In the West Bank, Israeli forces shot and killed a Palestinian during a raid in Qalandia. Israeli forces also raided Jenin, injuring 7 and uprooting streets. Elsewhere, Israeli forces shot and injured 4, including a disabled man, in Qalqas, al-Arroub refugee camp, and Baqa al-Hatab. Israeli forces also sealed 2 printing facilities in Dawha, claiming they were printing incendiary materials. Meanwhile, Israeli forces uprooted 31 olive trees in Nahalin. Israeli forces also seized a vehicle in Qablan. 38 Palestinians were arrested during raids in and around Bethlehem, Qalandia, Nablus, Ramallah, and Jenin. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished a building in Bayt Hanina, displacing 13 people. In Gaza, at least 300 people were killed in Israeli attacks on Nuseirat refugee camp, Dayr al-Balah, Gaza City, al-Bureij refugee camp, and Khan Yunis. Israel said it had surrounded and invaded Khan Yunis. Israeli troops also laid siege to the Kamal Adwan Hospital in Beit Lahiya. 2 Israeli soldiers were killed in combat. Rockets were fired at Israel, injuring 2 in Ashkelon. In Lebanon, Israeli forces killed a Lebanese soldier and injured 3 others in an attack on a Lebanese military base; Israel later expressing regret, saying it would review the incident. 3 rockets were fired at Kiryat Shmona. More than 16,248 Palestinians have been killed by Israeli forces in Gaza, including at least 6,387 children and 4,257 women, and around 43,616 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 252 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 65 children. More than 3,325 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 87 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.9 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. The Gaza Ministry of Health said at least 1,207 Palestinians have been killed since the ceasefire ended on 12/1. UNRWA said 130 of its staff members have been killed by Israeli forces since 10/7. The UN said dozens of trucks carrying aid, including fuel, entered Gaza but did not provide the actual number. Rafah was the only area to receive aid for the third day in a row. At the beginning of the day, PA health minister Mai al-Kaila said at least 15,900 Palestinians have been killed and 40,900 injured in Israeli attacks on Gaza since 10/7, saying the final number of dead will be much higher since many are buried in rubble. (REU, WAFA 12/5)

The PA Ministry of National Economy said 29% of business in the West Bank have been completely or partially closed since 10/7 due to Israeli actions. (WAFA 12/5)

UNICEF spokesperson James Elder said Israeli calls for Palestinians to evacuate do not work, stating the “so-called safe zones . . . are not scientific, they are not rational, there are not possible, and I think the [Israeli] authorities are aware of this.” (AJ 12/5)

Amnesty International released an investigation saying that 43 Palestinian civilians were killed on 10/13 in Israeli attacks where U.S.-made JDAM bombs were used. The U.S. said it was reviewing the Amnesty investigation. (AJ 12/5; REU 12/6)

The PA warned against reported Israeli plans to flood tunnels in Gaza with seawater, saying it would lead to the collapse of residential buildings and infrastructure and to the mixing of ground, sea, and wastewater. (AJ 12/5)

Israeli police approved the “March of Maccabees” in the Old City of Jerusalem on 12/7, where Israeli right-wingers will march in support of removing the Islamic Waqf in order to replace it with full Israeli control over the Haram al-Sharif compound. (AJ, HA, HA 12/5)

Israeli prime minister Benjamin Netanyahu claimed Israel has killed half of Hamas’ military commanders in Gaza. Netanyahu also said that Israel is the only power that can keep Gaza demilitarized after Israel’s war, rejecting suggestions that an international force be deployed in Gaza. Egyptian foreign minister Sameh Shoukry met with senators Ted Cruz (R-TX), Marco Rubio (R-FL), Lindsey Graham (R-SC), and Chris Coons (D-DE) in Washington D.C., discussing efforts to end Israel’s war on Gaza. (AJ 12/5)

The leaders of the Gulf Cooperation Council called for an end to the Israeli attacks on Gaza at a summit in Doha. Qatari emir Sheikh Tamim bin Hamad Al Thani said at the summit that Israel was committing genocide, called support for Israel’s actions “a disgrace,” and urged the UN Security Council to force Israel back to the negotiations on a ceasefire. U.S. vice president Kamala Harris’s National Security Advisor Phil Gordon met with Israeli president Isaac Herzog, war cabinet members Benny Gantz, Tzachi Hanegbi, Ron Dermer, and Gadi Eisenkot, and opposition leader Yair Lapid, updating them on meetings Harris and Gordon held with Arab leaders in Dubai during the COP28 climate conference. Harris is leading the Biden administration’s efforts on securing another ceasefire. (AX, HA 12/5)

