The Palestine Chronology

Amid escalating tensions in East Jerusalem, Israeli police violently disperse Palestinians protesting access restrictions at Haram al-Sharif in Issawiyya, Shu‘fat r.c., al-Tur, and Silwan, injuring at least 25 Palestinians and 3 Israeli police officers. Separately, Israeli forces arrest 5 Palestinians on late-night raids in al-Tur and Sur al-Bahir; shut down a café in al-Tur. As PM Netanyahu tries to push mandatory minimum sentencing for stone-throwers through the Knesset, Palestinians throw stones and a firebomb at an Israeli bus in Ras al-Amud in the evening, causing serious damage, and later throw stones at a bus driver nearby, causing minor injuries. In the West Bank, IDF troops shoot and seriously injure 1 Palestinian during clashes in Aida r.c. and 1 Palestinian after he allegedly throws a firebomb at an Israeli military vehicle nr. Nablus. Along Gaza’s border, Israeli forces arrest 2 Palestinians attempting to cross into Israel for work. Separately, Egyptian authorities allow 500 Muslims from Gaza to pass through the Rafah border crossing for Hajj. In Israel, the IDF deploys an Iron Dome battery outside Ashqelon (nr. the Gaza border) in response to the escalation of violence in Jerusalem and in anticipation of possible tension over Palestinian prisoner Allan’s hunger strike. Israeli atty. gen. Yehuda Weinstein approves police use of Ruger sniper rifles against stone-throwing in Jerusalem. Meanwhile, Israeli PM Netanyahu approves a proposal to increase security in Jerusalem, providing 800 additional officers in the city from 9–10/2015. The UNSC releases a statement expressing “grave concern” over the recent violence in East Jerusalem, calling on all sides to work together to lower tensions and to refrain from provocative actions that would change the status quo at Haram al-Sharif. (UNSC 9/17; JTA 9/18)

At its general conference, the mbrs. of the International Atomic Energy Agency (IAEA) reject, 61–43, with 33 abstentions, a res. proposed by Egypt and other Arab states calling for inspections and international oversight on Israel’s nuclear weapons program. (DS, HA, JP, TOI 9/17)

In the Gaza Strip, Israel Defense Forces (IDF) troops open fire on open land nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops conduct house searches and arrest raids in 1 village each nr. Hebron, Jenin, Nablus, and Salfit at night; patrols in 1 village each nr. Hebron and Salfit, and in Qalqilya and 1 nearby village in the afternoon, in 3 villages and al-‘Arub refugee camp (r.c.) nr. Hebron and 2 villages nr. Ramallah at night. (PCHR 2/20)

Palestinian Authority (PA) Pres. Mahmud Abbas tells a group of visiting Israeli students in Ramallah that he does not seek to “flood Israel” with millions of Palestinian refugees or to change the country’s “social composition.” Meanwhile, at an Al Jazeera event in Oxford, UK, Palestinian chief negotiator Saeb Erakat warns that Palestinians will call for a boycott of Israel and turn to international tribunals if the negotiations fail. In Egypt, a bomb explodes on a bus in Sinai, killing 2 South Korean tourists and the local driver, and wounding 12. Ansar Bayt al-Maqdis claims responsibility, and says that a suicide bomber executed the attack. (AP, REU 2/16; JTA 2/17; REU 2/18)

The Free Syrian Army (FSA) announces that it has replaced its leader, Gen. Selim Idriss, with Col. Abdelilah al-Bashir, a decision prompted by “the ineffectiveness of the command in the past few mos.,” according to an FSA statement issued following a meeting in Gaziantep, Turkey. Meanwhile, Syrian FM Walid Muallem accuses the U.S. of creating a “negative climate” for dialogue at the 2d round of talks in Geneva, as the Syrian delegation returns from Switzerland to Damascus. U.S. Secy. of State Kerry praises the opposition’s “seriousness of purpose,” and criticizes the Syrian govt. for stalling in Geneva and attacking civilians in Syria. On the Syria-Jordan border, 10 gunmen from Syria open fire on Jordanian troops as they patrol, according to a Jordanian military spokesperson. The soldiers return fire, wounding 7 and arresting 3, while suffering no injuries. (AP, REU 2/16)

