In the West Bank, Israeli settlers built a structure in the Homesh settlement outpost with approval from Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant. Israeli settlers also set fire to palm trees in Burqa, near the Homesh outpost. Israeli forces shot and killed 1 Palestinian intelligence officer and injured 8 others during a late-night raid in Jenin. Israeli forces also demolished 1 house in Artas and 1 in Jericho. Elsewhere, Israeli forces seized a tractor and construction tools in Beitunia. 12 Palestinians were arrested during late-night raids in Tammun, Jenin, Nablus, and Dura. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Bayt Hanina. PLO secretary-general Hussein al-Sheikh met with EU representative to Palestine Sven Kühn von Burgsdorff in Ramallah, calling on the EU to pressure Israel to end unilateral measures. (WAFA 5/29)

The U.S., UK, and EU criticized the Israel decision to allow Israeli settlers to build a new structure at the Homesh settlement outpost and to allow settlers a permanent presence there. The U.S. said it was “deeply troubled” and that it “violates Israel’s commitment to the Biden administration.” The UK urged Israel to “honor recent commitments made in Aqaba and Sharm El-Sheikh.” (HA 5/30; MDW 6/1)

At a cabinet meeting, Israeli justice minister Yariv Levin defended his position that the government needs more control over the appointment of judges to the Supreme Court, saying “Arabs buy apartments in Jewish communities in the Galilee and this is causing Jews to leave these areas because they don’t want to live with Arabs,” noting that judges should understand that. The Israeli military said it had successfully tested the C-Dome, a naval version of the Iron Dome system. (HA 5/29)

IDF troops on the Gaza border e. of Khan Yunis open fire on Palestinians nr. the border fence gathering to commemorate Land Day, injuring 2. In the West Bank, thousands of Palestinians gather in several villages and cities for Land Day; IDF troops violently disperse protests in villages nr. Nablus and Ramallah, causing a number of Palestinians to suffer tear gas inhalation. The IDF conducts house searches and raids in 2 villages nr. Hebron, 1 nr. Jenin, and Tulkarm, arresting 4 Palestinians; patrols in 5 villages nr. Ramallah, 1 nr. Jericho, and al-‘Arub r.c. and 1 village nr. Hebron. Israeli forces deliver demolition notices to 7 Palestinian-owned agricultural structures and water wells in a village nr. Nablus and to 7 residential structures in a village nr. Hebron. In East Jerusalem, Israeli forces violently disperse Palestinians marching through the Old City to commemorate Land Day, injuring 1 and arresting 2. They also arrest 3 Palestinians at Haram al-Sharif, 3 in the Old City, and 1 during a house search in Silwan. Meanwhile, Palestinian citizens of Israel gather in Jerusalem, Dayr Hanna in the Galilee, and Rahat in the Negev to commemorate Land Day, but the Arab High Follow-Up Comm. does not call for a general strike as it did in 2014. The Jerusalem Municipality announces that it has approved tenders to build 142 new residences in the Har Homa settlement in East Jerusalem. Also, the Interior Ministry’s District Planning and Building Comm. approves a plan to construct over 2,200 new residences for Palestinians in Jabal Mukabir, East Jerusalem, and to retroactively approve hundreds that have already been built in the neighborhood. The PA Ministry of Civil Affairs announces that it will be providing 1 year of financial support to the approximately 15,000 Palestinian families in Gaza whose homes were destroyed during OPE. The project will be funded by international donors, primarily Arab League mbrs., and will grant families between NIS 1,000 and 1,500 per mo. ($250 to $378). (MNA, WAFA 3/30)

A bipartisan group of 4 U.S. senators sends a letter to Pres. Obama stating their opposition to the admin.’s reported reassessment of its policies regarding Israel and the possible end of U.S. support of Israel in international institutions, such as the UN. (TOI 3/31)

The IDF sends tanks into Jenin, clashes with residents, killing 4 Palestinians, wounding 1 Palestinian journalist; 2 IDF soldiers are also wounded. The IDF demolishes 7 Palestinian homes in Rafah, 2 in Balata r.c.; bulldozes Palestinian land nr. Sharon and his Likud party win a landslide election victory largely at the Labor party’s expense. Likud gets 38 seats (up fr. 19 in the 2/01 elections; higher even that top projections, which figured Likud would take 32 seats), Labor gets 19 seats (down fr. 25), Shinui comes in 3d with 15 seats (up fr. 6), and the ultra-Orthodox Shas party gets 11 seats (down fr. 17); Meretz, 1 of Israel’s clear-cut peace parties, gets 6 seats (down fr. 10); the far-right National Union party, not represented in the last Knesset, gets 7 seats. Yisra’el Ba’Aliya party head Natan Sharansky quits the Knesset, Meretz head Yossi Sarid resign fr. as party chmn. in light of their parties’ poor showing. During the day, Israeli police detain 4 Israeli Arabs for leading a 15-car caravan around the Galilee, calling for an election boycott. Voter turnout was 68.5%-- lowest in Israel’s history. Sharon has 42 days to form a majority coalition. The new Knesset will have 40 freshmen MKs. Bush gives State of the Union address, focusing on Iraq; says Saddam Hussein has missed his “final chance” by showing “utter contempt” for the UN inspectors; claims Iraq is hiding and amassing weapons of mass destruction (WMDs; including an active nuclear weapons program), deceiving inspectors, aiding al-Qa`ida; says the U.S. seeks to work with an international coalition to remove Hussein but will go it alone if necessary, adding that “The liberty we prize is not America’s gift to the world; it is God’s gift to humanity.” Regarding the Arab-Israeli conflict, he says only that the U.S. will continue to work for a “secure Israel and a democratic Palestine.” (NYT, WP, WT 1/29; MM 1/30; MA 1/30 in WNC 1/31; MEI 2/7)

