After 3 days of talks in Cairo, Hamas and Fatah announce that they have reached a new national reconciliation agreement. They do not release the text of the agreement, but according to Palestinian and Egyptian officials close to the talks, the PA is set to lift the sanctions imposed on Gaza earlier this year and Hamas agreed to hand over control of Gaza to the PA by 12/1, inter alia. Egypt’s State Information Service releases a statement announcing that the 2 sides have “agreed on procedures” for reconciliation, acknowledging that “division between the 2 sides” remains. Thousands of Palestinians gather in the streets of Gaza City to celebrate the Palestinian reconciliation deal. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian youths throwing stones at them outside a settlement near Hebron (there are no serious injuries), and patrol near Hebron during the day. In East Jerusalem, hundreds of Israeli settlers march through the Old City, chanting slogans, throwing rocks, and smashing car windows. They assault and moderately injure a Palestinian shop-owner. Israeli forces arrest 4 Palestinian youths who attempt to stop the settlers’ attacks. Israeli forces also impose a curfew on Issawiyya and arrest 1 Palestinian driving in the neighborhood. The U.S. State Dept. announces that the U.S. is withdrawing from UNESCO. “This decision was not taken lightly, and reflects [. . .] continuing anti-Israel bias at UNESCO.” The withdrawal goes into effect at the end of 2018. Shortly after the State Dept.’s announcement, Israeli PM Netanyahu’s office announces that Israel is following the “brave and moral” U.S. decision and leaving UNESCO as well. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, an Israeli settler driver rams an elderly Palestinian nr. Nablus, causing moderate injuries. The IDF delivers confiscation orders to the Palestinian owners of 169 dunams (42 acres) of farmland nr. Qalqilya and stop-work orders to 7 Palestinian homes under construction in Kafr al-Dik nr. Salfit. IDF troops arrest 6 Palestinians and confiscate a tractor during raids nr. PA pres. Abbas meets with Egyptian pres. Abdel Fattah al-Sisi in Cairo to discuss regional affairs and the prospect of holding a regional peace conference to kick off a new round of peace talks. Al-Sisi reportedly tells Abbas that the Palestinian question will remain a high priority in Cairo. (TOI, WAFA 3/ 20; MNA, WAFA 3/21)

The U.S. State Dept. announces that the U.S. will be boycotting the UNHRC’s discussion of Israel at its 34th session this week, also known as Agenda Item 7. “The U.S. strongly and unequivocally opposes the existence of the UNHRC’s Agenda Item 7,” the State Dept. statement reads. In the West Bank, IDF troops shoot and kill a 14-year-old Palestinian during a weekly protest in Silwad nr. Ramallah. The IDF says that the youth, also a U.S. citizen, was holding a Molotov cocktail, but Palestinian witnesses deny the claim. State Dept. spokesperson Jen Psaki calls for a “speedy and transparent investigation.” IDF troops violently disperse protests outside Ofer detention center and in Jalazun r.c. nr. Ramallah, injuring 7 with live ammunition. The IDF conducts house searches and arrest raids in 1 village nr. Tulkarm; patrols in Jericho, as well as 1 village and ‘Aqabat Jabir r.c. nearby, 2 villages nr. Ramallah, Jenin and 1 nearby village, and 1 village each nr. Hebron and Qalqilya. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Nil‘in) and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries. In East Jerusalem, Israeli authorities deny men under 40 entry to Haram al-Sharif. Ansar Bayt al-Maqdis attacks Egyptian soldiers nr. Shaykh Zuwayd and in al-Arish in the Sinai Peninsula, killing 31 with a car bomb, rocket-propelled grenades, and small arms. It is the deadliest single attack on Egyptian security forces in Sinai since the escalation of violence began after the 7/2013 military ouster of thenpres. Mohamed Morsi. In response, Pres. al-Sisi convenes an emergency meeting of his senior defense advisers, declares a state of emergency in some parts of n. Sinai, and closes the Rafah border crossing. Tulkarm in the morning, patrols in 1 village nr. Hebron in the afternoon, and in 3 villages nr. Hebron at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih) and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries except in Bil‘in, where 1 is struck by a tear gas canister and in Nabi Salih, where 5 are wounded by bullets. (PCHR 3/13)