U.S. secretary of state Antony Blinken announced that that the U.S. has put new visa restrictions on violent Israeli settlers, saying Israel is not doing enough to combat settler violence. Israeli defense minister Yoav Gallant later condemned Israeli settler violence, saying only the military, the police, and the Shin Bet have a right to use violence against Palestinians. USAID administrator Samantha Power visited El Arish airport in Egypt where aid to Gaza arrives, saying more “must be done to protect civilians” and for aid to enter Gaza. U.S. president Joe Biden said at a fundraiser that he had heard reports “of women raped, repeatedly raped, and their bodies being mutilated while still alive” by Hamas militants on 10/7. Hamas denied the accusations. (REU 12/5)

The U.S. House of Representatives passed a resolution, H.R. 894, declaring that anti-Zionism is anti-Semitism in a 311-14 vote; 94 Democrats voted present. The resolution also condemned the phrase “from the river to the sea.” (AJ, HA, NYT 12/5; AJ 12/6)

5 U.S. pro-Israel organizations, the American Jewish Committee, the Jewish Federation of North America, the Anti-Defamation League, AIPAC, and the Conference of Presidents of Major American Jewish Organizations, created a joint lobbying arm called The 10/7 Project to promote pro-Israel narratives to journalists and U.S. lawmakers. In the West Bank, Israeli settlers set fire to a tractor and wrote racist graffiti in ‘Urif and slashed tires on several vehicles and wrote racist graffiti on buildings in Yasuf. Israeli settlers also threw stones and paint at an Israeli border police vehicle near the Yitzhar settlement. Israeli settlers also set fire to Palestinian agricultural lands in Asira; subsequently, local Palestinians and Israeli forces clashed in the area, leading to tear-gas related injuries. Israeli forces also razed land east of Tulkarm. Separately, Israeli forces injured 3 Palestinians using rubber-coated bullets as they were seeking to enter Israel via the separation wall near Far‘un. 20 Palestinians were arrested during late-night raids in and around Ramallah, Hizma, Bethlehem, Salfit, Nablus, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian family demolished part of their house built to accommodate their disabled son in Sur Bahir. 4 Palestinians were arrested, including 3 during late-night raids in Issawiyya and the Old City, and 1 Waqf guard at the Haram al-Sharif compound. In Gaza, Israel fired missiles at Gaza City, Bayt Hanun, and Dayr al-Balah, causing damage; incendiary balloons were launched from Gaza toward Israel, sparking fires. 1 unexploded Israeli shell was found at an UNRWA school west of Gaza City. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. You can’t have peace and annexation at the same time.” PA president Mahmoud Abbas called the deal a “betrayal of Jerusalem, al-Aqsa Mosque and the Palestinian cause.” The PA also recalled its ambassador to the UAE. Hamas spokesperson Fawzi Barhoum said of the deal: “[t]his announcement is a reward for the Israeli occupation’s crimes . . . The normalization is a stabbing in the back of our people.” U.S. officials also said that Bahrain and Oman are likely to soon normalize relations with Israel. In the West Bank, Israeli settlers with Israeli force protection razed 47 dunams (11.6 acres) of Palestinian-owned land between Dayr Dibwan and Rammun. Israeli forces prevented Palestinian worshippers from accessing al-Ibrahimi Mosque. Israeli forces also demolished 1 agricultural shed in Aqraba and delivered demolition notifications for 10 water wells in al-Zawiya. 2 Palestinians were arrested at checkpoints near Qalqilya and Nablus. In East Jerusalem, authorities banned 1 Palestinian Waqf guard from entering the Haram al-Sharif compound for 6 months. 4 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, 1 Palestinian minor was killed after picking up an unexploded ordinance near his home in Bayt Lahiya. In the West Bank, Israeli settlers slashed the tires of 2 Palestinian-owned vehicles and sprayed racist graffiti on the walls of a mosque, a clinic, and residential structures in ‘Ayn Bus near Nablus. It was reported that the settlers were from the Yitzhar settlement. Israeli forces razed 1.2 acres of Palestinian-owned land in Asira near Nablus to expand an Israeli military camp. In East Jerusalem, Israeli forces arrested 3 employees from the Islamic Waqf in the Old City of Jerusalem. In Gaza, for the 2d day in a row, a rocket exchange unfolded in Gaza after Israeli forces said that a rocket from Gaza had hit a building in Sderot, causing damage but no injuries. Hamas prisoners in Israeli prisons threatened a hunger strike because the Israeli Prison Service breached an agreement made with prisoners in April. The prisoners claim that the prison service reinstalled cellphone-jamming devices in a wing of Ramon Prison. (HA 6/13)

