In the West Bank, Israeli settlers threw stones at Palestinians traveling near Nablus and Tulkarm. Israeli forces shot and killed 3 Palestinians after they shot and killed an Israeli soldier and injured 3 Israeli soldiers at the Tunnels checkpoint west of Bethlehem; Hamas took responsibility for the attack. Israeli forces also shot and injured 3 Palestinians, including 2 children during raids in Beita and Deir Nidham. Elsewhere, Israeli forces assaulted 2 Palestinians near Carmel, causing bruises. Israeli forces also demolished 2 homes and a marble factory in Wadi Fukin. 69 Palestinians were arrested during late-night raids in and around Ramallah, Hebron, Dura, Jenin, Kafr Ra’i, Qalqilya, Husan, Nablus, Jericho, and al-Fara’a refugee camp. In East Jerusalem, 2 Palestinians were arrested during a late-night raid in Isawiya. In Gaza, telecommunications broke down for the third time, this time due to a lack of fuel. Israeli airstrikes killed at least 19 people in Jabaliya refugee camp, al-Qarara, and al-Maghazi refugee camp. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza and due to the telecommunications breakdown. Israeli forces continued to raid al-Shifa Hospital, stealing bodies of Palestinians who had not yet been buried. Israel also put al-Ahli Hospital under siege, preventing movement in and out of the hospital. Israel said the bodies of 2 of the Israeli captives were found in a building near al-Shifa Hospital. In South Lebanon, Israel attacked several sites and anti-tank missiles were fired at Israel. The Gaza Ministry of Health was not able to update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza, leaving the death toll at 11,479, including 4,630 children and 3,130 women, and around 32,000 injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 190 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,730 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since 10/7. 51 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. No aid entered Gaza due to UNRWA vehicles running out of fuel. Turkey said that 27 cancer patients from Gaza arrived in Turkey for treatment. The director of the Indonesian Hospital said its facilities were “completely out of service,” with 45 patients still awaiting surgery. Israeli interior minister Moshe Arbel informed 2 Palestinians, who he claims are Hamas operatives, that Israel has begun efforts to revoke their Jerusalem residency status. Jordanian foreign minister Ayman Safadi said Jordan will not ratify an agreement with Israel to exchange water for energy due to Israel’s attacks on Gaza. (AJ, HA, REU 11/16)

U.S. State Department spokesperson Matthew Miller said Israel must ensure that food, water, and medical care is available at al-Shifa Hospital. Secretary of State Antony Blinken spoke with Israeli war cabinet member Benny Gantz, urging him to address the rise in settler violence and discussing humanitarian aid to Gaza. Blinken also told ABC News that he has told Prime Minister Benjamin Netanyahu that Israel cannot reoccupy Gaza. In the West Bank, 3 Israeli settlers, including 2 minors, were shot and injured in a drive-by shooting outside of the Tekoa settlement south of Harmala. Israel said its military had arrested a Palestinian suspect near Bethlehem. Israeli settlers threw stones at Palestinian vehicles traveling near Beitin and Haris, causing damage. Israeli settlers also set fire to olive trees and attacked Palestinian homes in Burin. When Israeli forces arrived, they fired tear gas at Palestinians trying to fend off the settlers. Israeli forces shot and injured 1 Palestinian during a raid in Shufa. Israeli forces also shot and injured 2 Palestinians with baton rounds and injured others with tear gas during a raid in Bethlehem. Elsewhere, Israeli forces seized 1 bulldozer in Barta’a. 7 Palestinians were arrested during late-night raids in Tell, Qusin, Yatta, Abu Nujaym, and Arrabah; 1 Palestinian was shot and injured with live ammunition during the raid in Tell. The Israeli foreign and defense ministries amended rules to allow U.S. citizens of Palestinian, Syrian, and Iranian background to enter Israel and Palestine through the Ben Gurion Airport and not have to undergo additional screening at an Israeli embassy. The changes were made to satisfy U.S. demands to admit Israel into the Visa Waiver program. U.S. citizens who live in Gaza will continue to have to go through the Allenby crossing and receive special permission 45 days in advance of their travels. (HA 7/16; HA 7/19)

