In the West Bank, Israeli settlers vandalized 1 water well, 120 olive tree saplings, and wheat and barley crops in the Masafer Yatta area. Israeli forces shot and injured 6 Palestinians, including 1 with live ammunition and 5 with baton rounds during a raid in Nablus to clear the area around Joseph’s Tomb for a large settler tour. Israeli forces also demolished 1 agricultural structure in Nabi Ilyas and issued a demolition notice for a commercial structure in Deir Balut. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished 1 residential building in Wadi Qaddum, displacing 50. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Beit Lahiya; no injuries were reported. The subcommittee for settlements under the Higher Planning Committee in the Civil Administration approved 552 housing units for construction in the Givat Ze’ev settlement. The Israeli Ministry of Construction and Housing also issued a tender for the construction of 58 housing units in the planned new settlement Ariel West. (PCN 5/17; WAFA 5/20)

The Knesset approved a preliminary vote to ban flying the flag of a “hostile entity,” including the Palestinian flag. If enacted the flying of the Palestinian flag could be punishable by up to 1 year in prison. The bill will have to pass 3 readings in the Knesset to become law. (QDS 5/17; JDF, MEE 5/18: HA 5/25)

Ahead of the Jerusalem Day march in Jerusalem, Israeli national security minister Itamar Ben-Gvir said that his policy is “to allow the complete freedom of movement for Jews in Jerusalem.” (HA 5/17)

Jordanian member of parliament Imad al-Adwan was charged in a state security court in Amman for smuggling weapons to the West Bank. Al-Adwan was arrested by Israeli forces on 4/22 and later handed over to Jordan. (AP, MEE 5/17)

Israeli Foreign Ministry director general Ronen Levy met with U.S. officials in Washington D.C. to discuss ways to expand the normalization deals the U.S. has been brokering for Israel, particularly the prospect of normalizing ties with Saudi Arabia. Among the U.S. officials were White House Middle East coordinator Brett McGurk, presidential envoy on energy security Amos Hochstein, and White House senior director for African affairs Judd Devermont. Hochstein and McGurk met with Saudi crown prince Mohammed bin Salman on 5/7. Axios also reported that the White House was considering appointing former U.S. ambassador to Israel Dan Shapiro as the State Department normalization envoy. In the West Bank, Israeli settlers assaulted Palestinian farmers in Khirbat Aqwewis in the Masafer Yatta area and let their livestock graze on land planted with barley and olive trees. Israeli settlers also attacked Palestinians in Tell, injuring 4 with pepper spray and 1 by physical assault. Elsewhere, Israeli settlers assaulted 1 Palestinian shepherd in ‘Ain al-Hilweh. Israeli forces shot 1 Palestinian man near a military post in Huwwara; the unarmed man who was collecting bottles died of his wounds on 7/30. Israeli forces also assaulted 2 Palestinians at Solomon’s Pools near Bethlehem. Israeli forces demolished commercial structures near the Jalamah checkpoint, 1 coffee shop in Ya‘bad, and 2 agricultural structures and a dirt road in Qusin. Israeli forces also punitively demolished the homes of 2 Palestinian prisoners in Qarawat Bani Hassan, displacing 18; 4 Palestinians were injured with baton rounds while protesting the demolition. Members of slain Palestinian American journalist Shireen Abu Akleh’s family met with U.S. secretary of state Antony Blinken at the White House. The family said that they demanded a U.S.-led investigation into the Israeli killing of Abu Akleh and that they want to speak to U.S. president Joe Biden about the lack of accountably for the killing. In East Jerusalem, Israeli authorities took measurements for the demolition of a 4-story apartment building in Silwan. The Israeli supreme court rejected a petition for a retrial in a case where the Israeli settler group Ateret Cohanim allegedly purchased 3 buildings in the Old City from the Greek Orthodox church, allowing the settler organization to evict the Palestinian tenants. The Greek Orthodox church called the ruling “unfair” and without “any legal logical basis.” The EU voiced concern about the supreme court ruling. Israel extended its antiquities authority to the West Bank. The Israel Antiquities Authority will replace the Coordinator on Government Activities in the Territories in managing archeological sites in the West Bank. (HA 6/8)

