The Palestine Chronology

Israeli forces surround 2 Jenin-area homes of Palestinians suspected of participating in the 1/9 killing of an Israeli settler overnight, sparking a brief firefight and clashes with stonethrowing residents of the area; 1 Palestinian is killed, 7 are injured, and at least 4 are arrested. Meanwhile, IDF troops arrest 4 Palestinians and issue 1 arrest summons during late-night raids near Jenin, Bethlehem, and Hebron; and patrol near Hebron and Nablus. In the West Bank, Israeli settlers throw stones at Palestinian farmers working near Hebron, causing no major injuries. In East Jerusalem, Israeli forces arrest 10 Palestinians during latenight raids in Abu Dis and Hizma. The PLO Executive Committee meets in Ramallah and calls on the PA to immediately put together a plan for “disengagement” with Israel on all levels, including security coordination and economic cooperation. Meanwhile, Arab League asst. secy.-gen. Said Abu Ali says that the Arab League has adopted the Palestinian goal of pursuing a UN-mandated multilateral mechanism to administer a new round of Palestinian-Israeli peace talks. He says that various Arab MKs are working with several international groups to build support for the idea. (WAFA 2/3)

In a rare interview with Israeli TV, Abbas states, “It was our mistake. . . . It was an Arab mistake as a whole” to reject the 1947 UN partition plan to divide historic Palestine into a Jewish and a Palestinian state. (NYT 10/29)

The IDF conducts daytime patrols in Tulkarm and 1 nearby village, Dura nr. Hebron (firing percussion grenades and unleashing attack dogs to chase off stone-throwing youths; 1 dog attacks a man outside his home, moderately injuring him), 2 villages nr. Jenin, and 1 nr. Ramallah; conducts late-night patrols in Beitunia nr. Ramallah. The weekly demonstrations by Palestinians and international activists in Bil‘in for a 4th week express solidarity with Palestinian prisoners in Israeli jails, calling for the release of Fatah’s Barghouti and the PFLP’s Sa‘adat. In al-Nabi Salih and Ni‘lin, Palestinians and international activists rally in support of the Palestinian statehood bid at the UN. Demonstrations by Palestinians in Kafr Qaddum protest Israeli land seizures. About 600 police and border police stand guard outside al-Haram al-Sharif; 4 Palestinians are arrested on charges of inciting demonstration. Jerusalem Police Chief Yosef Yehudai asks for, receives emergency security powers; Jerusalem neighborhood of al-Tur is placed under curfew [WP 1/23]. Military closes al-Quds for 45 days [FBIS 1/22]. Israel reports capture of 8-member armed PFLP cell in W. Bank, alleges group was responsible for October 1987 murder of Yigdal Shahaf [FBIS 1/26]. Other Countries: UN Sec. Gen. Javier Perez de Cuellar releases report on Palestinian uprising in occupied territories, condemning Israeli use of harsh methods against demonstrators and endorsing plan for international peace conference on Middle East [WP 1/23].

Military Action

Occupied Palestine/Israel: Military lifts curfews on Rafah, Khan Yunis, Beach, and Dayr al-Balah refugee camps. Curfews remain in effect in Gaza Strip's Jabalya, Nusayrat, Maghazi, and Burayj camps. Curfews continue in W. Bank's old and new 'Askar camps and villages of Sa'ir and al-Mazra'ah al-Sharqiyyah. Curfews are imposed on Tulkarm refugee camp and Ramallah-area village of Bayt 'Ur al-Tahta after marches and stone throwing [FBIS 1/22; FJ 1/24].

Arab World: Amal releases 3 Palestinians [FBIS 1/22]. Salah Salah, Palestinian command secretary in S. Lebanon, announces his forces will withdraw from Sidon and Iqlim al-Tuffah roads [FBIS 1/25].

Jerusalem and Ramallah, on 2d day of 2-day general strike [LAT 6/6]. Stone thrown at Israeli bus near Dahayshah refugee camp injures 1 woman passenger; curfew imposed on camp [FJ 6/7; BG 6/8]. Israeli troops open fire after Molotov cocktail is thrown at patrol in Hebron's Bab al-Zawiyah; no injuries are reported [FJ 6/7]. Arab World: Speaker of Lebanese Parliament Husayn Husayni resigns citing Pres. Jumayyil's failure to conduct thorough investigation of assassination of P.M. Karami [BS 6/6].

