In the West Bank, Israeli settlers bring their cattle to graze on farmland in Deir Balut, causing damage to crops. Israeli settlers also fence off a tract of land and begin construction of a settlement road in the Jordan Valley. Israeli forces fatally shoot 2 Palestinians and injure at least 3 others in Nur Shams refugee camp during the second day of its raid in Tulkarm, bringing the total number of casualties to 8 deaths and at least 26 injuries; Israeli soldiers also continue demolishing infrastructure, blow up 3 homes, and prevent medics from reaching wounded Palestinians. Israeli forces also shoot and injure 10 Palestinians, including 2 with live ammunition and 8 with baton rounds, during raids in al-Bireh and al-Am’ari refugee camp. Elsewhere, Israeli forces assault 4 Palestinians and injure others with tear gas during a raid in Husan. Israeli forces also demolish several homes and agricultural structures in Duma, displacing around 50 people. Israeli forces arrest 48 Palestinians during late-night raids in and around Hamala, Hebron, Deir al-Ghusun, Bayt Rima, Balaa, Nablus, Kafr ad-Dik, and Qalqilya. In Gaza, telecommunications services are down for the seventh day in a row. Israeli forces bomb Gaza City, Rafah, Beit Hanun, Beit Lahiya, al-Nuseirat refugee camp, Jabalia refugee camp, Maghazi, and Khan Yunis, killing at least 172 people, including 16 in an airstrike on a home in Rafah and al-Quds TV news director Wael Fanouneh in an airstrike on Gaza City. Israeli forces also demolish al-Israa University in a controlled explosion after using it as a military base. In Lebanon, Israeli forces bomb Aitaroun, Meiss Ej Jabal, Kfar Kila, and Odaisseh, causing damage. Lebanon’s National News Agency says Israel has used white phosphorus in Meiss Ej Jabal. In the Red Sea, the Houthi movement says it has attacked a ship 85 nautical miles off the coast of Yemen with “naval missiles,” causing damage. The U.S. military says it has bombed 2 anti-ship missiles ready to be launched in Yemen. In Iran, Pakistani forces bomb Baluchi separatists, killing 9 people, in what appears to be retaliation for an Iranian strike on Pakistan on 1/16. More than 24,620 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 61,830 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 361 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 90 children. More than 4,252 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 191 Israeli soldiers have been killed and 1,178 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 98 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. Lebanese officials say Hezbollah has rejected a U.S. proposal to move its militants further north from the Blue Line to reduce tensions with Israel, but that Hezbollah remains open to U.S. diplomacy to avoid further escalation. (HA, HA, REU 1/18)

A Haaretz investigation reveals that no Palestinian community in Israel is listed as eligible to receive weapons from the National Security Ministry, even as some of the communities are closer to Israeli “borders” than Jewish communities that are deemed eligible. (HA 1/18)

Israeli prime minister Benjamin Netanyahu says Israel will continue to control all territory between the Jordan River and the Mediterranean, saying “it contradicts the idea of self-rule [for Palestinians]. So what? I tell this truth to our American friends.” Netanyahu adds, “[t]his conflict is not about a lack of a state, but about the existence of a state.” U.S. State Department spokesperson Matthew Miller says in response that U.S. “support for Israel remains ironclad” despite disagreement on the issue. Miller also says that there is “no way” to solve Israel’s long-term security needs without the establishment of a Palestinian state. PA spokesperson Nabil Abu Rudeineh says there will be no security and stability in the region without a Palestinian state with East Jerusalem as its capital. Saudi ambassador to the U.S. Reema bint Bandar Al Saud says any potential normalization agreement with Israel would be conditioned on a ceasefire and an “irrevocable” pathway for a Palestinian state. The Israeli cabinet discusses whether to transfer the responsibility of disbursing the PA tax revenue to either Norway or the U.S. The plan, which was brought forward by Finance Minister Bezalel Smotrich, is opposed by National Security Minister Itamar Ben-Gvir and is not voted on. Smotrich’s plan includes forcing the third-party country to also deduct tax revenue that is allocated to Gaza. (HA 1/19)

