Axios reported that UAE foreign minister Sheikh Abdullah bin Zayed Al Nahyan told former Israeli prime minister Benjamin Netanyahu that the UAE has concerns about Netanyahu’s alliance with Itamar Ben-Gvir and the Otzma Yehudit party. According to Axios, foreign minister Al Nahyan told Netanyahu that a government that includes the Otzma Yehudit party could impact the UAE-Israel relationship. (AX, HA 10/26; MEMO 10/27)

In the West Bank, 4 settlers—2 women and 2 children—were apprehended by members of Lion’s Den organization after entering Nablus; the 4 were then transferred to PA security forces who escorted them to the Israeli military. Lion’s Den released a statement saying, “[o]ur message to the occupation forces is that we don’t kill women and children, but we are warning the settlers that attack Palestinians that they will be treated accordingly.” 1 Israeli soldier was shot and injured near the Ofra settlement; it was unclear who shot the soldier as the incident happened as Israeli forces tried to stop a Palestinian car allegedly evading an order to stop. Israeli settlers blocked an entrance to Nablus, calling on the Israeli government to take harsher measures against Palestinians. Israeli settlers also blocked an entrance to Nablus on 10/2. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near Ramallah. Israeli settlers also attacked a secondary school in Huwwara, assaulting staff and students and damaging vehicles and school property. In East Jerusalem, nearly 500 settlers toured the Haram al-Sharif compound. In Israel, a group of Israelis overturned a Palestinian-owned vehicle in Bat Yam after the vehicle was stopped and the driver was asked to adhere to the Jewish customs of Yom Kippur. Israelis also attacked 3 Palestinians in separate incidents in Tel Aviv, including 1 who was stabbed. The Balad party appealed the Israeli central elections committee’s decision to disqualify the party from running in the upcoming election to the Israeli supreme court. The supreme court will meet to hear the appeal on 10/6. The committee banned Balad, saying that the party “rejects Israel’s existence as a Jewish and democratic state.” (HA, MEMO 10/5)

Israeli defense minister Benny Gantz said that Israeli military chief of staff Aviv Kochavi does not have the authority to approve assassinations or new measures. Chief of Staff Kochavi told reporters on 9/28 that he had approved using drones to carry out assassinations in the West Bank. (HA 10/4)

Lebanese officials said that the Lebanese government had submitted a list of changes to the U.S. proposal to demarcate the maritime border between Israel and Lebanon. Lebanese media reported that among the issues that Lebanon was seeking to amend was the inclusion of a security zone. (HA, HA, REU 10/4)

In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beit Umar, injuring 3 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. 18 Palestinians were arrested during late-night raids in Abud, Silwad, Silat al-Harithiya, Jaba‘, Kafr Ra‘i, Beita, and al-Lubban ash-Sharqiya; during the raid in Abud, Israeli forces arrested 22 Palestinian students from Birzeit University who were camping at a nearby spring; 12 were released shortly after the raid while 10 remained in custody. The Israeli company Meimei Hanegev cut the water supply to 50 Palestinians living in the Rahma community in the Negev. The move by the water supplier was illegal under Israeli law and the water connection was restored after Haaretz inquired about the matter to the company. A member of the community said he had tried to pay off the majority of the outstanding balance owed the company, but that his payment was rejected at the post office, citing a technical issue. Israel indicted 1 Palestinian man for acts of terrorism related to a shooting in the Old City of Jerusalem on 8/14 where 8 people were wounded in a bus. The man had been in house arrest after serving a 5-year sentence when he allegedly opened fire on the settlers. (HA 9/16)

Speaking alongside U.S. secretary of state Antony Blinken in Washington D.C., Jordanian foreign minister Ayman Safadi called on Israel to end “unilateral measures that are undermining the viability of the 2-state solution,” citing settlements, confiscation of land, and encroachment on the Haram al-Sharif compound. New Zealand signed a 3-year funding agreement with UNRWA worth $1.8 million. (WAFA 9/16)

