In the West Bank, Israeli forces install iron gates and place cement blocks at the entrances to Maeen, Shaab al-Butum, and Umm al-Khair in the Masafer Yatta area. Israeli forces also deliver demolition notices for several structures in Hizma. Elsewhere, Israeli forces arrest 15 Palestinians during raids in and around Ramallah, Qalqilya, Jenin, Hebron, and Bethlehem. In East Jerusalem, Israeli settlers vandalize Palestinian shops in the Old City. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, and Dayr al-Balah, killing at least 107 people. Israeli forces also force Palestinians to evacuate al-Amal Hospital as it and al-Shifa and Nasser hospitals remain under siege. 8 rockets are fired at Israel; no damage is reported. More than 32,333 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,694 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 440 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 251 Israeli soldiers have been killed and 1,509 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 139 trucks carrying aid enter Gaza. At the UN Security Council, a resolution drafted by the council’s 10 elected members and demanding an immediate ceasefire through the month of Ramadan leading to a lasting ceasefire and the release of Israeli captives passes as the U.S. abstains and the 14 other council members vote in favor. The U.S. claims the resolution is non-binding, contrary to the stipulations of international law, and that the vote does not represent a shift in U.S. policy. U.S. ambassador to the UN Linda Thomas-Greenfield says the U.S. abstained because it does not agree with everything in the resolution, noting that the U.S.’s request to add condemnation of Hamas was ignored. Israeli prime minister Benjamin Netanyahu calls the U.S. abstention a “clear departure from the consistent U.S. position in the Security Council since the beginning of the war” and cancels an Israeli delegation’s visit to the White House that would have discussed alternatives to a ground invasion of Rafah. The PA calls the resolution a step in the right direction. Hamas says it is committed to the conditions of the resolution and calls on the world to oblige Israel to implement it. UN secretary-general Antonio Guterres says the resolution must be implemented and that it would be “unforgivable” if it is not. Hamas says Israel has not responded to its ceasefire counterproposal and reiterates that the 4 main points of its proposal are: a comprehensive ceasefire, withdrawal of Israeli troops from Gaza, return of displaced Palestinians to their homes in, and “a real exchange of prisoners.” (AJ, HA, REU 3/25; HA, HA 3/26)

Fatah issues a statement attacking Hamas for its criticism of the choice of Mohammad Mustafa as the new PA prime minister, saying “whoever caused Israel’s reoccupation of the Gaza Strip …. Does not have the right to dictate national priorities.” (WAFA 3/25)

The U.S. says it finds Israel’s assurances that it is not using U.S.-supplied weapons in contravention of international law credible and finds that Israel is not impeding U.S. humanitarian assistance to Gaza. 17 U.S. senators urged the Biden administration on 3/22 to determine that the Israeli assurances were not credible. Israeli defense minister Yoav Gallant meets with U.S. secretary of state Antony Blinken and National Security Advisor Jake Sullivan in Washington D.C. UN special rapporteur on the occupied Palestinian territories Francesca Albanese issues a report saying that there are “reasonable grounds” to believe Israel is committing genocide in Gaza. Albanese adds that, “Israel’s genocide on the Palestinians in Gaza is an escalatory stage of a long-standing settler colonial process of erasure.” Albanese calls on UN member states to implement an arms embargo on Israel in addition to other economic and political measures. Albanese also recommends that South Africa brings its ICJ case against Israel to the UN Security Council as Israel is ignoring the interim rulings. (AJ 3/25; AJ 3/26)

Jordanian foreign minister Ayman Safadi says during a press conference with Secretary-General Guterres that there “is nothing to deter Israel, but we have gone beyond that. The Israeli government is led by radical racist menaces.” (AJ, REU 3/25)

