In the West Bank, 1 Palestinian man succumbed to injuries sustained from Israeli forces in Tell on 11/1. Israeli settlers shot and injured 1 Palestinian in Shu’fat refugee camp. Israeli settlers also destroyed a water pipeline to Beit Lid, cutting off the town’s access to water. Israeli forces shot and killed 9 Palestinians during raids in Jenin refugee camp, Budrus, Qalandia refugee camp, Hebron, and Fawwar refugee camp, including 1 child and 2 others in a drone strike on Jenin refugee camp. Israeli forces also shot and injured 19 people during raids in Jenin refugee camp, Fawwar refugee camp, and Qalandia refugee camp. In East Jerusalem, Israeli forces used tear gas and water cannons to prevent Palestinians from entering the Haram al-Sharif compound. In Gaza, at least 196 Palestinians were killed and 605 injured in Israeli airstrikes. Israeli forces attacked an ambulance outside of al-Shifa Hospital, killing at least 15 and injuring 60 others. Israel also attacked the Indonesian and al-Quds hospitals and the office of Agence France-Presse in Gaza City, causing significant damage. Israel said it assassinated Hamas member Mustafa Dalul in an airstrike. 4 Israeli soldiers were killed in Gaza. U.S. MQ-9 Reaper drones circled Gaza, reportedly gathering intelligence on the whereabouts of the captives held by Hamas. The New York Times said the U.S. drones have been flying over Gaza since 10/28. Rockets were fired at Israel, causing damage. In Lebanon, Israel killed 1 person it said was a member of Hezbollah and attacked several areas in South Lebanon. 2 Israeli soldiers were injured in a drone attack in the Golan Heights. The Ministry of Health in Gaza said at least 9,257 Palestinians have been killed, including 3,826 children and 2,405 women, and 23,516 have been injured in Israeli airstrikes on Gaza since 10/7. At least 1,800 people, including 940 children, have been reported missing. 144 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 40 children. More than 2,300 people have been injured. Around 1,400 Israelis, including foreign nationals, have been killed and 5,431 injured since 10/7. Over 1.5 million Palestinians, more than half the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. 17 wounded Palestinians were transferred to Egyptian hospitals via the Rafah crossing. Between 300 and 400 foreign passport holders left via the Rafah crossing. The evacuation efforts were halted after the Israeli attack on the ambulance outside of al-Shifa Hospital. 47 truckloads of aid entered Gaza. Israel reconnected 2 water pipelines to Gaza. 3,026 Palestinians from Gaza employed in Israel prior to 10/7 were expelled to Gaza via the Karem Abu Salem (Kerem Shalom) crossing. Palestinian laborers from Gaza have been held in internment camps in Israel and some were deported to the West Bank. (AJ, AJ, AJ, AP, AP, HA, HA, REU 11/3)

Israeli prime minister Benjamin Netanyahu continued to invoke biblical history, referring to Palestinians as Amalek and the “sons of darkness,” in a letter to Israeli soldiers. (HA 11/3)

