In the West Bank, Israeli forces issued stop-work orders for 4 homes and an agricultural structure in Yasuf. Israeli forces also arrested the son of the PA governor of Jericho, Jihad Abu al-Asal, during a house raid in Aqabat Jaber refugee camp. 7 others were arrested during late-night raids in Bethlehem, Tulkarm, Ramallah, and Jenin. Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of the Knesset Foreign Affairs and Defense Committee that he is working on a plan to allow Israel to demolish buildings in Area A and Area B that are determined by Israel to be national security threats. Smotrich said he expects to bring the plan to the Israeli cabinet later in July. He also said he plans to create a border police unit that will focus solely on enforcing construction laws in the West Bank. Finally, Smotrich said he is working with the Jewish National Fund to plant 10,000 dunams (2,500 acres) of land with trees in the West Bank. (HA 7/19)

Israel said it would allow all U.S. citizens, including Palestinian Americans living in Gaza and the West Bank, entry to Israel in order to comply with U.S. demands for including Israel in the Visa Waiver Program. On the website of the U.S. embassy in Israel, it was stipulated that the “updated travel policies will allow U.S. citizens, without regard to national original, dual nationality, ethnicity, or religion, including Palestinian Americans on the Palestinian population registry, to travel to and from Israel via all ports of entry, including Ben Gurion Airport.” However, on the Israeli website with information for Palestinians Americans in Gaza and the West Bank it was stipulated that a “US citizen who is a Gaza Strip resident may exit abroad and return to the Gaza Strip through the Allenby Bridge Crossing. Transit to and from the Allenby Bridge Crossing must be by means of the organized shuttles of the Palestinian Authority. Requests for exiting abroad must be submitted to the Palestinian Civil Committee 45 workdays in advance to the requested exit date. The consent to requests is subject to security approval.” And Americans wanting to visit “first-degree relatives” in Gaza would only be allowed to visit Gaza once a year. The trial program started on 7/20. U.S. State Department spokesperson Matthew Miller said that the U.S. will monitor Israel’s compliance with the U.S. demands and make a decision regarding its admission to the Visa Waiver Program on 9/30. The Israeli announcement came after Israel and the U.S. signed a memorandum of understanding on the conditions set by the U.S. earlier in the day. Hamas said it had begun paying the June salaries of 50,000 public sector workers after a 3-week delay due to a delay in receiving monthly Qatari funds. A Hamas official said Hamas had received half of the Qatari funds and was able to get a loan from a local bank to pay out the salaries. (REU 7/19)

The Turkish presidency announced that PA president Mahmoud Abbas will visit President Recep Tayyip Erdoğan on 7/25, while Israeli prime minister Benjamin Netanyahu will visit on 7/28. The Netanyahu visit was later postponed due to his heart surgery on 7/23. (ALM 7/20; AJ 7/21; WAFA 7/23)

Israeli president Isaac Herzog addressed a joint session of the U.S. Congress, thanking the U.S. for its support for Israel’s normalization deals and Israel’s pursuit of normalization with Saudi Arabia. Herzog also said that Israel had taken “bold steps towards peace,” but claimed that these steps were undermined by Palestinian “terror” against Israelis. Representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Jamaal Bowman (D-NY), Nydia Velázquez (D-NY), Cori Bush (D-MO), and Senator Bernie Sanders (D-VT) boycotted Herzog’s address. Sanders said “[i]t is no great secret that I strongly oppose the policies of Israel’s right wing, anti-Palestinian government. We provide them with $3.8 billion in aid. U.S. vice president Kamala Harris and President Herzog announced a joint U.S.-Israel climate initiative that will see the 2 countries invest $35 million each in “climate-smart agriculture” in the Middle East and Africa. The initiative was aimed at strengthening cooperation between Israel and Middle Eastern and African countries. (AX 7/19)

In the West Bank, Israeli settlers vandalized 3 Palestinian-owned vehicles and sprayed “Jews wake up, Arabs leave” and the Star of David on a wall near the vehicles in Marda. Israeli forces violently dispersed a funeral procession in Abu Dis for a Palestinian woman who was killed in June 2021 and whose body was handed to her family on 8/23; 1 was injured by a baton round to his head. Israeli forces demolished 1 agricultural structure and 1 carwash in Huwwara and residential and agricultural structures belonging to 8 families near Fasayil. 14 Palestinians were arrested during late-night raids in al-Bireh, Jalazun refugee camp, Beit Rima, Silwad, Qatanna, al-Azza refugee camp, Husan, Beit Sahour, Nablus, and Jenin. In East Jerusalem, 1 Palestinian family demolished their own home in Silwan, displacing 10. 1 6-year-old Palestinian boy died in Gaza after being denied exit permits for medical treatment at the Hadassah medical center in Jerusalem. The boy was unable to attend 2 appointments for medical treatment on 1/12 and 8/10, as the request for his exit permit remained “under review.” (HA 9/1)

The Israeli army suspended 4 soldiers of the Ultra-Orthodox Netzah Yehuda Battalion after a video surfaced of them beating 2 Palestinians near Ramallah. The 4 soldiers had detained the 2 Palestinians after stopping their car. A statement from the Israeli military said that the soldiers used “unnecessary force.” (AP, HA, MEMO 8/24)

Axios reported that the U.S. is pressuring Israel to keep its promise to open the Allenby Bridge crossing to Jordan 24/7, rather than the current limited hours of operations. (AX 8/24)

In response to U.S. air strikes in Syria on 8/23, groups said to be affiliated with Iran attacked the U.S. Mission Support Site Conoco in Syria, lightly injuring 1 U.S. soldier. The U.S. responded by attacking militants with helicopters, killing at least 2 people. (REU, REU 8/24; AJ, HA, MEE 8/25)

