In the West Bank, Israeli settlers spray racist graffiti on walls and set vehicles on fire in Turmus ‘Ayya. Israeli forces shoot and kill 2 Palestinians and injure 3 others during a raid in Tulkarm refugee camp, an Israeli soldier is injured during the raid. Israeli forces also shoot and kill a member of the PA security forces near Beit Furik. In East Jerusalem, Israeli forces seal off the family home in Shu’fat of a Palestinian who was shot dead on 2/16 after allegedly killing 2 Israelis. In Gaza, Israeli forces bomb Gaza City, Khan Yunis, Dayr al-Balah, Rafah, Nuseirat refugee camp, and Beit Lahiya, killing at least 126 people. Israeli forces also fire tank shells at al-Amal Hospital in Khan Yunis. Israeli attacks render the Nasser Hospital in Khan Yunis inoperative as an eighth patient dies due to the lack of power at the hospital. 1 Israeli soldier is killed in combat. In Lebanon, Hezbollah fires an anti-tank missile at a building in Kibbutz Yir’on, causing damage. In the Red Sea, Houthi forces fire a missile at a UK-owned ship, causing damage. More than 28,985 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 68,883 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 393 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 100 children. More than 4,499 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 232 Israeli soldiers have been killed and 1,361 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 38 trucks carrying aid enter Gaza. PA prime minister Mohammed Shtayyeh addresses the Munich Security Conference, saying the PA and Egypt will not allow Israel to push Palestinians into the Sinai. Shtayyeh also says the PA is prepared to cooperate with Hamas to achieve national unity. The Israeli High Court of Justice dismisses a request for Israel to disclose the whereabouts of 62 Palestinians from Gaza who have been taken to Israel by Israeli forces and for them to be allowed to meet a lawyer. (HA 2/18)

The Israeli cabinet unanimously approves a declaratory decision to reject any unilateral recognition of the state of Palestine. Israeli war cabinet member Benny Gantz says Israel will limit the number of people entering the Haram al-Sharif compound during Ramadan. Channel 13 reports that the proposal was made by National Security Minister Itamar Ben-Gvir and approved by Prime Minister Benjamin Netanyahu. The PA calls the decision “racist incitement against Palestinians.” The Supreme Fatwa Council of Palestine warns Israel of a “religious war” if Muslims are denied access to the compound during Ramadan. The Higher Arab Monitoring Committee says Ben-Gvir is organizing his own war against Palestinian citizens of Israel. Norway says an agreement has been reached on the transfer of PA tax funds from Israel to the PA via Norway. Norway will withhold the part of the tax revenue Israel considers is for Gaza. Brazilian president Luiz Inacio Lula da Silva addresses the African Union Summit, calling Israel’s war on Gaza “genocide” and compares the attacks to the Holocaust, saying it has happened before “when [Adolf] Hitler decided to kill the Jews.” Israeli foreign minister Israel Katz summons the Brazilian ambassador. In the West Bank, 1 Palestinian man shot by Israeli forces during a raid in Jenin refugee camp on 5/13 succumbed to his injuries. An Israeli settlement guard detained 1 Palestinian minor near the Yitzhar settlement. Israeli settlers also vandalized 50 olive trees in Yasuf. Israeli forces arrested 1 Palestinian man from al-Bireh carrying an axe; Israeli police claimed that a suicide note was found on his person. Israeli forces also violently dispersed Palestinian protesters during a Nakba Day commemoration near al-Bireh, injuring 20, including 7 with live ammunition, 3 with baton rounds, and 6 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinians commemorating the Nakba at Palestine Technical University in Tulkarm, causing tear-gas related injuries. Israeli forces also delivered a demolition notice for 1 house in as-Samu. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Rafah; no injuries were reported. In Israel, Israeli forces arrested 3 Palestinian students at Tel Aviv University during a Nakba Day protest, claiming the 3 had assaulted right-wing counter protesters; 2 were released the same day. The Israeli high court of justice rejected 4 petitions against the planned Jerusalem cable car project. The project had been heavily criticized by Palestinians for seeking to deepen the Israeli occupation of East Jerusalem and by Israelis who believe the cable car would harm the aesthetics of the city. The Jerusalem Post reported that Israeli prime minister Naftali Bennett instructed his government to examine options of demolishing the family homes of Palestinian citizens of Israel convicted of committing attacks against Israeli Jews and whether Israel can deport their families to Gaza. Berlin police arrested more than 170 pro-Palestine protesters marking Nakba Day. Berlin police had banned all Palestinian events and protests in the days surrounding Nakba Day, citing the potential for anti-Semitic sentiments. 1 of the banned pro-Palestine protests was organized by the Jewish organization Jüdische Stimme. Members of the Somalia parliament elected Hassan Sheikh Mohamud as the country’s new president. During Mohamud’s previous tenure, he secretly met with then Israeli prime minister Benjamin Netanyahu in Tel Aviv in 2016, discussing potential normalization. (TOI 5/22)

