In the West Bank, Israeli forces shoot and injure 2 Palestinians during a raid in Qabatiya. Israeli forces also arrest 30 Palestinians during raids in and around Jalazone refugee camp, Hebron, Tulkarm, Nablus, Jenin, and Tubas. In Gaza, Israeli forces bomb Rafah, Gaza City, Khan Yunis, Jabalia refugee camp, Nuseirat refugee camp, and Maghazi, killing at least 81 people, including 30 people sheltering in a home near al-Shifa Hospital. Israeli forces also continue to besiege the Nasser, al-Shifa, and al-Amal hospitals. In Lebanon, Israeli forces bomb Tayr Harfa, Baalbek, Hermel, Ayta ash Shaab, Kafr Kila, and Dhahirah, killing 3 people. Hezbollah forces fire rockets at Avivim, damaging a winery, and at the Mount Meron air base. In Jordan, police violently disperse protesters outside of the Israeli embassy. In Syria, Israeli forces bomb Deir ez-Zor, killing 17 people, including a WHO staffer and an Iranian military advisor. More than 32,414 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,787 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 440 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 251 Israeli soldiers have been killed and 1,509 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 193 trucks carrying aid enter Gaza. The Gaza Media Office says 12 people have drowned trying to retrieve airdropped aid that landed in the sea and 6 have been killed in stampedes while trying to reach airdropped aid in the past week. Hamas political leader Ismail Haniyeh meets Iranian foreign minister Hossein Amir-Abdollahian in Tehran. Haniyeh says in a press conference that the UN Security Council resolution demanding a ceasefire from 3/25 indicates that “the Israeli occupation is experiencing unprecedented political isolation” and that Israel has not been able to achieve “any of its military or strategic objectives” in Gaza. Israel recalls its negotiating team from Qatar, saying Hamas insists on “extreme demands: immediately ending to the war, a complete withdrawal of the IDF from the Gaza Strip and to remain in power.” Reuters reports that the negotiation team has been recalled for consultations and a small Israeli team remains in Doha. Israel’s military spokesperson Daniel Hagari says Hamas deputy military commander Marwan Issa was killed on 3/11. The U.S. announced on 3/18 that Issa had been killed. (AJ, AJ, HA 3/26)

Israeli defense minister Yoav Gallant meets with U.S. secretary of defense Lloyd Austin in Washington, D.C. Austin calls the situation in Gaza a “human catastrophe” and says the civilian death toll is “far too high.” Gallant says Gaza will not be governed by Hamas or Israel after the war. German foreign minister Annalena Baerbock calls for unhindered access for aid to Gaza and says the “humanitarian situation in Gaza is hell” during a visit to Israel. (AJ, AJ, AP, HA, REU 3/26)

U.S. State Department spokesperson Matthew Miller says an Israeli ground invasion of Rafah “would hurt Israel’s national security,” citing the potential to further isolate Israel globally. Miller also says Israel’s assertion that the passing of the UN Security Council ceasefire resolution had an impact on the ceasefire negotiations is “inaccurate in almost every respect,” noting Hamas’s response to the Israeli proposal was prepared before the Security Council vote. Lastly, Miller says the U.S. has not made a conclusive determination as to whether Israel is using U.S.-supplied weapons in accordance with international law or hindering U.S. aid from entering Gaza. During a speech at the UN Human Rights Council, UN special rapporteur on the occupied Palestinian territories Francesca Albanese says “Israel has committed 3 acts of genocide causing serious bodily or mental harm to members of the group, deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part, and imposing measures intended to prevent birth within the group.” Albanese also says Israel has dropped 25,000 tonnes of explosives on Gaza since 10/7/2023, equivalent to 2 nuclear bombs. An Israeli woman held captive in Gaza until she was released on 11/30/2023 tells the New York Times that she was sexually assaulted by one of the people guarding her. Hamas official Basem Naim tells the Times that the allegation will be investigated but that it cannot be done at the moment due to “the current circumstances.” (NYT 3/26)