Israeli war cabinet minister Gadi Eisenkot tells Channel 12 that he helped prevent an Israeli “preemptive strike” on Lebanon on 10/11/2023 and says Israel will not be able to retrieve the captives held in Gaza alive without a deal with Hamas. The Times of Israel quotes National Security Minister Ben-Gvir as telling Israeli soldiers in the West Bank that “[w]hen your life is in danger or [you] see a terrorist – even if he does not endanger you – shoot.” Ben-Gvir’s office later says he told the soldiers to shoot “armed terrorists.”  (AJ, HA, REU, WAFA 1/18; AP, AP, AP, NYT 1/19)

The Financial Times, citing unnamed “senior Arab officials,” reports that Arab states will present a plan that will see normalization of Saudi ties with Israel in exchange for Palestine becoming a full member of the UN, irreversible steps toward Palestinian statehood, and Israel ceasing its attacks on Gaza. In the West Bank, Israeli settlers opened fire at Palestinians harvesting olives in Qusra; no injuries were reported. Israeli settlers with a military escort also raided Wadi al-Hasin, injuring 1 Palestinian minor and entering homes and commercial stores. Israeli forces raided Jenin and Jenin refugee camp, killing 3 Palestinians, including 2 in a drone strike, and arresting Fatah’s secretary general in Jenin Ata Abu Ramila and Fatah member Jamal Hawil. Israeli forces also shot and killed 1 disabled 65-year-old Palestinian man during a raid in Tulkarm. Elsewhere, Israeli forces raided a funeral procession for 1 child killed on 10/31 in Beit Umar, injuring 2 with live ammunition and others with tear gas. Israeli forces also shot and injured 2 Palestinians, including a child, during raids in Aida refugee camp and Ya’bad. Meanwhile, Israeli forces demolished 2 homes and 4 agricultural structures in al-Khader and seized a bulldozer in Deir Balut. Palestinians in the West Bank and East Jerusalem observed a general strike in protest over Israel’s attacks on Gaza. 62 Palestinians were arrested during late-night raids in and around Bethlehem, Jenin, Hebron, Qalqilya, Ramallah, Tulkarm, and Nablus. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israel again cut off phone and internet services. The services were gradually restored 8 hours later. At least 280 Palestinians were killed and 697 injured in Israeli airstrikes in Gaza. Israel conducted massive airstrikes on Jabalia refugee camp for a second day in a row. Hamas said 195 Palestinians were killed, 777 were injured, and 120 are missing in Jabalia refugee camp in the past 2 days. Israel claimed it had assassinated Hamas member Muhammad Asar. Rockets were fired at Israel. In Lebanon, Israeli forces attacked several places it said was linked to Hezbollah. Hezbollah said it had shot down an Israeli drone. Lebanon’s state run news agency said 2 Lebanese shepherds were killed by Israeli forces while grazing their herds by the Wazzani river. The Ministry of Health in Gaza said at least 8,805 Palestinians had been killed, including around 5,811 women and children, and 22,240 had been injured in Israeli airstrikes on Gaza since 10/7. At least 1,800 people, including 940 children, have been reported missing. 129 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 35 children. More than 2,274 people have been injured. Israel said 15 soldiers had been killed in Gaza since its ground invasion, leaving the Israeli death toll at around 1,400 Israelis, including foreign nationals, since 10/7. 5,431 Israelis have been injured. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, had been displaced since 10/7. There has been a complete blackout of electricity in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. About 450 people, including 81 injured Palestinians and people with foreign passports, left Gaza to Egypt via the Rafah crossing. It was reported that Qatari mediation had brokered the agreement for a limited evacuation of some people from Gaza. 55 trucks carrying aid entered Gaza. PA health minister Mai al-Kaila said the only cancer hospital in Gaza, the Turkish-Palestinian Friendship Hospital, had stopped operating due to Israeli bombardments and running out of fuel. The Indonesian Hospital’s main generator stopped working, putting the hospital’s oxygen station, ventilators, air-conditioners, and fridges in the morgue out of commission. 14 out of 35 hospitals in Gaza were out of commission. The UN said 11 out of 20 bakeries in Gaza have been destroyed in Israeli airstrikes since 10/7. The UN also said it had recorded 171 settler-related incidents of violence against Palestinians and Palestinian property, 7 a day, since 10/7. The Israel Prison Service said 6,704 Palestinians were imprisoned in Israel, including 2,070 who were held in administrative detention. 1,512 were imprisoned during the month of October. Al Jazeera reported that Arafat Hamdan, who died in Israeli custody on 10/24, died because he was beaten and left in the sun with a bag over his head for hours while being refused his diabetes medicine. Palestinian Prisoners Society spokesperson Amani Sarahneh said a medical report issued by the Israel Prison Service showed that Omar Daraghmeh, who died in Israeli custody on 10/23, had “internal bleeding, particularly in his stomach and intestines.” The UN Human Rights Office reported that Palestinians arrested by Israel have been subject to violent and humiliating acts by Israeli forces during their arrest.  (AJ, UNOCHA 11/1; HA 11/2)

