Israeli settlers raid Taybeh, kidnapping 3 elderly Palestinian farmers who are later released from a military base in Tarqumiyah. Israeli forces seize a bulldozer during a raid in Nabi Salih. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Dayr al-Balah, Rafah, Khan Yunis, Gaza City, and al-Bureij refugee camp, killing at least 90 people. In Lebanon, Israeli forces bomb near Baalbek, killing 2 people and injuring 6 others. More than 29,782 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 70,043 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 400 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,575 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 238 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 138 trucks carrying aid enter Gaza. PA prime minister Mohammed Shtayyeh resigns on behalf of himself and the rest of the cabinet during the weekly cabinet meeting in Ramallah, saying “the next stage and its challenges require new governmental and political arrangements that take into account the new reality in Gaza and the need for a Palestinian-Palestinian consensus based on Palestinian unity.” Shtayyeh says he submitted his resignation to President Mahmoud Abbas on 2/20 but formally submitted his resignation in writing today. Abbas accepts the resignation of Shtayyeh and the rest of the cabinet, asking him and the rest of the ministers to stay on as caretakers until a new government is formed. Shtayyeh, who has been prime minister since March 2019, also cites the genocide in Gaza and the “unprecedent escalation in the West Bank and Jerusalem” as reasons for resigning. The New York Times reports that Israel has agreed to release 15 high-profile Palestinian prisoners in exchange for 5 female Israeli soldiers as part of the potential ceasefire deal. U.S. president Joe Biden says he hopes a ceasefire agreement can be reached by 3/4. Axios reports that Israeli military chief of staff Herzi Halevi and Shin Bet director Ronen Bar traveled to Egypt last week to assure the Egyptian government that Israel will take measures to prevent Palestinians from fleeing to Egypt during its planned invasion of Rafah. A delegation of Israeli officials arrive in Qatar for ceasefire talks. Defense Minister Yoav Gallant says Palestinians will not be allowed to return to northern Gaza until all Israeli captives are released. During the sixth and final day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, the Arab League calls the occupation an “affront to international justice” and says Israel perpetrates “racial domination and apartheid” against Palestinians. Turkey, Zambia, Spain, Fiji, the Maldives, the African Union, and the OIC also present arguments. During the 6 days of hearings, only the U.S., Fiji, Hungary, and the UK spoke in favor of Israel’s argument that the court should not make a decision on the occupation while 50 other countries and organizations argued, to varying degrees, that the occupation is illegal and has to end. UN secretary-general Antonio Guterres says the UN Security Council’s “lack of unity on Russia’s invasion of Ukraine, and on Israel’s military operations in Gaza following the horrific terror attacks by Hamas on 7 October, has severely—perhaps fatally—undermined its authority,” calling for reform of the council. Israel submits a report on progress it has made since the ICJ issued provisional measures to alleviate the suffering of Palestinians in Gaza as part of the South African genocide case against Israel. Human Rights Watch says Israel has ignored the ICJ provisional measures and “in some ways even intensified its repression, including further blocking lifesaving aid.” Amnesty International also says Israel has failed to comply with the measures. EU high commissioner for foreign affairs Josep Borrell criticizes European Commission president Ursula von der Leyen in an interview with El Pais, saying her trip to Israel in October 2023 “with such a completely pro-Israeli position, without representing anyone but herself in a matter of international politics, has carried a high geopolitical cost for Europe.” Borrell also says Israeli prime minister Benjamin “Netanyahu’s plans for Gaza are unacceptable. 