In the West Bank, 1 Palestinian succumbed to injuries sustained from Israeli forces earlier this week in al-Eizariya. Israeli settlers set up 5 caravans near Tuqu’. Israeli settlers also threw stones at Palestinian vehicles and assaulted a Palestinian man near Sabastia. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling north of Ramallah. Israeli forces shot and killed 4 Palestinians during raids in Abu Dis and Nuba, including 1 in a missile strike on a building in Abu Dis. Israeli forces also shot and injured 8 Palestinian during raids in ‘Usarin, Hebron, and Abu Dis. Elsewhere, Israeli forces vandalized several vehicles in Bayt Jala and uprooted 70 olive trees in Haris. 46 Palestinians were arrested during late-night raids in and around Birzeit, Bil’in, Nuba, Jenin, Nablus, Tulkarm, Bethlehem, and Tubas. In Gaza, Israel cut internet and phone communications for the third time since 10/7. Israeli forces killed 243 Palestinians and injured 635 others. Israel bombed Maghazi refugee camp and al-Bureij refugee camp, killing 71 Palestinians and injuring dozens of others. 1 Israeli soldier was killed in Gaza, bringing the total death toll to 28 since the ground invasion started. Rockets were fired at Israel; no damage was reported. In Lebanon, Israeli airstrikes killed 4 Lebanese, including 3 children and an elderly woman, traveling in a car between Ainata and Aitaroun. 4 medics were also injured in Israeli attacks in Southern Lebanon. Hezbollah responded by attacking Kiryat Shmona, killing 1 Israeli. 1 Israeli soldier succumbed to injuries he sustained last week when his tank overturned. The Ministry of Health in Gaza said at least 9,770 Palestinians have been killed, including 4,008 children and 2,500 women, and 24,173 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,260 people were buried in rubble, including 1,270 children. 144 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 43 children. More than 2,386 people have been injured. Around 1,400 Israelis, including foreign nationals, have been killed and 5,431 injured since 10/7. Over 1.5 million Palestinians, more than half the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. Egypt said the evacuation of injured Palestinians and foreign passport holders has been suspended since 11/4 due to the Israeli attack on an ambulance on 11/3. Israeli military spokesperson Daniel Hagari said Israeli forces had divided Gaza into “a south Gaza and a north Gaza.” The Israeli military called on Palestinians in northern Gaza to travel south on Salah al-Din Street between 10 a.m. and 2 p.m. Israeli heritage minister Amichai Eliyahu suggested that Israel use nuclear bombs in Gaza. He was later suspended from cabinet meetings but not as a minister. Eliyahu also suggested that the Palestinian population in Gaza should be forcefully displaced to Ireland or the desert. Saudi Arabia condemned the comments and called on Israel to fire him. Israeli military rabbi Amichai Friedman told Israeli soldiers, “[t]his is our country. All of it. Including Gaza. Including Lebanon, the entire Promised Land.” Newly appointed chairperson of the Knesset subcommittee on West Bank Issues Zvi Sukkot called on Israel to prevent all Palestinians from harvesting olives, claiming the harvest endangers Israeli settlers. PA president Mahmoud Abbas met with U.S. secretary of state Antony Blinken in Ramallah, calling on Blinken to support a ceasefire. Abbas said that the PA could return to power in Gaza if a “comprehensive political solution” is found to the Israeli occupation. U.S. officials said Blinken had told Abbas that the PA will play a central role in “what comes next for Gaza.” Palestinians protested Blinken’s visit to Ramallah. Blinken also traveled to Iraq, meeting with prime minister Mohammed Shia’ al-Sudani. PA prime minister Mohammed Shtayyeh met with the French consul-general to Jerusalem Pierre Cochard, discussing the upcoming French conference on aid to Gaza. The Fatah Central Committee held a meeting discussing the situation in Gaza. In a statement after the meeting the committee condemned the “barbaric war of extermination by the occupying army.” (AJ 11/6)

