In the West Bank, a Palestinian man succumbed to wounds sustained from Israeli forces last week in Tura. 2 Israeli settlers were injured in what was said to be an attack by Palestinians near the Rimonim settlement north of Wadi as-Seeq. Israeli settlers assaulted 5 Palestinians during raids in Deir Jarir, Qusra, Bethlehem, and Taybeh. Israeli settlers also vandalized homes, stole items, and assaulted Palestinians in Shaab al-Buum and Khirbet Saddet al-Tha’leh in the Masafer Yatta area. Elsewhere, Israeli settlers left leaflets in Deir Istiya warning Palestinians to flee to Jordan before they are forcefully expelled in the “great Nakba.” Israeli forces shot and killed a Palestinian child and injured another during a raid in Jalazone refugee camp. Nearly 100 Palestinians were arrested during late-night raids in and around Biddu, Kobar, Arora, al-Mughayyir, al-Bireh, Bethlehem, Hebron, Sanour, and Marda. In Gaza, Israeli attacks killed at least 481 Palestinians, including 209 children. Israeli tanks entered Gaza, killing several people and damaging buildings. Israel also said it used combat helicopters to assassinate 4 Hamas members, Shadi Barud, Tareq Ma’ruf, Rafat Abbas, and Ibrahim Jadbah in Gaza City. Rockets were fired at Israel; no new injuries were recorded. In South Lebanon, Israeli forces attacked Ayta al-Shaab. The Gaza Ministry of Health said at least 7,028 Palestinians have been killed, including at least 4,000 women and children, and 18,482 have been injured in Israeli airstrikes on Gaza since 10/7. It is estimated that 1,600 people, including 900 children, were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 104 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 30 children. More than 1,956 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. The Gaza Ministry of Health published the names and ID numbers of more than 7,000 Palestinians killed, including 2,665 children, in Israeli attacks since 10/7. The publication of the names comes 1 day after U.S. president Joe Biden questioned the reliability of the ministry’s data. (AJ, NYT 10/26)

PA minister of public works and housing minister Mohammad Ziyara said 200,000 housing units have been completely or partially destroyed by Israeli airstrikes since 10/7. Israel said that 224 people are being held captive in Gaza.  (AJ, WAFA 10/26)

Hamas leaders Bassem Naim and Moussa Abu Marzouk and Iranian deputy foreign minister Ali Baghiri Kani met with Russian deputy foreign minister Mikhail Bogdanov in Moscow. Israel condemned Russia for hosting members of Hamas. Hamas military spokesperson Abu Obeida said Israeli airstrikes have killed around 50 captives. Hamas political leader Ismail Haniyeh said in a speech that Israeli attacks on Gaza will “destabilize the entire region” and that the resistance in Gaza was “doing well.” (AJ, HA 10/26; AP, HA 10/27)

At the UN Security Council, PA foreign minister Riyad al-Maliki said Israel was waging “a war of revenge” with no real objective. Al-Maliki also met with ICC prosecutor Karim Khan in The Hague. The UN General Assembly also convened an emergency session. (REU, WAFA, WAFA, WAFA 10/26)

The UAE, Jordan, Bahrain, Saudi Arabia, Oman, Qatar, Kuwait, Egypt, and Morocco released a joint statement, condemning the targeting of civilians, forced displacement, and collective punishment of Palestinians in Gaza. (AJ, HA 10/26)

EU leaders agreed on a final communique after a 7-hour-long meeting on the Israeli attacks on Gaza, calling for “humanitarian corridors” and “pauses.” (AJ 10/26)

Brazilian president Luiz Inacio Lula da Silva said of Israeli attacks on Gaza, “it is not war, it is a genocide that has killed 2,000 children.” (AJ 10/26)

A venue in Israel canceled a Palestinian-Jewish conference after Israeli police warned the venue’s owner of “consequences.” The Higher Arab Monitoring Committee said Israel is “persecuting the Arab public, trying to prevent political meetings and silence them.” (HA 10/25; HA, HA 10/26)