Speaking, via phone link at a conference on the holy sites in Jerusalem, dubbed “Property Documentation and the Historical Status of the Holy al-Aqsa Mosque,” PA president Mahmoud Abbas said that the PA would not accept any changes to the status quo of the holy sites in Jerusalem, saying all Islamic and Christian holy sites are Palestinian. Israeli media reported that members of a Liberian delegation in Israel headed by minister of state for presidential affairs Nathaniel McGill told Israeli journalists that Liberia will open a trade office in Jerusalem that eventually will become Liberia’s embassy to Israel. Axios reported that last week, Israel refused a proposal for a White House summit with the PA, U.S., Egypt, and Jordan to create a political horizon for ending the occupation. (AX 6/8)

Axios also reported that the White House is sending the newly appointed assistant secretary of state for Near East affairs, Barbara Leaf, to Israel and Ramallah for meetings with Israeli and Palestinian officials. (AX 6/8)

Haaretz reported that the EU commission’s anti-fraud office will not open an investigation into the 6 Palestinian rights organizations Israel deemed terrorist organizations in October 2021, saying that it had not seen sufficient evidence from Israel against the 6 organizations. EU diplomats told Haaretz that the evidence handed to EU countries by Israel was not compelling and did not meet the threshold of proof. (HA 6/8)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near al-Bireh. 13 Palestinians were arrested during late-night raids in Bayt Rima, Jalazun refugee camp, Kafr Ni‘ma, al-Ama‘ari refugee camp, al-Bireh, Nablus, Jaba‘, and Surif. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, arresting 3. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 8 nautical miles northwest of Rafah, injuring 4 Palestinians before arresting them. The 4 were released on 4/8, but their 2 boats were confiscated. In Israel, 1 person shot and killed 2 people and injured 10 others at a bar in Tel Aviv. A Palestinian man from Jenin, suspected of having carried out the attack, was killed 9 hours after the incident in Jaffa. Israel also subsequently closed off many roads in Jenin, claiming to be looking for accomplices. PA president Mahmoud Abbas condemned the attack. In the wake of Idit Sliman leaving the Israeli government coalition on 4/6, another Yamina MK Nir Orbach said that he would leave the coalition if it did not make more “right-wing steps.” Along with demands for concessions to the Ultra-Orthodox community, Orbach said he wanted the government to focus on more settlement construction, which coalition sources said they would be working on in the coming days to appease Orbach. In the West Bank, Israeli forces attacked Palestinian worshippers in al-Ibrahimi Mosque during morning prayers at the advent of the Prophet Muhammad’s birthday. 5 Palestinians were arrested during late-night raids in and around Bethlehem, Bayt Sahour, and Dura. In East Jerusalem, 4 Palestinians were arrested during raids in the Old City. In Gaza, Israeli forces opened fire at agricultural lands east of Khuza‘a; no injuries were reported. U.S. secretary of defense Mark Esper visited Israel, meeting with Israeli prime minister Benjamin Netanyahu and Israeli defense minister Benny Gantz. Haaretz reported on 10/27 that Israel has requested F-22 fighter jets from the U.S., which are currently only used by the U.S. military. Meanwhile, the White House notified Congress of its intent to sell 50 F-35 fighter jets to the UAE as part of the normalization deal between Israel and the UAE. (AJ, HA, HA 10/29; LT 10/30)

The CEO of Golan Heights Winery in the Israeli-occupied Golan Heights said in a statement that his wines will be sold in the UAE starting this week. The UAE does not recognize Israeli sovereignty in the occupied Golan Heights. (HA, REU 10/29)