19,012 artists sign an open letter calling on Israel to be banned from the Venice Biennale, saying there should not be a “genocide pavilion at the Venice Biennale.” Italian minister of culture Gennaro Sanguiliano rejects the call, saying the letter is “shameful.” The Biennale later issues a statement saying it would “not take into consideration any petition or call to exclude” countries. Qatari prime minister Mohammed bin Abdulrahman bin Jassim Al Thani says ceasefire negotiations are “not very promising” but that they will continue. PA prime minister Mohammad Shtayyeh meets with South African president Cyril Ramaphosa at the sidelines of the African Union Summit in Addis Ababa. Details of Hamas’s counterproposal to the Israeli, U.S., Qatari, and Egyptian ceasefire proposal are unveiled. The Hamas proposal includes 3 stages of 45 days. In the first stage, Israel and Hamas would exchange the remaining female, child, and elderly Israeli captives for 1,500 Palestinian prisoners, see 500 trucks of aid enter Gaza daily, allow Palestinians to return to their homes in Gaza, allow the entry of 60,000 temporary homes and 200,000 tents, and stop Israeli settlers from entering the Haram al-Sharif compound. In the second stage, male captives would be exchanged for more Palestinian prisoners. In the third phase, the bodies of those killed would be exchanged. The proposal also calls for securing the reconstruction of Gaza and the complete withdrawal of Israeli forces. Hamas political bureau member Mohammad Nazzal says the Hamas proposal has clear deadlines which the original proposal lacked, that Qatar, Egypt, Russia, Turkey, and the UN will be guarantors for maintaining the ceasefire, and that the proposal is final. U.S. secretary of state Antony Blinken meets with PA president Mahmoud Abbas in Ramallah, discussing negotiations for a ceasefire in Gaza, Israel’s withholding of PA tax funds, and settler violence. Abbas also expresses the importance of the U.S. recognizing the state of Palestine. Blinken also meets with Prime Minister Netanyahu, military Chief of Staff Herzi Halevi, Defense Minister Yoav Gallant, and President Issac Herzog. The Israeli Broadcasting Corporation reports that Netanyahu promises Blinken that Israel will not invade Egypt at the Philadelphi Corridor without coordination with Egypt. Blinken says at a press conference that Hamas will not play a role in the future governance of Gaza, that the death toll in Gaza remains too high, and that Israel should open the Beit Hanun (Erez) crossing to allow more aid to enter Gaza. Blinken also says that the Hamas response to the ceasefire deal has “clear non-starters,” but that he thinks there is space for an agreement to be reached. PA health minister Mai al-Kaila sends a letter to UN secretary-general Antonio Guterres, calling on him to ensure that medical personnel in Gaza are protected as 340 doctors and health workers have been killed by Israeli forces. Al-Mezan says in a letter to Guterres that the UN Office on Genocide Prevention has failed in its mandate, calling it “double standards.” (AJ, WAFA 2/7)

The Saudi Arabian Foreign Ministry issues a statement saying “in light of what has been attributed to the U.S. National Security Spokesperson, the Ministry of Foreign Affairs affirms that the position of the Kingdom of Saudi Arabia has always been steadfast on the Palestinian issue . . . The Kingdom has communicated its formal position to the U.S. administration that there will be no diplomatic relations with Israel unless an independent Palestinian state is recognized on the 1967 borders with East Jerusalem as its capital, and that the Israeli aggression on the Gaza Strip stops and all Israeli occupation forces withdraw from the Gaza Strip.” In the statement, Saudi Arabia also calls on UN Security Council members to recognize the state of Palestine. Argentinian president Javier Milei meets with Prime Minister Netanyahu in Jerusalem, saying Argentina will designate Hamas as a terrorist organization. On 2/6, Milei said he would move the Argentinian embassy to East Jerusalem. The Arab League and OIC condemn Milei’s promise to move the embassy. (AJ, HA, HA, WAFA, WAFA 2/7)

The U.S. Senate rejects a $118 billion bill that would fund Israel’s war on Gaza, send military aid to Ukraine, and fund the U.S.-Mexico border. Senator Bernie Sanders (D-VA) says he voted against the bill because the military aid to Israel is “unconscionable” given the Israel’s “horrific war against the Palestinian people,” and because of the provisions in the bill that would prevent UNRWA funding. The American Civil Liberties Union writes a letter to U.S. secretary of education Miguel Cardona, calling on him to reject the International Holocaust Remembrance Association’s working definition of anti-Semitism, saying it conflates anti-Semitism with political speech. (AJ 2/7)

