In the West Bank, Israeli settlers raided Burqa but were chased away by Palestinian residents; no injuries were reported. Israeli settlers also uprooted some 200 olive tree saplings in Khallet Hassan and stole 4 sheep in Kafr Malik. Israeli forces shot and killed 1 Palestinian man and injured 6 others with live ammunition during a raid in Qalandia refugee camp. Israeli forces also shot and killed 1 Palestinian minor and injured 3 others with live ammunition and a concussion bomb during a raid in Balata refugee camp. Elsewhere, Israeli forces delivered demolition notices for 7 Palestinian-owned homes west of Jericho and razed lands in Beit Safafa. 21 Palestinians were arrested during late-night raids in Qalandia refugee camp, Balata refugee camp, Jenin, Salfit, Ramallah, Hebron, and Bethlehem. In the Naqab, Israeli undercover forces shot and killed 1 Palestinian man during an arrest raid in Rahat; an autopsy later contradicted the Israeli forces’ explanation that the man was pointing a gun at them when he was killed, as it revealed that he was shot twice in the back. Israeli authorities also demolished 2 Palestinian-owned homes in Umm al-Fahm. The security coordinator at the Gilad settlement outpost was arrested by Israeli forces on suspicion of having aided settler vandalism in Fara‘ata in the West Bank on 3/14. Another security guard at the settlement was also arrested for partaking in the vandalism. (HA 3/17)

The Israeli supreme court voted to uphold the Israeli ministry of justice’s decision to seize 7.5 acres of land owned by residents in the Israeli town of Taibeh, using the Absentee Property Law despite the Palestinian owners not having left their property during the Nakba. The ministry of justice decided to seize the land in 2017 after the owners applied to fill a quarry to convert into agricultural lands. Furthermore, the 3 supreme court justices ruled that the families must pay $9,100 in court fees. (HA 3/15; HA 3/18)

The EU delayed its annual $236 million aid to the PA and various Palestinian civil society projects, as a Hungarian representative wanted to condition the aid on removing “incitement” from Palestinian schoolbooks. The European Commission will have to rule on the Hungarian demand before the aid can be released to the PA. PA representatives told Haaretz that the Hungarian delegate is behaving like the Israeli far-right by raising demands on conditioning aid to Palestine. PA foreign minister Riyad al-Maliki has told the Hungarian delegate that the PA will not accept the demand. (HA 3/15; WAFA 3/16)

U.S. ambassador to Israel Tom Nides told Americans for Peace Now, during a virtual event, that he is infuriated by Israeli settlement expansion but that he is unable to stop it. He further stated that he did everything in his capacity to stop Israeli plans to construct settlements in the E1 area. Ambassador Nides also said that the U.S. wants to reopen its consulate to Palestinians in Jerusalem but that the Israelis are “aggressively” opposing it and that both Israel and the PA are making “too big a deal” over the issue. Lastly, Nides rejected the idea that the Palestinians can be bought off by economic incentives as they do not see this as a trade-off for political negotiations. (JP 3/16; MEMO, WAFA 3/17)

More than 500 Google employees signed a petition in protest over Google’s decision to relocate 1 Jewish employee from the U.S. to Brazil after she voiced criticism of Google’s contract with the Israeli cloud server Project Nimbus. The Google employee said the company was attempting to force her out of her job by giving her 17 days to agree to relocate to São Paulo. (LAT 3/15; JP, MEMO, TOI, WAFA 3/17)

In the West Bank, Israeli forces killed 1 Palestinian child during a raid in Balata refugee camp; Israeli forces said that the child had thrown a stone at the forces during the raid; no soldiers were reported injured. Israeli forces also shot and injured 2 Palestinian minors near a watchtower in al-Arroub refugee camp, claiming that the 2 threw stones at soldiers. Elsewhere, Israeli forces delivered stop-work orders for 4 commercial buildings in Salfit, 1 demolition order for a house in Bayt Jala, and demolished 3 agricultural structures in Khirbet al-Rahwa. 15 Palestinians were arrested during late-night raids in and around Ramallah, al-Bireh, Beit Sahour, Bayt Jala, al-Arroub refugee camp, Sa‘ir, Mirka, al-Zawiya, ‘Azzun, and Balata refugee camp. Haaretz reported that Israel had sent more troops to the Gaza fence in anticipation of another Palestinian demonstration on 8/25. Israel is also said to have instructed its soldiers to respond “more aggressively” to the Palestinian protests, despite injuring more than 40 Palestinians on 8/21. It was also reported that Hamas, in talks with Egypt, had agreed to end or curb the sending of incendiary balloons into Israel. (HA 8/24; MEMO 8/25)