The U.S. said it attacked 2 facilities with links to the Iranian Revolutionary Guard Corps in Syria. The U.S. also deployed 900 troops to the Middle East. A Pentagon spokesperson said that they were not going to Israel. (AJ 10/26; AJ, AJ, HA, HA, NYT 10/27)

The U.S. Senate unanimously passed a resolution denouncing anti-Semitism on campuses. In related remarks, senators conflated criticism of Israel with anti-Semitism. The Anti-Defamation League sent 200 letters to campuses in the U.S. requesting that they investigate Students for Justice in Palestine for possibly violating a law prohibiting support for a foreign terrorist organization. A Gallup poll found that U.S. president Joe Biden lost 11 percentage points among Democrats since September and that his overall approval rating has dropped from 41 to 37. (AJ, HA 10/26)

Switzerland suspended financial support for 6 Palestinian and 5 Israeli NGOs, including Adalah, Al-Shabaka, Gisha, 7amleh, HaMoked, Jerusalem Legal Aid and Human Rights Centre, MIFTAH: The Palestinian Initiative for the Promotion of Global Dialogue and Democracy, Palestinian Center for Human Rights, Palestinian NGO Network, Physicians for Human Rights, and the Women's Centre for Legal Aid and Counselling. Switzerland said it would analyze the feasibility of the programs. (HA 10/26)

In the West Bank, Israeli forces raided Ramallah to punitively demolish the family home of a Palestinian accused of planting 2 bombs in Jerusalem in November 2022; 35 Palestinians were injured, including 20 by live ammunition and others with baton rounds, including 2 clearly marked press photographers who were hospitalized with baton round injuries to their head and stomach. Israeli forces also raided Zweidin in the Masafer Yatta area, firing tear gas at Palestinians and seizing 1 bulldozer. Elsewhere, Israeli forces issued stop-work orders for 5 residential structures in al-Burj. Israeli forces also issued notifications to residents of al-Zawiya that Israel will seize 96 dunams (23.7 acres) of Palestinian-owned land. 27 Palestinians were arrested during late-night raids in Beita, Arrabah, Yatta, Beit Umar, and Biddu. A delegation of EU diplomats visited the Ghaith-Sub Laban family in the Old City of Jerusalem to show their support as the family is threatened by expulsion from their home this month. (QDS, WAFA 6/9)

Haaretz reported that Lehava chairperson Bentzi Gopstein was advising National Security Minister Itamar Ben-Gvir and others in the Israeli police. Gopstein is facing charges for inciting racism and terrorism against Palestinians and has been barred by the High Court of Justice from running for a seat in the Knesset. (HA, JP, TOI 6/8)

Saudi foreign minister Faisal bin Farhan told reporters that Saudi-Israeli normalization would have “limited benefits” without agreement on a “pathway to peace for the Palestinian people,” after a meeting with U.S. secretary of state Antony Blinken. Farhan also said that Saudi Arabia is developing its own nuclear program and would prefer U.S. help in its development but had other bidders too. (AP, AX, REU, REU 6/8)

Israeli prime minister Benjamin Netanyahu told Secretary of State Blinken that Israel does not consider itself bound by any agreement made between Iran and the U.S. during a phone call. It has been reported that Iran and the U.S. are close to getting back on track on Iran deal renegotiations after secret meetings in Oman last month. According to a State Department spokesperson, Blinken also said that Israel needs to uphold commitments made during the summits in Aqaba and Sharm El Sheikh in the spring. (AX, HA, MEE 6/8)

