Arab World: PLO Executive Committee, meeting in Baghdad, calls Sec. of State Baker's proposal for talks between Palestinians and Israelis an attempt to promote Shamir plan [WP 10/17; NYT 10/18].

Occupied Palestine/Israel: 5 police officers, 15 Arabs are wounded, and at least 40 Palestinian students are arrested in E. Jerusalem clashes [NYT 10/17]. 8-year-old Palestinian dies of wounds received 10/13. Army closes E. Jerusalem school indefinitely due to demonstrations [FBIS 10/18]

Other Countries: UN Sec. Gen. Javier Perez de Cuellar releases report on Palestinian uprising in occupied territories, condemning Israeli use of harsh methods against demonstrators and endorsing plan for international peace conference on Middle East [WP 1/23].

Military Action

Occupied Palestine/Israel: Military lifts curfews on Rafah, Khan Yunis, Beach, and Dayr al-Balah refugee camps. Curfews remain in effect in Gaza Strip's Jabalya, Nusayrat, Maghazi, and Burayj camps. Curfews continue in W. Bank's old and new 'Askar camps and villages of Sa'ir and al-Mazra'ah al-Sharqiyyah. Curfews are imposed on Tulkarm refugee camp and Ramallah-area village of Bayt 'Ur al-Tahta after marches and stone throwing [FBIS 1/22; FJ 1/24].

Arab World: Amal releases 3 Palestinians [FBIS 1/22]. Salah Salah, Palestinian command secretary in S. Lebanon, announces his forces will withdraw from Sidon and Iqlim al-Tuffah roads [FBIS 1/25].

Occupied Palestine/Israel: Israeli troops open fire to break up Nablus demonstration marking 20th anniversary of 1967 war; kill 15-year-old boy, wound 10-year-old [LAT 6/6]. Some stores reopen in E. Jerusalem and Ramallah, on 2d day of 2-day general strike [LAT 6/6]. Stone thrown at Israeli bus near Dahayshah refugee camp injures 1 woman passenger; curfew imposed on camp [FJ 6/7; BG 6/8]. Israeli troops open fire after Molotov cocktail is thrown at patrol in Hebron's Bab al-Zawiyah; no injuries are reported [FJ 6/7]. Classes at Bethlehem University are suspended to protest 20 years of Israeli occupation [FJ 6/7]. Estimated 8,000 Arabs and Jews participate in Tel Aviv demonstration protesting 20 years of occupation [FJ 6/14]. Nablus' al-Najah University is ordered closed for 2 days [FJ 6/14]. Arab World: Speaker of Lebanese Parliament Husayn Husayni resigns citing Pres. Jumayyil's failure to conduct thorough investigation of assassination of P.M. Karami [BS 6/6].

Other Countries: U.S. officials confirm that grand jury investigating Iran-contra affair has issued subpoenas for Al Schwimmer, Israeli businessman, Amiram Nir, counterterrorism adviser to prime ministers Peres and Shamir, and Ya'acov Nimrodi, Israeli arms dealer. Israeli government isprotesting the action [WP 6/6].

Occupied Palestine/Israel: Israel's Supreme Court rules that authorities cannot legally discriminate against converts to Judaism [BG 12/2; LAT 12/3]. P.M. Shamir denies Israel knowingly helped channel funds to Nicaraguan rebels [NYT 12/3].

Other Countries: W. German reports indicate 2 Arabs found guilty of bombing at W. Berlin club in March may have been double agents working for Israel [WP 12/1].

Military Action

Occupied Palestine/Israel: Israeli troops, attempting to control demonstration at UNRWA Teachers Training Center in Ramallah, shoot and wound a student in the head. At least 15 others are arrested in protests in the W. Bank 11/30 and 12/1 marking anniversary of the 1947 Palestine partition plan. Four colleges are ordered closed for a week [FJ 12/5].

Arab World: Amal, Sixth Lebanese Army Brigade, and Syrian commandos unite to launch major offensive against Shatila refugee camp. Palestinian forces hold off attackers [FJ 12/5]. Forty-six are killed, 111 wounded in heavy fighting between PLO and Amal forces in Beirut and S. Lebanon. One-day general strike in Sidon protests the on-going battle in that city [BG 12/2]. The Amal and the PNSF are reported to reach agreement on cease-fire in S. Lebanon [JP 12/2].

Occupied Palestine/Israel: High Court rejects petition by MK Kahane to cancel Knesset's 12/18 decision to strip Kahane of parliamentary immunity with regard to freedom of movement; orders Kahane to pay IS 500,000 court costs [JP 4/2]. Foreign Min. official David Kimche tells UN diplomat Jean-Claude Aime that Israel does not want UNIFIL troops to be deployed along Israel-Lebanon border after IDF withdrawal [JP 4/2]. Inner cabinet unanimously approves plan to exchange 1,150 prisoners held by Israel for 3 IDF soldiers held by PFLP-GC in Syria (see 5/20/85) [JP 5/22].

