Meanwhile, the pharmacists’ union threatens to stop paying to import medicine after the PA Ministry of Finance decides to collect 2.5% of the total costs as a payment toward the Value Added Tax, which was recently raised from 14.5% to 16%. In the West Bank, Israeli authorities declare 100s of acres of land nr. Salfit as a nature reserve. The IDF delivers demolition notices to 6 Palestinians in a village s. of Hebron; conducts house searches and arrest raids nr. Jenin, Tulkarm, and Salfit. Separately, Israeli troops arrest a Palestinian woman at Kisaout prison where she was visiting her incarcerated husband. In East Jerusalem, Israeli police and municipal officials deliver demolition notices to residences in Silwan and the Old City. Separately, Israeli security forces detain 2 Palestinians on raids in Shu‘fat r.c. and the Old City, as well as 3 Palestinian children for throwing stones at a bus. Senior PLO and Fatah leaders meet in Ramallah to discuss possible responses to the death of a senior PA official on 12/10, including ending security coordination with Israel. After the meeting, Pres. In the Gaza Strip, gas shipments are held as a result of a dispute between the Palestinian Ministry of Finance in Gaza and the Palestinian Gen. Directorate of Petroleum. In the West Bank, an Israeli settler stabs a Palestinian man e. of Hebron, causing moderate injuries. Hours later, Israeli settlers attack a 12-year-old Palestinian in the H2 area of Hebron, causing major bruising. In response, the IDF sets up several mobile checkpoints around Hebron, and later detain and beat 1 Palestinian. Following the 3 incidents, hundreds of Israeli soldiers and a group of private settler security officers conduct military drills n. of Hebron. They also conduct house searches nr. Hebron and Salfit. Elsewhere, Israeli settlers and soldiers continue leveling land around the Ahiya outpost nr. Nablus. Unknown assailants throw stones at a bus full of Israeli settlers in the Gush Etzion settlement bloc nr. Jerusalem. Right-wing Jewish activists enter Haram al-Sharif with an escort of Israeli intelligence officers and soldiers. Meanwhile, Israeli police detain 1 Palestinian woman at an entrance to the compound. Israeli forces conduct arrest raids and house searches nr. Hebron and Salfit; patrol in Anata r.c., sparking clashes with stone-throwing residents. Israeli security forces also arrest an 11-year-old Palestinian for throwing stones at an Egged bus nr. the Old City, and later take him to alMaskubiya prison. In the Israeli-occupied Golan Heights, Israeli police arrest 9 Druze for raising Hizballah flags at public events in recent mos. The Knesset approves a motion to dissolve itself, officially setting 3/17/2015 as the date for national elections. Israel’s major parties begin discussions about potential coalitions, blocs, and joint lists. In the Gaza Strip, Egyptian authorities open the Rafah border crossing for 9 hours, only allowing Palestinians in Egypt to enter Gaza. Off the coast nr. Rafah on 2 occasions, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. IDF troops along the n. border of Gaza arrest a Palestinian youth attempting to enter Israel, his father, and 1 other family mbr. E. of Khan Yunis, IDF troops open fire on agricultural land nr. the border fence, causing no injuries. In the West Bank, Israeli troops deliver stop-work orders to 2 Palestinians in Bayt Umar. The IDF conducts house searches and arrest raids nr. Ramallah, Salfit, Hebron, and Nablus; patrols nr. Ramallah, Jenin, Tulkarm, and Qalqilya. In East Jerusalem, around 50 right-wing Jewish activists, accompanied by dozens of Israeli security troops, tour Haram al-Sharif. Separately, Israeli soldiers detain a Palestinian woman nr. the Old City and arrest 1 Palestinian on a raid of his home in Jabal Mukabir. Israeli authorities decide to hold the Fatah secy.-gen. in Jerusalem in administrative detention for 5 mos. He and his brother were arrested on 11/24. (MNA 11/30)

At a press conference in Gaza City, Hamas spokesperson Sami Abu Zuhri says that the PA unity govt.’s 6-mo. interim term has expired and that a national dialogue should resume to determine the future of national unity. Senior Fatah official Faisal Abu Shahla disputes Abu Zuhri, saying that there never was an agreement that the unity govt. would only last 6 mos. (MNA 11/30; IMEMC 12/1)