Elsewhere, Israeli settlers chased Palestinian herders off their land in al-Juwaya in the Masafer Yatta area and let their cattle graze on Palestinian crops. In East Jerusalem, Israeli settlers with Israeli police escort attacked 3 Palestinians in Silwan, causing hospitalizations, and vandalized 1 vehicle. Off the coast of Gaza, Israeli naval forces arrested 8 Palestinian fishermen and seized 2 boats within 3 nautical miles northwest of the Rafah seaport; 6 of the 8 fishermen were released on 6/1. Hamas’s military judicial authority sentenced 2 Palestinians for spying for Israel. 1 of the Palestinians was sentenced to life in prison while the other received a 7-year sentence. (JP 5/31)

An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. The Palestinian man was not present at the killing, but the court claimed that he had formed a cell that incited the murder of the Israeli man. (HA 5/31)

PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. Abbas also asked the U.S. to remove the PLO from the U.S. list of terror organizations and to reopen the PLO mission in Washington D.C. Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. The agreement also defines tax rates, imports and intellectual property. The free trade agreement was part of the Israeli-UAE-U.S. normalization agreement. U.S. state department spokesperson Ned Price told reporters that the Biden administration remains committed to reopening the U.S. consulate to Palestinians in Jerusalem. The statement comes after reporting in the Times of Israel that the U.S. had given up on its plans due to the instability in the Israeli government coalition. (REU 5/31; MEMO 6/1; AX 6/4)

15 Democratic members of the U.S. house of representatives, led by Cori Bush (D-MO), wrote a letter to Secretary Blinken urging him to send the “strongest message possible” to prevent Israel from evicting more than 1,000 Palestinians from the Masafer Yatta area, calling the displacement of Palestinians “a war crime.” (HA, MEE 5/31; WAFA 6/1)

Lebanese parliament reelected Nabih Berri of the Amal Movement as speaker at the 1st parliamentary session of the newly elected parliament. Speaker Berri, who received 65 of 128 votes, has been the speaker of the parliament since 1992. (AJ, HA, MEMO, REU, REU 5/31)

In the West Bank, 15 Israeli settler families moved into a Palestinian-owned building between the Kiryat Arba settlement and al-Ibrahimi Mosque. Israeli forces guarded the settlers as they moved into the building. The settlers were evacuated from the building on 5/15. Israeli settlers with military escort raised Israeli flags near the entrance to Jannatah. Elsewhere, Israeli settlers vandalized 1 Palestinian vehicle in Masafer Yatta. Israeli forces shot and injured 13 Palestinians during a raid in Jenin refugee camp; 2 were arrested. 1 of the Palestinians injured later succumbed to his injuries on 5/15. Israeli soldiers fired a short-range missile at a building during the raid, severely damaging a house where 19 Palestinians were sleeping and subsequently fired another 6 anti-tank missiles at the house. Israeli forces also used a Palestinian minor and her father as human shields during the incident. Israeli forces also raided Burqin, injuring several Palestinians; 1 Israeli soldier was injured and later succumbed to his injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 1 with a baton round and more than 20 with tear gas. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. Israeli forces also shot and injured 1 Palestinian near the Beit El settlement, claiming he had tried to attack Israeli settlers. Elsewhere, Israeli forces prevented Palestinian and Israeli activists traveling in buses from reaching Masafer Yatta to show solidarity with eviction-threatened Palestinians. Israeli settlers later assaulted a group who had proceeded on foot, injuring 5. 1 Palestinian was arrested during a late-night raid in Tubas. In East Jerusalem, Israeli forces violently dispersed Palestinians using stun grenades and batons during the funeral procession for Shireen Abu Akleh, assaulting the pallbearers among many others; 33 were treated for various injuries, including a photojournalist. Israeli forces also confiscated Palestinian flags, including from the coffin, and arrested 6 for waving Palestinian flags. Haaretz reported that it was Jerusalem district commander Doron Turgeman who ordered the Palestinian flags confiscated during the funeral procession. In Israel, Israel said it had arrested 1 Palestinian teen for allegedly carrying a knife and a letter stipulating his intent to carry out an attack. Palestinian public prosecution said in a statement that the preliminary investigation into the killing of Abu Akleh found that the only source of gunfire at the scene where Abu Akleh was killed was from Israeli soldiers. (WAFA 5/14)