Hamas said that 7 of the captives held by Hamas were killed in the Israeli airstrikes on Jabalia refugee camp on 10/31, saying “almost 50” of the captives have been killed in Israeli bombardments since 10/7. (AJ 11/1)

Reporters Without Borders (RSF) filed war crime complaints to the ICC in relation to the killing of 8 Palestinian and 1 Israeli journalists. RSF said 34 journalists had been killed since 10/7. The organization also said that more journalists have been killed since 10/7 than in in any other conflict since 1992. (AJ, AP 11/1; HA 11/2)

UN commissioner for human rights Volker Turk said the Israeli attacks on Jabalia refugee camp could amount to war crimes. Colombian president Gustavo Petro condemned the attack and said “[i]t’s called Genocide, they do it to remove the Palestinian people from Gaza and take it over.” EU high commissioner for foreign policy Josep Borell called the Jabalia refugee camp attack appalling. Israeli defense minister Yoav Gallant said Israeli finance minister Bezalel Smotrich should transfer the PA tax revenue to the PA, as it helps “in preventing terrorism.” It was reported that Gallant was left with the decision of whether to use new emergency regulations to ban Al Jazeera’s operations in Israel. Israeli sources told Haaretz that the Israeli government was hesitant to shut down Al Jazeera’s operations in Israel as it may undermine Qatari negotiations on a prisoner exchange. The Religious Zionism party said its MK Zvi Sukkot will be appointed chairman of the Knesset subcommittee on West Bank issues. Sukkot has been arrested several times and had restraining orders against entering the West Bank for his connection to settler violence.  (HA 11/1; HA 11/2)

