Nassir Ubayyat, and killed Muhammad in error. The IDF makes a predawn raid on Rafah r.c., demolishing 6 Palestinian homes allegedly hiding tunnels to Egypt, killing 2 Palestinians (including a 4 yr. old crushed by a falling wall), wounding 25, bulldozing 10 dunams of land; fatally shoots 2 Palestinians nr. the Rafah border; fires on a Palestinian vehicle nr. Jenin, killing 1 Palestinian woman, injuring 2 others; fatally shoots a stone-throwing Palestinian teenager in Tulkarm; bulldozes 3 bird farms, a water network in Abasan; demolishes a Palestinian home in Jenin; conducts arrest raids in Hebron, Jenin, Ramallah. The IDF clashes with Islamic Jihad gunmen in, shells residential areas of Nablus and Balata r.c., leaving 1 IDF soldier dead, 3 buildings afire; fires on stone-throwing youths, killing 2 Palestinian boys ages 10 and 12, injuring 25; confiscates video footage of clashes fr. a Reuters cameraman. The IDF also fires on residential areas of Hebron, Gaza City (killing 1 Palestinian); conducts arrest raids in of Beitunia, Burkin, Hebron (reportedly detaining 5 mbrs. of a cell that has staged roadside bombings in the area), Qabatya, Tulkarm, al-Yamun; fires tank shells at residential areas of Gaza, leaving 1 Palestinian woman clinically dead (the IDF claims it was responding to mortar fire). In Ramallah, the IDF surrounds, fires shells a building where it claims some of the wanted Palestinians who hid in Arafat's offices during the siege are located; demands their surrender. Bush signs the FY 2003 Foreign Relations Authorization Act, which requires the admin. to identify Jerusalem as Israel's capital. Bush says that he interprets the wording on Jerusalem as a "sense of Congress," not as binding on U.S. policy. The bill also urges the pres. to impose sanctions on the Palestinians if they do not comply with signed agmts.; withholds $10 m. of $35 m. in economic aid to Lebanon for failing to assert its authority over Hizballah; provides an additional $300 m. in aid to Israel, including $100 m. for munitions; rejects equivalent aid for Egypt. The IDF fatally shoots an Egyptian man visiting Gaza at a checkpoint nr. Gush Katif settlement; the IDF claims he threw grenades at soldiers, Palestinians say he was a passenger in a taxi. The IDF bulldozes another 20 dunams of agricultural land nr. Kefar Darom (see 9/14, 9/15); fires tank shells at an ambulance nr. Nablus, damaging the vehicle. The IDF assassinates wanted AMB mbrs. Ali Ajuri (who allegedly plotted the 7/17 Tel Aviv bombing, reportedly is the leader of al-Nathir) and Murad Marshud, firing air-to-surface missile at them in Jenin. Israel orders Ajuri's brother, sister deported to Gaza for sheltering him. The IDF also captures an armed Egyptian infiltrator, who crossed the border into Israel nr. Elat; imposes a curfew on al-Qarara, orders all men over age 15 to surrender for questioning, conducts house-to-house searches, bulldozes 3 dunams of agricultural land. Throwing out appeals by 49 Palestinian families, Israel's High Court upholds the IDF's right to demolish homes of Palestinians accused of "terrorist" attacks without giving family mbrs. warning. A Jewish settler injured in the 7/16 bus ambush dies of her injuries, bringing the toll in that attack to 9. A previously unknown group called al-Nathir claims responsibility for the 7/17 Tel Aviv bombing, originally claimed by Islamic Jihad. The IDF bulldozes a Palestinian house, aviary nr. Dayr al-Balah; conducts arrest raids in Hebron (including confiscating files fr. The Palestinian woman who carried out a suicide bombing on 1/27 is identified as Wafa Idriss, a Red Crescent volunteer medical worker who reportedly was distraught over the Palestinian casualties inflicted by the IDF. Most recently, a boy she treated, who had been shot by the IDF and left in a coma died, on 1/25. AMB claims she was "one of our female fighters," but family and friends say she had no connection to the group; she also was not religious, never attended al-Najah University. In Gaza, the IDF reports that Hamas fired locally made Qassam-1 rockets at Erez crossing, causing no injuries. In retaliation, the IDF launches F-16 air strikes on PA security targets in Gaza City and Tulkarm, injuring at least 7 Palestinians. The IDF also shells residential areas of Khan Yunis; bulldozes 600 m² of Palestinian land in Khan Yunis; conducts arrest raids in Nablus. In a predawn operation, the IDF sends tanks, bulldozers into Rafah to demolish at least 54 Palestinian houses, damaging another 20, leaving some 650 Palestinians homeless. Israel claims the houses were used by "terrorists" to shoot at IDF troops, hid tunnels used for smuggling arms fr. Egypt. (The UN, U.S. condemns the demolitions, which bring the total number of Palestinian homes in Rafah demolished by the IDF in the past yr. to about 200; another 200 houses have been damaged, 69 stores destroyed, 520 acres of agricultural land bulldozed.)