In the West Bank, Israeli settlers opened fire at Palestinians harvesting olives in Qusra; no injuries were reported. Israeli settlers with a military escort also raided Wadi al-Hasin, injuring 1 Palestinian minor and entering homes and commercial stores. Israeli forces raided Jenin and Jenin refugee camp, killing 3 Palestinians, including 2 in a drone strike, and arresting Fatah’s secretary general in Jenin Ata Abu Ramila and Fatah member Jamal Hawil. Israeli forces also shot and killed 1 disabled 65-year-old Palestinian man during a raid in Tulkarm. Elsewhere, Israeli forces raided a funeral procession for 1 child killed on 10/31 in Beit Umar, injuring 2 with live ammunition and others with tear gas. Israeli forces also shot and injured 2 Palestinians, including a child, during raids in Aida refugee camp and Ya’bad. Meanwhile, Israeli forces demolished 2 homes and 4 agricultural structures in al-Khader and seized a bulldozer in Deir Balut. Palestinians in the West Bank and East Jerusalem observed a general strike in protest over Israel’s attacks on Gaza. 62 Palestinians were arrested during late-night raids in and around Bethlehem, Jenin, Hebron, Qalqilya, Ramallah, Tulkarm, and Nablus. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israel again cut off phone and internet services. The services were gradually restored 8 hours later. At least 280 Palestinians were killed and 697 injured in Israeli airstrikes in Gaza. Israel conducted massive airstrikes on Jabalia refugee camp for a second day in a row. Hamas said 195 Palestinians were killed, 777 were injured, and 120 are missing in Jabalia refugee camp in the past 2 days. Israel claimed it had assassinated Hamas member Muhammad Asar. Rockets were fired at Israel. In Lebanon, Israeli forces attacked several places it said was linked to Hezbollah. Hezbollah said it had shot down an Israeli drone. Lebanon’s state run news agency said 2 Lebanese shepherds were killed by Israeli forces while grazing their herds by the Wazzani river. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, had been displaced since 10/7. There has been a complete blackout of electricity in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. About 450 people, including 81 injured Palestinians and people with foreign passports, left Gaza to Egypt via the Rafah crossing. It was reported that Qatari mediation had brokered the agreement for a limited evacuation of some people from Gaza. 55 trucks carrying aid entered Gaza. PA health minister Mai al-Kaila said the only cancer hospital in Gaza, the Turkish-Palestinian Friendship Hospital, had stopped operating due to Israeli bombardments and running out of fuel. The Indonesian Hospital’s main generator stopped working, putting the hospital’s oxygen station, ventilators, air-conditioners, and fridges in the morgue out of commission. 14 out of 35 hospitals in Gaza were out of commission. Al Jazeera reported that Arafat Hamdan, who died in Israeli custody on 10/24, died because he was beaten and left in the sun with a bag over his head for hours while being refused his diabetes medicine. The U.S. House of Representatives blocked a motion to censure Democrat Rashida Tlaib (D-MI). The motion, which was brought to the floor by Marjorie Taylor Greene (R-GA), charged Tlaib with “anti-Semitic activity” and “leading an insurrection,” referring to a Jewish-led sit-in at the Capitol where protestors demanded a ceasefire in Gaza. Taylor Greene has herself made anti-Semitic comments. 23 Republicans voted against the motion and 13 Democrats abstained. National Security Council spokesperson John Kirby said the U.S. still wants to move forward with its efforts to normalize ties between Saudi Arabia and Israel and claimed that Saudi Arabia has indicated a willingness to proceed. In addition, media reported that 1,500 Palestinian militants have been killed near Gaza. 115 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. The Jerusalem District Court acquitted an Israeli police officer for the killing of the 32-year-old autistic Palestinian man Eyad al-Hallaq who was shot and killed in East Jerusalem on 5/30/2020. Al-Hallaq’s parents called the acquittal a “disgrace.” The police officer was subsequently reinstated and send on a commanders’ course. The police officer ignored al-Hallaq’s counselor who told him that al-Hallaq had special needs. After the acquittal, Israeli national security minister Itamar Ben-Gvir was filmed calling al-Hallaq’s mother a terrorist when she confronted him outside of the court. An Israeli parole committee in Ramle prison said it could not determine if Palestinian prisoner Walid Daqqa was eligible for parole and decided to refer the question to a different committee. The PA announced it had finished its investigation into the killing of Al Jazeera journalist Shireen Abu Akleh, concluding that Israel deliberately killed her. The PA findings are aligned