At an Israeli Jerusalem municipality event attended by the Israeli mayor of Jerusalem and Prime Minister Benjamin Netanyahu, a large screen displayed the Jerusalem skyline but with the Dome of the Rock removed from the Haram al-Sharif compound. (HA 6/14)

After Hamas-affiliated prisoners stab and injure 2 Israeli security guards in Ketziot Prison, Israeli guards raid 3 sections of the prison and assault hundreds of Palestinians prisoners, injuring at least 9 (2 critically). An Israeli settler succumbs to injuries sustained in the shooting attack near Salfit on 3/17. Meanwhile, Israeli prime minister Benjamin Netanyahu visits the site of the 3/17 shooting and announces the construction of 840 new housing units in the nearby Ariel settlement. “Tomorrow, we will begin building 840 housing units in Ariel in a new neighborhood as was approved two years ago,” he says. Unidentified assailants assault and seriously injure a Fatah spokesperson in Gaza near his home in Bayt Lahiya. Later, a senior Fatah official in Gaza says that the assailants broke the man’s arms and legs and that Hamas was behind the “assassination attempt.” Hamas, for its part, denies the accusation and pledges to conduct a full investigation into the incident. The attack comes amid ongoing popular protests against Hamas and the high cost of living in Gaza and rising tensions between Hamas and Fatah. (HA, JP 3/19)

A Palestinian stabs and kills an Israeli soldier at the Ariel Junction near Salfit. He opens fire on a group of Israeli settlers, seriously injuring 1, before fleeing the scene. The IDF conducts raids and sets up roadblocks and mobile checkpoints in and around Salfit, searching for the assailant. IDF troops also conduct raids in Burqin village near Nablus, arresting 2 Palestinians and sparking clashes (2 Palestinians are injured). Three Palestinians are injured and three more are arrested during clashes sparked by similar arrest raids in nearby al-Zawiya and Kafr al-Dik late at night. Along Gaza’s border, IDF troops open fire on Palestinian farmers and shepherds working near Rafah, causing no damage or injuries. In East Jerusalem, Israeli forces arrest the head of the Islamic Waqf and his chief deputy at Haram al-Sharif, following a week of clashes and heightened tensions at the sanctuary. The 2 men are accused of opening the al-Rahma Gate area of the sanctuary to protesters on 2/22. Along with 4 other Waqf officials, they are barred from Haram al-Sharif for a week. In the West Bank, Israeli forces destroy 2 solar panels providing power to Palestinian homes near Hebron. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Khan Yunis, Rafah, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 2 Palestinians are killed and at least 90 are injured. Their deaths bring the Great March of Return death toll to 137. In response to shots allegedly fired at IDF border patrols in the evening, Israeli forces strike a Hamas observation post near Jabaliya refugee camp, causing damage.

In East Jerusalem, Israeli forces enter Haram al-Sharif after Friday prayers and fire sound bombs at Palestinian worshippers, clearing them from the sanctuary; 7 Palestinians and 4 Israeli police officers are injured, and 24 Palestinians are arrested. Some witnesses say that the Israelis entered the sanctuary after children threw firecrackers at them. After the clashes, Israeli forces seal the entrances to the sanctuary. The Islamic Waqf then organizes a sit-in protest outside, and the Israeli authorities order the entrances reopened hours later. Separately, Israeli forces arrest 5 Palestinians during late-night raids in Silwan and Wadi al-Juz. In the West Bank, Israeli settlers set fire to a Palestinian home under construction and surrounding wheat fields near Nablus, causing extensive damage. The IDF seals off the entrance to Kobar village near Ramallah, the hometown of the Palestinian who allegedly stabbed 3 Israeli settlers on 7/26. IDF troops conduct raids in the village throughout the day, sparking intermittent clashes; 5 Palestinians are injured (1 critically). Israeli soldiers also violently disperse Friday protests at Kafr Qaddum near Qalqilya; 5 Palestinians are injured. Dozens of Palestinians gather outside Khan al-Ahmar, a Bedouin village near Jerusalem, to protest the impending Israeli evacuation and demolition of the village. Israeli DM Lieberman pledges to advance the construction of 400 new housing units in the Adam settlement near Ramallah, justifying the settlement growth in response to the stabbing attack on 7/26. The “best response to terrorism is increased settlement,” Lieberman tweets. The 400 units are reportedly part of an existing plan to build 1,000 new units in the settlement. (HA, MNA, TOI 7/27)

Hours after employees of the Hamas-run government prevent former PA civil servants from entering government offices in Gaza City, Fatah and Hamas agree to temporarily delay the transfer of government ministries to 12/10. Under their 10/12 reconciliation agreement, administrative control over Gaza was supposed to be transferred to the PA by today (see JPS 47 [2]). The delay is meant to diffuse tensions that have arisen since, according to a joint statement. (AFP, HA 11/20)