In the Gaza Strip, unknown Palestinians fire shots toward IDF troops nr. the Erez crossing, causing no injuries. In 2 separate incidents, IDF troops open fire on Palestinian farmers nr. the border fence, causing no injuries. In the West Bank, the IDF informs residents nr. Jenin that 1,000s of dunams of land in the area will be seized; delivers demolition orders for 8 structures to Palestinians in a village nr. Hebron. Elsewhere, a Palestinian throws a Molotov cocktail at a settler nr. Hawara village s. of Nablus, and IDF troops impose a curfew on the village. The IDF conducts arrest raids and house searches nr. Hebron, Nablus, Qalqilya, and in Jenin r.c. Clashes break out with residents nr. Nablus, injuring 4 Palestinians in ‘Askar r.c. Late at night, a group of settlers, accompanied by IDF troops, enters a village e. of Ramallah and tries to burn a Palestinian’s home, but residents stop them. An Israeli settler attempts to run over 3 Palestinians with his car s. of Hebron, causing no injuries or damage. In East Jerusalem, municipal authorities and IDF troops deliver a demolition order to the Silwan home of the Palestinian who was suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed hours later by Israeli security forces. Israeli authorities announce that the bodies of the 2 Palestinians who attacked a synagogue in West Jerusalem on 11/18 will not be returned to their families. Following the announcement, clashes between Palestinians and Israeli security forces break out in the East Jerusalem neighborhoods of Jabal Mukabir, where the men were from, Sur al-Bahir, Silwan, Issawiyya, and al-Tur; 12 Palestinians are injured by rubber-coated metal bullets. Jordan’s govt. formally condemns the attack on the West Jerusalem synagogue on 11/18. The Jordanian parliament holds a moment of silence for the 2 Palestinians who were killed by Israeli police after perpetrating the attack, and Jordanian PM Abdullah Ensour sends a letter of condolence to the men’s family. In the West Bank, Israeli settlers torch some 30 olive trees in Nahalin village nr. Bethlehem. In East Jerusalem, Israeli forces enter Haram al-Sharif ahead of visits by right-wing Jewish activists, sparking violent clashes with Palestinians, which leave dozens of worshippers injured. In the West Bank, a 22-year-old Palestinian dies, succumbing to injuries sustained when IDF troopsshot him during clashes in Qalandia r.c. on 6/20. A 62-year-old Palestinian dies on her way to hospital after being delayed by Israeli forces at a checkpoint outside Bayt Dajan village nr. Nablus. Meanwhile, IDF troops shoot and injure 1 Palestinian during clashes with residents in a village nr. Hebron. At night, the IDF conducts house searches and arrest raids in Nablus, 1 village nr. Nablus, Hebron, 3 villages nr. Hebron, al-‘Arub, and 3 villages nr. al-‘Arub; patrols in 7 villages nr. Hebron and 1 village nr. Ramallah. In East Jerusalem, 30 right-wing Jewish activists enter Haram al-Sharif, and in the ensuing clashes with Palestinian worshippers, Israeli security forces injure 2 Palestinians. Israeli media reports that Hamas’s security forces have made arrests of several mbrs. of a small splinter group in connection with the previous days’ rocket fire. IDF officials say approximately 20–30 rockets have been fired into s. Israel in the past 2 weeks. At a rally in Gaza, Hamas official and dep. head of the PLC Ahmad Bahr says that though no faction has claimed responsibility for kidnapping the Israeli teenagers, “we support and bless it, because it is the right of our people to do it for the country, the prisoners, and Jerusalem.” (MNA, ToI 6/25)

In the West Bank, IDF troops demolish a mosque and 3 houses nr. Nablus on the basis that they had been built without a permit, leaving 30 people homeless. The IDF shoots and injures 1 Palestinian with live ammunition during clashes prompted by a routine patrol in Nablus. The IDF conducts house searches and arrest raids in Hebron and 1 nearby village, 1 village nr. Bethlehem, and Jenin r.c. at night; patrols in 4 villages nr. Hebron and 1 village nr. Jenin at night. Jewish extremists vandalize a mosque and 20 cars in Furaydis, a Palestinian town in n. Israel. Separately, a church on the n. shore of Lake Tiberias is vandalized. Both “price tag” attacks are accompanied by racist graffiti. (JTA, WAFA 4/29)

PA Pres. Abbas tells a conference in Ramallah that an extension of negotiations with Israel would require the borders of a future Palestinian state to be defined. Meanwhile, Israel’s Economics and Trade Minister Naftali Bennett says that Israel would gradually annex Area C of the West Bank in light of the failure of negotiations, and declares that the “Oslo era is over,” in remarks made to reporters during a visit to the Gush Etzion settlement bloc s. of Jerusalem. Turkish PM Recep Tayyip Erdogan says in an interview on U.S. television network CBS that Turkey and Israel could move toward reconciliation within days or weeks, and claims that an agreement has been reached regarding compensation (without specifying exactly what this entails). The Israeli PM’s office refuses to comment. (JP 4/29)

In the Gaza Strip, IDF troops open fire on Palestinian fishermen nr. Bayt Lahiya, causing no injuries or damage to the vessels. IDF troops also conduct a limited incursion in land close to the border fence nr. Khan Yunis before withdrawing. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon and in 1 village nr. Hebron at night, and patrols in 1 village nr. Jenin in the afternoon and in al-‘Arub r.c., 1 village nr. Hebron, and in 2 villages nr. Jenin at night. In East Jerusalem, IDF troops clash with residents in Abu Dis after protests against the arrest of a cancer patient. Separately, Israeli police ban 10 Palestinians from attending prayers at al-Aqsa mosque when Jewish extremists plan to visit the compound. Police also arrest Shaykh Raed Salah, leader of the n. Palestinian and Israeli negotiators meet for a 5th round of peace talks in Jerusalem. PA FM Riyad al-Maliki tells the media that Abbas is seeking to arrange a meeting with U.S. Secy. of State John Kerry to express doubts about the nature of the talks and dissatisfaction at U.S. envoy Martin Indyk’s limited participation thus far. Meanwhile, Arab League Secy.-Gen. spokesperson Nassif Hetti tells reporters that an Arab ministerial delegation will meet Kerry in Rome on Sunday to discuss the peace process. (AFP, JP, MNA 9/3)