U.S. secretary of state Antony Blinken arrived in Israel, saying he would push the Israeli government to agree to humanitarian pauses to allow aid into Gaza and to facilitate a release of the captives. After the meeting, Netanyahu issued a statement saying Israel will continue to attack Gaza with “all of its power” and not agree to a temporary ceasefire that does not include a return of all of the captives. In the West Bank, Israeli settlers with military escort attacked Palestinians in Hebron, leading to tear-gas related injuries. Israeli forces violently dispersed Palestinian celebrations of the ceasefire (see below) in Hebron and Bethlehem, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 2 with rubber-coated bullets and live ammunition; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Huwwara, injuring 2 with live ammunition; others suffered tear-gas related injuries. Israeli forces also violently dispersed protesters in Kafr Qaddum, injuring 3 with rubber-coated bullets; others suffered tear-gas related injuries. 3 Palestinians were arrested during late-night raids in Bani Na‘im, Abu Njeim, and Jaba‘. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound after the Friday noon prayer, confiscating Palestinian flags, arresting 17, and injuring 23 worshipers with rubber-coated bullets. During the raid, 1 Agence France-Presse journalist was also beaten by Israeli forces. Israeli forces also closed down Shaykh Jarrah to all Palestinians, including those living in the area. In Gaza, 17 Palestinians, including 2 children, were found dead in rubble from Israeli air strikes, raising the comprehensive death toll since 5/10 from 236 to 253, including 67 children and 3 pregnant women. 1 toddler was found dead in rubble from an air strike on Gaza City 5/11; 1 child was found in rubble from an Israeli air strike on a house in al-Shati refugee camp on 5/15; and 15 Palestinians were also found dead in rubble from Israeli air strikes in a tunnel hit by Israeli missiles. In Israel, before the ceasefire took effect (see below), 1 Israeli was injured by rocket shrapnel and 1 house in Kibbutz Be’eri was damaged by a rocket from Gaza. A ceasefire agreement between Hamas and Israel, brokered by Egypt, took effect at 2 a.m. 263 Palestinians were killed in Gaza, including 68 children, and 12 people were killed in Israel, including 1 soldier, 2 Thai citizens, 1 Indian citizen, and 2 Palestinian citizens of Israel. Around 2,000 Palestinians and 345 Israelis were wounded over the 11 days. Israel partially reopened the Kerem Shalom crossing after the ceasefire, allowing some humanitarian aid and goods into Gaza. U.S. secretary of state Antony Blinken said he would meet with Israeli and Palestinian officials during a trip in the coming days. The Gaza housing ministry said that 16,800 housing units had been damaged by Israeli missiles, including 1,800 that had become unfit for living. Some 90,000 Palestinians in Gaza were reported to be internally displaced due to the Israeli attacks, including more than 66,000 seeking shelter at UNRWA facilities. It also reported that Palestinians in Gaza were getting between 3-4 hours of electricity a day, while they previously received 12 hours a day before the escalation started on 5/10. Israel said that some 4,350 rockets had been fired from Gaza toward Israel and that the Iron Dome had intercepted approximately 90% of them. Both Israel and Hamas declared victory. Egyptian officials also arrived in Gaza to discuss with Hamas officials about maintaining the ceasefire. Islamic Jihad in Palestine said that 19 of its fighters were among the 263 Palestinians killed by Israel in Gaza during the latest escalation. Hamas later said that 80 members of its militia had been killed. PA president Mahmoud Abbas discussed the Israel-Hamas ceasefire and the need for humanitarian aid with U.S. secretary of state Antony Blinken. In a phone call between President Abbas and Saudi king Salman, the latter condemned Israeli aggression in Jerusalem and Gaza. (AJ, WAFA 5/21)

The owner of 1 of the high-rise buildings in Gaza bombed by Israel said he is filing a formal complaint to the ICC about the attack on his building, calling it a war crime. His building, al-Jala Tower, housed AP and Al Jazeera offices in Gaza as well as many residential units. PA prime minister Mohammed Shtayyeh also pledged to refer the Israeli attacks on Gaza to the ICC. (AJ, WAFA 5/21)

Digital rights group 7amleh said Israel and the companies TikTok and Facebook, including its subsidiary Instagram, are cooperating in order to silence Palestinian voices and content on the social media platforms. Posts and hashtags have been deleted from the platforms and users, banned. 7amleh said it was especially concerned related to Gaza and Shaykh Jarrah, which had been censored. Sada Social also sent a formal complaint to Facebook, condemning the censorship. (AJ, WAFA 5/21)

Lebanese president Michel Aoun wrote a letter to the parliament, saying that prime minister-designate Saad Hariri is incapable of forming a cabinet. (HA, REU 5/21; MEMO 5/22)

The U.S. state department circumvented a potential obstacle from Congress by granting Boeing an export license for $735 million’s worth of weapons to Israel. U.S. senator Bernie Sanders (D-VT) said on 5/20 that he wanted the Senate to review the sale. (JC 5/25; ALM 5/27)

A bomb killed 7 people at a Palestinian solidarity rally in Chaman City, Pakistan. The bomb was said to have targeted a political leader who had organized the event. Pakistan’s foreign minister had declared the day a “day of solidarity” with Palestinians. (AJ 5/20; HA, MEMO 5/21)

China said it would send aid to Gaza to help treat the injured and house the homeless. (AJ 5/20)