IDF troops shoot and kill a Palestinian at al-Jaba‘ checkpoint nr. Ramallah after he allegedly attempts to stab 1 of them. After the incident, the IDF raids the alleged attacker’s home in al-‘Izzariya and arrests his father. Elsewhere in the West Bank, Israeli forces begin leveling land nr. Nablus to expand settlement infrastructure in the area. IDF troops arrest 2 Palestinians during late-night raids nr. Hebron. A day after the Israeli authorities began cutting the electricity supply to Gaza, a Hamas-affiliated source says that the Egyptian govt. has agreed to ship diesel fuel into the region via the Rafah border crossing to allow Gaza’s sole power plant to resume operations for a limited time. It’s unclear if the shipments are linked to a rumored agreement between Egypt and Hamas earlier this mo. (HA, TOI 6/20)

Israeli forces begin construction on Amichai, a new settlement to house residents of the illegal Amona outpost, which was demolished in early 2/2017 (see JPS 46 [3, 4]). Amichai is reportedly the 1st settlement built officially by the Israeli govt. in 25 years. (HA, MNA, TOI 6/20)

IDF troops clash with stone-throwing Palestinian youths at a checkpoint outside Ramallah; 2 Palestinians are lightly injured. Elsewhere in the West Bank, IDF troops arrest a Palestinian allegedly planning a stabbing attack at Huwwara checkpoint nr. Nablus, arrest 7 Palestinians during late-night raids nr. Jenin, Hebron, Tubas, Ramallah, and Nablus; and patrol during the day in and around Qalqilya and Hebron. Israeli forces demolish a residential structure nr. Jericho. Palestinian youths throw stones at an IDF vehicle that reportedly entered Sa‘ir village nr. Hebron by accident. PASF and IDF troops then enter the village to escort the vehicle out. In East Jerusalem, Israeli forces arrest 4 Islamic Waqf guards at Haram al-Sharif after they prevent an Israeli archaeologist from removing several stones from the sanctuary. After closing it on 3/26, the Hamas-run Ministry of Interior in Gaza conditionally re-opens the Erez border crossing this morning. Medical patients, families visiting prisoners in Israel, women of all ages, and men between the ages of 15 and 45 are allowed to exit Gaza, and all are able to enter, as long as they possess the appropriate permissions. Meanwhile, Hamas’s Atty. Gen. Ismail Jaber issues a gag order on the publication of any information relating to the investigation into the killing of senior military cmdr. Fuqaha on 3/24. Israeli PM Netanyahu has decided to reassess his ban on Israeli MKs and ministers visiting Haram al-Sharif, according to reports in the Israeli press today. Any change in the current policy would come after a 3-mo. assessment period. A Hamas fighter dies in a tunnel accident in Gaza in the morning. Later, the Palestinian Information Center reports that a 2d Palestinian, a civilian laborer, died in a tunnel today. Reportedly the worker died when Egyptian authorities flooded the tunnel. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no injuries or damage. In the West Bank, Israeli forces close entrances to a number of villages nr. Bethlehem with mounds of earth and cement blocks (they will reopen the villages on 2/20). The IDF also assaults a Palestinian s. of Hebron. He suffers memory loss, and cannot recall the details of the attack. IDF troops arrest 2 Palestinians during raids nr. Jericho and Hebron, and patrol nr. Hebron and Nablus. In East Jerusalem, around a dozen right-wing Jewish activists tour Haram al-Sharif. Their security escort arrests 2 Islamic Waqf employees. Israeli naval vessels intercept a Palestinian fishing boat that approaches the boundary of the permitted fishing zone off the Bayt Lahiya coast, damaging the boat, forcing the fishermen to jump into the sea, and then detaining them, taking them to Ashdod port in Israel for several hrs. of questioning, before releasing them to Gaza. A smuggling tunnel under the Rafah border collapses, killing 3 Palestinians. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. In East Jerusalem, Palestinians in Silwan report that during the previous wk., Israeli workers and archeologists resumed work on 2 archeological tunnels under the city leading to the al-Aqsa Mosque (see Quarterly Update in JPS 154). A group of right-wing Jews breaks into the al-Aqsa Mosque compound to hold prayers marking Hanukkah, but Waqf officials ask Israeli police to intervene, and police remove them peacefully. Jewish settlers in East Jerusalem celebrating Hanukkah attack a number of Palestinian shops and residents in the Old City; Israeli security forces observe but do not intervene. The PASF crackdown on Hamas mbrs. in the West Bank winds down today, with the UN reporting at least 80 and as many as 300 detained.