In the West Bank, a Palestinian man succumbs to wounds sustained from Israeli forces in Nur Shams refugee camp on 10/19/2023. An Israeli settler shoots and kill a Palestinian man after he shoots and kills 2 Israeli settlers at a gas station near the Eli settlement. Israeli settlers also throw stones at Palestinians at the Za’atra checkpoint, injuring a man. Elsewhere, Israeli settlers ram a Palestinian man in al-Lubban ash-Sharqiya, causing minor injuries. Israeli settlers also raid Arab al-Milehat, throwing stones at homes. Meanwhile, Israeli settlers disassemble and steal 2 agricultural structures in Kisan. Israeli forces shoot and kill 2 Palestinians and injure another while they are picking gundelia flowers near Bayt Awa. Israeli forces also shoot and kill a Palestinian child during a raid in Beit Furik. Elsewhere, Israeli forces shoot and injure a Palestinian man during a raid in Jalazone refugee camp. Israeli forces also shoot and injure a Palestinian man in Jenin. Meanwhile, Israeli forces demolish a home and 2 agricultural structures during a raid in Ein ad-Duyuk al-Tahta. Israeli forces also arrest 20 Palestinians during raids in and around Hebron, Ramallah, and Bethlehem. In Gaza, Israeli forces bomb Nuseirat refugee camp, al-Bureij refugee camp, Khan Yunis, Jabalia refugee camp, and Beit Hanun, killing at least 81 people. Israeli forces also open fire at an aid convoy where thousands of Palestinians are seeking to gather aid. Eyewitnesses report that Israel used live ammunition, tank shells, and drone-fired missiles to attack the crowd, at least 112 people are killed and 760 are injured. Israeli tanks also run over the bodies of the dead and injured. The attack is dubbed the Flour Massacre. 4 children die of starvation at the Kamal Adwan Hospital. Israeli settlers storm the Beit Hanun (Erez) crossing, attempting to create a settlement in Gaza. In Lebanon, Hezbollah fires 2 rockets at Goren. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 22-year-old Palestinian prisoner Assef al-Rifai dies in an Israeli prison, becoming the 11^th Palestinian to die in Israeli prison since 10/7. Al-Rifai, who had been imprisoned since 2022, suffered from cancer. (WAFA 2/29)

In response to the Flour Massacre (see above), Israel’s military first says Palestinians were killed in a stampede trying to get aid, blaming the aid truck drivers, then later said that Israeli soldiers had opened fire due to fear of the crowds but that most of the Palestinians had been killed in a human stampede and by the aid trucks. In its defense, Israel releases edited drone footage which appears to show hundreds of Palestinians taking cover from Israeli bullets. The PA calls the incident an “ugly massacre” and Hamas calls the attack an “unprecedented war crime.” UN secretary-general Antonio Guterres labels the incident appalling and calls for an independent investigation. EU high commissioner for foreign affairs Josep Borrell calls it “totally unacceptable,” Colombia denounces Israel’s genocide, suspending weapons purchases from Israel. French president Emmanuel Macron expresses “[d]eep indignation at the images coming from Gaza where civilians have been targeted by Israeli soldiers. I express my strongest condemnation of these shootings and call for truth, justice, and respect for international law.” Spain, Belgium, Turkey, Portugal, Italy, Qatar, Saudi Arabia, Egypt, Jordan, China, Canada, Yemen, Australia, and other countries express shock and contempt for the Israeli actions. The U.S. blocks an Algerian statement at the UN Security Council that assigns blame to Israel for the incident, saying it needs to be “thoroughly investigated.” The Israeli newspaper Haaretz for the first time calls on Israel to end its war, citing the incident. Palestinian National Initiative secretary-general Mustafa Barghouti says, “I have never seen the atmosphere so close to unity as it is today.” Russian foreign minister Sergey Lavrov tells the Palestinian representatives at the meeting that if they can announce a unity position on the basis of the PLO those who use the lack of Palestine unity to prevent “the settlement in the Middle East, will lose their winning cards.” Hamas political leader Ismail Haniyeh meets with Chinese ambassador to Qatar Zhou Jian, discussing “ways to stop the war” in Gaza. President Mahmoud Abbas meets with UN senior coordinator for humanitarian aid and reconstruction in Gaza Sigrid Kaag and USAID administrator Samantha Power in Ramallah. The Israeli Civil Administration declares 2,640 dunams (652 acres) of land in Abu Dis and al-Eizariya Israeli state land. 120 Palestinian families live on the land. The area declared state land connects the Ma’ale Adumim settlement and the Keidar settlement. (AJ, REU, WAFA 2/29; HA 3/1)