500,000 doses of the Moderna COVID-19 vaccine donated by the U.S. arrived in Palestine, with 300,000 doses in the West Bank and 200,000 in Gaza. The PA said it had received a total of 2.5 million COVID-19 doses, which have been distributed between the West Bank and Gaza. Hamas, like the PA, recently required workers to get vaccinated. 7 out of the 20 Palestinians from East Jerusalem who had their Israeli government benefits revoked in May saw these benefits restored. The revoked benefits included their health insurance and government allowances. (HA 8/24)

The New York Times reported that Israel has changed its policy on allowing Jewish people to pray at the Haram al-Sharif compound. The reporting came after former MK and greater Israel advocate Yehuda Glick on 8/23 livestreamed himself praying at the Haram al-Sharif compound, in violation of the Status Quo agreement. While Israel does not have a law against non-Muslims praying at the compound, it has generally upheld the agreement. However, according to the NYT reporting, this does not seem to be the case anymore. (AJ, NYT 8/24; AP 8/25)

1 Palestinian on administrative detention ended his hunger strike after reassurances from Israel that his detention would not be renewed after January. The man was placed on administrative detention after being arrested on 9/22/2020 and had been hunger striking for 42 days. (WAFA 8/24)

A PA official said that the EU funding of its budget had still not arrived for 2021. The EU has helped fund the PA budget with $176 million, but the funding had not arrived due to technical reasons. The funding is presumed to be arriving in October, but the PA may not be able to pay salaries and social allowances for August without the funding. (JP 8/24)

The Fatah central committee said that PA president Mahmoud Abbas will reshuffle the PA government and announce new ministers on 8/27. It was later reported that the reshuffling was canceled. (ALM, MEMO 8/25)

In an interview with NYT before his trip to Washington D.C., Israeli prime minister Naftali Bennett said that there will not be the creation of a Palestinian state while he is in office, as he is opposed to Palestinian sovereignty. Prime Minister Bennett also said that his government would not annex parts of the West Bank, but would continue the expansion of settlements and Israel blockade of Gaza. (NYT 8/24; MEMO 8/25)

Citizen Lab released a report saying that the Israeli spyware company NSO Group’s Pegasus spyware was used to spy on 9 Bahraini nationals. (AP, HA 8/24)

In the West Bank, Israeli settlers used pepper spray on 3 Palestinians at the Wadi Qana nature reserve near Salfit and vandalized 5 vehicles. Israeli forces closed all the entrances to Dayr Nidham, closed roads leading to Ya‘bad with concrete blocks and set up a metal gate, and closed access to 7 villages near Salfit. 17 Palestinians were arrested during late-night raids in and around Kafr Dan, Qabatiya, Ya‘bad, Nablus, Balata refugee camp, al-Twana, Tulkarm, and Ramallah. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 with a sound bomb. Israel began allowing Jewish worshipers at the Haram al-Sharif compound for the 1st time since the beginning of Ramadan on 4/12; some 250 Jewish worshipers with military escort visited the compound; 9 Palestinians were arrested for protesting the settler incursion. 10 other Palestinians were arrested during raids in Bayt Hanina, al-Tur, and the Old City. In Israel, 1 Israeli woman succumbed to injuries sustained in a fall while seeking shelter on 5/15, raising the Israeli death toll from the Hamas-Israel escalation to 13. PA presidency spokesperson Nabil Abu Rudeineh warned that Israel’s lockdown of Shaykh Jarrah and continued attacks on the Haram al-Sharif compound could lead to an end of the ceasefire, which went into effect on 5/21, and asked the U.S. to intervene to keep the calm. (WAFA 5/23)

Israeli police released a statement saying it had arrested 1,550 people since 5/9 who have taken part in violent and non-violent protest throughout Israel. Over 70% of the people arrested were Palestinian citizens of Israel, prompting Adalah to call it a “war” against Palestinian demonstrators. The Jordanian foreign ministry condemned Israel’s continued violations of status quo agreements in East Jerusalem, specifically the continued raids on the Haram al-Sharif compound and policy reversal in allowing Jewish worshipers at the compound. (WAFA 5/23)