Hizballah’s leader, Shaykh Hasan Nasrallah, says that his group intends to stay and fight in Syria because Lebanon is threatened by Takfiri groups. He also urges Arab nations to help a process of Syrian national reconciliation. (DS 2/16)

Occupied Palestine/Israel: Defense Minister Rabin, in Knesset, says Wald report on condition of IDF distorts army's ability and performance [FT 5/21]. Colonel Emanuel Wald, former head of IDF planning, had accused the army on Israel TV of having buried his 700-page report on IDF weaknesses. Four men and 2 women, all of Nablus, are indicted by military court for kidnap-murder of Israeli soldier David Manos and membership in Fateh. Ibrahim 'Abdallah of Dayr Ballut is named ringleader [JP, JTA 5/21]. Italian Foreign Minister Andreotti meets deposed Hebron Deputy Mayor Mustafa Natshah, Gaza lawyer Fayez Abu Rahmah, deposed Gaza Mayor Rashad al-Shawwa, and al-Fajr editor Hanna Siniora [FJ 5/23].

Arab World: In suburban Beirut, Amal militiamen fight Palestinians for control of Burj al-Burajinah refugee camp, killing 2 and wounding 33. (Camp population: 11,000) [CSM 5/21].

Occupied Palestine/Israel: Six Palestinian lawyers from the West Bank petition the High Court for permission to establish a local bar association. (In 1979 a bar association was set up in Gaza for the lawyers working there) [JP 5/6]. Israeli military court in Lod sentences 2 Palestinians from inside the Green Line to 21 years imprisonment for planting bombs in Israeli neighborhoods, finds them guilty of membership in the PFLP [JP 5/6]. Nablus military court sentences another Palestinian to 21 years imprisonment for stabbing an Israeli soldier in the chest on 12/14/85 [JP 5/6]. Presidents of Uruguay and Israel issue joint statement affirming the friendship between their countries and support for the M.E. peace process [JTA 5/6].

Arab World: Syrian Pres. Hafiz al-Asad arrives in Amman for talks with King Hussein, his first visit to Jordan in 6 years [NYT, WP 5/6].

Other Countries: The leaders of the 7 largest industrial democracies, meeting at the Tokyo summit, adopt a joint statement condemning terrorism as an international scourge that "must be fought relentlessly and without compromise"; Libya is specifically mentioned as a source of terrorism [NYT, WP 5/6]. U.S. State Dept. calls on Syria to expel Abu Nidal organization from territory under its control [NYT 5/6].

Occupied Palestine/Israel: An Israeli army intelligence report dated 6/30/48 has recently surfaced which states more than 70 percent of the Palestinian exodus from Palestine by June 1948 was caused by Jewish military attacks [JP 3/2]. In last 3 days, Israeli security forces have freed 32 Palestinians held under administrative detention orders because 6-month detention period had ended; freed detainees were asked to sign document sating they would not commit future offenses; some refused to sign [JP 3/3]. Israel has agreed to allow Golan Heights Druze to export apples to Syria, possibly through Jordan or directly; P.M. Peres also favors renewing family reunions between Golan and Syrian Druze, which were stopped by Syrians several years ago [JP 3/2].

Occupied Palestine/Israel: Israeli-appointed Palestinian mayor of Nablus, Zafir alMasri, is shot dead by a single, unidentified assailant. In Damascus, the PFLP claims responsibility; in Beirut, a telephone caller claims responsibility on behalf of Fateh Revolutionary Council (Abu Nidal group) [NYT, PI, CT 3/3]. Nablus city council appoints Deputy Mayor Hafiz Tuqan mayor [CSM 3/3].

Arab World: Israeli army patrol north of the S. Lebanon "security zone" intercepts guerrilla squad, kills 1 [JP, JTA 3/3].

Occupied Palestine/Israel: Deputy advisor on antiterrorism to P.M. Peres, Gideon Mahanayimi, states "best way" to fight terrorist organizations is by assassinating their leaders [BG 1/12]. Arab World: Islamic Conference Organization concludes annual conference with condemnation of U. S. economic sanctions against Libya, fails to adopt concrete response [CSM 1/13].