Norwegian prime minister Jonas Gahr Store says the PA has received $114 million from Israel as part of the tax revenue payments and that more money will be dispersed in “the coming days.” (REU 2/29)

UNRWA says it has not received $89 million from the European Commission that was due on 2/29. 17 rights and aid organizations, including Save the Children and Oxfam, call on the EU to disperse the funds. The UN says Israel has not provided evidence about its claims against 12 UNRWA staffers for the independent investigation by the UN. Germany says it will increase aid to Gaza by $21.6 million and that its military will start taking part in aid airdrops if enough aid cannot be dispersed by land. (AP, AP, REU 2/29)

Israel claims it has killed more than 13,000 militants in Gaza since its ground invasion. Israeli prime minister Benjamin Netanyahu calls Hamas’s demands for a ceasefire “delusional,” saying he will not accept them and that he rejects international calls for a ceasefire. The Israeli negotiators who had been in Qatar this week return to Israel. Finance Minister Bezalel Smotrich calls for a “massive” settlement expansion in response to the killing of 2 Israeli settlers near the Eli settlement. National Security Minister Itamar Ben-Gvir says aid to Gaza must stop as it endangers Israeli soldiers, citing the Flour Massacre where no Israeli soldiers were injured while more than a 100 Palestinians were killed. The Israeli government says it is still reviewing whether it will severely limit the number of Muslim worshippers it will allow to enter the Haram al-Sharif compound during Ramadan. U.S. president Joe Biden walks back his comment that a ceasefire will happen by 3/4 but says that he is still hopeful. Biden also issues a statement calling on Republicans to pass a bill providing aid to Israel to “help ensure Israel can defend itself against Hamas and other threats.” Biden speaks with Qatar emir Sheikh Tamim bin Hamad Al Thani and Egyptian president Abdel Fattah el-Sisi, discussing the need for aid and a ceasefire in Gaza. Secretary of State Blinken speaks with Qatari prime minister Mohammed bin Abdulrahman bin Jassim Al Thani, discussing the same issues. White House deputy press secretary Olivia Dalton says the U.S. is deeply concerned that it has not received an Israeli plan for how it will provide security for Palestinians in Rafah if the Israeli military invades the city. British politician George Galloway of the Workers Party of Britain wins a seat in the UK parliament in the by-election in Rochdale, telling Labour Party leader “Kier Starmer, this is for Gaza.” The Labour Party held the seat in Rochdale until last month when MP Tony Lloyd died. The Israeli military’s Central Command commander Yehuda Fuchs signs an order to allow the Mitzpeh Yehuda settlement outpost to be turned into a new settlement called Mishmar Yehuda that initially would have 3,600 housing units and later expand to 13,600 housing units. Hamas official Basem Naim says Hamas has not received the U.S., Israeli, Egyptian, and Qatari ceasefire counterproposal. Reuters reports that the proposal’s first stage includes a 40-day ceasefire, a prisoner exchange ratio of 1 Israeli to 10 Palestinians, that both parties end military operations, a halt to Israeli arial reconnaissance operations for 8 hours a day, and a gradual return of Palestinians to northern Gaza except for men of military age. The second stage would see Israeli forces leave densely populated areas, at least 500 trucks carrying aid enter daily, 200,000 tents and 60,000 caravans enter Gaza, and Israel allow the rebuilding of hospitals and bakeries and allow heavy machinery to enter Gaza to remove rubble. Israeli economy minister Nir Barakat tells reporters at the World Trade Organization conference in Abu Dhabi that “in the wars Israel had we had a dip in