U.S. secretary of state Antony Blinken said that the Biden administration is committed to “giving Israel the means to defend itself,” despite growing calls among democrats and activists to condition U.S. military aid to Israel. (AJ 5/23)

The UN humanitarian coordinator for the Palestinian territories Lynn Hastings said that the UN would launch an urgent appeal to countries to help rebuild Gaza after Israeli air strikes caused massive destruction during the latest escalation, which ended on 5/21. U.S. president Joe Biden said his administration would work with the UN to send humanitarian aid to Gaza in a way that prevents Hamas from benefiting. Israeli defense minister Benny Gantz said he will condition any aid that is not for humanitarian relief on the release of Israeli prisoners and the bodies of 2 Israelis to Israel. In the West Bank, 1 Israeli settler shot and killed 1 Palestinian and injured 1 other when the 2 confronted a group of settlers attempting to set fire to their crops near al-Rihiya, south of Hebron; +972 reported that the settlers mutilated the body of the Palestinian man they had shot dead. 10 Palestinians were killed and 209 wounded by Israeli forces throughout the West Bank. The casualties included: 1, and 39 injured during a protest in Shwaika near Tulkarm; several others were reported injured; 1 protester, and 2 injured in Salem; 1 protester in Asira; 1 protester, and 4 injured in Beita; 1 protester, and 18 others injured by live ammunition in Ya‘bad; 1 protester in Marda; 1 protester in Iskaka; 1 protester, and 4 injured in ‘Urif; 1 protester in Jericho; 1 Palestinian at a checkpoint, who allegedly tried to ram Israeli soldiers near Silwad; 148 protesters injured by live ammunition and rubber-coated bullets during protests in and around Dayr Nidham, Bayt Dajan, Bayt Furik, al-Fawar refugee camp, al-Khadir, Salfit, Tayassir, Huwwara, Aqraba, Ni‘lin, Jenin, Qalqilya, Tulkarm, and Qusra. 13 Palestinians were arrested, including 6 during late-night raids in and around Qalandia refugee camp, Bayt Umar, and Sa‘ir; 7 were arrested during protests at the al-Jalama checkpoint near Jenin. Israel also said that 3 rockets were fired at Israel from Syria, with 2 landing in open land in the Israeli-occupied Golan Heights and 1 in Syria. 2 rockets from Gaza hit 2 houses in Sderot, causing damage and 1 injury. 1 rocket from Gaza lightly injured 1 Israeli driving near Beersheba. Israel barred people from outside of Lydda from entering the city from 4 p.m. and barred all its residents from leaving their homes after 9 p.m. 1 Palestinian-Israeli minor was seriously injured, and another minor lightly injured, after a firebomb was thrown at their house in Jaffa; Israeli police claimed without evidence that it was 2 Palestinian-Israeli men that had thrown the firebomb. Israeli forces were filmed kicking Palestinian-Israeli vehicles traveling in Umm al-Fahm and firing stun grenades at them for no apparent reason. Israeli forces shot and injured 1 Palestinian-Israeli minor in Lydda, claiming he tried to throw a firebomb at them. 5 Palestinian-Israelis were arrested in Umm al-Fahm after a fire was ignited at the town’s city hall. 9 Palestinian-Israelis were arrested in ‘Akka. Israeli forces violently dispersed Palestinian-Israeli protesters in Kafr Kana, injuring 28. Israel also told international news outlets that it would conduct a ground invasion of Gaza shortly and then later apologized to the news outlets for providing false information; analysts suspected that Israel used the media outlets to lure Hamas militants into tunnels before heavily bombarding said tunnels; Israel said that dozens were killed in the attack on the tunnels. Israel also shot down 1 drone sent from Gaza. 1 Israeli woman succumbed to injuries sustained after falling while running to a shelter in Neta’im on 5/11, raising the Israeli death toll to 9. In Jordan, some 500 protesters tried to enter the West Bank through the Allenby bridge, but were dispersed by Jordanian forces 3 miles from the border. In Amman, thousands of protesters called for the expulsion of the Israeli ambassador and ending the Jordanian-Israeli peace treaty. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. It also said 830 people had been injured. The UN estimated that 10,000 Palestinians have been internally displaced during the current escalation so far. (AJ, HA 5/14)