The IDF demolishes 2 Palestinian homes nr. Gaza City, damaging 8 others; halts an ambulance nr. Nablus, taking a relative of the patient into custody; fires tear gas at PRCS property, ambulances, paramedics in Nablus, Tulkarm. Palestinians fire 2 mortars, a rocket fr. Gaza into Israel, damaging 1 home, causing no injuries; the IDF believes the rocket was a new, larger Qassam-3, with a range of up to 12 km. Palestinian gunmen fire at a Jewish settler vehicle nr. Tulkarm, injuring 1 settler. A Palestinian dies of injuries received on 9/10. An Israeli court indicts 4 East Jerusalem Palestinians for murder for their alleged role in the 7/31/02 Hebrew University bombing. In a speech to the opening session of the UN General Assembly (UNGA) a day after the 1st anniversary of the al-Qa`ida attacks on the U.S., Bush warns the UN to take action quickly to force Iraq to "unconditionally accept" inspection, disarmament of its chemical and biological weapons and nuclear research facilities, intimating that the U.S. will take action unilaterally if the UN does not. Bush also reiterates his support for the creation of "an independent and democratic Palestine living side by side with Israel in peace and security," adding that "Palestinians deserve a government that serves their interests and listens to their voices." The American Jewish Comm., Israel 21c (a Silicon Valley+n based group supported by executives of high-tech companies) launch an ad campaign to run on cable TV news stations in 100 U.S. cities promoting Israel's side in its conflict with the Palestinians, portraying Israel as the only democratic country and country sharing American values in the Middle East. Occupied Palestine/Israel: F.M. Peres confirms he wrote Atty. Gen. Edwin Meese III in 1985 about Iraqi oil pipeline project [LAT 2/22]. Peres states continued support for intemational conference but rejects role for U.S.S.R. [LAT 2/22]. UN officials charge Jerusalem police and border guards conducted 2 extensive raids in Shu'fat 2/20 and 2/21, beating residents and damaging property [WP 2/22]. Police reinforcements are deployed in Jerusalem in preparation for Sec. of State Shultz's visit [LAT 2/22]. Palestinian youth from Galilee is fined IS 1,500 and sentenced to 3 months imprisonment for raising Palestinian flag and participating in illegal demonstration 12/21 [FJ 2/28].

Arab World: According to diplomats in Cairo, PLO has withdrawn threat to abandon Cairo declaration (promising not to attack Israelis outside of Israel and the occupied territories) [NYT 2/22].

Other Countries: Palestinian journalist Hanna Siniora travels to Rome to meet with PLO officials about lifting ban on talks with Shultz [NYT 2/22].

Military Action

Occupied Palestine/Israel: In Dayr 'Ammar refugee camp near Ramallah, Palestinian is shot, killed; army says shots may have been fired by settlers [LAT 2/22]. Israeli soldiers shoot, wound Palestinian during apparent knife attack on Israeli patrol in Nablus; youth also allegedly involved in attack is killed and 4 others wounded. Army drops tear gas from helicopters to break up crowds at funeral [FJ 2/28]. At least 6 Palestinians are wounded by live ammunition during clashes in Jenin-area town of Qabatiyyah and Gaza's Khan Yunis camp [WP, LAT 2/22]. Khan Yunis is ordered under curfew. Gaza hospital officials report treating 50 for gunshot wounds, beating injuries [FJ 2/28]. Curfew remains in force in Idna; curfews are imposed in Faradis, Za'tara, and Ta'amrah villages in Bethlehem area [FJ 2/28].

Occupied Palestine/Israel: Sttler injured 1/25 by gasoline bomb dies of wounds [JP 2/1]. Similar bomb thrown at Nablus office of Bank Leumi; no injuries [JP 2/1]. Military court in Ramallah sentences 2 teenagers to 7 and 8-year prison sentences respectively for throwing gasoline bombs last October; no damage or injuries had occurred [LAT 2/9].

Arab World: Action in S. Lebanon: reports indicate pro-Syrian Palestinian commandos entering Kharroub region near Sidon, preparing to enter refugee camps subsequent to IDF withdrawal [PI 1/31]. Antitank missile fired at IDF liaison unit HQ in Nabatiya; no injuries. Bomb explodes near Border Police patrol in vicinity of al-Qalila [JP 2/1].

Military Action:

Artillery duels between Druze and Phalange militia near Baabda.

Casualties:

5 killed, 9 wounded in Druze-Phalange fighting.