The U.S. Biden administration expressed dismay at the Israeli police’s dispersal of Palestinians at the funeral procession for Abu Akleh (see above). President Joe Biden said Israeli actions had to be investigated. Secretary of state Antony Blinken said the U.S. was “deeply troubled.” UN secretary-general António Guterres said he was “deeply disturbed” by the Israeli actions while the EU called the videos of the Israeli attacks appalling. The U.S. state department informed Congress that it will remove 5 extremist groups from its list of foreign terrorist organizations, saying they are defunct. Among the 5 are the Jewish terrorist organization Kahane Chai and a Gaza-based umbrella organization for militant groups, the Mujahidin Shura Council in the Environs of Jerusalem. The UN security council unanimously condemned the Israeli killing of Abu Akleh on 5/11, calling for an impartial investigation. The U.S. noticeably supported the statement, rather than abstaining or voting against. (AP 5/13; AJ 5/14)

At a meeting between U.S. president Joe Biden and Jordan’s king Abdullah II in Washington, President Biden reaffirmed the U.S.’s position that Jordan is the custodian of the Muslim Holy sites in Jerusalem. (AP, REU 5/13)

In the West Bank, Israeli settlers raided Khallet al-Dabe in Masafer Yatta, vandalizing 70 olive trees and releasing Palestinian-owned sheep on the land, destroying crops as they grazed. 24 Palestinians were arrested during raids in Bethlehem, Dheisheh refugee camp, al-Arroub refugee camp, Balata refugee camp, Tell, Tulkarm, and Deir al-Ghusun. In East Jerusalem, a group of Israeli settlers attacked 1 Palestinian man in Sheikh Jarrah and vandalized 5 Palestinian-owned vehicles. The settlers sprayed pepper spray at the man and threw stones at vehicles; 2 of the settlers were arrested by Israeli police on 12/10 in relation to the attack. 13 Palestinians were arrested during raids in Ras al-Amud and Isawiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Beit Lahiya; no injuries were reported. In Gaza, Israeli forces arrested 2 Palestinians near the Gaza fence east of Khan Yunis. Israeli forces also opened fire at Palestinian farmers east of al-Maghazi; no injuries were reported. The Israeli ministry of justice closed a probe into the killing of 1 Palestinian who was lying on the ground after allegedly stabbing 1 Israeli man near the Damascus Gate plaza on 12/4. The ministry accepted the Israeli soldiers’ claim that they were acting in self-defense when they executed the man on the ground, several feet away from the soldiers. (AJ, HA, MEE, WAFA 12/9)

Haaretz reported that complaints of beatings of 10 Palestinian prisoners by Israeli prison guards had been given to Israeli police. The beatings allegedly unfolded in the aftermath of the prisoner escape on 9/6 as Palestinian prisoners subsequently were transferred from Gilboa prison to Shata prison. (HA 12/5; HA 12/9)

The British war monitoring NGO Airwars released a report focused on Israeli air strikes in Gaza and Syria. Airwars found that during the 11-day attack on Gaza in May, Israel killed between 151 and 192 Palestinian civilians in 128 “locally reported civilian harm events.” Airwars also found that between 15 and 20 civilians were killed in Gaza due to Palestinian rocket misfires. In a comparative study between Israeli attacks on Syria and Gaza, Airwars found that Israel killed many times more civilians during its 11-day attack on Gaza then it had done in Syria since 2013. Airwars attributed this discrepancy to willingness to attack densely populated areas of Gaza, while showing hesitancy to do so in Syria. (AA, Airwars 12/9)