In the West Bank, Israeli forces raided Jenin, injuring 1 Palestinian with live ammunition and arresting 1. Israeli forces also delivered stop-work notices to 2 families for several structures in Humsa. 10 Palestinians were arrested during late-night raids in Nil‘in, Burqa, Qalqilya, Aida refugee camp, Hebron, and Kuseis. In East Jerusalem, 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces made incursions to level agricultural land east of Dayr al-Balah. Israel ended the trial program to extend the hours at the Allenby Bridge crossing. The trial program ran from 11/6 to 11/10 and was initiated under U.S. pressure during President Joe Biden’s visit to Israel in July. The U.S. had announced that Israel would open the crossing 24 hours a day from September, but Israel insisted on carrying out the trial before changing the operating hours. The Times of Israel reported that Israel is preparing to open the Allenby crossing 24 hours a day between Sunday morning and Friday afternoon and on Saturdays between 8 a.m. and 3.30 p.m. starting from 2 April 2023. Otzma Yehudit leader Itamar Ben-Gvir attended an event commemorating the 22nd anniversary of the death of Israeli American terrorist Meir Kahane. Ben-Gvir, who is expected to become a minister in the incoming Benjamin Netanyahu-led government, was jeered when he said that unlike Kahane he does not support expelling all Palestinians from Israel. Ben-Gvir said “Kahane’s main characteristic was love.” At the event, participants burned Palestinian flags. Adalah and the Center for Constitutional Rights wrote a letter to U.S. secretary of state Antony Blinken and ambassador to Israel Tom Nides urging them not to move forward with plans to build an embassy in Jerusalem on lands confiscated from Palestinians. The letter, written on behalf of the Palestinian landowners, stated “[s]hould the US proceed with this plan, it would not only be complicit with Israel's illegal confiscation of Palestinian-owned land, but it would also become an active participant in the seizure of the land of US citizens.” (MEE, WAFA 11/11; WAFA 11/14; MDW 11/17)

The Israeli government and the world soccer federation FIFA announced that direct flights between Israel and Qatar would be available for World Cup ticket holders. Palestinian ticket holders were said to be allowed to use Ben-Gurion International Airport if they receive a special permit. In the West Bank, Israeli settlers raided Palestinian farmlands south of Hebron, leading to a confrontation between Israeli activists assisting Palestinians in protecting their lands and Israeli forces. 1 Israeli activist was headbutted by an Israeli soldier. Israeli settlers also threw stones at Palestinian vehicles near the Za‘atra checkpoint. Elsewhere, Israeli settlers blocked the Nablus-Ramallah road near Sinjil. Israeli settlers also unleashed dogs on Palestinians in Wadadi, causing injuries to 2 Palestinians. Israeli forces shot and killed 1 Palestinian man during a late-night raid in ‘Azzun. Israeli forces later violently dispersed the funeral procession for the Palestinian killed earlier in the day, injuring 2 with live ammunition. Israeli forces also took measurements for punitive home demolitions in Qarawat Bani Hassan of the family homes of 2 Palestinians accused of killing 1 Israeli settlement guard at the Ariel settlement on 4/29. 3 Palestinians were arrested in Qarawat Bani Hassan and 10 were arrested at the Qalqilya checkpoint after returning to the West Bank from East Jerusalem. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. The Israeli ministry of housing and construction added 468 settlement housing units in the Givat Hamatos settlement in East Jerusalem to its lottery, providing steep discounts to the winners of the lottery in purchasing the settlement units. Peace Now said that once the winners of the lottery are announced, it will be harder to prevent the settlement expansion of the Givat Hamatos settlement. (HA, PCN 3/24)

PA prime minister Mohammed Shtayyeh met with EU commissioner for Neighbourhood and Enlargement Olivér Várhelyi in Ramallah. The 2 discussed Várhelyi’s insistence that the PA rewrite its schoolbooks to have EU financial support for the PA released. Prime Minister Shtayyeh told Várhelyi that the PA refuses Várhelyi’s demands. Várhelyi has been a lone voice in the EU for demanding the revision of PA schoolbooks as a condition for the EU releasing its annual aid to the PA. (WAFA 3/24)