In the Gaza Strip, a mbr. of Hamas’s armed wing, IQB, dies of injuries sustained in Gaza City on 7/29/2014, during OPE. Also, a 3-story building in Dayr al-Balah collapses after being damaged during OPE last year. Meanwhile, Egyptian security forces shoot and injure a Palestinian exiting a tunnel on the Egyptian side of the border nr. Rafah. In the West Bank, Israeli forces demolish a synagogue in a settlement outpost nr. Hebron early in the morning. The IDF conducts house searches and raids in Nablus, a nearby village, and Balata r.c., arresting 31 Palestinians, most affiliated with Hamas. They also arrest a Palestinian on a raid in al-Fara‘a r.c. nr. Jenin and patrol in 3 villages each nr. Hebron and Tulkarm, and 1 nr. Jenin. Nr. East Jerusalem, Israeli forces demolish a mobile home in Bayt Hanina. In Israel, an Israeli man assaults a Palestinian worker from Jenin in a shop in Umm al-Fahm. Israel’s COGAT Mordechai announces that starting today, Palestinian vehicles from the West Bank will be allowed to enter Jerusalem. In the 1st of 2 planned stages, over 100 Palestinian doctors are allowed to enter. Unrestricted travel for Palestinian businessmen and women will follow in the next phase. Palestinian cars have been banned from Jerusalem since the onset of the 2d intifada in 2000. (JP, MNA 4/14; HA 4/15)

In Syria, Palestinian residents of Yarmouk r.c. report that ISIS has begun retreating from previously held positions in the camp. Meanwhile, UNRWA sets up a distribution mission in a village nr. the camp to provide humanitarian assistance to refugees fleeing Yarmouk. (AFP, WAFA 4/14)