In the West Bank, Israeli settlers uprooted dozens of almond trees and grapevines in Bayt Umar and threatened the Palestinian landowners with guns. Israeli forces razed Palestinian-owned land in ‘Ayn Bus and seized 1 greenhouse in Bethlehem. Israeli forces also shot and injured 1 Palestinian with live ammunition as he was trying to enter Israel for work through the separation barrier near Far‘un. Elsewhere, Israeli forces dismantled and seized 1 agricultural structure in Tuqu‘. Israeli forces also arrested 1 Palestinian at the Qalandia checkpoint, claiming he wanted to stab a soldier with a screwdriver. 15 others were arrested during raids in and around Qabatiya, Jenin refugee camp, Burqin, Ramallah, Kafr Malik, Tulkarm, Tubas, and Nablus. The Israeli government told its high court of justice that it had delivered 100 COVID-19 vaccine doses to the PA and that more doses would arrive in some 10 days. The PA health ministry denied having received any doses of COVID-19 vaccines from Israel. (HA, WAFA 1/13)

The Israeli human rights organization B’Tselem released a position paper “A regime of Jewish supremacy from the Jordan River to the Mediterranean Sea: this is apartheid,” calling Israel an apartheid state. B’Tselem argued that the distinction between Israel proper, East Jerusalem, the West Bank, and Gaza has been obfuscated so that “the entire area between the Mediterranean Sea and the Jordan River is organized under a single principle: advancing and cementing the supremacy of one group—Jews—over another—Palestinians.” B’Tselem said it no longer could treat the occupied Palestinian territories as distinct from Israel as it has in the past and therefore needs to treat the area as 1 entity operating as an apartheid state. 2 particular developments led B’Tselem to change its viewpoint: the Nation-State law and the threats of annexation of Area C. Several Palestinian human rights organizations including al-Haq and the Palestinian Centre for Human Rights have already called Israel an apartheid state. Israel attacked several places in Dayr al-Zur and Abu Kamal in eastern Syria with airstrikes, killing 57 people and wounding at least 37. According to a U.S. intelligence official, the strikes were made with intelligence from the U.S.; U.S. secretary of state Mike Pompeo had discussed the airstrikes with Mossad director Yossi Cohen at a D.C. restaurant on 1/11. Secretary Pompeo also announced that the terrorist group Al Qaeda has a home base in Iran without providing any evidence, a charge the Iranian foreign minister Mohammad Javad Zarif called “warmongering lies.” On 1/10, Secretary Pompeo said that the Houthi rebels in Yemen would be added to the U.S. list of foreign terrorist organizations, a designation many humanitarian organizations lambasted as it will make it impossible to deliver aid to the civilian population living in Houthi-controlled areas who are heavily hunger stricken. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and Khan Yunis, causing no injuries. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Rafah, causing no damage or injuries. In East Jerusalem, a number of right-wing Jewish activists tour Haram al-Sharif in the morning, sparking a nonviolent confrontation with Muslim worshippers. Israeli forces arrest 14 Palestinians and issue 1 arrest summons during raids in Jabal Mukabir, al-Tur, Ras alAmud, Shu‘fat r.c., and the Old City. In the West Bank, IDF troops conduct raids in Qarawat Bani Hassan village nr. Salfit in the evening, sparking clashes with stonethrowing Palestinian youths; there are no serious injuries. They arrest 11 Palestinians and issue 1 arrest summons during further raids nr. Ramallah, Hebron, and Nablus, and patrol nr. Ramallah, Hebron, and Qalqilya during the day. Israel’s High Court of Justice delays by 1 mo. the demolition of 9 buildings in the Ofra settlement nr. Ramallah. The demolition was set to go forward by 2/8, but the court relented, arguing that a demolition this mo. would put undue burden on the residents, and promising to evacuate them peacefully in exchange for the delay. Meanwhile, thousands of settlers gather in Ofra to protest the planned demolition. (TOI 2/5)