The New York Times reported that Israeli officials have been pushing other countries to lobby Egypt to allow Israel to displace Palestinians to the Sinai. The Times also reported that U.S. officials overseeing arms transfers to foreign countries will approve the sale of 24,000 assault rifles to Israel, despite concerns that some of the rifles will be handed out to settlers and civilian militias in Israel. Israeli national security minister Itamar Ben-Gvir has handed out weapons to settlers and promised more will arrive. Axios reported on 11/6 that the Biden administration, the Senate Foreign Relations Committee, and the House Foreign Affairs Committee have approved the Israeli purchase of M16 rifles from U.S. companies on the condition that they would not be handed to civilians in Israeli settlements in the West Bank. Thousands of Turkish protesters demonstrated outside of a U.S. airbase in Incirlik after traveling 584 miles from Istanbul in solidarity with Palestine. Turkish police violently dispersed some protesters with water cannons and tear gas. (AJ, AJ 11/4; AP, HA, REU 11/5; AP 11/6)

In the West Bank, 1 Israeli settlement security guard was shot and killed by 2 assailants at the entrance to the Ariel settlement. Israel said it arrested the alleged attackers on 4/30 in Qarawat Bani Hassan and identified them as Palestinians. Al-Aqsa Martyrs’ brigade took responsibility for the attack. Israeli settlers razed farmland in al-Farisiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. Israeli forces also placed dirt mounds at the northern entrance to Salfit, blocking access. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Dajan, causing tear-gas related injuries. 3 Palestinians were arrested, including 2 during late-night raids in Bil‘in and Tulkarm and 1 at the Qalandia checkpoint. In East Jerusalem, Israeli settlers threw stones and bottles at a bus carrying Palestinians in the French Hill neighborhood. Israeli forces violently dispersed Palestinian protesters at the Haram al-Sharif compound, injuring 42 with baton rounds and tear gas; 22 were hospitalized for their injuries. 1 Palestinian was arrested in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles northwest of Rafah; no injuries were reported. In Israel, 1 mosque in Jaffa was vandalized with spray paint depicting the Star of David and the Israeli flag. The head of Bisan Center for Research and Development Ubai Aboudi said Israel had prevented him from traveling to a conference in Mexico via the Allenby bridge. Aboudi, who is a U.S. citizen, said the Israeli officers refused to tell him why they prevented him from traveling abroad. The Bisan Center is 1 of 6 Palestinian rights organizations that was placed on Israel’s terrorism list in October. 1 day later, on 4/30, Israel prevented the director of Addameer, Sahar Francis, from traveling to the same conference from Ben Gurion airport. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 7 with rubber-coated bullets and 30 with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 30 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ras al-Joura and al-Khader, causing tear-gas related injuries. 10 Palestinians were arrested during late-night raids in and around Husan, Bani Na‘im, Hebron, Tulkarm, Ramallah, and ‘Askar refugee camp. In East Jerusalem, 1 Israeli settler attacked 1 Palestinian activist in Sheikh Jarrah during a protest against evictions in neighborhood. Israeli forces violently dispersed Palestinians protesting the demolitions at al-Yusufiya Muslim cemetery, injuring 3 with sound bombs and arresting 7; Israel said that Palestinian stone throwers had damaged 1 police vehicle. 5 others were arrested in Shu‘fat, the Old City, and al-Tur. In Gaza, Israeli forces opened fire at Palestinian agricultural lands east of Khan Yunis; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. PA president Mahmoud Abbas dispatched the head of the Detainees Affairs Commission Qadri Abu Bakr on a 2-week tour to meet with leaders in Egypt, Belgium, and France in order to gather international support for the Palestinian prisoners hunger striking against their administrative detention. 1 of the prisoners has been on hunger strike for 107 days, another for 101 days, and 3 others for more than 65 days. ABC News reported that Facebook employees expressed concern over the restrictions on the Palestinian activist Muhammed El Kurd’s Instagram account during Israel’s May assault on Gaza. The document was leaked to ABC News by a congressional staffer after the testimony by Frances Haugen, a Facebook whistleblower. The Texas-based company A&R Engineering and Testing Inc., along with the Council on American-Islamic Relations, filed a lawsuit against the city of Houston and the Attorney General of Texas, saying that the state’s anti-boycott of Israel laws are unconstitutional, citing the 1st and 14th amendments. The lawsuit was filed