For the first time U.S. president Joe Biden called for a “pause” to “get the prisoners out.” White House press secretary Katrine Jean-Pierre announced that the Biden administration will develop a national strategy to counter Islamophobia in the U.S., mentioning the “barbaric killing of Wadea al-Fayoume” a Palestinian American child who was killed by his landlord near Chicago on 10/15. The U.S. House of Representatives blocked a motion to censure Democrat Rashida Tlaib (D-MI). The motion, which was brought to the floor by Marjorie Taylor Greene (R-GA), charged Tlaib with “anti-Semitic activity” and “leading an insurrection,” referring to a Jewish-led sit-in at the Capitol where protestors demanded a ceasefire in Gaza. Taylor Greene has herself made anti-Semitic comments. 23 Republicans voted against the motion and 13 Democrats abstained. National Security Council spokesperson John Kirby said the U.S. still wants to move forward with its efforts to normalize ties between Saudi Arabia and Israel and claimed that Saudi Arabia has indicated a willingness to proceed. In the West Bank, Israeli settlers attacked Palestinians in the Tel Rumeida neighborhood of Hebron, injuring 1 with a knife and throwing stones at buildings, causing damage. Israeli soldiers were present at the scene and fired a warning shot in the air. Israeli forces raided Beita twice, causing tear-gas related injuries. The Palestine Writes Literature Festival organizing committee released a letter it had written to the University of Pennsylvania on 9/2 in response to attacks by Zionist organizations, including the Anti-Defamation League and the Jewish Federation, that had called on the university to cancel the festival which is scheduled for 9/22-9/24. The organizing committee rejected charges of anti-Semitism and the conflation of anti-Semitism and anti-Zionism, calling suggestions that the festival is a threat to Jewish students at the university libelous. In the West Bank, about 50 Israeli settlers from the Oz Tzion settlement outpost shot and killed 1 Palestinian, injured 4 others, and set fire to 2 vehicles in Burqa. 2 of the settlers involved were arrested, including Elisha Yered, a former spokesperson for Otzma Yehudit party MK Limor Son Har-Melech. Israeli national security minister Itamar Ben-Gvir called the arrested settlers heroes, while National Unity leader Benny Gantz called the incident “Jewish terrorism.” The U.S. condemned the incident as a “terror attack by Israeli extremist settlers.” 4 Palestinians were later arrested on 8/7. The UN humanitarian coordinator for the Occupied Palestinian Territory Lynn Hastings said the UN has launched an assessment of how to aid 60 Palestinian herding communities that are affected by Israeli settler violence. (WAFA 8/4)

An open letter, titled “The Elephant in the Room,” began circulating among academics and public figures and received more than 1,100 signatures by 8/11. The letter stated that “[t]here cannot be democracy for Jews in Israel as long as Palestinians live under a regime of apartheid,” and called for an end to Israeli impunity at the UN and restrictions on U.S. military aid. The letter was primarily signed by Israeli and Jewish academics and public figures, including Benny Morris, Avraham Berg, Avi Shlaim, and Ilan Pappe. In the West Bank, Israeli forces shot and injured 2 Palestinians with live ammunition during a raid in Aqraba. Israeli forces also issued a demolition notice for a house in Idhna, giving the family 8 days to demolish their home. Elsewhere, Israeli forces fired tear gas near a school in Silwad, causing tear-gas related injuries to students and staff. 6 Palestinians were arrested during late-night raids in Abu Dis, Tulkarm, Nablus, Jifna, and Hebron. The Israeli prison service began transferring Palestinians to different prisons in Israel to impede contact between them. 70 Palestinian prisoners, including Palestinian presidential candidate Marwan Barghouti, were transferred to the Nafha prison. Israel Hayom reported that Israel forces had demolished 2 structures at an archeological site in Khirbet Tarfin in Area B on 11/24/2022. The demolition was approved by then Defense Minister Benny Gantz. (HA 1/10)

Likud Party MK Hanoch Milwidsky told the Knesset during a debate on revoking citizenship for Palestinians convicted of terrorism that he prefers Jewish terrorists and will not seek to revoke their citizenship. The proposed legislation Milwidsky was defending would see Palestinians receiving prisoner stipends from the PA, or through a foreign body, having their citizenship revoked. Midwidsky said, “I prefer Jewish murderers to Arab murderers and as a general rule in the Jewish state I prefer Jews to disloyal Arabs here.” (HA, TOI, WAFA 1/9; MEE 1/10)