Israeli PM Netanyahu tells Israeli television that the govt. would give up “some settlements” in the West Bank as part of a peace agreement, but that he would “ensure the number will be as small as possible,” if talks progress that far. Meanwhile, U.S. State Dept. spokesperson Jen Psaki tells reporters that the U.S. recognizes Israel as a Jewish state but that Palestinian recognition is not a precondition in peace talks. In clashes between Muslim Brotherhood supporters and Egyptian security forces across the country, including Suez, Alexandria, and al-Arish, 3 protesters are killed and 48 wounded. An Egyptian official says 17 police officers are wounded in the clashes in Cairo. (AFP, REU 3/7)

Iranian Foreign Ministry official Hamid Baidinejad says that representatives of Iran and the P5+1 countries have held “substantive and useful” talks in Vienna in preparation for the next meeting of chief negotiators on 3/18. EU foreign affairs chief Catherine Ashton confirms the Iranian official’s assessment of the talks, via a statement from her office in Brussels. (AFP, REU 3/7)

In response to the Israeli allegations regarding the ship intercepted in the Red Sea on 3/5, Iranian FM Zarif rejects Israeli allegations, calling claims of Iranian involvement a “lie.” Senior Islamic Jihad official Khalid al-Baths denies the group’s involvement in the seized missile shipment. In the Gaza Strip, IDF troops conduct a limited incursion close to the border fence nr. Bayt Hanun, and level land before withdrawing. In the West Bank, IDF troops shoot and kill 3 Palestinian civilians and wound 18 others including 5 children during an arrest raid in Qalandia r.c. nr. Jerusalem. One of those killed was an UNRWA employee, the agency reveals. The IDF claims that its forces were met by a rioting crowd of some 1,500 camp residents throwing stones and petrol bombs. In Aida r.c. nr. Bethlehem, IDF troops shoot and wound 2 Palestinians with rubber-coated metal bullets during protests against the deaths in Qalandia. Meanwhile, the IDF conducts house searches and arrest raids in Hebron in the afternoon, and in 1 village nr. Bethlehem at night, patrols in Tulkarm in the morning, and in 2 villages nr. Jenin and 1 village nr. Jericho in the afternoon, and in Jenin at night. In a raid on Sanur village nr. Jenin, IDF troops clash with residents, shooting and wounding 2 Palestinians with rubber-coated metal bullets. In East Jerusalem, Israeli forces demolish 2 homes in al-Tur. In response to the killings in Qalandia, an unnamed Palestinian official tells news agencies that talks scheduled for today are canceled. However, U.S. State Dept. spokesperson Marie Harf categorically denies that any meeting was canceled. Israeli television subsequently reports that Israeli and Palestinian officials had met in the morning before the news broke of the Qalandia raid. An unnamed Palestinian official also subsequently confirms to Xinhua News Agency that the 2 teams met in Saeb Erakat’s house in Jericho. Meanwhile, Egyptian FM Nabil Fahmi holds talks with Pres. Abbas in Ramallah, and relays a message from interim Egyptian pres. Adly Mansour, thanking Abbas for supporting the military coup that ousted Morsi. (HA, JP, REU 8/26; MNA 8/28)

An Israeli delegation headed by outgoing National Security Adviser Yaakov Amidror arrives in Washington for high-level talks with U.S. officials. Discussions are expected to focus on Syria, the Iranian nuclear program and future talks with Tehran, and the role of Hizballah in the Syrian civil war. U.S. National Security Adviser Susan Rice is coordinating talks on the U.S. side. (HA 8/26)

