Adalah published documents showing that the plot of land that the U.S. is planning to build its embassy to Israel in Jerusalem is confiscated Palestinian-owned property. The plot of land in the Allenby Complex was leased by 5 Palestinian landowning families to the British Mandate authorities before 1948 and confiscated by Israel using the Absentees’ Property Law after the Nakba. Israeli prime minister Yair Lapid spoke to Egyptian president Abdel-Fattah al-Sisi, promising that he will launch an investigation into Haaretz reporting that Israel has covered up the existence of a mass grave near Jerusalem of Egyptian soldiers who were killed in the 1967 war. In the West Bank, Israeli settlers with military escort toured Kafr Haris, closing off parts of the town to Palestinians. Israeli forces closed off parts of Sabastiyya in anticipation of a settler tour. 12 Palestinians were arrested, including 11 during late-night raids in and around Salem, Aida refugee camp, Sa‘ir, Yatta, and Ramallah, and 1 was arrested on the street in Hebron; a video of the arrest shows Israeli forces beating him with their rifles and kneeling on his neck. In East Jerusalem, 1 Israeli settler rammed her car into 1 Palestinian near the Dung Gate in East Jerusalem; the Palestinian was hospitalized for his injuries. Israeli forces arrested 1 Palestinian minor for painting Palestinian flags on Palestinians near Shaykh Jarrah. 1 other Palestinian was arrested in the vicinity of the Haram al-Sharif compound. In Gaza, 1 Palestinian woman succumbed to her injuries from an Israeli air strike in Gaza City on 5/16 and 1 Palestinian man also succumbed to injuries sustained during the Israeli attacks in Gaza City on 5/15, raising the comprehensive death toll since 5/10 from 263 to 265, including 67 children and 3 pregnant women. In Israel, unknown assailants fired shots at 1 Palestinian Israeli journalist’s home and car in Taibeh; no injuries were reported. Israel said it had finished its campaign to arrest people suspected of participating in violence inside of Israel during the assault on Gaza, dubbed Operation Law and Order. 2,142 people were arrested, 91% of whom were Palestinian Israeli. 285 were indicted for a crime. Israel has been criticized for targeting a disproportionate number of Palestinian Israelis. (HA 6/4)

Yesha council chairperson David Elhayani said that Naftali Bennett of Yamina (Rightwards) and Gideon Sa’ar of Tikva Hadasha (New Hope) had promised him that the new government will not freeze settlement expansion in the West Bank. (TOI 6/4)

Israeli defense minister Benny Gantz met with U.S. secretary of state Antony Blinken, U.S. secretary of defense Lloyd Austin, and national security advisor Jake Sullivan to discuss restocking the Iron Dome missile defense system, and ways forward for Israel to allow aid to enter Gaza. Haaretz reported that declassified Israeli documents prove, contrary to Israeli claims, that Israel had plans to conquer the territories it occupied after the 1967 War. According to the documents, the Israeli plans were drawn up starting in 1961. (HA 6/3)

Thousands of Palestinians gather at protests, sit-ins, and other demonstrations across the oPt in commemoration of the Naksa (the anniversary of the June War of 1967). Palestinian officials declare 6/8 a “day of rage,” encouraging the public to protest the Israeli occupation at Haram al-Sharif. In the West Bank, IDF troops arrest 3 Palestinians and issue 3 arrest summons during late-night raids near Qalqilya, Jenin, and Hebron; and patrol near Tulkarm, Qalqilya, and Hebron. In East Jerusalem, approximately 50 right-wing Israeli settlers tour Haram al-Sharif in the morning. Meanwhile, Israeli police confront a group of Muslim worshippers praying at the sanctuary; 12 Palestinians are arrested. Along Gaza’s border fence, unidentified Palestinians fly incendiary kites and balloons into Israel, sparking fires in the Sha’ar HaNegev Regional Council and near Moshav Netiv Ha‘asara and Kibbutz Nir Am. IDF troops shoot and injure a Palestinian at a checkpoint in c. Hebron after he allegedly attempts to stab 1 of them. Elsewhere in the West Bank, IDF troops fire tear gas and stun grenades inside the grounds of a hospital complex in Ramallah, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. The IDF says that the troops entered the hospital’s grounds to break up a crowd forming there. IDF troops also violently suppress Palestinian journalists protesting in solidarity with the 1,500-plus hunger striking Palestinian prisoners observing the Dignity Strike in Bethlehem and outside Ofer Prison nr. Ramallah; 5 journalists are injured. Israeli forces arrest 5 Palestinians during late-night raids nr. Bethlehem, Nablus, and Qalqilya; and patrol nr. The White House officially confirms that Pres. Trump plans to visit Israel and the oPt on 5/22–23 in the context of his efforts to restart Palestinian-Israeli peace negotiations. The Saudi newspaper al-Hayat will report on 5/5 that the White House refused an Israeli request to delay the visit until 6/2017, which would coincide with the 50th anniversary of the 1967 war. Other sources say that Trump feared the proposed timing would cast him as a biased mediator. (HA 5/4; AH, HA 5/6)