Representatives from the U.S., Israel, the UAE, Egypt, Bahrain, and Morocco met in Abu Dhabi for the first day of a two-day summit of the Negev Forum, discussing normalization and regional integration. The members of the forum issued a document on 1/10 stating that they want to develop and implement initiatives to strengthen the Palestinian economy and quality of life. The U.S. Supreme Court allowed a lawsuit brought by WhatsApp against the Israeli spyware company NSO Group to continue, denying the NSO Group immunity as a foreign government agent. NSO Group’s Pegasus spyware has been used to spy on activists and journalists in several countries, with more than 100 cases where the spyware having been installed via WhatsApp messages in more than 100 cases. Israeli forces arrested 1 Palestinian man from al-Bireh carrying an axe; Israeli police claimed that a suicide note was found on his person. The Israeli high court of justice rejected 4 petitions against the planned Jerusalem cable car project. The project had been heavily criticized by Palestinians for seeking to deepen the Israeli occupation of East Jerusalem and by Israelis who believe the cable car would harm the aesthetics of the city. The Jerusalem Post reported that Israeli prime minister Naftali Bennett instructed his government to examine options of demolishing the family homes of Palestinian citizens of Israel convicted of committing attacks against Israeli Jews and whether Israel can deport their families to Gaza. Berlin police arrested more than 170 pro-Palestine protesters marking Nakba Day. The attacks were planned by the Lehava group, which has links to right-wing Israeli lawmakers in the Otzma Yehudit (Jewish Power) party. Three Iranians are arrested as they flee a mysterious explosion in their Bangkok apartment. One of the men throws grenades at a taxi that refuses to stop for him and at approaching police, seriously injuring himself only. The 2d man is arrested at Bangkok airport attempting to leave the country. The 3d makes it out of Thailand but is detained when he lands in Malaysia. Israel and the U.S. suspect the bombings are linked to the 2/13 Indian and Georgian attacks and earlier incidents in Thailand (see 1/13) and Azerbaijan (see 1/24), but they have no evidence the men were plotting against Israeli or Jewish targets. Thai police and outside experts doubt, but do not rule out, an Israeli connection, saying the operation was very amateurish and the men could have been arms runners or involved in other illegal activity in Bangkok. Palestinian and Israeli peace teams hold a 2d very low-profile meeting in Amman. The sides downplay the meeting, calling them “exploratory sessions,” so as not to raise expectations of a negotiating breakthrough. An anonymous Palestinian official says that the Israelis did not offer anything today that would move the peace process forward. On the day before the New Hampshire primaries, Republican presidential candidates Ron Paul and Rick Santorum both stress that the U.S. must maintain close ties with Israel. Paul, who opposes all foreign aid, says he is against continuing massive assistance to Israel, stating “I don’t believe that I should take money from anybody here and send money to them,” saying it sends the message “we own you.” Santorum stresses the threat from Iran, whereas Paul calls the danger of Iran achieving nuclear weapons “way overblown.” (WT 1/10)

The White House announces that Pres. Obama has tapped his dir. of the Office of Budget and Management, Jack Lew, as his new chief of staff, replacing outgoing chief of staff William Daley. American Jewish organizations praise the selection of Lew, an Orthodox Jew who is very involved in Jewish events in Washington, stating that since Dennis Ross’s departure as Obama’s chief adviser on the Middle East they had worried that there was no one “left to call in a White House that has hemorrhaged top Jews over the last year or so” that could directly weigh in with the pres. on issues of concern to Israel. Some 200 angry Palestinian residents march toward a neighboring Jewish town but are blocked by Israeli police who fire tear gas to disperse them; protesters set fire to tires and throw stones at police in response; no serious injuries are reported. At a massive rally in Istanbul commemorating the 1st anniversary of Israel’s 5/2010 attack on the aid flotilla to Gaza that killed 9 Turkish activists aboard the Mavi Marmara, the flotilla organizers, the U.S.-based Free Gaza Movement (FGM), and the Turkish charity Humanitarian Relief Foundation (known by its Turkish acronym IHH), announce plans for at least 1,500 activists and 10 boats to set sale in late 6/2011 as part of the “Freedom Flotilla II” to break the Gaza siege. Ma’ariv 3/18 reports that that the financial officer of the Greek Orthodox Church, Nikolaos Papadimas, who has power of attorney for Greek Orthodox Patriarch Irineos, recently signed a secret deal, without Irineos’s permission, to sell the church’s Omar Bin Khattab Square property in the Old City of Jerusalem to Jewish investors fr. abroad and then fled the country with his family, depositing $1.5 m. in a Tel Aviv bank account. The square is a valuable commercial area inside the Jaffa Gate, where 3 prominent Palestinian hotels and a number of shops are located.