The UN Human Rights Council’s Commission of Inquiry said in its annual report that Israel is seeking to silence Palestinian civil society by labeling rights groups as terrorists. The report also said that Israel violates Palestinian human rights to ensure its permanent occupation. The commission also criticized Hamas and the PA for limiting expression of freedom. Adalah issued a position paper titled The Acceleration of the Annexation of the West Bank under the 37th Israeli Government led by Prime Minister Netanyahu, outlining the ways the Israeli government is accelerating policies to annex the West Bank. The paper mentions transferring management of settlements to Ministry of the Negev, the Galilee, and National Resilience, the appointment of Bezalel Smotrich as a minister in the Defense Ministry in charge of settlements, legalizing 10 settlement outposts, building over 7,000 new settlement units, re-establishing evacuated settlements, and introducing legislation that applies to the occupied territories. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Turmus ‘Ayya. Israeli settlers also set fire to 2 Palestinian-owned cars and wrote racist graffiti in Sinjil. Israeli forces shot and killed 1 Palestinian at a checkpoint in Hebron. Israeli forces also issued 6 stop-work notices for houses in Deir Balut and a demolition notice for 1 residential structure in Bayt Jala. Representatives from a dozen of countries visited Palestinians threatened by forced displacement in Khan al-Ahmar. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli municipal workers demolished a commercial structure and leveled land in Jabel Mukaber and demolished a wall in Silwan. A bill that will see residency permits and citizenship revoked for Palestinians who receive money from the PA after being accused of attacking Israelis passed the first reading in the Knesset with 89 votes in favor and 8 against. (HA 1/31; MEE 2/7)

U.S. secretary of state Antony Blinken met with Israeli prime minister Benjamin Netanyahu in Israel. The U.S. State Department said that the 2 spoke about Israeli-Palestinian relations and the need for a diplomatic solution. Secretary Blinken met with Egyptian president Abdel Fattah al-Sisi earlier in the day in Cairo. According to Yediot Ahronot, the U.S. offered Netanyahu help with normalizing ties with Saudi Arabia and curbing Iran’s nuclear program if Netanyahu reigns in his far-right coalition partners, ends his plans to weaken the judiciary, and maintain the status quo at the Haram al-Sharif compound. Adalah filed an objection to the U.S. plans to build a new embassy to Israel on land in Jerusalem that was seized from Palestinian landowners. The objection was accompanied by letters to U.S. ambassador to Israel Tom Nides and U.S. secretary of state Antony Blinken. (MEE, WAFA 1/30)

In the West Bank, Israeli forces raided Jenin, injuring 1 Palestinian with live ammunition and arresting 1. Israeli forces also delivered stop-work notices to 2 families for several structures in Humsa. 10 Palestinians were arrested during late-night raids in Nil‘in, Burqa, Qalqilya, Aida refugee camp, Hebron, and Kuseis. In East Jerusalem, 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces made incursions to level agricultural land east of Dayr al-Balah. Israel ended the trial program to extend the hours at the Allenby Bridge crossing. The trial program ran from 11/6 to 11/10 and was initiated under U.S. pressure during President Joe Biden’s visit to Israel in July. The U.S. had announced that Israel would open the crossing 24 hours a day from September, but Israel insisted on carrying out the trial before changing the operating hours. The Times of Israel reported that Israel is preparing to open the Allenby crossing 24 hours a day between Sunday morning and Friday afternoon and on Saturdays between 8 a.m. and 3.30 p.m. starting from 2 April 2023. Otzma Yehudit leader Itamar Ben-Gvir attended an event commemorating the 22nd anniversary of the death of Israeli American terrorist Meir Kahane. Ben-Gvir, who is expected to become a minister in the incoming Benjamin Netanyahu-led government, was jeered when he said that unlike Kahane he does not support expelling all Palestinians from Israel. Ben-Gvir said “Kahane’s main characteristic was love.” At the event, participants burned Palestinian flags. Adalah and the Center for Constitutional Rights wrote a letter to U.S. secretary of state Antony Blinken and ambassador to Israel Tom Nides urging them not to move forward with plans to build an embassy in Jerusalem on lands confiscated from Palestinians. The letter, written on behalf of the Palestinian landowners, stated “[s]hould the US proceed with this plan, it would not only be complicit with Israel's illegal confiscation of Palestinian-owned land, but it would also become an active participant in the seizure of the land of US citizens.” (MEE, WAFA 11/11; WAFA 11/14; MDW 11/17)

