In the West bank, Israeli settlers plowed 10 dunams (2.5 acres) of Palestinian farmland in al-Kharouba. Israeli forces punitively demolished the family home of a Palestinian prisoner in Aqraba. Israeli forces also shot and injured a Palestinian using a baton round and seized a vehicle in Ramallah. Elsewhere, Israeli forces shot and injured 2 Palestinians, including a child, in Deir Nizam. Israeli forces also raided Carmel, assaulting a Palestinian and seizing vehicles. Meanwhile, Israeli forces made 15 Palestinians close their shops in ‘Azzun. Israeli forces also seized a tractor in Qaryut. Separately, Israeli forces demolished a well and issued stop-work notices for 3 homes in Beit Umar. 23 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Qalqilya, Salfit, Nablus, and Jericho. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Gaza City, al-Bureij, Jabalia refugee camp, and Dayr al-Balah; it was unclear how many casualties there were. Israeli forces also raided al-Awda Hospital, arresting all boys and men over the age of 16 and stripping them to their underwear, including 6 Doctors Without Borders staffers, and bombed the UNRWA headquarters in northern Gaza. In Lebanon, Israeli forces shelled several sites, killing 4 Hezbollah members. 2 Israeli soldiers were injured in Malkia. More than 19,667 Palestinians had been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 54,000 had been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 294 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 74 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 132 Israeli soldiers have been killed and 719 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 104 trucks carrying aid entered Gaza via the Rafah crossing and 60 entered via the Karem Abu Salem (Kerem Shalom) crossing. A survey conducted by the Euro-Mediterranean Monitor said 71% of Palestinians in Gaza suffer from extreme hunger. 98% said they were not able to eat enough food. 64% said they had eaten grass and expired food. (AJ 12/19)

Israeli defense minister Yoav Gallant visited Israeli soldiers in southern Gaza, saying the Israeli ground invasion would expand to other areas beyond Khan Yunis in the south. UN Security Council members negotiated for the second day in a row over the wording of a resolution. The U.S. opposed language calling for a ceasefire and putting the UN in charge of inspecting aid deliveries to Gaza instead of Israel. The vote was postponed until 12/20. French foreign minister Catherine Colonna said that France will sanction violent Israeli settlers, saying she had witnessed the violence they commit during her trip to the West Bank last week. The PA called the decision a step in the right direction. (AJ, WAFA 12/19)

Senior Houthi official Mohammed al-Bukhaiti said the Yemeni government would not cease its attacks on Israel-linked ships until Israel stops its attacks on Gaza, even if it means war with the U.S.-led naval coalition. (AJ, HA, REU 12/19; NYT 12/20)

In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in Tulkarm on 11/14. Israeli forces shot and injured 6 Palestinians during raids in Qiffin and al-Khader. Israeli forces also assaulted a Palestinian man in Huwwara. Elsewhere, Israeli forces raided a printing shop in Ramallah, sealing the shop, and closed and sealed the offices of an orphanage in Beit Umar, seizing files and computers. Israeli forces also issued notices that it will seize 501 dunams of land in Jaba’a and 12 dunams in Wadi Rahal. 44 Palestinians were arrested during late-night raids in and around Far’un, Qusin, Dheisheh refugee camp, Hebron, Bethlehem, and Nablus. In East Jerusalem, Israeli police dispersed a march by Israeli extremists who called for full Israeli control over the Haram al-Sharif compound. The march was dispersed after marchers violated the agreement with Israeli police. 6 Palestinians were arrested in Sur Baher and at the Haram al-Sharif compound. In Gaza, Israeli forces bombed Gaza City, Beit Lahiya, Khan Yunis, Jabalia refugee camp, and Rafah, killing around 350 people. Israeli airstrikes also destroyed the 13th century Othman bin Qashqar Mosque in Gaza City and put al-Awda Hospital under siege, opening fire at the hospital. Hamas said it had destroyed 135 military vehicles in the past 72 hours. 2 Israeli soldiers were killed, including the son of Israeli war cabinet member Gadi Eizenkot. In Lebanon, an Israeli airstrike on Majdal Zoun injured several people. Islamic Jihad said 2 of its members were killed by Israel near the Blue Line. 1 Israeli was killed and 2 Israeli soldiers were lightly injured by an anti-tank missile in Matat and near Shtula. Israel said it attacked Syria after 2 missiles were launched toward Israel. The Jordanian military air dropped medical supplies at its field hospital in Gaza. 69 trucks carrying aid, including 13 gallons of fuel, entered Gaza. Rafah remained the only place where aid was delivered to, except for the delivery of medical supplies to 2 hospitals in Khan Yunis. 121 wounded Palestinians and 491 foreign nationals were evacuated to Egypt. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene. Israeli national security minister Itamar Ben-Gvir ordered the Israel Prison Service to move members of Hamas’ Qassam Brigades to an underground wing of the Nitzan Prison. The underground wing was said to have not been used for years. (AJ 12/8)