The U.S. Senate Foreign Relations Comm. unanimously approves, 19–0, an amended version of the Iran Nuclear Agreement Review Act, which would give Congress an opportunity to approve or disapprove of any agreement made between the P5+1 and Iran and increase congressional oversight on verification of the deal. The Palestinian and Israeli negotiators agree on an open-ended cease-fire deal, which PA Pres. Abbas confirms in a brief televised address. The agreement contains 3 points: Israel will permit humanitarian aid and construction material to enter Gaza; Israel will restore the fishing zone from 3 to 6 naut. mi. away from the shore, and gradually extend it to 12 by the end of 2014; and indirect negotiations will continue within 1 mo. in Cairo to deal with the remaining disputes, including Hamas’s demand for sea and airports in Gaza, and the release of recently rearrested prisoners who were released in the Shalit deal. Additionally, talks between Palestinian officials and Egyptian authorities are scheduled to take place soon with the goal of opening the Rafah crossing permanently. Israeli PM Netanyahu agrees to the cease-fire deal without putting it to a vote in the security cabinet, a move reportedly opposed by Economy Minister Naftali Bennett. In the Gaza Strip, the IDF continues its assault and armed Palestinian groups continue firing projectiles into Israel until the new ceasefire goes into effect in the evening. The Israeli air force hits approximately 32 targets, while IDF troops stationed along the border fence open fire on 3 occasions, 2 with artillery and 1 with live ammunition. Six Palestinians die in the attacks, and dozens are injured. Among the targets in Gaza is the so-called Italian building, a 13-story residential and commercial complex. Though the building is mostly empty at the time of the Israeli strikes, its destruction leaves around 70 families homeless. Prior to the cease-fire, the armed Palestinian groups launch more than 180 projectiles into Israel, killing 2 Israelis and wounding 5. In the West Bank, 7 Israeli settlers attack a Palestinian nr. Jerusalem with knives and stones, leaving him unconscious. The IDF conducts house searches and raids in Nablus, 3 villages nr. Hebron, 3 villages nr. Ramallah, Jenin, 1 village nr. Jenin, and Tulkarm, arresting 17; patrols in 2 villages nr. Hebron and 2 villages nr. Salfit. In East Jerusalem, dozens of Palestinians gather in Bayt Hanina, al-Tur, and Wadi al-Juz to celebrate the cease-fire announcement and Israeli security forces disperse the celebrations with waste water, sound bombs, and tear gas. The IDF continues its attacks on the Gaza Strip from land, sea and air, killing 78 Palestinians, including 25 people from a single family nr. the border with Egypt and 10 who die in Khan Yunis after shells hit their home repeatedly as they try to flee. An air strike on a tower in c. Gaza City kills 11, including 5 children. IDF troops shell al-Aqsa Hospital in c. Gaza, killing 4 and wounding 70. Palestinian fighters kill 9 Israeli soldiers during the fighting on the ground. Al-Qassam Brigades target Haifa, Tel Aviv, and Ashdod with rocket fire, with over 50 rockets fired into Israel, causing no injuries. In an al-Qassam Brigades operation, 12 Palestinian fighters enter Israel by a tunnel nr. Bayt Hanun and attack an IDF site, killing 4 and destroying a jeep with an RPG shell. Ten of the Palestinian fighters are killed in the operation and the other 2 return through the tunnel. In the West Bank, the IDF conducts house searches and arrest raids in Hebron, 1 nearby village and al-Fawar r.c., and 1 village nr. Qalqilya at night; patrols in 2 villages nr. Speaking in a televised address, former Hamas PM Haniyeh says that “Gaza has decided to end the blockade by its blood and its heroism,” adding, “We cannot go back to the silent death” of the siege. Israeli DM Ya’alon tells a parliamentary comm. that the operation will continue “as long as necessary until the completion of the task.” However, Ya’alon mentions that the Israeli govt. would welcome the PA unity govt. exercising authority in Gaza, in an apparent reversal of policy. In Doha, Hamas leader Mish‘al meets with Pres. Abbas for the 1st time since the war began. PA spokesperson Abu Rudayna reiterates the PA leadership’s call for an immediate cease-fire as a way of realizing “the national goals of the Palestinian people.” In Cairo, UN Secy.-Gen. Ban holds talks with Egyptian FM Shoukri aimed at pressing for an immediate truce. Secy. of State Kerry also arrives in Cairo to facilitate the cease-fire talks. Kerry announces that the U.S. will send $47 m. in humanitarian aid to Gaza. Meanwhile, the IDF requests access to the U.S. War Reserves Stockpile based in Israel to resupply its munitions. In the Gaza Strip, Palestinians fire 1 rocket into s. Israel, causing no damage or injuries. Later, a second rocket is fired, also causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 1 nearby village, Nablus, Tubas, 1 village and Jalazun r.c. nr. Ramallah at night; patrols in 2 villages each nr. Hebron and Ramallah, and in 1 village each nr. Jenin, Salfit, and Tulkarm at night. In East Jerusalem, Jewish extremists vandalize 16 cars in Silwan, and leave “price-tag” graffiti. A second round of UN-sponsored peace talks on Syria gets underway in Switzerland, with no sign of even a modest breakthrough. Meanwhile, Russia and China frustrate efforts to draw up a UNSC res. that would raise the prospect of sanctions against Damascus without unrestricted access for the delivery of humanitarian aid. Reps. from Russia promise to veto the res., saying that it would prepare the way for military strikes against the Syrian govt. Meanwhile, the OPCW says in a statement that Syria has shipped a 3rd batch of chemical weapons material out of its territory via an internationally accompanied Norwegian cargo vessel. The head of Iran’s Atomic Energy Organization, Ali Akbar Salehi, says that Tehran has developed new, more powerful centrifuges, used for enriching uranium. Salehi claims that the development does not violate the 6-mo. interim deal that went into effect on 1/20. Meanwhile, Pres. Ruhani states that the country’s doors are open to IAEA inspectors. In the West Bank, IDF troops clash with residents in a village nr. Qalqilya during a raid, with 1 Palestinian wounded by a tear gas canister striking him on the hand. The IDF conducts house searches and arrest raids in 1 village nr. Jenin in the morning, and in 1 village and al-‘Arub r.c. nr. Hebron at night; patrols in Tulkarm and 1 village each nr. In a televised interview, Hizballah leader Shaykh Hasan Nasrallah accuses Saudi Arabia of being behind the suicide bombing attacks that targeted the Iranian Embassy in Beirut on 11/19. Talks between Iran and the P5+1 group end with negotiators sounding positive about a follow-up round set for 11/7–8 in Geneva, and speaking of progress in addressing concerns about Tehran’s nuclear program. However, 1 source of disagreement between the sides, according to U.S. State Dept. spokesperson Jen Psaki, is what sanctions relief might be provided if Iran took concrete steps demanded by the international community regarding the nuclear work. Some 1,000 international activists gather in Egypt in preparation for a 12/31 solidarity march to the Rafah border to mark the 1-yr. anniversary of Operation Cast Lead (OCL) and bring tens of thousands of dollars of humanitarian aid into Gaza, but Egypt vows to keep the border closed. French activists protest outside the French emb. in Cairo, while American activists visit the U.S. emb. Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