In the West Bank, Israeli settlers attacked Palestinians in al-Mufaqra. Israeli forces detained journalist Basel Adra, who was covering the attack, for several hours and confiscated his phone. Israeli settlers also assaulted 1 Palestinian man at the Otniel settlement before he was arrested by Israeli forces. Elsewhere, Israeli settlers attacked a Palestinian home in Sebastia, before Israeli forces arrested 2 Palestinians defending the home. Israeli forces violently dispersed Palestinians protesting a raid in ‘Askar refugee camp, causing tear-gas related injuries. The Palestinian Water Authority said that the Israeli water company Mekorot had reduced the daily supply of water to Hebron and Bethlehem provinces to 6,000 cups. (WAFA 7/15; QDS 7/17)

In Lebanon, a group of Lebanese people, reported to be MP Kasem Hashem and journalists, entered an area claimed by Israel on border of Lebanon and the Israeli-occupied Golan Heights before being shot at by Israeli forces; no injuries were reported. (HA, WAFA 7/15)

Congressional Progressive Caucus leader Pramila Jayapal (D-CA) called Israel “a racist state” during a speech in Chicago. In the West Bank, Israeli settlers with military escort toured Sabastia, closing parts of the town off to Palestinians. Israeli forces shot and injured 2 Palestinians with live ammunition during a raid in Jenin. Israeli forces also demolished 2 agricultural structures in Duma and confiscated a tractor in al-‘Awja. 8 Palestinians were arrested during late-night raids in Abu Dis, Aida refugee camp, Bethlehem, Hebron, Nablus, Deir Istiya, and Jenin. In East Jerusalem, Israeli settlers marched near the Damascus Gate plaza, chanting anti-Palestinian slogans, and attacked a grocery store. Israeli forces demolished 1 commercial structure in Isawiya. In the West Bank, Israeli settlers vandalized some 70 olive trees in Khillat al-Dabe in Masafer Yatta. The Hebron Rehabilitation Committee said Israeli forces prevented its workers from renovating 12 Palestinian-owned homes in the al-Jabari area of Hebron. 12 Palestinians were arrested during raids in Bethlehem, Tuqu‘, Beit Fajjar, Beit Sahour, al-Am‘ari refugee camp, Beita, Bayt Dajan, and Rujeib. In East Jerusalem, 1 Palestinian minor, facing eviction by Israeli settlers, allegedly stabbed an Israeli settler in her neighborhood in Sheikh Jarrah; the settler was lightly injured. The Palestinian girl was found in a nearby school 1 hour later and was arrested by Israeli forces; she denied involvement. Israeli forces also arrested 3 other people at the school and raided the girl’s home, arresting her mother. Israeli settlers toured Sheikh Jarrah, chanting “death to Arabs.” Israeli forces later closed off Sheikh Jarrah, preventing activists and journalists from entering the neighborhood. 5 Palestinians were arrested in Isawiya. In Israel, Israeli right-wing activists vandalized a mosque in Umm al-Fahm by spraying racist graffiti and drawing the Star of David on it. The Israeli Jerusalem municipality advanced early-stage plans for a new Israeli settlement in East Jerusalem near Bayt Safafa, to be called Givat Shaked. The plans for the new settlement include 473 settler units, 2 schools, and synagogues. The settlement was 1st proposed by former Israeli prime minister Yitzhak Rabin in 1995, but shelved after international outrage, including from the U.S. (HA, MEE 12/6; MEMO 12/7; TOI 12/8)

Jordan rescinded its submission to the Academy Awards, also known as the Oscars, and apologized after pressure from Palestinians who called the film Amira offensive. The film depicts a Palestinian girl who is ostracized from her community after she discovers that she was conceived by sperm from an Israeli prison guard and not the Palestinian prisoners she thought was her father. The PA and Hamas were among those lobbying against the movie. (HA, MEE, MEMO 12/9)

Israeli defense minister Benny Gantz claimed, in response to a formal query by members of the Meretz party, that the 6 rights organizations he had declared terrorist organizations on 10/22 had PFLP members who did not work for them on their payroll. He also claimed that PFLP members controlled the organizations. (HA 12/8)

