Today, Great March of Return demonstrations see tens of thousands of Palestinians in Gaza gathering along the border fence to commemorate the 70th anniversary of the Nakba, to protest the opening of the U.S. embassy in Jerusalem today, and to call for the Palestinian refugees’ right to return to their homes. IDF troops violently disperse demonstrations near Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 58 Palestinians are killed, including 3 who allegedly attempted to plant an explosive along the border near Rafah, and more than 1,300 are injured. After unidentified assailants open fire on IDF patrols along the border near Jabaliya refugee camp, the IAF conducts air strikes on Hamas posts near Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City, causing moderate damage. The killings today bring the death toll related to the Great March of Return to 102. Elsewhere in the oPt, thousands of Palestinians gather across the West Bank and Jerusalem to protest the official opening of the U.S. embassy in Jerusalem today. They also release 70 black balloons in Ramallah, marking the 70th anniversary of the Nakba. IDF troops violently disperse the protests at Qalandia checkpoint, Bethlehem, and Hebron; at least 2 Palestinians are injured. Meanwhile, IDF troops arrest 19 Palestinians during latenight raids in and around Bethlehem, Jenin, Nablus, and Hebron; and patrol near Jenin and Hebron. Hours after Israeli troops open fire on peaceful Palestinian protesters along the border fence in Gaza, senior U.S. and Israeli officials gather for a ribbon-cutting ceremony at the new U.S. embassy in Jerusalem. In a recorded video, U.S. president Trump celebrates the opening and says the U.S. “remains fully committed to facilitating a lasting peace agreement” between Israel and the Palestinians. Outside the ceremony, Israeli police violently disperse approximately 200 protesters, including Joint List MKs Ahmad Tibi, Dov Khenin, Jamal Zahalka, Yousef Jabareen, and Masud Ganaim; 12 Palestinians are arrested. In the evening, the Palestinian leadership convenes in Ramallah to discuss the opening of the U.S. embassy in Jerusalem and the violence in Gaza. PA president Abbas calls the new U.S. embassy in Jerusalem a “settlement outpost” and reiterates that he has no plans to engage in any U.S.-mediated peace talks “in any way, shape, or form.” The assembled officials decide to file a war crimes complaint against Israel to the International Criminal Court (ICC) at The Hague over settlement construction in the West Bank. According to PLO secretary-general Erakat, they also agree to a number of other unspecified responses. (TOI 5/14; AP, YA 5/15)

The South African government recalls its ambassador to Israel and Turkey recalls its ambassadors from Israel and the U.S. in protest of the killings in Gaza today. “The victims were taking part in peaceful protests against the provocative inauguration of the U.S. Embassy in Jerusalem,” a South African statement reads. Meanwhile, the U.S. blocks the UNSC from adopting a Kuwait-backed statement condemning the deadly violence in Gaza and calling for an “independent and transparent investigation” into Israel’s actions. In the West Bank, IDF troops patrol nr. Nablus, sparking clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. They conduct further patrols nr. Hebron and Ramallah; and arrest 9 Palestinians during late-night raids nr. Hebron, Ramallah, and Nablus. In East Jerusalem, Palestinian schools go on strike to protest the closure of al-Nukhba School on 2/23 and the Jerusalem Municipality’s 12/2016 decision to align its vacation calendar with the Israeli school calendar. Israeli forces demolish a Palestinian home under construction in Issawiyya as well as 2 rooms in a Palestinian home in Silwan; arrest 7 Palestinians during raids in Hizma and Issawiyya; and shut down a dept. of the Arab Studies Society in Bayt Hanina because of alleged affiliation with the PA (it will be reopened on 3/16). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In West Jerusalem, Israeli forces violently disperse Palestinians protesting Israeli demolitions of Palestinian property outside the finance ministry’s headquarters; there are no serious injuries. The Israeli Knesset approves amendments to the Basic Law barring politicians from running for office if they are known to “support terrorism,” if they do not recognize Israel as a Jewish and democratic state, or if they incite racism or support armed resistance against Israel. In response, Joint List MK Ahmad Tibi says “there is a tendency in recent Knessets in which MKs from the right wing compete with themselves over which bill they can present to exclude authentic representatives of the Arab population.” (KNE, WAFA 3/15)