In the West Bank, a Palestinian man is crushed to death in line at a checkpoint nr. Tulkarm, the same checkpoint where 1,000s of Palestinians protested poor conditions on 12/21. An Israeli settler hits a 10-year-old Palestinian boy with his car nr. Bethlehem, moderately injuring him. Overnight, 2 Israeli settlers throw Molotov cocktails at a Palestinian home nr. Hebron and leave racist price-tag graffiti. Israeli forces demolish a home nr. Hebron and raze a nearby agricultural area. IDF troops detain 8 Palestinian children outside Ofer prison nr. Ramallah, then fire tear gas canisters at their parents when they attempt to recover their children. They also arrest a 14-year-old Palestinian girl after she throws stones at Israeli settlers’ cars. Israeli settlers clash with Palestinians in Burin village, then IDF troops open fire on the Palestinians with live ammunition, injuring 4. Off the coast of the Gaza Strip nr. Rafah, Israeli naval forces arrest 3 Palestinian fishermen. In East Jerusalem, unknown assailants throw stones at a bus in Shaykh Jarrah, lightly injuring 1 Palestinian woman. A Jewish Israeli vandalizes the Dormition Abbey nr. the Old City. Then, a Palestinian man stabs an Israeli settler in the back with a screwdriver nearby, moderately injuring him. Under the aegis of the State of Palestine, Pres. Abbas signs a request to join the ICC, and signs many other international treaties and conventions, at a ceremony marking the 50th anniversary of Fatah at the presidential compound in Ramallah. Hundreds of employees of the Hamas-run govt. in Gaza go on a 1-day strike, protesting the PA unity govt.’s decision on 12/30 to rehire civil servants who lost their jobs when Hamas came to power in 2007. (MNA 12/31; AFP 1/1)

Israel’s High Court of Justice rejects a petition to ban all punitive home demolitions, a policy resurrected following the 6/2014 abduction and killing of 3 Israeli settler teenagers. The court also rejects a petition to block the demolition of the Jabal Mukabir homes of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18. (Israel’s Supreme Court froze the demolition order for the synagogue attackers’ homes on 11/27.) It also, however, freezes the 2d order to demolish the home of the Palestinian who allegedly attempted to assassinate right-wing Jewish activist Yehuda Glick on 10/29. (HA, JP, TOI 12/31; HA 1/1)

Israeli naval vessels intercept a Palestinian fishing boat that approaches the boundary of the permitted fishing zone off the Bayt Lahiya coast, damaging the boat, forcing the fishermen to jump into the sea, and then detaining them, taking them to Ashdod port in Israel for several hrs. of questioning, before releasing them to Gaza. A smuggling tunnel under the Rafah border collapses, killing 3 Palestinians. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. In East Jerusalem, Palestinians in Silwan report that during the previous wk., Israeli workers and archeologists resumed work on 2 archeological tunnels under the city leading to the al-Aqsa Mosque (see Quarterly Update in JPS 154). A group of right-wing Jews breaks into the al-Aqsa Mosque compound to hold prayers marking Hanukkah, but Waqf officials ask Israeli police to intervene, and police remove them peacefully. Jewish settlers in East Jerusalem celebrating Hanukkah attack a number of Palestinian shops and residents in the Old City; Israeli security forces observe but do not intervene. The PASF crackdown on Hamas mbrs. in the West Bank winds down today, with the UN reporting at least 80 and as many as 300 detained. Other Countries: U.S. Senate passes measure temporarily prohibiting denial of visas to and expulsion of foreigners because of their political beliefs; bill also includes provision to close PLO observer mission to UN and PIO in Washington, D.C. [NYT 12/17].