with investigations made by AP and CNN, and with eyewitness accounts. Israel called the PA conclusion “a blatant lie.” The investigation found that the bullet that hit Abu Akleh was a 5.56 mm round used by NATO forces and that it was fired from 186 yards. In East Jerusalem, some 100 Israeli police officers raided the Salhiya family home in Sheikh Jarrah, throwing stun grenades and beating family members, including minors, before escorting them out and demolishing their home, displacing the family of 18; 18 Palestinians were arrested, including family members. The family members were released on 1/20 under the condition that they do not return to Sheikh Jarrah for 1 month. Israel had attempted to displace the family since 1/17, but was unable due to resistance from the family and a large presence of international diplomats and local activists. The Israeli attorney general Avichai Mendelblit announced that Israel will freeze enforcement of the Kaminitz Law, which aims at punishing Israeli residents who build without a permit. While the law does not single out Palestinian-Israelis explicitly, it disproportionately effects Palestinian-Israelis because the time it takes to obtain a construction permit in Palestinian areas of Israel is much longer than in Israeli-Jewish areas. According to Haaretz, it is estimated that 50,000 Palestinian-owned houses in Israel are built without a permit. The freeze, which lasts until 2023, was seen as a win for the Joint Arab List whose politicians have been working with Israeli defense minister Benny Gantz and justice minister Avi Nissenkorn to get it through. Axios reported that U.S. secretary of state Mike Pompeo will visit Israeli settlements in the West Bank and Golan Heights. During his trip, Secretary Pompeo is scheduled to visit a settler winery in Psagot near al-Bireh, which announced it will make a new series of wine named after him. The winery is built on 80 dunams (20 acres) of privately-owned Palestinian land seized by Israel. Pompeo will be the 1st U.S. secretary of state to visit both the Golan Heights and West Bank settlements. Pompeo was also the 1st secretary of state to visit the Wailing Wall. PA prime minister Mohammad Shtayyeh said in a tweet, “[w]e deplore US Sec. of State Mike Pompeo’s intent to visit the illegal settlement of Psagot, built on lands belonging to Palestinian owners in Al-Bireh city, during his visit to Israel next week. The prime minister of Pakistan Imran Khan said in an interview that the U.S. and at least 1 other unnamed country have been pressuring him to recognize Israel. Israel’s high court of justice rejected a petition to free a 49-year-old Palestinian who is held on administrative detention and has been hunger-striking for more than 60 days. The petition was rejected despite the Shin Bet and the Israeli Central Command caught lying about the Palestinian’s affiliation to Islamic Jihad. According to the prosecutors, he had been filmed saying he was a proud member of Islamic Jihad while interrogated; however, the transcripts do not back up their claim. (HA 10/6)

An Israeli court remanded the PA governor of Jerusalem Adnan Gheith for 7 days. Governor Gheith was arrested on 7/19; it was the 17th time he has been arrested by Israeli forces since being named governor in 2018. Syrian state media reported that Israel fired missiles from Israel-occupied Golan Heights toward Damascus, but that the missiles were intercepted. Israeli media later reported that some missiles had not been intercepted and 5 people had been killed and 11 injured in the attacks. OCHA reported a 250 percent increase in the demolition of Palestinian-owned structures in the period between 6/2 and 6/15 compared to the weekly average since the beginning of 2020. The Jordanian foreign minister Ayman Safadi went on an unannounced visit to Ramallah to discuss Israeli annexation plans with PA president Mahmoud Abbas. In the West Bank, Israeli settlers vandalized Palestinian-owned property in al-Sawiya, slashing tires on 12 cars and writing racist graffiti on houses. Israeli forces delivered demolition orders for 1 park, 1 unpaved road, retaining walls, 1 playground, and 1 storage space in Haris; for several residential structures, 1 barn, and 1 water well south of Hebron; demolished and seized residential shacks and tents south of Hebron; and demolished and seized 1 greenhouse in Sawahara al-Sharqiyya. Thousands of Palestinians protested in Ramallah against Israel’s planned annexation of parts of the West Bank. 7 Palestinians were arrested during raids in and around al-‘Izzariya, al-Khadir, Bayt Fajjar, and Qabatiya. In an interview with the New York Times, Hussein al-Sheikh, head of the PA’s general authority of civil affairs, said that if Israel moves ahead with annexing parts of the West Bank the financial repercussions for the PA would mean it would have to cut its $105 million a month in payments for salaries and medical expenses in Gaza. Al-Sheikh also said that the PA forces no longer would extradite Israelis arrested in PA controlled areas and that these would be tried in PA courts. (NYT 6/8)

