Israeli forces shut down a landfill in Rujayb village nr. Nablus. They also arrest 12 Palestinians and issue 1 arrest summons during late-night raids nr. Ramallah, Jenin, Hebron, and Qalqilya, and patrol nr. Hebron. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no injuries or damage. PA pres. Abbas meets with U.S. CIA dir. Mike Pompeo in Ramallah. They discuss the Israeli-Palestinian conflict and the ongoing conflict in Syria. No further details are released. (HA, JP, TOI 2/15)

Israeli-Palestinian clashes escalate again. In Ramallah, 2 IDF reservists--"at least partially in uniform," driving a private vehicle, most likely armed--stray deep into area A, cross paths with a funeral procession. The crowd, assuming the soldiers are on an undercover operation, attack them and set their car afire. (Some reports say a body burned beyond recognition, possibly a 3d IDF soldier, is found in the vehicle.) PA police intervene and take the 2 reservists into protective custody, removing them to a nearby police station. When news of the incident spreads, 1,000s of Palestinians descend on the station (manned by 21 officers), break in, and kill the soldiers, injuring 15 policemen in the process. Declaring that the PA has "crossed the line," Barak seals borders with Egypt and Jordan, authorizes IDF air strikes against Arafat's headquarters in Ramallah and Gaza, the Palestinian Broadcasting Center in Ramallah, the Gaza port, various PA police stations, including those in Hebron, Nablus, Ramallah. When the strikes occur, Arafat is in his Gaza office waiting for CIA Dir. Tenet to arrive to discuss the possibility of convening the U.S.-Israeli-PA trilateral security comm. (formed in 1998) to explore ways of halting the violence. Neither Arafat nor Tenet is injured, but 43 Palestinians are wounded. In Gaza City, Palestinians pack belongings into cars, prepare to flee. In Jericho, Palestinians set fire to a 6th-century synagogue. Jewish settlers attack, fire on Palestinian cars nr. Bethlehem, Jinin. In retaliation, IDF helicopters fire rockets at the PA police academy in Jericho. During the Israeli air strikes, the PA releases around 60 Hamas, Islamic Jihad prisoners for their safety. In the U.S., the primary concern of the public, government, and media is the attack on the USS Cole, while Israel's attacks on the Palestinian infrastructure, PA offices are viewed as a limited military response to the death of Israeli soldiers in PA custody, if not at the hands of the PA. Clinton, Albright express outrage over the murder, call on both sides to halt the violence. Clinton says he appreciates Palestinian frustration, but "there can be no possible justification for mob violence." 96 senators send Clinton a letter urging him to express solidarity with Israel "at this critical moment." The Arab League denounces the Israel air strikes, warns that "all options" are open to the Arab world if the escalation continues. In Cairo, angry crowds march through the streets demanding Egypt take military action against Israel. In Beirut, demonstrations break out on university campuses. Elsewhere in Lebanon, Jordan, and Syria--including in the Palestinian camps--the streets are quiet; the governments release no official statements on events but heighten visibility of police, military. New York City police seize 5 pipe bombs, arrest 1 Egyptian, 2 Jordanians in a raid on a Brooklyn apartment. Police were tipped to the bombs by a Pakistani, Muhammad Shindli, who believed that his friends, Ghazi Ibrahim Abu Mayzar and Lafi Khalil (who both identify themselves as Palestinian), were planning to bomb the New York subway. Abu Mayzar had stated in his application for asylum in the U.S. that he had been arrested in Israel on charges of "being a mbr. of a terrorist organization." The 3d man, Egyptian `Abd al-Rahman Musabah, is detained as a witness. Hamas denies any connection to the men. Unnamed Gulf diplomats reveal that Sidi al-Madani al-Ghazi Mustafa al-Tayyib, financial director for Saudi dissident and alleged "terrorist financier" Osama bin Laden, has been in custody in Saudi Arabia since 5/97. Acting on a tip (possibly fr. the U.S.), Hong Kong customs impounds Syria-bound, N. Korean cargo shipment marked "finished goods," found to contain heavy artillery (incl. Iraq again fires surface-to-air missiles at U.S. warplanes in the expanded s. no-fly zone, causing no damage. U.S. announces it will position stealth bombers at airfields in Kuwait. Turkey agrees to allow 2,500 Iraqi oppositionist transit through Turkey as part of U.S. plan to evacuate its allies fr. the Kurdish enclave, provided none were connected with the CIA, PKK; U.S. says if those sponsored by the CIA can escape fr. Iraq, it will "certainly look sympathetically" on their appeals for asylum. U.S. dispatches 2d aircraft carrier to the region. Hatzofe reports that changes to Oslo II maps were agreed to and signed in 1/96 but have been kept secret. The 5 changes were only of several dozen meters. 3 favored the Israelis: moving the access road for Qedar settlement and the forests west of Ma'ale Adumim fr. zone B to C; moving the Ashkenazi Jewish cemetery of Hebron fr. zone A to C; moving the Ramallah and Bir Nabala oxidation pools, which incl. parts of the land designated for the Psagot-Kokhav Yi'aqov bypass road, fr. zone A to C. 2 changes favored the PA: moving a strip of land n. of Janin fr. zone C to A; expanding the zone B area of Abu-Dis e. to the Israeli municipal boundary of Jerusalem. Occupied Palestine/lIsrael: Israeli soldiers fire at stone throwers in Balatta refugee camp, killing 14-year-old Palestinian boy [WP, GU 12/6]. Reports indicate the boy was not among those throwing stones. Shops and businesses in Ramallah and Jerusalem close in a 3-day mourning for the victims of the Birzeit University clash [FJ 12/12].

Arab World: Cease-fire talks in Damascus collapse. Reports say as many as 20 are killed, 59 wounded in Palestinian-Amal clashes around Shatila and in hills near Sidon [NYT 12/6; PI 12/7].

Syria fires at unmanned Israeli reconnaissance aircraft, shells IDF positions in Bekaa Valley; IDF patrol attacked in Chouf where cease-fire continues; US State Dept. reports steady infiltration of PLO forces into Lebanon, Pentagon estimates overall PLO strength at 12,000-15,000, Syrian forces at 35,000-40,000, IDF at 15,000; other estimates place number of PLO forces returning to Lebanon at 1500 over past 4 days.