the economy but immediately after we had a huge spike in innovation. And the knowledge and the experience Israel is gathering in this round of violence is second to none . . . U.S. treasury secretary Janet Yellen says Israel has started transferring the PA’s tax revenue to the PA upon request from the U.S. and that she urged Prime Minister Netanyahu to reverse the ban on Palestinians from the West Bank working in Israel. President Joe Biden meets with House speaker Mike Johnson (R-LA) at the White House, urging him to pass the Senate supplemental funding bill providing aid to Israel and Ukraine. Secretary of State Antony Blinken speaks with Saudi foreign minister Faisal bin Farhan Al Saud and UAE foreign minister Abdullah bin Zayed Al Nahyan, discussing the situation in Gaza and the establishment of a Palestinian state. USAID administrator Samantha Power says the U.S. will provide an additional $53 million in humanitarian assistance to Palestinians in Gaza and the West Bank. A poll released by Data for Progress shows 67% of U.S. voters support a permanent ceasefire in Gaza, including 77% of Democrats and 56% of Republicans. (AJ 2/27)

At the Michigan presidential primaries, an effort to challenge President Biden’s Gaza policy gains support as more than 100,000 voters vote “uncommitted” which organizers had urged people who are angry with Biden’s approach to do in the Democratic primary. The UN Security Council meets to discuss the situation in Rafah and an Algerian draft resolution calling for a ceasefire. The U.S. Senate votes 70-29 to approve a bill which if approved by the House and President Biden would provide $95 billion in military aid to Ukraine, Taiwan, and Israel, including $14 billion to Israel, ban funding of UNRWA, and provide $9.15 billion in humanitarian assistance to civilians in conflict zones, including in Gaza and the West Bank. Biden calls on the House to immediately approve the Senate bill, which he says, “provides Israel with what it needs to protect its people against the terrorist groups like Hamas and Hezbollah and others.” Before voting in favor of the bill, Senator Chris Van Hollen (D-MD) says Israel is committing “textbook” war crimes in Gaza. Israeli settlers subsequently raided al-Lubban ash-Sharqiya, setting fire to 30 cars and 10 homes. Israeli settlers also raided Huwwara setting fire to 20 cars, throwing stones at Palestinian vehicles, and attacking Israeli forces. Saudi foreign minister Faisal bin Farhan told reporters that Saudi-Israeli normalization would have “limited benefits” without agreement on a “pathway to peace for the Palestinian people,” after a meeting with U.S. secretary of state Antony Blinken. Israeli prime minister Benjamin Netanyahu told Secretary of State Blinken that Israel does not consider itself bound by any agreement made between Iran and the U.S. during a phone call. It has been reported that Iran and the U.S. are close to getting back on track on Iran deal renegotiations after secret meetings in Oman last month. According to a State Department spokesperson, Blinken also said that Israel needs to uphold commitments made during the summits in Aqaba and Sharm El Sheikh in the spring. (AX, HA, MEE 6/8)

The UN Human Rights Council’s Commission of Inquiry said in its annual report that Israel is seeking to silence Palestinian civil society by labeling rights groups as terrorists. The report also said that Israel violates Palestinian human rights to ensure its permanent occupation. The commission also criticized Hamas and the PA for limiting expression of freedom. Adalah issued a position paper titled The Acceleration of the Annexation of the West Bank under the 37th Israeli Government led by Prime Minister Netanyahu, outlining the ways the Israeli government is accelerating policies to annex the West Bank. The paper mentions transferring management of settlements to Ministry of the Negev, the Galilee, and National Resilience, the appointment of Bezalel Smotrich as a minister in the Defense Ministry in charge of settlements, legalizing 10 settlement outposts, building over 7,000 new settlement units, re-establishing evacuated settlements, and introducing legislation that applies to the occupied territories. UN human rights council’s commission of inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel, released its 1st report since receiving its mandate on 5/27/2021. In its report, it pointed to Israel’s continued occupation of Palestinian territory and discrimination against Palestinians as a key factor in recurrent tensions between Israelis and Palestinians. 