The Israeli government and the world soccer federation FIFA announced that direct flights between Israel and Qatar would be available for World Cup ticket holders. Palestinian ticket holders were said to be allowed to use Ben-Gurion International Airport if they receive a special permit. Adalah published documents showing that the plot of land that the U.S. is planning to build its embassy to Israel in Jerusalem is confiscated Palestinian-owned property. The plot of land in the Allenby Complex was leased by 5 Palestinian landowning families to the British Mandate authorities before 1948 and confiscated by Israel using the Absentees’ Property Law after the Nakba. The U.S. state department and the Israel Land Authority submitted plans to build the new embassy on the land in February 2021. (Adalah, Adalah, HA, WAFA 7/10; JP, MEE 7/11)

Israeli prime minister Yair Lapid spoke to Egyptian president Abdel-Fattah al-Sisi, promising that he will launch an investigation into Haaretz reporting that Israel has covered up the existence of a mass grave near Jerusalem of Egyptian soldiers who were killed in the 1967 war. In the West Bank, Israeli settlers with military protection raided Qaryut; no injuries were reported. Israeli settlers also razed 10 dunams (2.5 acres) of Palestinian-owned land in al-Farisiya. Elsewhere, Israeli settlers stole 35 olive tree saplings near Azmut. Israeli forces razed Palestinian-owned land in Burin. Israeli forces also shot and injured 1 Palestinian man trying to enter Israel for work by the separation barrier near Tulkarm. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles northwest of Rafah; no injuries were reported. The Israeli high court of justice denied a petition to reopen an investigation into the killing of 4 Palestinian children by Israeli forces in 2014. The justices said the petitioners did not point to sufficient flaws in the attorney general’s decision to close the investigation. 1 Palestinian man was sentenced to life in prison for the murder of 1 Israeli man in Israel in 2020. The Palestinian man was also ordered to pay $79,000 to the family of the Israeli man. (HA, TOI, WAFA 4/24)