PA pres. Abbas meets with U.S. special representative for international negotiations Greenblatt in Ramallah. Abbas tells him that “under [U.S.] pres. Trump’s leadership a historic peace deal is possible,” according to a U.S. statement. Meanwhile, Israeli PM Netanyahu comments on his 3/13 meeting with Greenblatt, saying that “we’re in a process, but it’s a process of mutual dialogue, authentic and honest in the positive sense.” The process is “not yet visible to the media,” he adds. In the Gaza Strip, IDF troops e. of Khan Yunis shoot live ammunition and smoke bombs at Palestinians protesting the Israeli occupation and blockade nr. the border fence, causing no injuries. Late at night, IDF troops e. of al-Bureij arrest 3 Palestinians approaching the border fence to attempt to cross into Israel. In 3 separate incidents off the coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in c. Hebron and nr. Bethlehem; patrols nr. Hebron and Qalqilya. IDF troops arrest a Palestinian in c. Hebron on the suspicion that he was going to enter al-Ibrahimi Mosque with a knife. In 2 separate incidents nearby, Israeli settlers hit a Palestinian and an Israeli photographer for the human rights organization B’Tselem with their cars, injuring both. Israeli forces deliver stop-work orders to Palestinians constructing 2 homes in Bayt Umar nr. Hebron and confiscate a tractor being used for the project; demolish 2 farmhouses, a well, 800 dunams of crops, and 500 m of stone walls in a village s. of Nablus. In East Jerusalem, Israeli forces arrest a Palestinian man at Haram al-Sharif and another on a raid in the Old City. PM Hamdallah says that the PA will be paying its employees a portion of their salaries “soon,” but that the Israeli govt. may be freezing transfers of tax revenues for the 2d mo. in a row. (MNA, WAFA 2/1; JP 2/2)

MK Masud Ghnaim (United Arab List) says that the newly united list of non-Zionist parties will not join a coalition formed by PM Netanyahu or his chief rivals, MKs Herzog and Livni, but that it would support a center-left bloc, confirming the stance presented by MK Ahmad Tibi on 1/17. (TOI 2/1)

In the Gaza Strip, Egyptian authorities keep the Rafah border crossing open for a 3d day. Meanwhile, unknown assailants blow up the car of a local Fatah leader using a flammable liquid. Off the coast nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing damage. Meanwhile, IDF troops e. of Rafah open fire on agricultural land along the border fence, causing damage. In the West Bank, Israeli forces demolish several residential and storage structures owned by Palestinians nr. Jerusalem and deliver a stop-work order to a construction site nr. Hebron. The IDF patrols nr. Hebron and Jenin; raids 3 homes in Tulkarm overnight belonging to friends and family of the Palestinian man who stabbed 13 Jewish Israelis in Tel Aviv on 1/21, arresting 2. In East Jerusalem, Israeli forces conduct arrest raids in al-Tur. PA PM Hamdallah meets with Swedish consul-gen. Ann-Sofie Nilsson in Ramallah. Hamdallah calls on the international community to pressure Israel into unfreezing the transfers of tax revenue to the PA, which have been held since 1/2. Meanwhile, reps. of the PA and Russia meet and sign 2 bilateral agreements, which will establish joint comms. to supervise economic cooperation between them. (MNA 1/22, 1/23)