In the West Bank, a Palestinian school in ‘Ayn Bus was set on fire, damaging classrooms, and racist Hebrew graffiti was painted on the building. Israeli forces seized tracts of land north of Hebron to expand an Israeli settlement. 11 Palestinians were arrested during late-night raids in and around Biddu, Bethlehem Tubas, Tulkarm, Hebron, and Jenin. During a raid in Jenin, Israeli forces confiscated a vehicle and cash. Palestinians protested the U.S. administration’s version of a peace plan in several places throughout the West Bank; at least 12 Palestinians were reported injured. U.S. president Donald Trump, flanked by Israeli prime minister Benjamin Netanyahu, presented the U.S. administration’s version of a peace plan, which on all contentious issues took maximalist Israeli positions. The plan presented a vision for 2 states; however, the map of these 2 “states” presented with the plan showed a carved-up West Bank where the majority of Israeli settlements and the Jordan Valley were annexed by Israel. A swath of land in Israel, where some 250,000 Palestinian citizens of Israel live, would be annexed to the Palestinian “state.” Some land in Israel along the Egyptian border would also be part of the Palestinian state. Jerusalem would become part of Israel and the Palestinian capitol would be east of Jerusalem on the West Bank side of the separation border. Gaza and the West Bank would be connected by a bridge or a tunnel. The Palestinian state would be demilitarized, including disarming Hamas and Islamic Jihad in Palestine (PIJ). Israel would control all of Palestine’s international borders. There would be no right of return for Palestinians as “[t]heir Arab brothers have the moral responsibility to integrate them into their countries as the Jews were integrated into the State of Israel.” Furthermore, the peace plan would allow Jews to pray on Haram al-Sharif and the PA would have to stop paying stipends to families of Palestinian prisoners in Israel. The Palestinian leadership’s response to the U.S. administration’s vision of a peace plan was condemnation. PA president Mahmoud Abbas said that “Trump and Netanyahu declared the slap of the century, not the deal. And we will respond with slaps.” At President Abbas’s speech were representatives from Hamas and PIJ. Hamas said Abbas had spoken with Hamas leader Ismail Haniyeh and that the 2 had agreed to stand together in unity on the matter. Shortly after the U.S. peace plan was released, Prime Minister Netanyahu said that he would convene the Israeli cabinet on 2/1 to start annexing Israeli settlements, the Jordan Valley, and the northern Dead Sea. Jared Kushner, senior advisor to President Trump, said shortly after Netanyahu’s announcement that he did not believe that Israel would start annexing West Bank settlements on 2/1, contradicting the Israeli prime minister. U.S. ambassador to Israel David Friedman and U.S. special representative for international negotiations Jason Greenblatt attended the inauguration ceremony of “Path of the Pilgrims,” an excavation of a large underground archeological site underneath Silwan in East Jerusalem. The excavation is led by the settler organization Elad, the Israeli antiquities authority, and the Nature and Parks Authority. The excavations have been going on for years and residents of Silwan have complained several times about damage to their properties due to the excavations. In the West Bank, Israeli forces seized 3 barracks and a water pump generator in Za’atra near Bethlehem. In East Jerusalem, a Palestinian man was killed by Israeli policemen in Issawiyya. The policemen said after the incident that they shot the man because he was lighting firecrackers in their vicinity. Other Palestinians were injured by rubber-coated bullets during the incident. Earlier in the day, Palestinians and Israeli activists were protesting the Israeli raids that have occurred in Issawiyya in the past 3 weeks. In response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, the Palestinian delegation at the UN files a formal complaint, requesting that the UN Security Council (UNSC) work toward reversing Trump’s decision. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions.