UN under-secretary-general for humanitarian affairs and emergency relief coordinator Martin Griffiths said the current humanitarian mission in Gaza could not be described as an “humanitarian operation” given the pace of the Israeli attacks on southern Gaza, which prevent the UN from delivering aid. Human Rights Watch and Amnesty International said their investigation into the Israeli killing of Lebanese Reuters journalist Issam Abdallah on 10/13 revealed the killing was likely deliberate and should be investigated as a war crime. U.S. secretary of state Antony Blinken said the killing should be investigated, noting that he believed Israel was already doing so. Lebanon said it would add the investigation to its complaint it has filed with the UN over Israeli attacks. PA prime minister Mohammed Shtayyeh told Bloomberg News that the PA was working with the U.S. to plan for the political situation in Gaza once Israel’s war is over. Shtayyeh said Hamas could become a partner under the PLO umbrella if it accepts the PLO’s political platform. The Times reported that a team of UK advisors were in Ramallah to help the PA prepare for governing Gaza. Egyptian foreign minister Sameh Shoukry expressed support for the PA governing Gaza. Israeli prime minister Benjamin Netanyahu said Israel will turn “Beirut and South Lebanon into Gaza and Khan Yunis” in a warning to Hezbollah. (AJ, AP, HA 12/7; AJ 12/8)

Secretary of State Blinken said at a press conference with UK foreign secretary David Cameron that there was a gap between Israel’s stated intent to minimize civilian casualties in Gaza and the reality on the ground. (AJ, AP, HA, REU 12/7; AJ, REU 12/8)

U.S. president Joe Biden spoke with Prime Minister Netanyahu. According to the White House, Biden told Netanyahu that more aid is required to enter Gaza, Israel needed to do more to protect civilians, and expressed concern over settler violence in the West Bank. Biden also spoke with Jordanian king Abdullah II, who demanded he call for an immediate ceasefire. In the West Bank, 2 Israeli soldiers were injured after being hit by a vehicle in Huwwara; 1 Palestinian man was arrested in relation to the incident. Israeli settlers raided Kafr Thulth, throwing stones at Palestinians and Palestinian property and setting 1 vehicle on fire; 1 Palestinian was also injured by a baton round fired by Israeli forces who intervened to aid the settlers. Israeli settlers also raided Ein Samiya, uprooting trees and throwing stones at Palestinian vehicles. Israeli forces issued notifications that Israel will seize 42 dunams (10.3 acres) of land in Sarta and Bruqin to expand a settler road. A 2-year-old boy who was critically injured by Israeli forces on 6/1 succumbed to his wounds. The PA condemned the killing, saying that 28 Palestinians children had been killed by Israeli forces since the beginning of 2023. Hamas political bureau head Ismail Haniyeh and other high-ranking officials met with Egyptian intelligence chief Abbas Kamel in Cairo, discussing reconciliation. PA prime minister Mohammad Shtayyeh met with Kamel last week. Islamic Jihad secretary-general Ziyad al-Nakhalah also met with Kamel in Cairo. It was reported that the Hamas and Islamic Jihad leadership were invited to Egypt to discuss Egyptian president Abdel Fattah El Sisi’s plan to develop Gaza, including increasing Egyptian electricity supply, rebuilding infrastructure, building a port, and developing a gas field. Israeli prime minister Benjamin Netanyahu met with representatives from Palestinian parties in the Knesset and local council to discuss the rising murder rates in those communities. Netanyahu said he agreed to form a ministerial committee, that he would chair, to address the issue. 89 Palestinians have been killed in Israel in mostly gun-related violence in 2023. U.S. secretary of state Antony Blinken spoke at the annual AIPAC conference in Washington D.C., saying that the Biden administration is committed to normalizing relations between Israel and Saudi Arabia, but that such a deal is “not a substitute for progress between Israelis and Palestinians.” Blinken will travel to Saudi Arabia in the coming days to promote a normalization deal. U.S. senator Chris Van Hollen (D-MD) said in a statement that the U.S. Security Coordinator for Israel and the PA’s report on the killing of Al Jazeera journalist Shireen Abu Akleh contains important insights and that it should be released to the public. In the West Bank, 1 Israeli soldier was lightly injured with a shot to his hand during a late-night raid in Bruqin. Israeli forces shot and injured 1 Palestinian during a raid in Aida refugee camp. Israeli forces also razed 4 dunams (1 acre) of land planted with olive trees in as-Samu. 18 Palestinians were arrested during late-night raids in Hebron, Jenin, Silwad, and Nablus. In Tel Aviv, Israeli employees of Israel Railways denied an Israeli woman entry to the train platform because she was wearing a t-shirt from the organization Looking the Occupation in the Eye. The Israeli state prosecutor closed an investigation into the killing of 1 Palestinian man who was stabbed to death by an Israeli settler on 6/21 at a settlement outpost outside of the Ariel settlement, claiming that the settler could have acted in self-defense. (HA 8/25; AJ, MEMO 8/26)

In Syria, Syrian state media and Russian forces reported that the Syrian air defense had intercepted 2 of 4 Israeli-fired cruise missiles and 7 of 16 guided aerial bombs in Syria. UNRWA commissioner-general Philippe Lazzarini told the UN security council that the UNRWA is facing an existential threat given its chronic underfunding and coordinated attacks to delegitimize the agency. (MEE 8/26)

