In the West Bank, Israeli settlers set up a tent near Qaryut. Israeli settlers also threw stones at Palestinian farmers and set a car on fire in ‘Asira al-Qibliya. Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Qalqilya. Israeli forces also razed land, uprooting 120 olive and almond trees in Qusra. Elsewhere, Israeli forces raided ‘Asira al-Qibliya, injuring 15 with tear gas. Palestinian militants from al-Ayyash Battalion launched an improvised rocket at Israel from Jenin before it exploded near the launch site. The launch was said to be retaliation for the settler tour of the Haram al-Sharif compound (see below). In East Jerusalem, Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound for the third time this year. Ben-Gvir was joined by Naqab and Galilee development minister Yitzhak Wasserlauf and some 1,780 other settlers. Hamas, the PA, Morocco, and Jordan condemned the touring of the compound. Palestinians were prevented from entering the compound during the incursion. 16 Jews were arrested at the compound for praying at the site. Hours after National Security Minister Ben-Gvir toured the Haram al-Sharif compound, Bahrain said it had to postpone a visit by Israeli defense minister Yoav Gallant, citing King Hamad bin Isa al-Khalifa’s schedule. (HA 7/28; HA 7/30)

U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammed bin Salman in Jeddah, discussing Saudi-Israeli normalization. The New York Times reported that King Salman had intervened to insist that a deal would have to include concessions to Palestine. Later on 7/28, President Biden said at a campaign event that “[t]here is a rapprochement maybe under way” in relation to the Saudi-Israel normalization talks. In the West Bank, 1 Israeli soldier attacked 1 Israeli activist in Hebron, hitting him in the face after forcing him to the ground in Hebron; the activist was later sentenced to 5 days of house arrest and banned from entering Hebron for 2 weeks while the soldier was placed in detention for 28 days. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 10 with tear gas. In Israel, Israelis set fire to 8 vehicles and sprayed racist graffiti in Abu Ghosh and Ein Naqquba; 1 suspect was later arrested and put in administrative detention for 4 months for the torching of cars in Abu Ghosh. Israeli prime minister-elect Benjamin Netanyahu signed a coalition agreement with Otzma Yehudit leader Itamar Ben-Gvir which will see the party gain 3 ministerial positions, including public security minister. The position will also be renamed to national security minister and will have its powers extended, including oversight of the Border Police in the West Bank. A 2nd ministry set to be granted to Otzma Yehudit is the Ministry for the Development of the Negev and the Galilee, which will also be expanded to include oversight of settlement outposts in the West Bank. In the West Bank, Israeli settlers allowed their sheep to graze on Palestinian farmland planted with olive tree saplings and chickpeas in al-Khader. Israeli settlers also threw stones at Palestinian vehicles near Burqa. Elsewhere, Israeli settlers vandalized 40 olive tree saplings in Sinjil. Israeli settlers also erected structures on Palestinian-owned land in Jalud. Meanwhile, armed Israeli settlers assaulted 1 Palestinian man and set up a canopy near al-Khader. 2 Palestinian minors were arrested near the Aida refugee camp. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound to clear the area for Israeli settlers; 15 Palestinians were injured by baton rounds and tear gas, and some 60 were arrested. Nearly 1,000 Israeli settlers toured the compound, waving Israeli flags. The PA and Jordan condemned the dispersal of Palestinians at the compound and the settler visit. In Gaza, 1 Palestinian was arrested near the Gaza fence east of Khan Yunis. In Israel, unknown assailants killed 3 people and wounded 4 others during a knife and axe attack in the Ultra-Orthodox city of Elad. Israel said they had identified 2 suspects from Jenin. PA president Mahmoud Abbas condemned the attack. Thousands of Palestinians commemorated the Nakba by marching to the depopulated village of Mi‘ar in the Galilee. Israel published a declaration signed on 4/12, which seizes 22,000 dunams (5,445 acres) of land south of Jericho for an Israeli nature reserve named Nachal Og in the West Bank. About 6,000 dunams (1,483 acres) are privately owned by Palestinians. Palestinians will be forbidden from grazing their livestock and planting on the 22,000 dunams once the declaration takes effect, 60 days after its publishing. (WAFA 5/5; PCN 5/24; HA 5/25)