The U.S. Senate Foreign Relations Cmte. reaches an agreement on a draft authorization for the use of military force against the Syrian govt., with conditions narrower than those requested by Pres. Obama. The draft sets a 60-day time limit on any U.S. action with a conditional single 30-day extension possible. There is also a provision banning the use of ground forces. Speaking to the cmte., Defense Secy. Chuck Hagel says that the pres.’s national security team is now convinced that taking military action against the Asad regime targets would be the right course of action. Hagel also reveals that Obama approved plans in 1/2013 to give lethal aid to Syrian rebels, the 1st time such a decision has been made public. Meanwhile, pro-Israel Jewish community groups such as the American Israel Public Affairs Cmte. (AIPAC) and the Conference of Presidents of Major American Jewish Organizations back the administration’s call for a strike on Syria, following a conference call with Obama’s security advisers. An Egyptian military court in Suez hands down sentences ranging from 5 years to life to around 50 Muslim Brotherhood mbrs. convicted of violence against the army, in relation to the events of 8/14 (when security forces massacred anti-coup protesters in Cairo). In the West Bank, IDF forces shoot and injure 1 Palestinian in clashes provoked by an IDF arrest raid in Dahaysha r.c. nr. Bethlehem. The IDF also conducts house searches and arrest raids in Nur Shams r.c. nr Tulkarm at night; patrols in al-‘Arub r.c. nr. Hebron, Jenin, and 1 village nr. Ramallah at night. Senior PLO official Hanan Ashrawi says that the Palestinians may turn to UN bodies in response to Israeli settlement construction even before the current peace negotiations have come to a conclusion. In remarks made during a tour of East Jerusalem settlements, Ashrawi tells journalists “if Israel does not stop, then we have to move.” Meanwhile, Israel’s High Court of Justice rules that 30 structures in the Amana outpost in the West Bank should be demolished, but gives no evacuation date and leaves room for an appeal. A suspected chemical weapons attack takes place in Ghouta, a rebel-held suburb of Damascus, with wildly differing claims of fatalities (from a few hundred to over 1,000). Opposition forces blame the Bashar al-Asad regime, a claim denied by the govt. The UNSC holds an emergency meeting in response and calls for clarity, welcoming Ban Ki-moon’s call for a prompt investigation by UN inspectors. The U.S.-France-UK-drafted res. was changed to accommodate objections from Russia and China. (AFP, REU 8/21)

EU FMs meet for an emergency session in response to events in Egypt and agree to suspend the sale of security equipment and arms. EU foreign policy chief Catherine Ashton says that “recent actions of the military have been disproportionate.” (NYT 8/19; AFP 8/21)

U.S. Secy. of State John Kerry meets with Israeli justice minister Tzipi Livni and Special Envoy Yitzhak Molcho in Amman, their 4th meeting since Kerry’s arrival in the region on 5/23. Kerry also meets with Palestinian pres. Mahmud Abbas in Amman, their 3d meeting of the trip, before returning to Washington. Kerry tells reporters before he leaves the region that he expects answers from both Netanyahu and Abbas within one or 2 weeks. (HA 5/27)

During talks in Brussels, EU foreign ministers fail to reach agreement on supplying arms to Syrian rebels but reinstate sanctions on Damascus and lift an arms embargo for the opposition. Member states like Britain and France are now free to go it alone in sending weapons should they see fit at some point. (NYT, REU 5/27)

Israeli PM Benjamin Netanyahu arrives in Russia for talks with Pres. Vladimir Putin about the peace process and regional developments, including Syria. Netanyahu asks Putin not to supply S-300 anti-aircraft missiles to Bashar al-Asad’s regime. (HA 5/14)

The International Criminal Court’s prosecutor Fatou Bensouda says she will open a preliminary examination into Israel’s 2010 attack on the Gaza-bound Mavi Marmara aid flotilla, following a referral from Comoros, to which one of the vessels raided was registered. (REU 5/14)

Thousands of Palestinians hold Nakba Day rallies in cities across the West Bank; the IDF violently disperses protesters in al-Khader, causing no serious injuries. The IDF also patrols in al- ‘Arub r.c. nr. Hebron, injuring 1 Palestinian in clashes. Jewish settlers uproot around 150 trees south of Nablus and also set fire to Palestinian agricultural lands in Bayt Furik village nr. Nablus. There is also a ‘‘price tag’’ attack in in Umm al-Qutuf village in Wadi Ara, a Palestinian village inside the Green Line, in which suspected Jewish extremists vandalize a mosque and 3 vehicles.