Israeli foreign minister Yair Lapid met with Egyptian president Abdel Fattah al-Sisi in Cairo to discuss Iran, normalization deals, and the reconstruction of Gaza. In the West Bank, Israeli settlers attacked 2 Israeli soldiers and 1 Palestinian man with tear gas when the 2 soldiers were asking the Palestinian about settler vandalism at al-Mughayyir near the Adei Ad settlement outpost. Israeli settlers from the Ariel settlement also vandalized Palestinian property in Marda, spraying racist graffiti on walls and vehicles and puncturing tires. Elsewhere, Israeli settlers stole olive harvesting equipment in Burin. Israeli forces issued a demolition notice for a newly built road connecting Ya‘bad and Khirbat Emreha. Israeli forces also delivered notices for the seizure of 40 dunams (9.9 acres) of land in Yasuf. 10 Palestinians were arrested during late-night raids in and around ‘Azzun, Beita, Burqa, Nawawrah, Beit Umar, and Hebron; during the raid in Beit Umar, Israeli forces damaged 2 vehicles and fired tear gas at Palestinians confronting the soldiers. In East Jerusalem, Israeli forces violently dispersed Palestinians from the Damascus Gate plaza, forcing them to leave the area. In Syria, Syrian officials said Israel had conducted an air strike near Palmyra, targeting a telecommunications tower and causing damage. Russia said that the Syrian air defense system did not engage the Israeli-fired missiles because the Israeli jets firing them were using civilian airplanes as cover. 9 people were killed in the attack, according to the London-based Syrian opposition group Syrian Observatory for Human Rights. Chairman of the Religious Zionist party Bezalel Smotrich told Palestinian Israeli lawmakers during a Knesset discussion that they are only in Israel because “Ben-Gurion didn’t finish the job and throw you out in 1948.” Smotrich also called the lawmakers “terror supporters.” (HA 10/13; MEMO 10/14)

Israel’s regional cooperation minister Issawi Frej and deputy minister of foreign affairs Idan Roll met with Sudanese justice minister Nasredeen Abdulbari in Dubai. U.S. secretary of state Antony Blinken met with Israeli foreign minister Yair Lapid and later had a trilateral meeting with Foreign Minister Lapid and foreign minister of the UAE Sheikh Abdullah bin Zayed Al Nahyan in Washington D.C. During a press conference, Secretary Blinken said that the U.S. is moving forward with reopening the U.S. consulate to Palestinians in Jerusalem, despite Israeli opposition. In the West Bank, Israeli settlers uprooted 900 olive and apricot saplings and stole olive harvests in Sabastia. Israeli settlers also uprooted 70 trees in the Masafer Yatta area. Israeli forces shot and injured 1 Palestinian man with live ammunition during a late-night raid in Tammun. Israeli forces also shot and injured 1 Palestinian minor in Silwad before arresting him. Elsewhere, Israeli forces demolished 1 structure in Haris and 1 house in Abu Nawwar, displacing 8 Palestinians, and delivered a stop-work notice for a house under construction in Deir Balut. 10 Palestinians were arrested during late-night raids in and around Ramallah, Kobar, Beita, ‘Azzun, al-Shuyukh, and Beit Umar. In East Jerusalem, 1 Israeli police officer was filmed hitting 1 Palestinian teenager at the Damascus Gate plaza. The teenager was filmed approaching the officer to complain that he was beaten by another officer. As the officer asked the Palestinian which of his colleagues had beaten him, the officer started beating the Palestinian with his club. Later, on 10/14, the officer was suspended for 5 days. 3 Palestinian minors were arrested in Silwan and al-Tur. The International Committee of the Red Cross (ICRC) said in a statement that 9,300 olive trees had been destroyed in the West Bank from August 2020 to August 2021. The ICRC further stated that Palestinians growing olives face 3 challenges: impediments to their movement and access, harassment and violence by settlers, and impacts of climate change. The Palestinian prisoner administration said that some 400 Palestinian prisoners in Israeli prisons soon will start an open-ended hunger strike to protest new restrictions imposed after 6 prisoners escaped Gilboa prison on 9/6. 500,000 doses of the Moderna COVID-19 vaccine donated by the U.S. arrived in Palestine, with 300,000 doses in the West Bank and 200,000 in Gaza. The New York Times reported that Israel has changed its policy on allowing Jewish people to pray at the Haram al-Sharif compound. The reporting came after former MK and greater Israel advocate Yehuda Glick on 8/23 livestreamed himself praying at the Haram al-Sharif compound, in violation of the Status Quo agreement. While Israel does not have a law against non-Muslims praying at the compound, it has generally upheld the agreement. A PA official said that the EU funding of its budget had still not arrived for 2021. The EU has helped fund the PA budget with $176 million, but the funding had not arrived due to technical reasons. The funding is presumed to be arriving in October, but the PA may not be able to pay salaries and social allowances for August without the funding. (JP 8/24)