2d, the report noted Palestinian resentment is fueled by lack of consequences for Israeli human rights violations. A commissioner working on the report said that “Israel clearly has no intentions of ending the occupation. In fact, it has established clear policies to ensure complete permanent control over the Occupied Palestinian Territory.” The report also criticized the PA and Hamas for using the occupation as justification for human rights violations against their own people. Israeli ambassador to the UN Gilad Erdan was elected vice president of the 77th session of the UN general assembly (UNGA), along with 20 others. The foreign ministers of the U.S., UAE, Morocco, Egypt, Bahrain, and Israel met in Sde Boker for the 2d day of a 2-day summit comprised of countries that have normalized ties with Israel with U.S. support. At the summit, U.S. secretary of state Antony Blinken praised Israel’s normalization deals but said they were not a substitute for peace talks between Israelis and Palestinians. The Israeli high court of justice denied a petition by Palestinians in Hebron to end Israeli forces’ use of a building on Palestinian-owned land in Hebron, saying that returning the land to its Palestinian owners would be a security risk. Director of the Crisis and Conflict division of Human Rights Watch (HRW) Lama Fakih said that Amnesty International’s security lab had verified that her phone was infected with the NSO Group’s Pegasus spyware 5 times between April and August 2021. Director Fakih was 1st alerted to the spyware infection by the company Apple on 23 and 24 November. It was reported that the U.S.-based venture capital firm Integrity Partners are in talks with the NSO Group to acquire the company in 2022–23. NSO Group is an Israeli spyware company responsible for the hacking of the accounts of rights activists and politicians around the world with its Pegasus spyware. Integrity Partners says they will restructure the company to only allow the governments of New Zealand, the U.S., Australia, the UK, and Canada to use its spyware. The Texas-based company A&R Engineering and Testing Inc., along with the Council on American-Islamic Relations, filed a lawsuit against the city of Houston and the Attorney General of Texas, saying that the state’s anti-boycott of Israel laws are unconstitutional, citing the 1st and 14th amendments. The lawsuit was filed after the engineering company on 10/13 was told to sign a pledge that the company is not engaging in a boycott of Israel; the company has been providing services for the city of Houston for 17 years. More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. At a meeting in the Knesset, it was revealed that 1,892 Israelis had been arrested in protests and in confrontations and clashes between Palestinian-Israelis and Jewish-Israelis, and that only 183 of them are Jewish-Israelis. Israeli police dubbed its arrest campaign “Operation Law and Order.” Palestinian-Israeli lawmakers called the operation racist, saying it only targets Palestinian-Israelis. 1 Palestinian-Israeli imam Shaykh Kamal Khatib, the deputy leader of the northern faction of the Islamic Movement in Israel, was charged with incitement to terrorism and identification of a terrorist organization. An Egyptian official said that Egypt had invited Israeli, Hamas, and PA officials to Egypt for separate talks about reinforcing the ceasefire and accelerating the rebuilding of Gaza. A Hamas official said that Hamas leader Ismail Haniyeh would visit Cairo next week and that Hamas is ready to talk about a prisoner swap. A public opinion poll released by the Arab American Institute said that 51% of Americans are for restricting U.S. military aid to Israel. 62% of Democrats supported restricting U.S. military aid to Israel. The UN Human Rights Council passed a resolution to investigate the latest escalation of violence between Israel and Hamas and Israeli attacks on Palestinians in East Jerusalem. 9 countries voted against the resolution, including Austria, Bulgaria, Cameroon, Czech Republic, Germany, Malawi, the Marshall Islands, U.K., and Uruguay. 