A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. ICC chief prosecutor Fatou Bensouda said that she will continue with her inquiry into potential war crimes committed by Israelis and Palestinians in the occupied Palestinian territories despite Israel’s refusal to cooperate. The Italian trade union of port workers said that its members in Livorno had refused to load a shipment of weapons and explosives to be shipped to Israel, citing Israel’s attack on Gaza. (AA 5/15; WAFA 5/16; IN 5/17)

In the West Bank, Israeli settlers with military escort threw stones at Palestinians protesting settlement expansion west of Salfit; Israeli forces also beat several Palestinian protesters. Israeli forces delivered demolition notices for 3 Palestinian-owned homes in Ya‘bad and demolished 1 house in al-Khadir; 1 house under construction and 1 well near Halhul; and 2 shacks in Qalqilya. 13 Palestinians were arrested during late-night raids in and around Izzariya, Anata, Bethlehem, Ramallah, Jericho, and Jenin. In East Jerusalem, 1 Palestinian family started demolishing their own home in Jabal Mukabir to avoid paying exorbitant Israeli demolition fees; 6 people were displaced. A court in Israel rejected a lawsuit brought by 1 Palestinian-Israeli on behalf of his nephew and niece who have to travel outside the city of Carmiel to go to school as there are no Arabic-speaking schools in their city. The suit asked for the city to pay their expenses for traveling to the Arabic-speaking school, but the Israeli court dismissed the suit, citing the Jewish Nation-State Law saying the city’s Jewish character had to be preserved. The judge wrote in his ruling, “Carmiel, a Jewish city, was meant to establish Jewish settlement in the Galilee . . . Establishing an Arabic-language school . . . [and] funding school rides for Arab students . . . could change the demographic balance and damage the city’s character.” (Adalah, HA, HA 11/30)

Saudi Arabia allowed Israeli airlines to fly over their airspace for commercial flights 1 day before the 1st commercial flight between Israel and the UAE was set to happen. The flight was said to be at risk of being canceled; however, according to a U.S. official, U.S. special advisor to the president Jared Kushner and Saudi officials were able to “reconcile the issue.” Special Advisor Kushner is scheduled to visit Saudi Arabia, Kuwait, and Qatar this week. In the West Bank, 2 Palestinian families were notified that Israel intend to seize 4 dunums of their land in Jaba‘ for construction of a parking lot for Israeli military vehicles. A Palestinian family from Ya‘bad accused Israeli soldiers of stealing money and jewelry from their house during a late-night raid. Israeli forces also demolished 2 Palestinian-owned water tanks near Tubas and seized a cement mixer near Salfit. 12 Palestinians were arrested during late-night raids in and around Ramallah, Nablus, Jericho, and Hebron. In East Jerusalem, 2 Palestinians were detained in al-Aqsa Mosque during prayers; both were released after 5 hours of interrogation and banned from entering the mosque for 2 weeks. During a visit by the Irish minister of foreign affairs Simon Coveney to Israel, Gaza, and the West Bank, the ministry announced that Ireland was funding a $8.8 million project for construction of solar panels in Gaza in partnership with the French Development Agency. Foreign Affairs Minister Coveney met with PA prime minister Mahmoud Abbas in Ramallah during his visit. (HA, WAFA 12/3)

In France, the French parliament passed a resolution to combat anti-Semitism that included anti-Zionism and criticism of Israel. The resolution adopted the language of the International Holocaust Remembrance Alliance’s working definition of anti-Semitism which equates some criticism of Israel as anti-Semitic. The resolution was passed despite a petition signed by 129 Jewish and Israeli scholars warning the French parliament about equating anti-Zionism with anti-Semitism. (HA 9/4)

At the UN, 5 resolutions pertaining to Israel and Palestine passed in the General Assembly. 13 countries changed their vote, compared to previous years, on the resolution in support of the Division for Palestinian Rights of the Secretariat. The 13 countries that previously abstained on the yearly vote were Germany, the Czech Republic, Austria, Bulgaria, Denmark, Estonia, Greece, Lithuania, the Netherlands, Romania, Slovakia, Brazil, and Colombia. The vote on that resolution passed 83 to 23, with 54 abstentions. (TOI 12/4; HA 12/5)