In Israel, the major non-Zionist parties— Hadash, Balad, Ta’al, and Ra’am—announce that they have agreed to run on a joint list in the 3/17 election. Ayman Odeh, newly elected chair of Hadash, will lead the list. Earlier in the day, the Knesset House Comm. approved the request to split the Ra’am and Ta’al parties, which were joined at the United Arab List in the current Knesset under Ahmad Tibi’s leadership. The State Dept. announces that neither Pres. Obama nor Secy. of State Kerry will meet with Israeli PM Netanyahu when he visits Washington to address a special session of Congress on 3/3. A State Dept. spokesperson cites “long-standing practice and principle” when explaining why the pres. would not meet with another head of state 2 weeks ahead of his or her national election. Sixty-three of the 751 mbrs. of the EU parliament send a letter to foreign affairs chief Mogherini asking her to suspend the EU-Israel Association Agreement, which has governed the trade relationship since 2000. The 63 MEPs cite serious violations of international law committed during OPE. (WAFA 1/27; EI 2/4)

Israel’s Channel 2 television station reports that Israel and Hamas are conducting indirect negotiations through Egyptian mediators on issues pertaining to easing the blockade of the Gaza Strip, including the possible opening of the Rafah crossing to construction materials and other staple items. Bulgaria expels 3 Hamas-affiliated PC mbrs. on a publicized visit to the country, stating that they represent ‘‘a serious threat to national security.’’ This is unrelated to the recent claims (2/5) by the Bulgarian government regarding alleged Hizballah involvement in the 7/2012 Burgas bombing. British newspaper the Sunday Times reports that U.S. pres. Obama plans during his visit to the region in 3/2013 to offer to increase U.S. pressure on Iran in exchange for Israeli PM Netanyahu making concessions to the Palestinians. (ToI 2/10)

Palestinian demonstrators—including Israeli Palestinian MK Ahmad Tibi— set up tents in Bayt Safafa, East Jerusalem, to protest Israel’s construction of a new highway intended to give Jewish settlers quicker access to Jerusalem and Tel Aviv. In the Gaza Strip, the Israeli navy arrests 4 Palestinian fishermen working 3 naut. mi. offshore nr. Gaza City. In the West Bank, the IDF patrols in 1 village nr. Palestinian factions end talks in Cairo without reaching an agreement on specific steps forward to achieve national reconciliation. A Freedom Flotilla II boat tries to deport in Crete but is turned back by the Greek coast guard. A Knesset committee disqualifies (3-5) a bill submitted by Israeli Palestinian MK Ahmad Tibi (United Arab List) that would amend the 3/2011 “Nakba Law” (see Quarterly Update in JPS 160) to bar state funding to any organizations or authorities that deny the Nakba, arguing that it “rejects Israel as a Jewish and democratic state.” (JP 7/4; WP 7/5)

For the 3d time since unrest in Egypt began in 1/2011, unknown assailants blow up the natural gas pipeline from Egypt to Israel and Jordan, cutting supplies. The Israeli Central Elections Comm. decides to follow Atty. Gen. Rubinstein’s 2/19 advice to disqualify Israeli Arab MK Ahmad Tibi (Ta’al) fr. running in 1/03 elections on the grounds that he does not support the Jewish character of the State of Israel, supports armed attacks against it (a charge he denies); turns down a similar request to bar MK `Abd al-Malik Dahamshe and his United Arab List; rules that Herut mbr. Baruch Marzel, the fmr. head of the outlawed Kach movement who placed 2d on Herut’s slate of MK candidates, can participate in the 1/28 elections. Early in the morning, IDF tanks enter Jenin town, troops clash with residents, fatally shooting 1 Palestinian (who is allowed to bleed to death over 3 hrs.), detaining wanted Hamas mbr. Rami Awad and Islamic Jihad spokesman Khalid Hawaj, bulldozing 1 home; troops withdraw to the outskirts of Jenin by midday. The Knesset House Comm. votes (12-5) to restrict the movement of Israeli MK Ahmad Tibi for the remainder of his term, arguing that his works promote the interests of the PA and the residents of the occupied territories.
