In Washington, King Abdallah, Pres. Clinton hold talks on the peace process, bilateral economic ties. Previously, Abdallah said he would bring with him a message for Clinton fr. Iraqi pres. Saddam Hussein (see 10/4); the U.S. says Abdallah brought no message, though one might exist. Some reports maintain that U.S. officials told Jordan that Abdallah should not pass the message to Clinton, since the U.S. was not interested in a dialogue with Iraq. In Ramallah, Palestinian nationalist and Islamist organizations (including, ALF, DFLP, Fatah, FIDA, Hamas, the Palestine Liberation Front, PFLP, PPP, PPSF) hold unity talks aimed at drawing up a list of principles for resolving the Palestinian-Israeli conflict. The Israeli cabinet releases a statement saying that "in the absence of agreed-upon changes, the countdown for implementation of the [Wye] agreement will begin on September 1." Shaykh Hamad Bin-Khalifa al-Thani, emir of Qatar, meets with Arafat in Gaza, making him the 1st Gulf leader to visit the occupied territories since the PA was established. In Damascus, the PFLP briefs 8 Syrian-based opposition groups on its reconciliation talks with Arafat in Cairo 8/1-2; some groups recommend halting contacts with the PFLP if it holds further mtgs. Israel claims that during his international tour, Arafat has been urging nations to support UN Res. 181 as the basis of a peace agreement; says that the 1947 res., calling for partitioning Palestine into Jewish and Arab states, was nullified by the Arab side and cannot be invoked now by Palestinians.