In the West Bank, 14 Palestinians were arrested during late-night raids in and around Bethlehem, Jenin, and Salfit. Israeli forces also raided houses in the Hebron area and set up flying checkpoints around Hebron. A Palestinian demolished his own home in Bir Oneh, west of Bethlehem, to avoid Israeli demolition fees. For the 3d day in a row, Palestinian schoolchildren suffered tear gas inhalation in Hebron after Israeli forces fired tear gas grenades into the yards of 4 different schools. In the West Bank village of ‘Ayn Yabrud, 25 Palestinian-owned cars were vandalized by Israeli settlers. The cars were punctured and sprayed with graffiti spelling “revenge” accompanied by a Star of David. In East Jerusalem, dozens of Israeli settlers protected by Israeli forces stormed Haram al-Sharif through the Moroccan Gate to perform prayers. Seven Palestinian minors were arrested in East Jerusalem during late-night raids, including the son of the PA governor of Jerusalem Adnan Ghaith. The Israeli Prison Service started relocating hunger-striking Palestinian prisoners in the Naqab and Ramon prisons in order to obstruct their hunger strike that began 4/8. (WAFA 4/9)

Airbnb announced that it was reversing its policy of removing West Bank settlement listings from its website (Airbnb announced that policy in November 2018) after settling a lawsuit against the company by Jewish American plaintiffs. (HA, Airbnb 4/9; MNA 4/10)

As citizens of Israel went to vote in the Israeli general elections, Prime Minister Benjamin Netanyahu’s Likud party handed out around 1,200 small cameras to Israeli right-wing activists so that they could film at polling stations in predominantly Palestinian areas of Israel to intimidate Palestinian voters. Israeli police confiscated dozens of these cameras at polling stations. The Hadash-Ta’al list filed an urgent complaint to the Central Elections Committee to have the cameras removed immediately. Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians in the area; 2 Palestinians are killed and 12 more are injured. The IDF later says that an explosive device was thrown at a patrol, prompting the fatal shooting. A senior U.S. official says the U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner is planning to discuss the Trump administration’s long-awaited Palestinian-Israeli peace plan at an international security conference in Warsaw on 2/14. The Trump administration is co-organizing the conference on 2/13–14 and has invited Israel and a number of Arab states to attend (The Palestinians are not invited). A principle focus of the conference is Iran and its influence across the Middle East. In response, PA president Mahmoud Abbas calls for the international community to come together for a peace conference to devise a multilateral mechanism to advance the Palestinian-Israeli peace process. “This is where the European Union and its member states can play an important role alongside the [UN] Security Council,” he says. Amid the ongoing investigation of the 3/24 killing of senior Hamas military cmdr. Fuqaha, the Hamas-run interior ministry in Gaza indefinitely shuts down the Erez border crossing, except for humanitarian cases; orders all fishermen to return to the shore; and shuts down the Rafah border crossing into Egypt. A spokesperson for the residents of the Amona settlement outpost warns that if the Israeli govt. does not build them a new settlement, as PM Netanyahu promised before Amona’s evacuation and demolition in 2/2017 (see JPS 46 [3]), they will “have to unilaterally move onto the [designated] land” and build it themselves. The spokesperson is likely responding to reports in the Israeli press about Israel-U.S. talks in Washington last week, and specifically an unconfirmed report that the U.S. may condone the Amona replacement in exchange for other limitations on settlement growth. U.S. secy. of state Kerry gives a speech in Washington outlining his principles for resolving the Israeli-Palestinian conflict, as he pledged to do in the wake of the UNSC’s adoption of anti-settlement Res. 2334 on 12/23. Citing the so-called regulations bill that is percolating through the Knesset, Kerry says that current trends on the ground, particularly settlement growth and the legalization of settlement outposts, are eliminating the possibility of a 2-state solution, that Jerusalem must be the shared capital of Israel and a future state of Palestine, and that a final agreement must be based on negotiated land swaps, inter alia. Israeli PM Netanyahu calls Kerry’s speech a “big disappointment” and reiterates his desire for the U.S.-Israel relationship to improve under Pres.-elect Trump.
