a draft “road map” for creation of a Palestinian state with provisional borders in 2003 and full Palestinian statehood by 6/05, the plausible target date mentioned by Bush in his 6/24/02 speech. Heavy Israeli attacks are reported in Askar r.c., Jenin r.c., Nablus (where the IDF shells, destroys the eastern market area), Yatta. An IDF helicopter fires at the car of wanted Islamic Jihad mbr. Ziyad Shuwayki in Hebron, missing him but injuring 11 bystanders.