In the West Bank, Israeli settlers attacked Israeli activists from Rabbis for Human Rights working with Palestinians in Burin to plant trees; 7 were injured by the settlers with clubs and other improvised weapons and 1 car was set on fire. Rabbis for Human rights posted a video of the incident on Twitter. Israeli settlers also fenced off 4 dunams (1 acre) of Palestinian land in Kafr ad-Dik and planted it with trees. Elsewhere, Israeli settlers vandalized some 300 olive tree saplings in Deir Sharaf. Israeli settlers also vandalized 90 olive trees and olive saplings in Yasuf and Bidya. Meanwhile, Israeli settlers assaulted 1 Palestinian man and attempted to set his car on fire in Deir Istiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, inuring 6 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 9 with rubber-coated bullets and 52 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 17 with tear gas. Israeli forces also shot and injured 1 Palestinian man in Sinjil, detaining him before allowing Palestinians to take him to a hospital in Ramallah. Meanwhile, Israeli forces opened fire at Palestinian protesters in Hebron, injuring 1 with a rubber-coated bullet and others with tear gas. 6 Palestinians were arrested, including 2 during late-night raids in Sinjil and Jannatah and 4 during a house raid in Zeita. PA forces arrested 3 members of Islamic Jihad during a raid in Beita, including Abdul Raouf al-Jaghoub, a local Islamic Jihad leader. Hamas and Islamic Jihad slammed the PA for the arrests. In East Jerusalem, Israeli settlers led by deputy mayor of Jerusalem Aryeh King assaulted 1 Palestinian and set up barbed wire around a plot of land belonging to the Salem family, who are threatened by eviction in Sheikh Jarrah; Israeli forces also confiscated Palestinian flags from protesters. In Gaza, Israeli forces opened fire and fired tear gas at Palestinian farmers east of Dayr al-Balah, Abasan, and al-Qarara; no injuries were reported. Israel’s public security minister Omer Bar-Lev called the incident where activists from Rabbis for Human Rights were attacked by Israeli settlers near Burin “actions of a terror organization.” Public Security Minister Bar-Lev further stated that it is difficult to apprehend the attackers. The Qatari foreign ministry said it had signed a deal to cover the cost of supplying Gaza’s power plant with gas through an escrow account. (HA 1/21; ALM, MEMO 1/22)

In the West Bank, Israeli settlers destroyed 3 Palestinian-owned vehicles in Asira. Israeli authorities issued 2 military orders to seize 100 dunams (24.7 acres) of land in Qaryut and Jalud south of Nablus. Israeli forces also raided Bayt Umar, leading to clashes with Palestinians; several suffered tear gas inhalation and 1 vehicle was seized. 3 Palestinians were arrested, including 1 during a late-night raid in Hebron. In East Jerusalem, 2 Palestinians were arrested on separate occasions, including 1 after he and his mother were pepper-sprayed by Israeli police near Shu‘fat refugee camp; and 1 at his workplace in Issawiyya. According to the Israeli military, 1 missile was fired from Gaza toward Israel but landed inside of Gaza. A delegation of Egyptian security officials also met with Hamas and Islamic Jihad in Palestine members after days of rocket fire between Gaza and Israel. (HA 9/8)

Hezbollah forces downed an Israeli drone in the Lebanese town of Ramyah. It was also reported that missiles were fired from Syria toward Israel, but they failed to penetrate Israeli territory. (AJ, HA, HA 9/9)

IDF troops shoot and kill a Palestinian at the Huwwara checkpoint near Nablus after he allegedly attempts to stab 1 of them. Elsewhere in the West Bank, hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians in the area; 1 Palestinian and 2 IDF soldiers are injured. Separately, IDF troops arrest 4 Palestinians and issue 3 arrest summons during late-night raids near Nablus, Hebron, and Bethlehem; and patrol near Hebron and Bethlehem. Israeli forces uproot about 35 olive trees and 38 almond trees and raze 15 dunams (approximately 3.7 acres) of Palestinian land outside Battir village near Bethlehem. In East Jerusalem, a Palestinian demolishes his own car repair shop in Issawiyya to avoid paying Israeli demolition fees. Israeli forces raid and then disperse an event marking the 50th anniversary of the al-Makassad Hospital in al-Tur, enforcing the Israeli ban on PA-sponsored events in the city. Israeli forces also arrest 2 Palestinians during a patrol in Silwan. Along Gaza’s border, Israeli forces conduct limited incursions to level land near Bayt Hanun and Bayt Lahiya. Violent protests break out among the Palestinian populations of 3 Israeli prisons—Ofer, Nafha, and Gilboa—leading to the injury of at least 17 Palestinian prisoners and 3 Israeli guards, according to the Israeli Prison Service (IPS). Prisoner support groups report that as many as 140 Palestinians are at least lightly injured. Tulkarm, and al- ‘Arub r.c. nr. Hebron, arresting 2 Palestinians. Israeli settlers take over 10 dunams (around 2.5 acres) of land nr. Nablus, planting grapevines on the land.