Other Countries: U.S. officials confirm that grand jury investigating Iran-contra affair has issued subpoenas for Al Schwimmer, Israeli businessman, Amiram Nir, counterterrorism adviser to prime ministers Peres and Shamir, and Ya'acov Nimrodi, Israeli arms dealer. Israeli government isprotesting the action [WP 6/6].

Occupied Palestine/Israel: Israel's Supreme Court rules that authorities cannot legally discriminate against converts to Judaism [BG 12/2; LAT 12/3]. P.M. Shamir denies Israel knowingly helped channel funds to Nicaraguan rebels [NYT 12/3].

Other Countries: W. German reports indicate 2 Arabs found guilty of bombing at W. Berlin club in March may have been double agents working for Israel [WP 12/1].

Military Action

Occupied Palestine/Israel: Israeli troops, attempting to control demonstration at UNRWA Teachers Training Center in Ramallah, shoot and wound a student in the head. At least 15 others are arrested in protests in the W. Bank 11/30 and 12/1 marking anniversary of the 1947 Palestine partition plan. Four colleges are ordered closed for a week [FJ 12/5].

Arab World: Amal, Sixth Lebanese Army Brigade, and Syrian commandos unite to launch major offensive against Shatila refugee camp. Palestinian forces hold off attackers [FJ 12/5]. Forty-six are killed, 111 wounded in heavy fighting between PLO and Amal forces in Beirut and S. Lebanon. One-day general strike in Sidon protests the on-going battle in that city [BG 12/2]. The Amal and the PNSF are reported to reach agreement on cease-fire in S. Lebanon [JP 12/2].

U.S. Ambassador to Israel Samuel Lewis ends 8-year tour of duty [JTA 6/3]. Council of Jewish Settlements in West Bank calls for official action to deport Palestinians released 20 May [JTA 6/3]. Council Chair Yisrael Har'el says harassment tactics used againsthem by settlers igenerating sympathy for Palestinians among some Israelis. Wives of Jewish underground defendants end 13-day hunger strike after receiving order from rabbi to desist and assurances Knesset bill will be introduced to grant defendants clemency. Defendants tell court attempted Temple Mount sabotage was intended only "to frighten," not kill. Rejecting Hussein Plan and U.S. overtures, Shamir and Likud want direct talks with non-PLO/PNC-Jordanian or Jordanian-Palestinian delegation. Peres and Labor party take "wait and see" position on delegation that includes PNC members.

Arab Countries: Red Cross evacuates 29 from Burj al-Barajinah [FT 6/3]. 93 Palestinians taken to hospitals in Druze-held mountain town of Shuwayfat. Shi'a militiamen take 5 Palestinians from ambulances, later let them be evacuated.

Other Countries: Sec. of State Shultz sends message to P. M. Peres seeking Israeli backing for projected American talks with Jordanian-Palestinian delegation as step toward direct talks with Israel [NYT 6/3]. U.S. accepts PNC representation idelegation. Shultz says he is glad PLO has accepted UN resolutions 242 and 338 but says U.S. needs public statement before considering talking to PLO [JTA 6/3]. He opposes Hussein's proposal of Soviet participation in peace talks.

Occupied Palestine/Israel: High Court rejects petition by MK Kahane to cancel Knesset's 12/18 decision to strip Kahane of parliamentary immunity with regard to freedom of movement; orders Kahane to pay IS 500,000 court costs [JP 4/2]. Foreign Min. official David Kimche tells UN diplomat Jean-Claude Aime that Israel does not want UNIFIL troops to be deployed along Israel-Lebanon border after IDF withdrawal [JP 4/2]. Inner cabinet unanimously approves plan to exchange 1,150 prisoners held by Israel for 3 IDF soldiers held by PFLP-GC in Syria (see 5/20/85) [JP 5/22].

Other Countries: US State Dept. spokesman Bernard Kalb, referring to 3/31 report by West Bank Data Base Project, states US opposed to W. Bank settlements, feels that settlement activity does not preclude chances for negotiated settlement [JP, JTA 4/2].

IDF order settlers to evacuate hill near Umm Safa after they began clearing land for an illegal settlement in response to 3/31 killing of settler in Ramallah [JP 4/2].

Arab World: Action in S. Lebanon: IDF convoy attacked with RPGs near Jwaiyeh. 8 Katyushas fired at IDF position, Douer; no casualties reported. 2 SLA soldiers killed during ambush near 'Arab Salim [JP 4/2]. IDF soldier injured 3/30 in Douer, S. Lebanon, dies of wounds [JP 4/2].