UN chemical weapons inspectors visit 1 of the sites in Syria allegedly targeted last week by chemical weapons. The convoy came under sniper fire on the initial attempt, but the team successfully visited the Damascus suburb Ghouta. The UN team’s work includes collecting samples of munitions fragments and debris and taking testimonies. Meanwhile, U.S. Secy. of State John Kerry says that Pres. Obama believes there must be “accountability” for those using “the world’s most heinous weapons,” and that the pres. is consulting with allies about how best to act. (AP, REU, WP 8/26)

The White House announces that U.S. special envoy George Mitchell has submitted his resignation, effective 5/20 (the day Obama is to meet with Netanyahu at the White House). Secy. of State Clinton appoints Mitchell aide David Hale as interim special envoy. (NYT, WP 5/14)

In Jerusalem, Israeli police and settlement security guards outside Beit Yonatan in Silwan fire on stone-throwing Palestinian youths, seriously wounding a Palestinian teenager walking some distance away. Numerous clashes are also reported, particularly around East Jerusalem, as Palestinians demonstrate in commemoration of the Nakba. In the Jordan Valley, a Palestinian boy is injured when he accidentally triggers IDF UXO. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 2 Palestinians (including 1 child) and 1 international activist; 2 Palestinians and 2 Israeli activists are arrested. Occupied Palestine/Israel: Five Palestinians are sentenced to life imprisonment for alleged kidnap, torture, and murder of Dani Katz, 15, in December 1983 [LT 10/15]. Israeli military asks SLA to stop harassing UNIFIL troops in Lebanon following reports of serious incidents involving the SLA [JP 10/15].

Arab World: The Times quotes senior PLO official as saying the organization is near bankruptcy because Arab countries have not met their financial commitments [LT, MG 10/14]. U.S. State Dept. spokesman says body of man washed up near Syrian port of Tartus may be that of Leon Klinghoffer [NYT 10/15]. Tunis branch of the Palestine Liberation Front issues statement acknowledging the real target of the hijackers of the Achille Lauro was the Israeli port of Ashdod [WP 10/15]. Pres. Mubarak demands public apology from the U.S. to "all Egyptians" for interception of Egyptian plane carrying 4 hijackers [WP, LAT 10/15].

Other Countries: Britain calls off talks with joint Palestinian-Jordanian delegation on M.E. peace process, saying the Palestinian members of the delegation refused to sign a previously agreed upon statement renouncing "terrorism" and explicitly recognizing Israel's right to exist. The Palestinians state they had not seen the statement before and could not sign it unless it had already been approved by the entire PLO Executive Committee. British For. Sec. Geoffrey Howe states he is "very disappointed and surprised" by the PLO delegates' refusal to do so [NYT, WP, DT 10/15]. Occupied Palestine/Israel: Gasoline bomb thrown at Israeli bus near Ramallah slightly injures 1 passenger [JP 10/15].

Arab World: Israeli fighter bombers fly deep into Jordanian territory at dawn; no attacks reported [NYT 10/15]. Syria states a shoulder-held missile was recently fired at an Israeli jet near the Golan Heights but missed its target. Syria sent a formal apology to Israel for the attack, saying it was ordered by a junior-level commander and did not reflect a change in Syria's adherence to the cease-fire. Israel reportedly accepted the explanation [NYT, WP 10/15].

Military Action:

US Marines land by sea and helicopter, take control of the airport minutes after IDF soldiers leave; Lebanese Army takes over internal airport security; new IDF lines are 2 km. south of airport, through Hazmieh to Beirut-Damascus Highway and Aley; US Ambassador Dillon says IDF may only use airport in emergencies and with prior Lebanese consent (airport was used to airlift IDF soldiers to occupy West Beirut); IDF forces move near Bhamdoun; Phalange sets up military camps in 40 km. zone previously controlled exclusively by Haddad.

Casualties:

Sources in Beirut charge that massacre was directed by top Phalange military commanders including Elias Hobeika (an aide to Bashir Gemayel and liaison between Phalange, Mossad and US embassy); 9 Jewish women married to Palestinian Muslims believed to be among massacre victims; 4 Palestinian refugees murdered, dozens wounded, several abducted from Ein al-Hilweh camp by Lebanese.