after the engineering company on 10/13 was told to sign a pledge that the company is not engaging in a boycott of Israel; the company has been providing services for the city of Houston for 17 years. In the West Bank, 1 Israeli settler shot and killed 1 Palestinian and injured 1 other when the 2 confronted a group of settlers attempting to set fire to their crops near al-Rihiya, south of Hebron; +972 reported that the settlers mutilated the body of the Palestinian man they had shot dead. 10 Palestinians were killed and 209 wounded by Israeli forces throughout the West Bank. The casualties included: 1, and 39 injured during a protest in Shwaika near Tulkarm; several others were reported injured; 1 protester, and 2 injured in Salem; 1 protester in Asira; 1 protester, and 4 injured in Beita; 1 protester, and 18 others injured by live ammunition in Ya‘bad; 1 protester in Marda; 1 protester in Iskaka; 1 protester, and 4 injured in ‘Urif; 1 protester in Jericho; 1 Palestinian at a checkpoint, who allegedly tried to ram Israeli soldiers near Silwad; 148 protesters injured by live ammunition and rubber-coated bullets during protests in and around Dayr Nidham, Bayt Dajan, Bayt Furik, al-Fawar refugee camp, al-Khadir, Salfit, Tayassir, Huwwara, Aqraba, Ni‘lin, Jenin, Qalqilya, Tulkarm, and Qusra. 13 Palestinians were arrested, including 6 during late-night raids in and around Qalandia refugee camp, Bayt Umar, and Sa‘ir; 7 were arrested during protests at the al-Jalama checkpoint near Jenin. Israeli air strikes also destroyed an interior ministry building west of Gaza City and 3 poultry farms near Rafah, killing more than 10,000 chickens. Israeli forces also struck the fishing ports in Gaza city and Khan Yunis. Damage to power lines in Gaza was reported, significantly reducing the amount of available electricity. In Israel, Israeli forces killed 2 people after several people crossed from Lebanon into Israel by Metula. Israel also said that 3 rockets were fired at Israel from Syria, with 2 landing in open land in the Israeli-occupied Golan Heights and 1 in Syria. 2 rockets from Gaza hit 2 houses in Sderot, causing damage and 1 injury. 1 rocket from Gaza lightly injured 1 Israeli driving near Beersheba. Israel barred people from outside of Lydda from entering the city from 4 p.m. and barred all its residents from leaving their homes after 9 p.m. 1 Palestinian-Israeli minor was seriously injured, and another minor lightly injured, after a firebomb was thrown at their house in Jaffa; Israeli police claimed without evidence that it was 2 Palestinian-Israeli men that had thrown the firebomb. Israeli forces were filmed kicking Palestinian-Israeli vehicles traveling in Umm al-Fahm and firing stun grenades at them for no apparent reason. Israeli forces shot and injured 1 Palestinian-Israeli minor in Lydda, claiming he tried to throw a firebomb at them. 5 Palestinian-Israelis were arrested in Umm al-Fahm after a fire was ignited at the town’s city hall. 9 Palestinian-Israelis were arrested in ‘Akka. Israeli forces violently dispersed Palestinian-Israeli protesters in Kafr Kana, injuring 28. Israel also told international news outlets that it would conduct a ground invasion of Gaza shortly and then later apologized to the news outlets for providing false information; analysts suspected that Israel used the media outlets to lure Hamas militants into tunnels before heavily bombarding said tunnels; Israel said that dozens were killed in the attack on the tunnels. Israel also shot down 1 drone sent from Gaza. 1 Israeli woman succumbed to injuries sustained after falling while running to a shelter in Neta’im on 5/11, raising the Israeli death toll to 9. In Jordan, some 500 protesters tried to enter the West Bank through the Allenby bridge, but were dispersed by Jordanian forces 3 miles from the border. In Amman, thousands of protesters called for the expulsion of the Israeli ambassador and ending the Jordanian-Israeli peace treaty. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. It also said 830 people had been injured. The UN estimated that 10,000 Palestinians have been internally displaced during the current escalation so far. (AJ, HA 5/14)

A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. ICC chief prosecutor Fatou Bensouda said that she will continue with her inquiry into potential war crimes committed by Israelis and Palestinians in the occupied Palestinian territories despite Israel’s refusal to cooperate. Chief Prosecutor Bensouda also said that the investigation will include the current escalation of the conflict. (HA, REU 5/14)