In the West Bank, Israeli settlers with military escort threw stones at Palestinians protesting settlement expansion west of Salfit; Israeli forces also beat several Palestinian protesters. Israeli forces delivered demolition notices for 3 Palestinian-owned homes in Ya‘bad and demolished 1 house in al-Khadir; 1 house under construction and 1 well near Halhul; and 2 shacks in Qalqilya. 13 Palestinians were arrested during late-night raids in and around Izzariya, Anata, Bethlehem, Ramallah, Jericho, and Jenin. In East Jerusalem, 1 Palestinian family started demolishing their own home in Jabal Mukabir to avoid paying exorbitant Israeli demolition fees; 6 people were displaced. In Gaza, Israeli forces made incursions to level agricultural lands east of al-Bureij. Israeli forces also opened fire on Palestinians near the Erez crossing; no injuries were reported. A court in Israel rejected a lawsuit brought by 1 Palestinian-Israeli on behalf of his nephew and niece who have to travel outside the city of Carmiel to go to school as there are no Arabic-speaking schools in their city. The suit asked for the city to pay their expenses for traveling to the Arabic-speaking school, but the Israeli court dismissed the suit, citing the Jewish Nation-State Law saying the city’s Jewish character had to be preserved. The judge wrote in his ruling, “Carmiel, a Jewish city, was meant to establish Jewish settlement in the Galilee . . . Establishing an Arabic-language school . . . [and] funding school rides for Arab students . . . could change the demographic balance and damage the city’s character.” (Adalah, HA, HA 11/30)

Saudi Arabia allowed Israeli airlines to fly over their airspace for commercial flights 1 day before the 1st commercial flight between Israel and the UAE was set to happen. The flight was said to be at risk of being canceled; however, according to a U.S. official, U.S. special advisor to the president Jared Kushner and Saudi officials were able to “reconcile the issue.” Special Advisor Kushner is scheduled to visit Saudi Arabia, Kuwait, and Qatar this week. In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Ramallah, Tulkarm r.c. and 1 village nr. Tulkarm, as well as al-‘Arub r.c. and 1 village nr. Hebron, arresting 18 Palestinians; patrols in 2 villages nr. Jenin, 1 each nr. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. In East Jerusalem, Israeli forces confiscate the contents of a store in Hizma and demolish a residential building under construction in Wadi al-Juz. They also conduct raids in Silwan, assaulting 2 Palestinians and arresting 3. Meanwhile, the Jordan-funded Islamic Waqf begins renovations at Haram al-Sharif, and Israeli minister Uri Ariel calls for the project to be halted. Overnight, after Olmert’s security cabinet approves a list of “more significant” Hizballah targets, the IDF makes air strikes on Hizballah sites in s. Beirut and targets the Beirut–Damascus highway (in an attempt to complete an air, sea, and land blockade on Lebanon). During the day, the IDF extends the naval blockade northwards to Tripoli; shells numerous bridges, roads, other civilian infrastructure, especially in s. Beirut; makes air strikes on the building serving as Hizballah’s headquarters and Nasrallah’s residence (destroying it), its al-Nur radio station (missing and hitting an apartment building), and the Beirut airport, a major power plant and a bridge s. of the capital, a PFLP base nr. the Syrian border. At least 8 Lebanese civilians are reported killed (3 in Beirut, 5 in the south), 55 injured during the day, raising the estimated death toll since the start of operations to 66 Lebanese (overwhelmingly civilians), more than 200 wounded. Barak meets with Israeli Arab leaders to "ease concerns about the neglect of their community," agrees to set up a special cabinet comm. to address Arab concerns. Under pressure fr. Israeli Arab MKs, he bans police fr. using live ammunition against Israeli protesters unless there is "clear and immediate danger to life." In Beirut, 20,000 Palestinians, Lebanese march to UN House to protest Israeli actions. Some 10,000 Palestinian refugees demonstrate in camps in Rashidiyya, Sidon, and Tyre. In Amman, Jordanians observe a strike in solidarity with the Palestinians, and Jordanian riot police wield clubs against 100s of stone-throwing demonstrators marching on the Israeli emb. In Norway, some 100 Norwegians take part in a violent protest outside the Israeli emb. in Oslo, burning flags, throwing bottles, breaking windows. On the 4th day of Palestinian-Israeli clashes, another attempt to secure a cease-fire fails, and rioting spreads to Israeli cities, including Acre, Jaffa, Nazareth, Tel Aviv, and Israeli Arab towns across the Galilee. In Umm al-Fahm, 1 Israeli Arab is shot dead by Israeli police, sparking massive rioting. In the West Bank and Gaza, the IDF rolls out heavy weapons--including tanks, antitank missiles, attack helicopters, grenades--to combat stone-throwing Palestinians, resulting in another 12 Palestinian fatalities, over 200 Palestinians wounded. The 1st IDF soldier is killed in street clashes (see 9/29). Jewish settlers in Jerusalem open fire on a Palestinian car, killing a toddler. The 1st confirmed incidents of Palestinians shooting at IDF troops take place in Gaza and Ramallah, but no IDF injuries are reported. The IDF places a 24-hr. curfew on Palestinians in Hebron.
