Palestinians, Israelis, and international activists gather across the West Bank to mark a “Day Of Rage” in solidarity with the 1,500-plus Palestinian prisoners who have been on hunger strike since 4/16. IDF troops violently disperse protests outside Ofer Prison nr. Nablus, at the Qalandia checkpoint, and in and around Hebron; tens of Palestinians are injured. Unidentified assailants throw stones at Israeli settlers’ vehicles outside Sinjil village nr. Ramallah, causing minor damage. The IDF then detains a number of Palestinians and confiscates 12 vehicles in the village. IDF troops patrol nr. Qalqilya, sparking clashes with stone-throwing youths; 1 Palestinian is injured. Israel’s Construction Minister Yoav Galant says that plans to build 25,000 new homes in Jerusalem, including 15,000 outside the pre1967 armistice lines, are back on the table. The plans were suspended while Obama was U.S. pres., and some Israeli officials say that a formal announcement may coincide with U.S. pres. Trump’s proposed visit to Israel in late 5/2017. The U.S. Defense Security Cooperation Agency announces that the State Dept. has approved a “possible foreign military sale” of 13 76mm naval guns and a variety of naval maintenance tools to Israel for an estimated price of $440 m. “This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a strategic regional partner that has been, and continues to be, an important force for political stability and economic progress in the Middle East,” the press release reads. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. Early in the morning in the West Bank, Israeli forces demolish 3 Palestinian homes under construction in a village nr. Bethlehem and a playground in a village nr. Nablus. They also reopen a road e. of Hebron that they closed on 3/14, following a formal request from the PA. IDF troops patrol in a village nr. Ramallah, sparking clashes with stonethrowing Palestinians; 2 Palestinians are arrested and there are no serious injuries. They conduct further raids and house searches nr. Nablus, Jericho, and in Tulkarm, arresting 4 Palestinians; patrol nr. Qalqilya, Jericho, Ramallah, and Hebron. In East Jerusalem, the Jerusalem Municipality prepares to demolish a Palestinian home in Wadi al-Juz, but Israeli PM Netanyahu’s office intervenes, canceling the demolition to avoid increasing tensions in the city ahead of Passover. Meanwhile, the extreme messianic group Temple Institute says that it conducted a secret Jewish wedding at Haram al-Sharif, violating the ban on Jewish religious ceremonies at the sanctuary. COGAT announces that the Israeli govt. has given approval, in principle, to a Palestinian request to build a power plant nr. Jenin. (YA, 4/12; MNA, YA 4/13)

A U.S. State Dept. spokesperson says that the U.S. opposes a UNSC res. censuring Israel’s settlements, such as the one the Palestinian leadership is currently circulating. He adds, “I can firmly shut the door,” ending all speculation about U.S. support for the effort. (USSD 4/12; JP 4/13)

Across the oPt, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and 2 areas along Gaza’s border; 7 Palestinians are injured and at least 4 are arrested. On Gaza’s border, an explosive device detonates under an armored Israeli bulldozer, causing damage but no injuries. Off Gaza’s coast, Israeli naval forces open fire on 2 Palestinian fishing boats nr. Rafah, injuring 2 fishermen, arresting 4, and then confiscating the boats. In the West Bank, IDF troops conduct house searches and raids nr. Hebron and Bethlehem, arresting 2 Palestinians and issuing arrest summons to 4; patrols in 3 villages nr. Hebron. In East Jerusalem, Israeli forces disperse Palestinians conducting a sit-in in Silwan in protest of Israeli efforts to Judaize the city; 6 Palestinians are arrested and a tent is confiscated. A U.S. State Dept. spokesperson says that the Obama admin. has not decided whether or not to support the draft UNSC res. condemning Israel’s settlements that the Palestinians circulated earlier in the week (a U.S. veto would scuttle the effort). Separately, 394 mbrs., or 90%, of the House of Representatives sign onto a letter calling on U.S. pres. Obama to “oppose and, if need be, veto one-sided UNSC resolutions,” inter alia. U.S. Secy. of State John Kerry, on his last day in the region, meets with Israeli PM Benjamin Netanyahu to discuss reviving negotiations. Afterward, some sources say that Israel has agreed to silently adopt construction freeze outside of the major settlement blocs, while other Israeli government sources say that Israel has refused to adopt any confidence building measures at all prenegotiations. One anonymous Israeli official says that Netanyahu opposed Kerry’s proposal to resume talks based on initially discussing border and security issues only. (HA, YA 4/11)

A scheduled meeting between Palestinian pres. Mahmud Abbas and PM Salam Fayyad to discuss the latter’s 4/10 resignation is postponed under European and American pressure, according to Palestinian officials. An anonymous U.S. State Department official dismisses the idea that Fayyad is really resigning. (AFP, JP 4/11; HA 4/12)