The 20th day of OCL is marked by serious diplomatic steps toward a cease-fire but also by Israel’s heaviest attacks on Gaza since operations began. Israel’s envoy receives the Egyptian-Hamas cease-fire offer in Cairo, returns to Israel to brief the security cabinet. Olmert dispatches Livni to Washington to finalize a bilateral “memorandum of understanding” (MOU) regarding U.S.-led international efforts to halt arms smuggling into Gaza.

Combat notes: The IDF sharply escalates air, naval, and ground attacks across Gaza. IDF ground forces push deep into Gaza City under cover of air strikes and heavy tank and artillery fire. Residents report almost constant air, naval, artillery bombardment from 1:00 A.M. to 1:00 P.M. local time, and particularly heavy ground engagements in al-Atatra n. of the city and Tal al-Hawa neighborhood on the southern outskirts, as well as in Jabaliya r.c. Thousands of Gaza City residents attempt to flee the fighting, but many cannot leave their homes because of the intensity of Israeli fire. During the operations, Israeli troops surround the home of Hamas’s Mahmud Zahhar (in hiding), killing his security guards. Gaza City fighting eases slightly in the afternoon, but IDF troops remain in the city overnight. In a major air strike on Jabaliya, the IDF assassinates Gaza’s acting Interior M Said Siyam in his brother’s home, along with his brother and nephew, Hamas internal security head for Gaza Salah Abu Sharah, 4 Palestinians in an adjacent home. In addition, IDF air strikes hit buildings in Gaza City housing UNRWA’s main food depot (3 white phosphorous missiles incinerate tons of food and medicine brought in during the humanitarian lulls); Palestinian Red Crescent Society offices and the adjacent al-Quds Hospital (both hit repeatedly over a 5-hr. period; the patient wing of the hospital is not targeted); and the shared media offices of Abu Dhabi TV, al-Arabiyya TV, Reuters, and the Russian TV channel Rusiya al-Yaum, causing serious damage and injuring 2 journalists. A number of other hospitals in Gaza City are damaged by Israeli mortar fire. Palestinian medical workers say the Palestinian toll is at least 1,090 dead (including 375 children, 150 women, 14 medical workers), more than 5,000 wounded.

Palestinians fire 15 rockets and 8 mortars into Israel, seriously injuring a 7-yr.-old Israeli boy in Beersheba and causing significant damage in 2 instances (both by Qassams in Sederot); at least 3 of the rockets are Grads (2 in and nr. Beersheba, 1 in Gadera).

Humanitarian notes: With diplomacy toward a cease-fire showing progress, Israel extends the daily humanitarian lull to 4 hrs./day, allowing in up to 170 truckloads of humanitarian aid; permits the Qarni crossing conveyor belt to resume operation for the 1st time since 12/27 for the import of grain. As OCL enters day 6, Israel announces that it will allow 443 foreign passportholders living in Gaza (mostly the spouses and children of Gazan Palestinians, including U.S., Russian, Moldovan, Ukrainian, Turkish, and Norwegian passport-holders) to leave on 1/2, raising concerns that a major ground incursion into Gaza is imminent.

Israeli actions: The IDF continues air strikes and naval bombardment of Gaza, hitting at least 70 targets and carrying out at least 40 air strikes. Primary targets include the PA parliament building, Justice Min., Education Min., the headquarters of the PA presidency in Gaza City, homes of several other Hamas and PRC cmdrs., tunnels on the Rafah border, suspected weapons depots, 2 mosques in Jabaliya r.c., a fishing harbor w. of Khan Yunis, a water reservoir in Bayt Hanun. Palestinian actions: Palestinians fire 59 rockets (at least 10 of them fired by Islamic Jihad) and 1 mortar into Israel, with 1 longrange rocket hitting an apartment building in Ashdod (causing heavy damage but no major injuries) and 3 in open areas outside Beersheba (causing no damage or injuries). Beersheba municipal official Shimon Krief says that city emergency workers received only 18 calls from concerned citizens during incoming rocket warnings today, stating “People are relaxed.” Beersheba hospital reports that since the city first came under rocket fire on 12/30, it has treated 10 Israelis for moderate physical injuries and 154 for stress, adding that “with each attack, we’ve gotten significantly fewer patients.”