Other Countries: US State Dept. spokesman Bernard Kalb, referring to 3/31 report by West Bank Data Base Project, states US opposed to W. Bank settlements, feels that settlement activity does not preclude chances for negotiated settlement [JP, JTA 4/2].

Military Action

Occupied Palestine/Israel: Border Police shoot and injure 4 students after stonethrowing incident during Land Day protest outside Bethlehem U. [LAT, JP 4/2]. IDF order settlers to evacuate hill near Umm Safa after they began clearing land for an illegal settlement in response to 3/31 killing of settler in Ramallah [JP 4/2].

Arab World: Action in S. Lebanon: IDF convoy attacked with RPGs near Jwaiyeh. 8 Katyushas fired at IDF position, Douer; no casualties reported. 2 SLA soldiers killed during ambush near 'Arab Salim [JP 4/2]. IDF soldier injured 3/30 in Douer, S. Lebanon, dies of wounds [JP 4/2].

Military Action:

4000 soldiers of Lebanese Army take control of East Beirut without incident as Phalange removes its heavy weapons to hills; Haddad, accompanied by Israeli officers, places garrison in Nabatiyeh and parades tanks and armored vehicles.

Casualties:

IDF kills 3 men attacking roadblock 5km east of Beirut; about 100 prisoners reportedly released from Ansar.

Political Responses:

Israel/ Occupied Territories: Habib meets Foreign Minister Shamir to report on talks with Lebanese; public opinion poll shows Likud bloc winning ten more seats than it presently holds if elections held now; members of National Committee for the Protection of Arab Land and Arab local authority heads meet in Sakhnin to discuss Israeli Interior Ministry plan to assign 100,000 dunums of Palestinian land to new regional council of Misgav; grenade and automatic rifle ambush of Israeli vehicles near West Bank village of al-Khader; Army permits convoy of 100 Jewish settlers to drive through Dahariya refugee camp to warn that Jewish blood would not go unavenged after death of IDF welfare officer hit by rock near Dahariya; curfew kept on old Nablus market; Dheisheh refugee camp placed under curfew; 100 foreign faculty members at West Bank universities considering compromise wording on work permit applications regarding support for PLO.

US and Other Countries: State Dept. says it will hold Israel responsible for safety of Palestinians and other inhabitants of South Lebanon; Shultz tells Senate Foreign Relations Committee that large scale aid to Lebanon from Saudi Arabia and other Arab states is dependent on US efforts to get withdrawal of foreign forces; US expenditure for humanitarian purposes in Lebanon since Israeli invasion totals $112 million, with $150 million in supplemental aid requested for current fiscal year; London Times Middle East correspondent Robert Fisk receives award as "Foreign Correspondent of the Year" for coverage of Israeli invasion of Lebanon; Israeli Embassy in London refuses to accept petition signed by 3,000 British academics protesting deportations of foreign lecturers from West Bank universities.

Military Action:

US Marines begin to leave Lebanon (Italian troops scheduled to depart tomorrow, French legionnaires by end of next week); Israeli reconnaissance flights over Beirut; Israeli tanks remain in port area in violation of Habib agreement; IDF jeep ambushed in Central Lebanon.

Casualties:

3 IDF soldiers killed, 1 wounded in jeep ambush.

Israel/ Occupied Territories: Israeli government rejects Fez 8-point peace plan as worse than Fahd plan put forward in 1981 (calls on Arab states to sign individual peace treaties with Israel); Yitzhak Shamir dismisses Fez plan as "renewed declaration of war on Israel"; anti-Israeli slogans painted on walls and PLO flags displayed in Kawkab in Galilee; land near Dura, west of Hebron, confiscated; Nablus Mayor Shakaa criticizes Fez summit as unimplementable.

Palestinians/ Lebanese: Lebanese Muslim leaders concerned about IDF failure to withdraw from Beirut prior to departure of multinational force, Wazzan's request for force to extend its stay is rejected by US.

Arab Governments: King Hassan of Morocco says goal of Fez peace plan is "state of non-belligerency" with Israel and, in distant future, normal relations.

US and Other Countries: Shultz, before Senate Foreign Relations Committee, says Fez summit proposal is positive opening move toward new negotiations, could be "breakthrough" if it implies Arab willingness to recognize Israel, also says US defines "autonomy" to include land and resources, supports participation by East Jerusalem residents in future elections in occupied territories; Vatican announces Arafat may have private audience with Pope John Paul II during Rome visit next week.