14 countries abstained. Israel said it would not cooperate with the investigation. Hamas said its actions during the 11 days of violence were “legitimate resistance.” The U.S. said it opposed the investigation. The UN high commissioner for human rights Michelle Bachelet stated that Israeli attacks on Gaza may be war crimes and that rockets fired from Gaza were a violation of international law. The U.S. state of Kentucky adopted the International Holocaust Remembrance Alliance’s (IHRA) controversial working definition of anti-Semitism. Kentucky is the 1st U.S. state to adopt the IHRA’s working definition of anti-Semitism, which conflates criticism of Israel with anti-Semitism. The Israeli high court of justice ruled that Israeli officials must explain why the Jerusalem cable car project was approved at Israel’s national infrastructure committee and not through the Jerusalem district and planning committee and why they have categorized the project as a transportation project and not a tourism project. The high court of justice gave the Israeli government until 4/22 to respond and meanwhile the project was ruled to be suspended. (ALM 3/10)

In the West Bank, Israeli settlers and Israeli forces attacked Palestinian journalists filming in the vicinity of the Ariel settlement. Israeli settlers also began construction on a tract of land in ‘Ayn Bus. Israeli forces seized and demolished residential tents in Khirbet Humsa provided by humanitarian agencies to displaced residents after Israeli forces demolished and confiscated and demolished 46 residential structures on 2/1 and 2/3. Israeli forces also demolished 1 water well in al-Mughayyir and 2 residential structures in Khirbet Yarza. Elsewhere, Israeli forces violently dispersed Palestinian protesters demonstrating against stop-work orders delivered in al-Twana, leading to tear-gas related injuries. Israeli forces also shot and injured 1 Palestinian with live ammunition during a late-night raid near Jenin. In an interview with CNN, U.S. secretary of state Antony Blinken said he applauded the normalization deals between Israel, the U.S., the UAE, Bahrain, Morocco, and Sudan, and said that peace between Palestine and Israel is far away, saying the 2 need to engage in peace before the U.S. can get involved. Secretary Blinken also said the Biden administration supported a 2-state solution but when asked about whether a Palestinian state would have East Jerusalem as its capital, he said it was part of final status issues, despite saying the U.S. considers Israel’s capital Jerusalem. Former secretary of state John Kerry said the U.S. supports East Jerusalem as a future capital of Palestine during the Barack Obama administration. Lastly, Secretary Blinken said that the Biden administration would consider supporting the return of the Golan Heights to Syria if Bashar al-Asad was no longer in power. Israel’s Attorney General Avichai Mandelblit announces his intention to indict Prime Minister Benjamin Netanyahu on charges of fraud, bribery, and breach of trust, pending a hearing. An ailing Palestinian dies at the Erez border crossing. The Israeli authorities summoned him for an interview that could have led to him being granted a permit to travel to Israel for medical attention. Egyptian security sources say that Egyptian president al-Sisi has decided to keep the Rafah border crossing open for another two months, until after the Muslim holiday Eid al-Adha in late 8/2018, for “humanitarian reasons.” The crossing has already been open for 1 month, far longer than any opening since 2014. U.S. ambassador to the UN Haley announces that the U.S. has formally withdrawn from the UNHRC, reiterating the Trump administration’s complaints about the council’s chronic anti-Israel bias. The UN Human Rights Council (UNHRC) convenes to debate the recent violence in Gaza. Overcoming U.S. and Australian objections, they approve a Pakistani proposal to establish an independent commission of inquiry into Israel’s use of deadly force to quell the Great March of Return. Twenty-nine countries vote in favor of the proposal, 14 abstain, and only the U.S. and Australia oppose it. Separately, the Organization of Islamic Cooperation (OIC) convenes in Istanbul to discuss similar initiatives.