In Gaza, an IQB fighter dies in a tunnel collapse and 2 others are injured. Israeli forces conduct a limited incursion e. of Shuja‘iya, searching the area for undisclosed reasons; level land e. of Jabaliya nr. the border fence. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations commemorating the 48th anniversary of the 1967 war in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 6 are seriously injured with live ammunition. For the 1st time since 2007, Israeli authorities grant 90 Palestinian businessmen in Gaza “BMG” permits to enter Israel and stay for up to 6 mos. Israel had previously only granted “BMC” permits, which allow Gazans to stay in Israel for a few days. (MNA, YA 6/5; HA 6/7)

In the West Bank, IDF troops violently disperse protesters at numerous demonstrations marking the 1967 war and the beginning of military occupation. Hundreds of Palestinians attend protests at Hebron, Qalandia checkpoint nr. Ramallah, where 4 are injured by rubbercoated metal bullets, and other locations around the West Bank. Israeli PM Netanyahu unfreezes plans for 1,800 settlement housing units and Housing Minister Uri Ariel publishes tenders for a separate 1,500 housing units in East Jerusalem and the West Bank. Ariel describes the move as an “appropriate Zionist response to the Palestinian terror govt.” Palestinian chief negotiator Saeb Erekat warns of Israeli efforts to annex areas of the West Bank and calls on the international community to boycott settlement products and hold Israel accountable. PLO official Ashrawi says the Palestinians will address the latest settlement expansion at the UNSC. State Dept. dep. spokesperson Harf says that the U.S. is “deeply disappointed” by Israel’s announcement and says “it is hard to see how these settlements contribute to peace.” The EU expresses “deep disappointment” about the moves, and calls on the Israeli authorities “to reverse this decision.” (AFP, AP, HA, MNA, REU, ToI 6/5)

Off the coast of the Gaza Strip, Israeli navy vessels detain 2 Palestinian fishermen at sea and confiscate their boat. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Hebron and 1 village nr. Qalqilya at night; patrols in 1 village nr. Hebron in the afternoon, and in 2 villages nr. Ramallah and in Tubas at night. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis, and international activists against Israel’s separation wall, settlements, and the occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih), 1 village nr. Qalqilya (Kafr Qaddum) and 1 village nr. Bethlehem (al-Ma‘sara), causing no serious injuries except 1 in Bil‘in, struck with a tear gas canister. Jewish settlers cut down 20 Palestinian-owned olive trees nr. Hebron, while in a separate incident, settlers vandalize Palestinian homes in the n. West Bank. UN High Commissioner for Refugees Antonio Guterres tells a news conference in Geneva that the number of Syrian refugees in neighboring countries could double to 3.5 million by the end of the year, with an anticipated half of all Syrians requiring humanitarian aid in the same time frame. Following the Austrian govt.’s recall of its UNDOF members on 7/6, Russian pres. Vladimir Putin offers to replace all 380 with Russians. UN spokesperson Martin Nesirky says that Putin’s offer, while appreciated, cannot be accepted due to the Syria-Israel Disengagement Agreement not permitting the participation of permanent members of the Security Council in UNDOF. In Cairo, Fatah and Hamas sign an agreement laying out a timetable for implementing the 5/2010 national unity accord: (1) the Palestinian Central Election Commission (CEC) is to begin updating voter registrations in Gaza on 5/22 (previously blocked by Hamas); (2) PA pres. and Fatah head Mahmud Abbas and Hamas leader Khalid Mishal are to form an interim government within 10 days; and (3) elections are to be held and a new permanent government installed within 6 mos. IDF troops on the s. Gaza border fire on Palestinian agricultural areas in al-Qarara, wounding 1 unarmed civilian more than 600 meters (m) fr. the border (well outside the 300-m IDF-imposed no-go zone). In the West Bank, the IDF patrols in Tulkarm and 2 nearby villages, 3 villages nr. Jenin, and 1 nr. Ramallah in the morning; in 2 villages nr. Qalqilya and 1 nr. Tulkarm in the afternoon (firing tear gas at stone-throwing Palestinian youths who confront them, causing no serious injuries); in Jericho and 1 village each nr. Jenin and Ramallah in the evening; and in 1 village each nr. Jericho, Qalqilya, and Ramallah late at night. Some 30,000 Israeli Jews march through East Jerusalem and the Old City to mark Israel’s 45th Jerusalem ‘‘reunification’’ day, celebrating Israel’s seizure of East Jerusalem in the 1967 war. In commemoration, Israel’s cabinet allocates $91 m. for the creation of ‘‘public spaces’’ (not identified) in Jerusalem over the next 6 yrs. to develop tourism and infrastructure. On Naksa Day, commemorating the 1967 war, IDF troops open fire on 100s of unarmed Palestinian refugees and supporters inside Syria who try to cross a trench and earthen berm 150 m. on the approach to the border fence nr. the town of Majdal Shams in the occupied Golan Heights. Syrian authorities report 22 killed and more than 350 wounded, possibly marking the worst violence on the Syrian border since the 1973 war; Israel says the numbers are exaggerated, however. More protests are held inside Syria nr. the border at Qunaytra; the IDF fires tear gas and percussion grenades when protesters begin to march toward the border, but no injuries are reported. In the West Bank, the IDF clashes with up to 200 stone-throwing Palestinian protesters at the Qalandia crossing (using tear gas and percussion grenades to disperse them) and blocks Palestinian marchers fr. approaching Elon Moreh settlement nr. Nablus. In Gaza, Hamas-affiliated police block 10s (possibly 100s) of demonstrators fr. approaching the Erez crossing. Overall, protests are much smaller than the Nakba Day demonstrations on 5/13–15, with no protests reported in Egypt, Jordan, or Lebanon. Meanwhile, the IDF conducts morning patrols in 4 villages nr. Hamas officials in Gaza say that since 5/30, Egypt has returned a high number of travelers to Gaza and imposed new limitations on the number of Palestinians allowed to enter and exit via the Rafah crossing, keeping the number to between 350 and 400/day entering Egypt (up only slightly from the average 300/day in recent mos.) and effectively undoing Egypt’s “permanent opening”. Abbas convenes a special PC session to mark the 40th anniversary of the 1967 war and Israeli occupation, warning Palestinians that internal fighting undermines their national aspirations. While Israel does not officially mark the day, some 300 Israeli peace activists in Hebron protest the occupation, exchanging words with 30 Jewish settlers holding a counterdemonstration. In Gaza, the IDF bulldozes Palestinian land nr. al-Maghazi to improve lines of sight. The Israeli navy fires on Palestinian fishermen off the coast of Rafah, forcing them back to shore. The IDF announces that it is suspending all military operations in the Palestinian areas until after the 1/25 elections, will act only in response to immediate threats; will allow PA security forces to patrol armed in Palestinian cities during elections; will ease restrictions on Palestinian movement to facilitate voting. The IDF fires on 4 Palestinian children playing nr. Ramallah, thinking they are militants laying a roadside bomb, killing a 13-yr.-old Palestinian boy, wounding 2; arrests independent Jerusalem candidate Said Yaqin while campaigning in East Jerusalem; arrests Palestinian News Network (PNN) correspondent Mustafa Sabri in his Qalqilya home; conducts arrest raids, house searches in Bethlehem, Hebron, Qabatya, Qalqilya, Ramallah, Tulkarm town and r.c. and nr. A Tel Aviv court issues a landmark ruling that Israel cannot use the 1950 Absentee Property Law to seize West Bank lands abandoned by Palestinians during the 1967 war. Coming fr. a lower court, the ruling constitutes a directive to other district courts and is not binding, as it would be had the High Court issued the ruling. (HA 1/24)