The Jerusalem Post reports Gush Emunim has decided not to build new settlements but to expand existing ones, starting with Eli, on the Nablus-Ramallah road [JP 8/8]. Peres wams Jordan against continuing to harbor Palestinian fighters [JP 8/9]. P. M. Peres tells U.S. Deputy Secretary of State John Whitehead Israel would like to start direct peace negotiations with Jordan and the Palestinians immediately. Foreign Min. Yitzhak Shamir stresses Irael's objections to any meeting between Murphy and the Palestinian delegates now proposed [JP 8/8]. Israeli authorities arrest Khalil Abu Ziad, bookstore owner from Azzariya, and announce they have issued a deportation order against him [MG 8/9]. Abu Ziad is charged with involvement in "subversive activities" and representing Fateh. Abu Ziad is appealing the order in Israeli court [NYT 8/9]. Other Countries: President Reagan signs $25.4 billion foreign aid bill, which provides $3 billion for the next two years to Israel, plus a one-time infusion of $1.5 billion in emergency economic aid. Egypt gets $2.1 billion for the next 2 years, plus $500 million in emergency economic aid [JP 8/9].

Occupied Palestine/Israel: Israeli Cabinet approves series of harsh security measures in the occupied territories, capital punishment not among them. Measures include deportation of "persons who constitute a security risk," indefinite "administrative detention" without charges for Palestinians suspected of security offenses, an increase in prison capacity in the West Bank, and closing Palestinian newspapers that violate censorship regulations [LAT 8/5]. Forty-three Palestinian local councils in Israel and their employees hold rally outside Israeli prime minister's office to protest government failure to provide promised funds to alleviate their financial difficulties. They demand budgets equal to those of Israeli local councils. The 43 councils have an accumulated debt of $10 million; some have not been able to pay employees for 3 months [FJ 8/2, 8/9]. Public opinion poll by Pori Research Institute published in Ha'Aretz shows 10.6 percent of those who voted for Likud in last Knesset elections would now vote for Kach. Another poll by the Modi'in Ezrachi Institute shows Kahane would increase his Knesset seats to 5 if elections were held now [JTA 8/5].

Arab World:The Sunday Times reports testimony of British doctor on conditions in the 3 Beirut refugee camps besieged 2 months ago. According to Dr. Swee Chai Ang, over 1,500 Palestinians are missing, feared to have been kidnapped or killed. Palestinians are still being killed, although war of the camps technically ended in June and the camps of Sabra, Shatila, and Burj al-Barajinah are now protected by Lebanese army and internal security forces [LT 8/4]. Libya, which had threatened toboycott Arab summit, sends senior official [WSJ 8/5].

Occupied Palestine/Israel: Petrol bomb hurled at a border police patrol outside 'Ain Beit al-Ma', near Nablus injures 2 policemen. Curfew is imposed [JP 8/5]. Another petrol bomb incident is reported in Azzariya, near Jerusalem; no injuries reported [JP 8/6].

Occupied Palestine/Israel: Israeli Knesset passes, by vote of 60-0, law banning future election lists that advocate racism [FJ 8/9]. Clause proposed by Justice Minister Moshe Nissim bans election lists which reject the legitimacy of Israel as the "state of the Jewish people." Progressive List for Peace and the Democratic Front for Peace and Equality (Israeli Communist party) abstained in Knesset vote; PLP spokesman Kamil Dahir submits resignation in protest of abstention vote. Two Palestinians are found dead near car in West Bank village of Tubas, in what police say was apparently an accidental detonation of a car bomb [WP 7/31]. Arab World: Jordanian and PLO officials say 2 Palestinians acceptable to Israel - Hanna Siniora and Fayez Abu Rahmeh - are intended only as "consultants" to joint Palestinian-Jordanian delegation [WP 7/31]. Al-Fajr English newspaper reports sources in Tunis say PLO condemns new West Bank committee set up by local pro-Jordanian figures to lobby for joint Jordanian-Palestinian moves [FJ 8/2].

Occupied Palestine/Israel: Albert Buchris, 32, from Afula, shot to death in Nablus market. Nablus and 2 nearby refugee camps put under curfew; residents are teargassed, house-to-house searches are conducted for the weapon used in the killing. Al-Najah University is closed [WP, LAT 7/31, JTA 8/1].

Arab World: Syria delivers 50 Soviet-made T-54 tanks to Amal in south Beirut [DT 7/31].