IDF forces make a brief incursion into Gaza nr. Khan Yunis to level land and clear lines of sight. In the West Bank, the IDF shoots and injures a disabled Palestinian man in Hebron during an arrest operation in the city. The IDF shoots and injures 4 Palestinians with rubbercoated metal bullets in al-Khader nr. Bethlehem during clashes. Jewish settlers from Netzah Binyamin outpost nr. Efrat settlement seriously assault a Palestinian man working on his land in Silwad village, sparking clashes between residents and settlers. IDF forces violently disperse the Palestinians, shooting and injuring 1 Palestinian with rubbercoated metal bullets. Jewish settlers cut down or damage around 100 olive trees and grape vines on Palestinian-owned land nr. Hebron. The IDF patrols in 1 village each nr. Jericho and Ramallah in the morning, 2 villages each nr. Jenin, and Ramallah, and 1 village nr. Salfit in the afternoon, and 2 villages nr. Hebron, and 1 village each nr. Quartet officials meet in Washington on 4/11 to discuss the status of the peace process, afterward calling on the Israeli and Palestinian sides to resume talks as soon as possible. Netanyahu quickly responds (4/11) with a public appeal to Abbas to resume their direct talks immediately, without preconditions. (JP 4/11; WT 4/13)

U.S. Secy. of State Hillary Clinton invokes rarely used powers to override a congressional hold on $152 m. in assistance to the Palestinians that was placed by Rep. Ileana Ros-Lehtinen (R-Fla.), the chairwoman of the U.S. House of Representatives Foreign Affairs Committee, to punish PA Pres. Abbas for seeking Palestinian statehood recognition at the UN (see QU in JPS 163). The State Dept. argues that the funds “provide critical support to the Palestinian people and those leaders seeking to combat extremism within their society and build a more stable future.” (JTA 4/11)

Israeli-Palestinian clashes continue at a high level, leaving 2 Palestinians dead. In Jinin, senior Islamic Jihad mbr. Iyad Hardan, wanted by Israel, is assassinated when a bomb planted in a public phone he frequently uses explodes. In response to Palestinian mortar fire nr. Nahal Oz crossing and nr. Netiv Haasara kibbutz inside the Green Line that causes no damage, the IDF fires rockets at PSF posts and a power station in Gaza, wounding at least 5 Palestinians, destroying 4 buildings, damaging 10 homes, causing blackouts. The IDF also bulldozes 100 dunams of Palestinian land in Shaykh Ajlin; begins work on a new settler bypass road linking Beit El settlement with Jerusalem; raids Burqa village, arrests 2 Palestinians. Occupied Palestine/Israel: Israeli magistrate's court in Haifa remands 10 Palestinians from inside the Green Line who are alleged to have been organized in the Palestinian resistance movement and to have killed an Israeli soldier in August 1984; some of the detainees have travelled to Cyprus and are alleged to have continued on to Syria for military training, as well as being members of the PFLP [FJ 4/25]. Yesh Gvul (There Is a Limit) organization holds press conference in West Jerusalem announcing their refusal to serve in the occupied territories [FJ 5/2]. Moshe Mendelbaum, governor of the Bank of Israel, states he will resign within 30 days; Giora Gazit, chairman of Bank Hapoalim, announces his resignation [WSJ, MG 4/22]. The number of West Bankers working inside the Green Line declined slightly last year to 47,000 each week, down from 50,000 weekly during the previous year; the number of Gazans working inside the Green Line increased from 41,000 to 42,000 weekly; the work force in the occupied territories reached 251,000 weekly last year, a 2% rise from 1984 [JP 4/21].

Arab World: PFLP announces 13 guerrilla organizations held a secret conference in Damascus last week and decided to escalate attacks against U.S. targets to avenge air strikes on Libya; the groups included the 6 Palestinian factions making up the Palestine National Salvation Front, as well as 7 unidentified "liberation movements," according to the source [JP 4/22]. Druze leader Walid Jumblatt denies meeting with Israeli Defense Minister Yitzhak Rabin in Geneva in February, as was reported by Agence France Presse [JP 4/22].

Inspectors of income tax and VAT departments, assisted by a strong force of police, raid Palestinian villages of Kafr Qasim, Jaljuliyyah, and Kafr Bara to collect debts; they impound TV sets, furniture, and 2 motor vehicles [JP 4/21].

Arab World: Radio Monte Carlo broadcasts that Yasir Arafat has notified Jordan that Amman-based Fateh military officer Abu Za'im has been relieved of his duties and that Jordan should suspend all contact with him [JP 4/18].

Other Countries: A U.S. federal judge rules that PLO Permanent Observer to the UN Zuhdi Tarzi may travel from New York to Cambridge, Mass. for a debate with Harvard law professor Alan Dershowitz, despite State Department travel ban [PI 4/20]. UN Security Council votes to extend UNIFIL mandate in S.