Haaretz reported that Israeli soldiers are forced to register information about at least 50 Palestinians during their shifts at checkpoints and guard posts, and those who do not fill their quota are not allowed to leave their post until they have registered their quota. The registration of information is used in Israel’s Blue Wolf system, a database with photos and details about random Palestinians living in the West Bank including ID number, age, gender, residence, license plate number, and contacts. The Blue Wolf system was 1st reported by the Washington Post in November 2021. In footage obtained by the Israeli anti-occupation group Breaking the Silence, a security coordinator at an Israeli settlement is also heard telling Israeli soldiers to photograph foreign activists in the West Bank to make sure they will not be allowed to enter Israel at Ben Gurion Airport next time they try to enter. In the West Bank, Israeli settlers blocked the main entrance to al-Naqura. Israeli forces shot and killed 1 Palestinian man, alleging that he had tried to stab a soldier at the Gush Etzion Junction between Bethlehem and Hebron. The PA called it an extrajudicial execution. 9 Palestinians were arrested during late-night raids in Kobar, Kafr Ni‘ma, Ni‘lin, Beita, Izbat al-Tabib, and Qalqilya. In East Jerusalem, Israeli forces evicted the 18-member Salhiya family from their home in Sheikh Jarrah, leading to a standoff where members of the family threatened to blow up a gas container on top of the house if the Israeli forces proceeded to demolish their home. A large crowd protested in support of the family. Several European representatives to Palestine and Israel, with some present at the scene, also condemned the eviction and called on Israel to stop it immediately. 1 Palestinian demolished his own commercial structure in Sheikh Jarrah. Israeli media reported that Libyan warlord and presidential contender Khalifa Haftar’s plane landed at Ben Gurion airport for a couple of hours before taking off again. A possible drone attack in the UAE killed 3 Indian and Pakistani nationals and wounded 6 others at an oil facility and started a fire at the airport in Abu Dhabi. The Yemeni Houthi group said it was behind the attack. In a letter by Israeli prime minister Naftali Bennett, Israel offered the UAE “security and intelligence support” after the attack, saying “Israel stands with the UAE.” The UAE has been conducting air strikes with its coalition partner Saudi Arabia for years in Houthi-held areas of Yemen, causing many civilian deaths. Elsewhere, Israeli forces raided Bayt Umar, leading to tear-gas related injuries. 1 Palestinian family started demolishing their own home near Dura to avoid exorbitant Israeli demolition fees. 6 Palestinians were arrested during raids in and around Qabatiya, Nablus, and Hebron. Along Gaza’s border, IDF troops open fire on Palestinian homes near al-Maghazi; 1 elderly Palestinian is shot in the back and killed. Some reports say that the man was killed by fragments of an Israeli tank shell instead. An IDF spokesperson says he is unaware of any soldiers or tanks opening fire in the area around the time of the incident. Separately, Israeli forces conduct a limited incursion to level land near Rafah. In the West Bank, IDF troops violently disperse Palestinians gathering at the Beit El checkpoint near Ramallah to protest Israel’s new Nation-State Law for a 2d day in a row; 2 Palestinians are injured. They also shoot and injure 1 Palestinian during clashes sparked by a raid near Jericho; arrest 7 Palestinians and issue 1 arrest summons during raids near Bethlehem, Hebron, Tulkarm, and Jenin; and patrol near Nablus and Hebron. Israeli forces dismantle a makeshift Palestinian residential structure outside Hebron. Israeli settlers raze more than 200 dunams (approximately 49.4 acres) of Palestinian-owned land near Nablus. Settlers also flood with wastewater parts of Khan al-Ahmar, the Jerusalem-area Bedouin village slated for imminent evacuation and demolition. Upon his arrival in Israel, U.S. pres. Trump gives a short speech on the tarmac at Ben Gurion Airport to a crowd of Israeli leaders, including PM Netanyahu. (The Israeli PM reportedly orders his ministers to greet Trump on the tarmac after many, including several party heads, said they were not planning to attend). “We have before us a rare opportunity to bring security and stability and peace to this region and to its people, defeating terrorism and creating a future of harmony, prosperity, and peace,” Trump says, referencing the peace initiative he hopes to advance during his visit to Israel. “But we can only get there working together. There is no other way.” Trump then meets with Israeli pres. Reuven Rivlin and visits the Western Wall, the first time a sitting U.S. pres. has done so. In his major policy speech of the day, Trump links the fight against Iran with Israeli-Palestinian peace, saying that the Arab states are willing to work with Israel to normalize relations, if Israel ends its occupation of Palestinian lands. As he departs Israel, U.S. Secy. of State Kerry says that Israel and the Palestinians are closer than they have been in years to achieving a peace deal. Speaking to reporters at Ben Gurion Airport, Kerry issues an upbeat assessment following 2 days of meetings with Netanyahu (who he met on 3 separate occasions) and Abbas (who he met once). Kerry says that 160 experts were involved in preparing a security plan presented by Gen. John Allen during the trip to both Netanyahu and Abbas (the details of which are not revealed). Separately, Israeli FM Lieberman tells the annual Saban Forum at the Brookings Institution in Washington that a deal is unlikely but talks are positive if only for the sake of conflict management.