In its largest military operation in the West Bank and Gaza since 1967, Israel sends a large number of IDF infantry, tanks, APCs, armored bulldozers into Tulkarm in a predawn operation to totally reoccupy the city, taking control of the city center, occupying buildings (including a college, the mayor's home) and apartments as observer posts, hoisting Israeli flags, imposing a 24-hr. curfew, conducting house-to-house searches, detaining at least 30 Palestinians. The IDF reportedly responds to "scattered resistance," leaving 2 Palestinians dead, 15 wounded. IDF soldiers also fire on 2 ambulances coming to the aid of the wounded, seriously injuring 1 ambulance driver. Israel says the operation will last "only a few days." The IDF also sends tanks deep into PA-controlled Nablus; directs heavy machine gun fire at residential areas of Ramallah; conducts an arrest raid in Nahalin. Senior IDF officials suggest that Israel is preparing to make more deep incursions into PA areas "to destroy more infrastructure and to kill more terrorists." The IDF also bulldozes Palestinian land along bypass road 60 outside Hebron. Some 40 Palestinians attempt to block the bulldozers but are confronted by armed Jewish settlers who fire in the air and beat the Palestinians, seriously injuring 1 Palestinian. The Israeli-Arab legal center Adalah formally asks Israeli atty. gen. Elyakim Rubenstein to reconsider his recent decision not to compel the Custodian for Absentees' Property to comply with Israeli 1998 freedom of information act by releasing data on the moveable property of Palestinian refugees seized by Israel in 1948. Rubenstein rejected the request on the ground that it would damage Israel's foreign relations, require excessive time and resources to comply. Adalah 1st submitted its request in 1999. The atty. gen.'s office ignored 15 follow-up requests for a decision btwn. 1999 and 2002. (Adalah press release 1/28)

In Netanya, Israel, a Hamas suicide bomber kills 5 Israelis, injures 110. After dark, Israel sends F-16s to drop 1,100-lb. bombs on PA security targets in Gaza City, Nablus, Ramallah, and Tulkarm, killing 12 Palestinians, wounding 90--marking Israel's 1st use of warplanes against the Palestinian areas since the 1967 war.