Lebanon’s labor minister Mustafa Bayram said Lebanon would ease restrictions on what professions Palestinian refugees in the country are allowed to work. Labor Minister Bayram’s office quickly sought to clarify that the changes would be within the confines of the current Lebanese legislation. The legislation does not allow much leeway for substantial changes to the rules banning Palestinians from certain jobs. Bayram, who is from the Amal party, was quickly shunned by Lebanese politicians from other parties, who said he does not have the authority to make any changes on the issue. Gebran Bassil of the Free Patriotic Movement called the comments “‘naturalization in disguise’ of the Palestinians . . . there shouldn’t be any stealing of jobs from Lebanese under the current circumstances.” Bayram eventually completely retracted his initial statement, saying that there will be no changes. In the West Bank, Israeli settlers set fire to 3 cars and sprayed racist graffiti in Bayt Iksa. Israeli settlers also threw stones at Palestinian vehicles traveling near ‘Urif, damaging 2. 7 Palestinians were arrested during raids in Bayt Hanina, Husan, Bethlehem, and Tubas; 1 Palestinian was hospitalized for his injuries after Israeli forces assaulted him during the raid in Bethlehem. In East Jerusalem, Israeli police said it had arrested 8 Israeli settlers for 2 attacks on Palestinians involving pepper spray. 8 Palestinians were arrested in the Old City. In Gaza, Israel said that 2 rockets were fired from Gaza toward Israel but landed within Gaza. The Gaza fishing zone was closed by Israeli authorities. Israeli prime minister Benjamin Netanyahu, who is standing trial for bribery, fraud, and breach of trust, tried to appoint Ofir Akunis, a member of his own party, as justice minister. Hours later, the Israeli supreme court canceled Akunis’s appointment. (HA 4/28)

A Human Rights Watch (HRW) report said that Israel is guilty of committing the crimes against humanity of apartheid and persecution in the West Bank, Gaza, and East Jerusalem. The 213-page report named “A Threshold Crossed: Israeli Authorities and the Crimes of Apartheid and Persecution” maintained that “Israeli authorities methodically privilege Jewish Israelis and discriminate against Palestinians. Laws, policies, and statements by leading Israeli officials make plain that the objective of maintaining Jewish Israeli control over demographics, political power, and land has long guided government policy. In pursuit of this goal, authorities have dispossessed, confined, forcibly separated, and subjugated Palestinians by virtue of their identity to varying degrees of intensity. In certain areas, as described in this report, these deprivations are so severe that they amount to the crimes against humanity of apartheid and persecution.” PA president Mahmoud Abbas welcomed the report, urging the international community to intervene. The Israeli foreign ministry said that HRW is known to be anti-Israel. B’Tselem reached the same conclusion earlier this year and many Palestinian organizations have maintained for many years that Israel is guilty of apartheid. In the West Bank, Israeli settlers attacked 1 Palestinian man in Burqa, causing fractures and bruises. An Israeli settler also set a car on fire and wrote racist graffiti in Zeita, south of Nablus. Israeli forces destroyed a 200-meter-long water pipe near Bardala and took measurements for a punitive demolition of the home belonging to the family of an alleged attacker in Ya‘bad. 11 Palestinians were arrested during raids in and around Bethlehem, Hebron, Ramallah, and ‘Azun. U.S. president Donald Trump announced sanctions on the ICC and ICC personnel in retaliation to investigations into potential U.S. war crimes committed in Afghanistan. While Israel was not mentioned in Trump’s executive order, the country was mentioned in the accompanying press release: “the International Criminal Court has taken no action to reform itself and continues to pursue politically motivated investigations against us and our allies, including Israel.” (HA 6/11; WAFA 6/12)

More than 50 members of the U.S. congress called, in a letter, on U.S. ambassador David Friedman to condemn violence committed by Israeli settlers in the same manner he condemns violence committed by Palestinians. The letter noted the rise in cases of violence committed by Israeli settlers against Palestinians in recent months. (HA 6/11; WAFA 6/12)

The European Court of Human Rights ruled that the French courts had violated freedom of expression when 12 people from the BDS movement were convicted of inciting racism and anti-Semitism for distributing leaflets calling for boycotts of Israeli goods.
