Israeli forces shot and killed 3 Palestinians, claiming that 1 of them had opened fire at Israeli soldiers near Nablus; Israeli forces prevented a Palestinian ambulance from reaching the scene. The PA called the killings a war crime. Israeli forces also violently dispersed Palestinian protesters in Deir Istiya, assaulting journalists and causing tear-gas related injuries. Elsewhere, Israeli forces seized 1 tractor and 1 other vehicle in Bardala. Israeli forces also demolished agricultural structures and uprooted olive trees in az-Za’ayyem. Elsewhere, Israeli forces violently dispersed a funeral procession for a Palestinian minor killed on 10/12 in al-Arroub refugee camp, causing tear gas related injuries. Israeli deputy mayor of Jerusalem Aryeh King called on Jewish settlers to volunteer to “protect” East Jerusalem neighborhoods during ongoing Palestinian protests in East Jerusalem over Israel’s continued siege of ‘Anata and Shu‘fat. (HA 10/12)

Israeli public security minister Omer Bar-Lev instructed Israeli police to ease the checkpoint restrictions around Shu‘fat, in what was described as an effort to ease tensions in East Jerusalem after days of protests against the siege of Shu‘fat and ‘Anata, which started on 10/8. (HA 10/13)

14 Palestinian factions, including Hamas and Fatah, signed an agreement in Algeria to hold Palestinian elections. The agreement comes after 2 days of meetings mediated by Algerian officials. At the meetings were Hamas chairman of the political bureau Ismail Haniyeh, Fatah member Azzam al-Ahmad, and PFLP secretary general Talal Naji. The agreement recognized the PLO as the sole representative for the Palestinian people and called for elections within 1 year. According to leader of the DFLP Tayseer Khalid, Hamas and Fatah rejected a clause in the agreement to form a unity government. PA president Mahmoud Abbas met with Russian president Vladimir Putin in Kazakhstan. During the meeting, President Abbas said he does not trust the U.S. as a mediator for peace, instead voicing support of mediation efforts by the Quartet. Abbas also met with the leaders of Qatar, Kazakhstan, and Pakistan. In the West Bank, Israeli settlers from the Yitzhar settlement raided ‘Asira al-Qibliya but were repelled by locals before causing any damages. PA presidential spokesperson Nabil Abu Rudeineh condemned the killings and called on the international community to intervene. Hamas’s political leader Ismail Haniyeh congratulated the Taliban on taking over most of Afghanistan as the organization entered Kabul after the U.S. removed most of its forces. In East Jerusalem, 3 Palestinians were arrested during a house raid in al-Tur; during the raid, Israeli forces sprayed skunk water on protesters. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya and within 6 nautical miles west of Dayr al-Balah; no injuries were reported. Fatah and Hamas senior officials were in Cairo for talks with Egypt’s intelligence chief Abbas Kamel. The Hamas delegation included the leader of the politburo Ismail Haniyeh and the Fatah delegation was led by secretary general of the Fatah central committee Jibril Rajoub. The 2 groups were said to be discussing stabilizing the cease-fire between Hamas and Israel, and the reconstruction of Gaza. Haaretz reported that an Israeli spyware company with ties to the Israeli military, Quadream, had sold spyware to Saudi Arabia that can infiltrate iPhones without clicking on a link, which is usually necessary to activate. The spyware enables the operator to view all information in the phone’s storage and use the phone’s microphone to eavesdrop. (HA 6/8)

Israel released 2 Jordanian citizens who had crossed into Israel from Jordan on 5/17. Jordan had earlier complained that its diplomats could not offer legal aid to the 2. (HA 6/8)

British lawyer Karim Khan was elected to be the next ICC chief prosecutor when Fatou Bensouda’s 9-year term expires in June. Karim Khan, who may be the prosecutor in charge of a potential ICC war crimes investigation of Israel and Hamas, received 72 votes of 123. Al-Hayat reports that Hamas and the other factions in Gaza recently agreed to scale back the Great March of Return protests along Gaza’s border fence to help facilitate the Egyptian effort to mediate a long-term Hamas-Israel cease-fire. The deal was reportedly reached on 10/15, before rocket fire and air strikes heightened tensions on 10/17. Meanwhile, a delegation of senior Egyptian officials shuttle between Gaza and Israel throughout the day, negotiating with both Hamas and Israeli officials on a long-term cease-fire and the stalled Palestinian reconciliation process. U.S. secretary of state Mike Pompeo announces that the U.S. consulate general in Jerusalem, which serves Palestinians, is to be merged with the new U.S. embassy in Jerusalem. “This decision is driven by our global efforts to improve the efficiency and effectiveness of our operations,” he says. “We will continue to conduct a full range of reporting, outreach, and programming in the West Bank and Gaza as well as with Palestinians in Jerusalem through a new Palestinian Affairs Unit inside the U.S. Embassy Jerusalem.” (JP, MNA, MNA, REU, TOI, WAFA, YA 10/19)

Israel’s High Court of Justice rules in favor of Lara Alqasem, the U.S. student who the Israeli authorities denied entry into Israel on 10/2 and have detained ever since over her support for BDS. “Since the appellant’s actions do not raise satisfactory cause to bar her to entry to Israel, the inevitable impression is that invalidating the visa given to her was due to the political opinions she holds,” the court’s ruling reads. “If this is truly the case, then we are talking about an extreme and dangerous step, which could lead to the crumbling of the pillars upon which democracy in Israel stands.” (EI, HA, MNA, TOI 10/19)

Public and private Palestinian institutions across the West Bank and Gaza observe a general strike in solidarity with the Palestinian prisoners who have been on hunger strike since 4/17. Approximately 500 mbrs. of PIJ declare a 1-day hunger strike in solidarity as well. Meanwhile, Israeli settlers open fire on Palestinian protesters marching through al-Bireh in solidarity with the prisoners; there are no serious injuries. The PA informs the Israeli govt. that it will no longer be paying for the electricity that Israel supplies to the Gaza Strip, marking a major change in the PA’s policy toward Hamas’s control over Gaza. The move comes amid an escalating electricity shortage in Gaza, and also follows reports that PA pres. Abbas has been planning to increase pressure on Hamas to give up control of the Gaza Strip. The PA generally pays Israel about NIS 40 m. (approx. $11 m.) per mo. to provide Gaza with around 30% of the electricity it requires. Israel takes the electricity fees out of the taxes it collects on behalf of the PA. Meanwhile, UN coordinator for humanitarian aid and development activities Robert Piper approves the release of $500,000 to buy emergency power for hospitals in the Gaza Strip.