Humanitarian notes: Israel allows 60 trucks of humanitarian aid into Gaza. The International Comm. of the Red Cross (ICRC) warns that humanitarian needs are growing sharply despite the limited entry of aid, noting severe shortages of water, cooking gas, electricity. Israeli human rights groups issue an appeal to DM Barak to restore fuel shipments to Gaza to allow proper functioning of hospitals, water services, and so on.

Of note: Air strikes today include an attack on the home of Hamas’s Nizar Rayyan, a cleric and chief liaison btwn. Hamas’s political and military wings, in a densely populated residential area inside Jabaliya r.c., assassinating him and killing his 4 wives and 11 of his 12 children, causing heavy damage to surrounding buildings; Rayyan is the most senior Hamas official to be killed since Israel assassinated Abd al-‘Aziz Rantisi in 2004 and one of the only Hamas figures who has not gone into hiding since OCL began. The Israeli cabinet rejects the 12/30 French proposal for a 48-hr. humanitarian truce, complaining that it lacked a mechanism to guarantee enforcement. Damascusbased Hamas leader Khalid Mishal says Hamas will consider any cease-fire proposal that includes a lifting of Israel’s embargo, but in Gaza, Haniyeh states that Hamas would not consider any proposals until Israel halts its attacks and opens Gaza’s border crossings, including Rafah.

In a briefing to Olmert’s security cabinet, Shin Bet head Yuval Diskin states that Hamas’s weapons development facilities have been “completely wiped out” and “Hamas’s ability to govern Gaza has been significantly impaired.” Senior Israeli military sources speaking anonymously state that no major hardened targets remain standing but that Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), “has to a large extent survived the initial onslaught.”

The IDF continues to mass troops and tanks on the Gaza border, stating explicitly for the 1st time that a ground invasion is likely once wet weather clears. The security cabinet increases the number of reservists activated to more than 9,000.

Israeli actions: The IDF carries out some 60 air strikes, and the Israeli navy shells Gaza from the sea. Among the 66 sites hit by the IDF are Haniyeh’s office, the Tal al-Hawa Mosque in Gaza City (Israel claims it was used as a weapons depot), a major Islamic Jihad weapons depot in Khan Yunis (killing senior Islamic Jihad military cmdr. Amar Abu Ghalula, 3 other Islamic Jihad mbrs.), more tunnels on the Rafah border, at least 8 homes, 1 medical clinic, Hamas posts (including money exchanges). The IDF claims to have destroyed 200 smuggling tunnels since 12/27; a Palestinian source in Rafah says the Israelis seem to know which tunnels are commercial and which are used by Hamas, and have been selectively targeting Hamas tunnels.

Humanitarian notes: Israel allows 93 truckloads of food, medicine into Gaza. UNRWA issues a $34-m. emergency appeal for additional food, medical, and reconstruction aid for Gaza in the wake of OCL; the appeal is in addition to a $275-m. emergency appeal for the West Bank and Gaza for 2009 issued earlier in the month. UNRWA Commissioner-Gen. Karen AbuZayd, warning of the dire conditions in Gaza (where she currently is based), states that for the first time in her 8 yrs. with UNRWA she has begun to see Palestinians begging on the streets of Gaza.

Of note: Residents in Egyptian Rafah report a heavy military, border police, and plain-clothed intelligence presence on the Egyptian side of the border, which Egypt has declared a closed military zone, preventing demonstrations, keeping journalists away, and preventing breeches of the Rafah border from either direction. The IDF continues its troop build-up on the n. Israel border, artillery strikes and heavy air raids across Lebanon, incursions by small special forces units into the south. In its 1st major ground operation, the IDF sends some 2,000 soldiers, a tank brigade, armor into Maroun al-Ras (a Hizballah stronghold, reportedly largely depopulated since fighting began) on the central s.