In an interview with NYT before his trip to Washington D.C., Israeli prime minister Naftali Bennett said that there will not be the creation of a Palestinian state while he is in office, as he is opposed to Palestinian sovereignty. Their conversation was the 1st between Abbas and an Israeli minister since 2017, when Abbas spoke to then prime minister Benjamin Netanyahu. The ice cream company Ben & Jerry’s issued a statement declaring it will end sales of its ice cream in Israeli settlements, saying that selling its ice cream in the occupied Palestinian territory “is inconsistent with our values.” Ben & Jerry’s also announced it would not renew its licensing agreement with manufacturers of Ben & Jerry’s ice cream in Israel but that the ice cream will still be available in Israel. Israel’s prime minister Naftali Bennett said that Ben & Jerry’s had decided to brand itself as an “antisemitic ice cream.” Foreign minister Yair Lapid, who weeks ago said his government would not call all criticism of Israel anti-Semitic, said the company was surrendering to BDS and anti-Semitism and that he would ask 35 U.S. states with anti-BDS laws to enforce them against the U.S. company. Washington Post columnist David Ignatius wrote that the U.S., Saudi Arabia, and Israel were involved in the coup attempt against Jordan’s king Abdullah II by his half-brother Prince Hamza in April. According to Ignatius, former U.S. official Jared Kushner had grown frustrated with King Abdullah II because he refused to give up the custodianship of the Holy Places in Jerusalem, which Saudi Arabia’s crown prince Muhammad bin Salman required to formalize a normalization deal with Israel. Prince Hamza and people in his inner circle worked with Saudi Arabia, according to Ignatius, to undermine King Abdullah II. Ignatius also said that Israeli intelligence assured the Jordanian king that it was not involved in the scheme but implied that Netanyahu personally was. An Israeli military court convicted the prominent Palestinian activist Issa Amro of 6 of 18 charges against him, including obstructing Israeli forces’ activities and assaulting 1 Israeli settler. At a signing ceremony in Washington D.C., Bahrain and the UAE formalized their deals to normalize relations with Israel, breaking with the stipulations of the Arab Peace Initiative. The text of the UAE-Israel agreement mentioned the Israeli-Palestinian conflict in 1 paragraph: “Recalling the reception held on January 28, 2020, at which President Trump presented his Vision for Peace, and committing to continuing their efforts to achieve a just, comprehensive, realistic and enduring solution to the Israeli-Palestinian conflict.” The text did not mention halting Israeli annexation of parts of the West Bank nor halting settlement expansion, which has also been linked to the agreement between the UAE and Israel. PA president Mahmoud Abbas called for a Day of Rage and the establishment of a Palestinian state within the 1967 borders. Ahead of the signing ceremony on 9/15 formalizing the UAE and Bahrain’s normalization with Israel, PA prime minister Mohmmad Shtayyeh condemned the deal, calling it “a dark day in the history of the Arab nation and of the Arab League,” and further stated that, “[t]omorrow the Arab peace initiative dies, as will the Arab consensus.” He also said that his government has recommended to PA president Mahmoud Abbas that the PA reevaluate its relations with the Arab League. In Washington, D.C., U.S. president Donald Trump, alongside Israeli prime minister Benjamin Netanyahu, confirmed that he would be releasing his peace plan with Prime Minister Netanyahu on 1/28. President Trump said that the Palestinians “probably won’t want it initially . . . But I think in the end they will.” After Trump’s remarks, he met with Israeli Blue and White leader Benny Gantz. Gantz subsequently declared that the peace plan “is a significant and historic milestone.” According to PA officials, PA president Mahmoud Abbas refused to take a phone call from President Trump. Israeli forces arrested 18 Israeli settlers while evacuating temporary homes at an Israeli-deemed illegal settlement east of the Ofra settlement. Israeli forces also demolished 2 Palestinian-owned homes in Silwan; at least 1 Palestinian was injured trying to protect his home. In Gaza, Israel reduced the fishing zone from 15 nautical miles to 6 in response to the rocket fired from Gaza on 4/29. Israeli authorities said that the rocket was launched by Islamic Jihad. The outgoing French ambassador to the U.S. Gérard Araud, who on 4/19 called Israel an apartheid state, will not be meeting Israeli officials when he visits Israel in early May, as Israel has barred its officials from meeting Araud. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015.
