In the West Bank, Israeli forces issued a demolition order for 1 house under construction in Burin. 14 Palestinians were arrested during late-night raids in Burqa, al-Mughayyir, Bayt Rima, Beit Furik, Jenin, al-Khader, and Beit Fajjar; 1 of the arrested was injured during the settler attack on Burqa on 8/4. Israel said it had accepted a U.S. demand to allow Americans living in Gaza to use Ben Gurion Airport and to grant them tourist visas to Israel for 3-month periods. The change in policy will start on 9/15. The policy change is part of Israel’s efforts to be included in the U.S. Visa Waiver program. (ALM, HA, MEE, REU 8/7)

After receiving a letter from Israeli interior minister Moshe Arbel demanding that $85 million earmarked to Palestinian municipalities in Israel be released by the Finance Ministry, Finance Minister Bezalel Smotrich said he would not provide the funding, calling it a bribe to MK Mansour Abbas. Israeli opposition leader Yair Lapid said Smotrich was only “mistreat[ing] Arab citizens simply because they are Arabs,” saying that “racism has become an official policy of the state of Israel.” Smotrich also canceled funding for preparatory programs for Palestinians living in East Jerusalem who want to study in Israel. 24 U.S. Democrats, led by House Minority Leader Hakeem Jeffries (D-NY) met with PA prime minister Mohammad Shtayyeh in Ramallah. Shtayyeh called on the delegation to recognize the State of Palestine, warned that the 2-state solution was slipping away due to Israeli actions, and asked that they pressure Israel to allow Palestinian elections in East Jerusalem. The congressional delegation also met with Israeli prime minister Benjamin Netanyahu in Jerusalem earlier in the day. Jeffries claimed he had brought up the issue of settler violence with Netanyahu. In an interview with Bloomberg, Prime Minister Netanyahu called reported Saudi demands for Israeli concessions on Palestine as a condition for normalization a “checkbox” he has to tick off but not a hinderance for Israel. Netanyahu also said he would not accept limits on settlement expansion as part of the deal. (BB, HA 8/7)

In the West Bank, Israeli settlers with military escort toured Sabastia, closing parts of the town off to Palestinians. Israeli forces shot and injured 2 Palestinians with live ammunition during a raid in Jenin. Israeli forces also demolished 2 agricultural structures in Duma and confiscated a tractor in al-‘Awja. 8 Palestinians were arrested during late-night raids in Abu Dis, Aida refugee camp, Bethlehem, Hebron, Nablus, Deir Istiya, and Jenin. In East Jerusalem, Israeli settlers marched near the Damascus Gate plaza, chanting anti-Palestinian slogans, and attacked a grocery store. Israeli forces demolished 1 commercial structure in Isawiya. The Shin Bet sent messages to Palestinians from Umm al-Fahm warning them not to travel to Sheikh Jarrah on 2/18 for a solidarity gathering in the neighborhood. (MEE 2/18)

İbrahim Kalın, senior advisor to Turkish president Recep Tayyip Erdoğan, and Turkish deputy foreign minister Sedat Önal met with Israeli president Isaac Herzog in Israel, ahead of a planned meeting between President Herzog and President Erdoğan in Turkey, which is said to be scheduled for 9 March. In a letter to the UN commission of inquiry into alleged war crimes committed by Israel during the May 2021 attack on Gaza, Israel’s foreign ministry said it would not cooperate with the commission and accused its 3 members of holding anti-Israel positions. (AP, AX, HA, JP, MEE, TOI 2/17)

The UN Committee on the Elimination of Racial Discrimination set up an ad hoc conciliation commission to investigate the State of Palestine’s accusation against Israeli racial discrimination against Palestinians. (MDW 2/10; UN 2/17; WAFA 2/18)

In the West Bank, large groups of Israeli settlers chanted racist slogans at Palestinians in Hebron and Israeli forces closed off large portions of the city for its Palestinian residents. Israeli forces assaulted and arrested 1 Palestinian minor in Jayyous. In East Jerusalem, Israeli settlers attacked 1 Palestinian minor with stones in the French Hill neighborhood, causing severe injuries to his face. Some 230 Israeli settlers also stormed the Haram al-Sharif compound; the PA and Jordan condemned Israel for allowing the settlers access. Israeli forces raided Silwan leading to clashes with Palestinians; tear-gas related injuries were reported. 3 Palestinians were arrested during late-night raids in al-Tur and Issawiyya. In Israel, Israelis attacked a transport van and its Palestinian driver in West Jerusalem after yelling that the driver was “Arab,” when the Palestinian driver tried to escape the mob he inadvertently killed 1 Israeli man with his vehicle; Israeli police initially arrested the Palestinian man but released him 36 hours and started rounding up 12 Israelis who had attacked the Palestinian man; the Palestinian man’s lawyer said in court that the attack was “a lynching.” (WAFA, WAFA, WAFA 2/28; JP 3/1; HA, PCHR 3/4)