Israeli prime minister Naftali Bennett spoke to U.S. president Joe Biden, who said he would be visiting Israel in the coming months. The 2 also discussed potential U.S. plans to delist the Iranian Revolutionary Guard from its list of terrorist organizations—a move Israel opposes—and violence in Jerusalem. Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Bil‘in (injuring 5 Palestinians), Ni‘lin (wounding 1 Israeli, 3 Palestinians), and Jayyus (injuring 3 Palestinians; 1 is hit with live ammunition). In Jerusalem, 100s of Palestinians clash with Israeli police after Friday prayers. Small demonstrations against OCL are reported in East Jerusalem and across the West Bank (including Bani Na‘im nr. Hebron, Bethlehem, Hebron, Issawiyya, Ramallah, Shu‘fat r.c.). IDF troops shoot at protesters in Bani Na‘im, wounding 5. The PASF breaks up large rallies against OCL in Hebron and Ramallah, firing tear gas at demonstrators, ripping up pro-Hamas placards and flags, beating and arresting suspected Hamas supporters, injuring at least 10 Palestinians. Early in the morning, IDF tanks enter Jenin town, troops clash with residents, fatally shooting 1 Palestinian (who is allowed to bleed to death over 3 hrs.), detaining wanted Hamas mbr. Rami Awad and Islamic Jihad spokesman Khalid Hawaj, bulldozing 1 home; troops withdraw to the outskirts of Jenin by midday. IDF operations continue in the Bethlehem area, where troops resume sniper positions around Church of the Nativity, patrol Manger Square, search and vandalize the al-Rowwad Cultural Center. The IDF also detains Palestinian mayor of Jerusalem Jamil Nasir for several hrs. of questioning; conducts arrest raids in Alar, Bayt Anan, Beitunia (arresting senior Hamas mbr. The Knesset House Comm. votes (12-5) to restrict the movement of Israeli MK Ahmad Tibi for the remainder of his term, arguing that his works promote the interests of the PA and the residents of the occupied territories. The IDF sends reinforcements into Tubas, where troops bombard a home, killing wanted Izzeddine al-Qassam Brigades regional cmdr. Qays Udwan, 5 other Hamas mbrs. Heavy Israeli attacks are reported in Askar r.c., Jenin r.c., Nablus (where the IDF shells, destroys the eastern market area), Yatta. Around 25+n35 Palestinians (including as many as 8 collaborators) are reported killed today, including the 6 in Tubas, 12 in Nablus; 1 IDF soldier is killed in Jenin r.c. An IDF helicopter fires at the car of wanted Islamic Jihad mbr. Ziyad Shuwayki in Hebron, missing him but injuring 11 bystanders. IDF troops search, vandalize the home of Nablus mayor Ghassan Shaka (who is not home), arrest his 2 sons. Troops also raid the Ramallah home of PA Information M Yasir `Abid Rabbuh, detain him while they search; fire on an diplomatic convoy evacuating EU nationals fr. Dahaysha, causing damage but no injuries. The IDF lifts the curfew in Ramallah for a few hrs. to allow Palestinians to buy food; Palestinians discover that the Amwaj, al-Nasr, Watan TV stations and the Ajyal, Angham, Love and Peace, Manara, al-Quds radio stations have been ransacked. The IDF says it is still holding around 900 of the 1,200 Palestinians it has detained since 3/29. Late tonight, the IDF releases 340 Palestinian detainees fr. Jenin r.c., Ramallah at the Qalandiyya checkpoint but does not allow them through the crossing to reach their homes; the UNRWA allows them to stay in its nearby school. In Gaza, 10,000 Palestinians attend a Hamas rally against Israel's actions. Israel bars Palestinian men under age 40 fr. attending prayers at al-Aqsa Mosque. In its largest military operation in the West Bank and Gaza since 1967, Israel sends a large number of IDF infantry, tanks, APCs, armored bulldozers into Tulkarm in a predawn operation to totally reoccupy the city, taking control of the city center, occupying buildings (including a college, the mayor's home) and apartments as observer posts, hoisting Israeli flags, imposing a 24-hr. curfew, conducting house-to-house searches, detaining at least 30 Palestinians. The IDF reportedly responds to "scattered resistance," leaving 2 Palestinians dead, 15 wounded. IDF soldiers also fire on 2 ambulances coming to the aid of the wounded, seriously injuring 1 ambulance driver. Israel says the operation will last "only a few days." The IDF also sends tanks deep into PA-controlled Nablus; directs heavy machine gun fire at residential areas of Ramallah; conducts an arrest raid in Nahalin. Senior IDF officials suggest that Israel is preparing to make more deep incursions into PA areas "to destroy more infrastructure and to kill more terrorists." The IDF also bulldozes Palestinian land along bypass road 60 outside Hebron. Some 40 Palestinians attempt to block the bulldozers but are confronted by armed Jewish settlers who fire in the air and beat the Palestinians, seriously injuring 1 Palestinian. The Israeli-Arab legal center Adalah formally asks Israeli atty. gen. Elyakim Rubenstein to reconsider his recent decision not to compel the Custodian for Absentees' Property to comply with Israeli 1998 freedom of information act by releasing data on the moveable property of Palestinian refugees seized by Israel in 1948. Rubenstein rejected the request on the ground that it would damage Israel's foreign relations, require excessive time and resources to comply. Adalah 1st submitted its request in 1999. The atty. gen.'s office ignored 15 follow-up requests for a decision btwn. 1999 and 2002. (Adalah press release 1/28)