In the West Bank, Israeli forces violently dispersed a protest in al-Mughayyir, injuring 1 Palestinian with rubber-coated bullets and 1 Palestinian with tear gas canister shrapnel; others suffered tear-gas related injuries. Israeli forces also shot and injured 1 Palestinian man using live ammunition at a checkpoint near Qusra. Elsewhere, Israeli forces violently dispersed Palestinian protesters in al-Twana and Kafr Qaddum; 5 were injured by rubber-coated bullets in Kafr Qaddum and tear-gas related injuries were reported during both protests. Israeli forces also sealed off al-Twana. 2 Palestinians were arrested during late-night raids in Tulkarm. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Issawiyya and al-Tur. PA president Mahmoud Abbas signed a presidential decree setting dates for Palestinian elections. The elections for the Palestinian Legislative Council are scheduled to be held on 5/22 and presidential elections on 7/31. The decree was signed after weeks of meetings between chairman of the Palestinian Central Election Committee Hanna Nasser and Hamas and Fatah leadership. It remains unclear how the elections will be carried out given the Israeli-controlled physical barriers between Gaza, East Jerusalem, and the West Bank. Elections for the PLO National Council are scheduled for 8/31. Hamas welcomed the presidential decree. An Israeli court froze the bidding process for an Israeli settlement in East Jerusalem after a petition by Palestinian residents and Ir Amim. The residents and human rights organization complained that 40% of the planned housing would be for Israeli citizens only, forbidding Palestinian residents of East Jerusalem from buying the property. At the same time, the Israeli ministry of housing and the Israel land authority opened the bidding process for the construction of 1,257 new settler units in the Givat Hamatos settlement in East Jerusalem. In the West Bank, 2 Palestinians and 1 Israeli peace activist were injured by Israeli forces using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum. 2 Palestinians were arrested: 1 at a checkpoint near Qalqilya; and 1 during clashes in Bayt Umar. Israeli forces also seized 15,000 NIS ($4,200) during a house raid near Tulkarm. In Gaza, 1 Palestinian was killed and some 65 wounded by Israeli forces during the 77th weekly Great March of Return protest. This brings the death toll stemming from the Great March of Return to 228. Later, unidentified persons launched 2 rockets from Gaza toward Israel, both landing inside of Gaza. In Israel, Palestinian citizens of Israel protested for the 2d day in a row against Israeli police’s inaction amidst an uptick in violence in the community, including in Nazareth, Umm al-Fahm, Tamra, Majdal Krum, and Kafr Kassim. Hundreds of Palestinians gather along Gaza’s border near Khan Yunis to throw stones, chant slogans, and otherwise continue the Great March of Return. IDF troops violently disperse the demonstrations; there are no serious injuries reported. Also along Gaza’s border, IDF troops open fire on Palestinian farmers working near Gaza City, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops arrest 1 Palestinian and issue 3 arrest summons during late-night raids near Bethlehem and Qalqilya; and patrol near Hebron, Tulkarm and Qalqilya. For a 2d day in a row, Gazan fighters fire a rocket into s. Israel. It lands in an open area, causing no serious damage or injuries. The IDF fires retaliatory tank shells across the border at Hamas sites, causing an undetermined amount of damage. After the exchange, DM Lieberman says that Israel will not seek an escalation of violence, but that it will not hesitate from retaliating against all rocket attacks. Following a day of punitive demolitions and clashes in Qalandia refugee camp (r.c.), thousands of Palestinians march in the funeral of the 2 Palestinians killed by Israeli forces the previous day. Later, Israel Defense Forces (IDF) troops clash with stone-throwers in the camp, injuring 5 Palestinians. Israeli forces demolish 9 residential structures and animal barns nr. Hebron early in the morning, and later clash with Palestinian protesters in the area. Israel’s COGAT Mordechai announces that starting today, Palestinian vehicles from the West Bank will be allowed to enter Jerusalem. In the 1st of 2 planned stages, over 100 Palestinian doctors are allowed to enter. Unrestricted travel for Palestinian businessmen and women will follow in the next phase.