All checkpoints to Gaza and the West Bank were closed by Israel for the Purim holiday. Closures ended at midnight. (HA 2/25)

The Israeli cabinet approved starting to vaccinate Palestinians from the West Bank holding Israeli work permits and Palestinians working in Israeli settlements. Vaccination centers will be set up at West Bank crossings. The decision came days after the PA said that Israel and the PA had agreed that Israel would vaccinate Palestinian workers. 8 of 9 judges on the Israeli supreme court voted to overturn the Israeli central elections committee’s decision to disqualify the Palestinian-Israeli Labor party candidate Ibtisam Mara’ana from running in the Israeli elections. The Israeli central elections committee disqualified Mara’ana from running upon request by the racist far-right Otzma Yehudit (Jewish Power) party on 2/17. (HA 2/28)

Israel designated the Samidoun Palestinian Prisoner Solidarity organization a terrorist organization for its ties to the Palestinian Front for the Liberation of Palestine. (JP 2/28)

The Syrian army said Israel fired rockets at southern Damascus from the Israeli-occupied Golan Heights; there were no reports of casualties or damage. (AP, HA 2/28; AJ, JP 3/1)

Iran rejected an invitation to discuss reviving the Joint Comprehensive Plan of Action (JCPOA) at an informal meeting with the U.S. and European stakeholders, saying that European and American parties have made actions and statements in the recent past that do not make the timing right for Iran. Iran later said that the U.S. should lift the sanctions imposed by the Trump administration before the parties can begin to engage on reviving the JCPOA. (AJ 2/28; REU 3/1)

Some 450 lawmakers in European countries and in the EU parliament signed a letter to EU High Representative Josep Borrell and European foreign ministers urging them to pressure Israel to stop the “de facto annexation” of the West Bank. (HA 2/28; WAFA 3/1)

The Knesset, including much of Barak's governing coalition, approves (60-53) a draft bill designed to block a Golan withdrawal by requiring a referendum on a peace agmt. with Syria win support of 61 of the 120 MKs and 62.5% of all eligible voters, whether or not they actually vote. Justice M Yossi Beilin denounces the bill as racist, because it would neutralize the votes of Israeli Arabs, who make up just over 10% of the electorate. Saudi Arabia's Crown Prince Abdallah arrives in Damascus for a 2-day visit to discuss with Syrian pres. Hafiz al-Asad the peace process, convening an Arab summit. MK 'Abd al-Wahhab Darawsha and Israeli-Arab delegation meet in Damascus with Syrian Pres. Hafiz al-Asad. Asad tells delegates he regards them as part of Arab nation, that Syria will pursue negotiations until it is convinced "there is no room for a just peace." Occupied Palestine/Israel: Reagan administration assures Israel it will not engage in "indirect negotiations or prenegotiations" with proposed Jordanian-Palestinian delegation [LAT 8/14]. Rabbi Meir Kahane is prevented from speaking at a rally in downtown Jerusalem. Hundreds, including members of the Committee Against Racism, gather to heckle; Kahane forced to leave after half an hour [JTA 8/16]. Israel unveils first locally produced hydrofoil missile boat; states it will be used to prevent infiltration from the sea [JC 8/14].

Arab World: U.S. envoy Richard Murphy meets with King Hussein [JTA 8/15]. Financial Times reports Jordan will purchase electronic warfare equipment and other high technology items from a list of British defense supplies through a loan backed by the British government [FT 8/14]. Jordan TV reports that missing Israeli soldier Zecharia Baumel is being held in Damascus by the DFLP [JTA 8/16].

Arab World: Car packed with 400 pounds of nail-studded TNT explodes in Christian East Beirut, killing 15 and wounding 120. No group claims responsibility [NYT, MG 8/15].

Occupied Palestine/Israel: Knesset passes, on first reading, bill to outlaw racial incitement. Bill would amend Basic Law and penal law to prevent Knesset lists from running in elections if they negate existence of Israel, negate democratic nature of state, incite to racism, or are believed to be fronts for illegal activity [JP 7/10]. Israeli military government extends Employment Service Law and the National Insurance Institute Law to occupied territories; settlers are now eligible for unemployment compensation and income benefits [JP 7/9]. Israeli military authorities issue new military order requiring all local Palestinian newspapers to publish official ads from military governorate without alterations. Arab newspaper owners reject order and decide to confront it [FJ 7/12].

Arab World: Amal leader Nabih Birri and Druze leader Walid Jumblatt, meeting in Damascus with Syrian government and Lebanese religious leaders, discuss a new security plan for Lebanon with Syrian-backed Palestine National Salvation Front. Plan requires all militias to disarm [MG 10/7].

Other Countries: Forum '85, nine-day NGO conference preceding official UN conference concluding Decade for Women, begins in Nairobi; 10,000 women participate in 1,800 workshops, seminars, and films. Eight women from occupied territories are prevented by Israelis from travelling to symposium; half a dozen make the trip [JP 7/14, NS 7/28].