In the West Bank, Israeli settlers set up caravans near Madama. Israeli settlers also threw stones at Palestinian-owned vehicles traveling near Qalqilya. Israeli forces demolished 2 Palestinian buildings under construction in Anata. Israeli forces and Palestinians clashed at a checkpoint near al-Fawar refugee camp, leading to tear-gas related injuries. 2 Palestinians were arrested, including 1 at a checkpoint near Nablus and 1 during a raid near Tulkarm. In East Jerusalem, 4 Palestinians were arrested in and around al-Tur, Issawiyya, and Silwan. In Gaza, Israeli forces opened fire on agricultural lands east of Khuza‘a; no injuries were reported. In what seemed to be another push to normalize Israel, Prime Minister Benjamin Netanyahu said that the UAE had signed a deal with Israel to cooperate on COVID-19 issues. However, shortly after Netanyahu’s announcement, UAE state media and a spokesperson from the UAE foreign ministry said that the deal was signed between 2 private companies in the UAE and 2 private companies in Israel. U.S. officials told Reuters that the White House meetings on Israeli annexation of parts of the West Bank this week did not end up with a final decision on the U.S. position on the matter. (HA, REU 6/25)

Israeli forces also demolished 2 Palestinian-owned homes in Silwan; at least 1 Palestinian was injured trying to protect his home. In Gaza, Israel reduced the fishing zone from 15 nautical miles to 6 in response to the rocket fired from Gaza on 4/29. Israeli authorities said that the rocket was launched by Islamic Jihad. Off the coast of Gaza City, a Palestinian fisherman was injured when he was hit by a rubber-coated bullet fired by Israeli naval forces. Israeli naval forces also removed and destroyed all fishing nets placed outside of the 6-nautical-mile fishing zone. In Israel, 2 Israelis were sentenced to 1 year in prison for assaults made on 4 Palestinian citizens of Israel in 2017 to deter them from dating Jewish women. The EU called on Israel not to deport Human Rights Watch director for Israel and Palestine Omar Shakir, who was denied a petition at the Jerusalem district court to halt his pending deportation on 4/16. (HA 4/30)

The EU asked the PA to accept the reduced tax revenue Israel is offering until a solution to the PA’s financial crisis is found. The EU stressed that the request “does not constitute a legal or political endorsement of Israeli deductions.” (HA 4/30; HA 5/1)

The U.S. government is working to designate the Muslim Brotherhood a foreign terrorist organization, said the White House. According to New York Times reporting, U.S. president Donald Trump was urged by Egyptian president Abdel Fattah al-Sisi to make the designation while on an official visit to Washington on 4/9. In a joint statement by U.S. democrats in the House of Representatives, concern was expressed for the Israeli-planned demolition of Khan al-Ahmar and Susiya. Member of the House of Representatives Betty McCollum (D-MN) reintroduced her bill H.R.2407 “Promoting Human Rights for Palestinian Children Living Under Israeli Military Occupation Act.” The bill, if passed, would amend the Foreign Assistance Act, cutting assistance to foreign countries that uses “military detention, interrogation, abuse, or ill-treatment of children in violation of international humanitarian law,” and authorize $19 million annually to NGOs monitoring human rights abuses associated with Israel’s military detention of children. The outgoing French ambassador to the U.S. Gérard Araud, who on 4/19 called Israel an apartheid state, will not be meeting Israeli officials when he visits Israel in early May, as Israel has barred its officials from meeting Araud. Additionally, Israel summoned France’s ambassador to Israel Hélène Le Gal to the Israeli foreign ministry for a reprimand for Araud’s statements. (HA 4/30)

The United Kingdom announced that it was contributing $11.7 million to help build a water desalination plant in Gaza. (WAFA 4/30)

