Israeli forces also violently dispersed Palestinian protesters in Nabi Salih, injuring 4 with tear gas and damaging 1 car with a canister. Israeli forces also violently dispersed Palestinians attempting to fend off Israeli settlers throwing stones at their homes in Surif, injuring 1 by assault and others with tear gas. The Israeli Supreme Court ruled in favor of a Palestinian family in Silwan, ending a 32-year legal battle to have the family displaced. The Jewish National Fund and the settler organization Elad, which had tried to evict the Sumreen family from their home in Silwan since 1991, were also ordered to pay the family $5,560 in compensation. The New York Times reported that the U.S. government bought NSO Group’s spyware through a front company on 11/8/2021. The U.S. reportedly acquired a geolocation tool that can be used track people’s locations via their phones 5 days after Biden administration placed the NSO Group on the Department of Commerce’s blacklist. The UN Human Rights Council passed a resolution demanding accountability for the Israeli occupation and human rights violations against Palestinians. 38 members voted for, 2 against, and 8 abstained. The resolution was presented by Chile and Pakistan. (UN 3/28; WAFA 4/3)

In the West Bank, Israeli settlers with military escort raided Qaryut, leading to a confrontation with Palestinians; 2 were injured by baton rounds. Israeli forces shot and killed 1 Palestinian man during a raid in Hebron; Israeli forces claimed that the man had thrown a Molotov cocktail at the forces before they shot him in the head. Israeli forces also violently dispersed Palestinians commemorating Land Day in Bil‘in, injuring 1 with live ammunition and others with tear gas. Elsewhere, Israeli forces shot and injured 2 Palestinians using live ammunition during a raid in Bani Zeid. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9, including 3 minors, using baton rounds; others suffered tear-gas related injuries. 14 Palestinians were arrested during late-night raids in al-Yamun, Bayt Rima, Beita, Salfit, Bethlehem, and Hebron. In East Jerusalem, 1 Palestinian woman was arrested at the Haram al-Sharif compound. In Gaza, 1 19-month-old Palestinian girl died after waiting 5 months for a permit to go to Israel to get surgery for a hole in her heart. The UAE and Israel concluded negotiations on entering a free trade agreement, which will make 95% of trade products between the 2 countries custom free. The free trade agreement negotiations were part of the 2 countries’ normalization deal. (AJ, ALM, HA 4/1)

At the UN human rights council, 38 countries voted in favor of a resolution confirming the illegality of Israeli settlements in the occupied Palestinian territories and the Golan Heights. Ukraine, Lithuania, Brazil, Cameroon, and Honduras abstained and the U.S., the UK, the Marshall Islands, and Malawi voted against. 41 countries voted for a resolution confirming the Palestinian people’s right to self-determination. The UN Human Rights Council (UNHRC) approves 5 resolutions critical of Israel, including a res. (approved 36-1, with 10 abstentions and the U.S. voting against) calling for a UN team to be sent to investigate how Jewish settlements in the West Bank affect Palestinian rights. Israel denounces the res., vowing not to cooperate with the mission. Netanyahu’s spokesman says the council should deal with “real issues of human rights” instead of harassing Israel. A bipartisan group of 34 U.S. representatives and 10 senators submits an appropriations request seeking $2 m. for the U.S.-Israel Energy Cooperation Program for FY 2013. The program includes such projects as solar thermal plant and smart grid designs for commercial and residential use and is seen as another “vehicle for expanding . . . common interests” between the nations.