The EU contributed $4.1 million to the PA’s private sector reconstruction agricultural program to help farmers in Gaza. In a separate announcement, EU foreign policy chief Federica Mogherini said that the EU was contributing with an additional $24.5 million in humanitarian assistance to Palestinians in Gaza and the West Bank. In the West Bank, Israeli forces gave evacuation notices for land seizure to several Palestinians in Bittir near Bethlehem and Halhul and Bayt Umar near Hebron. Israeli forces also gave notice to Palestinians in 7 villages in the Nablus area that 406 dunams (100 acres) will be seized by Israel for a settler-only road and 384 dunams (94 acres) for a military road in the northern Jordan Valley. In Hebron, several Palestinian students, a teacher, and a janitor suffered from tear gas inhalation when Israeli forces fired tear gas into the school yard. The teacher and janitor were taken to a hospital for treatment. Israeli forces also halted construction of a road west of Yatta near Hebron. South of Bethlehem, a Palestinian was hospitalized after an Israeli settler rammed his car. In East Jerusalem, 2 Palestinians were injured and 3 arrested by Israeli police after a confrontation with Israeli settlers. Israeli settlers also sealed the door to the Shaykh Makki Mosque in the Old City for a 3d time (2 previous sealings happened in March). An Israeli court released 5 Palestinians who had been detained since March but banned them from returning to their homes in Silwan for 30 days. After the postponement of the Palestinian prisoners’ hunger strike reported on 4/7, Palestinian prisoners in Israeli jails started an open-ended hunger strike to protest their treatment by the Israelis. (HA, WAFA 4/8)

A French employee at the French consulate in Jerusalem was sentenced to 7 years in prison by an Israeli court for smuggling arms from Gaza to the West Bank. He confessed to having smuggled 30 guns, receiving $7,200 for his services. (HA 4/8; MEMO 4/9)

Russian president Vladimir Putin said weeks after U.S. president Donald Trump’s recognition of Israeli sovereignty of the Golan Heights that the U.S. change of policy is “a violation of the United Nations Security Council Resolutions.” (MNA 4/9)

In response to Israeli prime minister Benjamin Netanyahu’s comment on 4/6 that he would extend Israeli sovereignty to the West Bank, the Arab League’s assistant secretary-general Saeed Abu Ali said that such actions would lead to “dangerous repercussions” and called for an “immediate official investigation” by the International Criminal Court of “the ongoing settlement crimes in the Palestinian territories.” (MEMO 4/9)

In a White House statement, President Trump announced that the U.S had decided to designate Iran’s Islamic Revolutionary Guard Corps as a foreign terrorist organization. Prime Minister Netanyahu later tweeted on his Hebrew language account, “Thank you for the answer to another important request that serves the interests of our country and the region,” implying that the terror designation was made upon request by Netanyahu. Hundreds of Palestinians gather along Gaza’s border fence near Jabaliya refugee camp to continue the Great March of Return and to cheer on a number of Palestinian fishing boats sailing in a symbolic challenge of the Israeli blockade. IDF troops and Israeli naval forces violently disperse the demonstrations, as well as similar protests along the border fence near Khan Yunis and Gaza City; at least 25 Palestinians are injured. In the West Bank, IDF troops violently disperse Palestinians gathering outside Ofer Prison to demonstrate in support of the Palestinians imprisoned inside; there are no serious injuries reported. IDF troops also arrest 2 Palestinians during raids in Jenin and Tulkarm; and patrol near Hebron, Nablus, Jenin, and Qalqilya. The heads of the parties in Israel’s ruling coalition announce their decision to dissolve the current Knesset and hold early elections on 4/9/19. Israeli prime minister Benjamin Netanyahu says that the decision was unanimous and that he intends to bring new parties into the current coalition after the elections. Netanyahu reportedly made his decision to push for early elections on 12/22 after consulting with his lawyers and top aides about a variety of issues, including several stalled legislative initiatives and the percolating corruption case against him. Netanyahu also says that the IDF has asserted control over the northern border and that this is the “perfect” time for early elections. Later, the ruling coalition agrees with the opposition to suspend work on all legislation that they don’t agree on until the Knesset is dissolved.