In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 3 others during a late-night raid in Nablus, Israel claimed that explosives had been thrown at the Israeli forces as they raided the city; no Israeli was injured during the raid; the PA condemned the killing. 23 Palestinians were arrested, including 1 at the Allenby Bridge and 22 during raids in Beitunia, Bayt Liqya, Ramallah, al-Bireh, al-Eizariya, Hebron, al-Arroub refugee camp, Qarawat Bani Hassan, Bidya, Ras al-Ain, Jamma‘in, and Qalqilya. In East Jerusalem, the Israeli municipality began razing land seized from 4 Palestinian families in Sheikh Jarrah, which served as a parking lot and car wash in preparation for construction of a settler park. 5 Palestinians were arrested during late-night raids in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Beit Lahiya; no injuries were reported. In Gaza, Israeli forces made incursions and leveled land in the northern part of Gaza near the Gaza fence. Israeli forces also opened fire at Palestinian farmers working their lands east of Maghazi and Khuza‘a; no injuries were reported. Haaretz reported that the Custodian General’s unit in the Israeli Justice Ministry is exploring plans to build 5 Jewish settlements in East Jerusalem: 1 in Sheikh Jarrah, 1 near the Damascus Gate, 1 in Sur Baher, 1 in Bayt Hanina, and 2 in Bayt Safafa. The Custodian General manages private property claimed by Israel to have unknown owners. Most of the properties managed by the Custodian General are in East Jerusalem. (HA, MEE 12/13)

The patriarchs and heads of local churches of Jerusalem released a statement warning that Israeli government is failing to protect the Christian community in Jerusalem from physical attacks by “radical groups” and groups trying to displace the Christian community from Jerusalem by acquiring “strategic property . . . using underhanded dealings and intimidation tactics to evict residents from their homes.” (TOI 12/19; BBC, HA, MEE 12/21)

Israel’s prime minister Naftali Bennett met with UAE crown prince Mohammed bin Zayed Al Nahyan in Abu Dhabi. The 2 were said to have discussed Iran and building on the 2 countries’ normalization agreement. Israel’s public security minister Omer Bar-Lev told Undersecretary Victoria Nuland that he views settler violence “severely” and is taking action against it. Public Security Minister Bar-Lev’s comments drew the ire of Israeli politicians in his coalition and further right, who said that there is no issue with Israeli settler violence toward Palestinians. In the West Bank, Israeli settlers razed 20 dunums (5 acres) of land near Jalud. Israeli forces punitively demolished the home of an alleged attacker in Turmus ‘Ayya, displacing his family and damaging nearby buildings as the house was blown up. 8 Palestinians were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, Dahariya, al-Khader, and Abu Dis. In East Jerusalem, Israeli forces delivered a demolition order for a 4-story building in Shu‘fat, which would displace 55 Palestinians. 2 Palestinians were arrested during raids in Isawiya and the Old City. In Gaza, Israeli forces opened fire on residential buildings east of Rafah, causing damage but no injuries. Israel charged a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, with incitement to violence for sharing a movie clip on Facebook showing people killing a police officer. Shaykh al-Baz was arrested on 6/17. (ALM, HA 7/8)

Israeli foreign minister Yair Lapid and Jordanian foreign minister Ayman Safadi met at the Allenby Bridge, where the 2 made agreements for Jordan to buy 50 million cubic meters of water from Israel and to increase the Jordanian export to the West Bank from $160 million to $700 million. Foreign minister Safadi also called for Israeli to halt settlement expansions, maintaining the status quo of the holy sites in Jerusalem, and called evictions of Palestinians from their homes in East Jerusalem a “war crime.” Walla News also reported that Israeli prime minister Naftali Bennett secretly met with Jordan’s king Abdullah II in Amman last week and that PA president Mahmoud Abbas was summoned to meet King Abdullah shortly after his meeting with Prime Minister Bennett. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. In the West Bank, Israeli forces raided Kafr Malik, leading to clashes with Palestinians; 1 Palestinian was shot by a rubber-coated bullet, others suffered tear-gas related injuries. Israeli forces also razed hundreds of olive trees near Tubas. Elsewhere, Israeli forces demolished 1 residential structure and 1 agricultural structure in Sawahara al-Sharqiyya, seized 2 agricultural structures in Khan al-Ahmar, and demolished 1 mosque in a Bedouin community near Yatta. Palestinians protested the PA presidential decrees published on 1/11, which critics say serve to bolster the PA presidency at the expense of the judicial branch of government; the protests were held in front of the court complex in Ramallah. 18 Palestinians were arrested during late-night raids in and around Jenin, Qabatiya, Madama, Sabastiyya, Hizma, Hebron, and Birzeit. The PA announced it had decided to close the Allenby border crossing with Jordan to prevent the spread of new COVID-19 virus variants. The closure is in effect until 2/3. (WAFA 1/28)

After Israel refused to allow restoration work on the Dome of the Rock and other holy places in the Haram al-Sharif compound, Jordan’s foreign minister Ayman Safadi said Israel had agreed to retract its objections and allow the restoration work. (WAFA 1/27; WAFA 1/28)

Member of the Palestinian-Israeli Balad party Mtanes Shehadeh said after a meeting among members of the Arab Joint List that the list will likely be dissolved before the next election due to “fundamental political differences.” 1 of the reasons the Arab Joint List is having irreconcilable differences is that Mansour Abbas, the leader of the United Arab List, is seeking closer ties with Israeli prime minister Benjamin Netanyahu. Another reason is the United Arab List’s more conservative values compared to the 3 other parties. Parties running for the Israeli elections have until 2/4 to submit their composition of candidates. Large protests broke out in Tripoli in Lebanon, leading to confrontations between police and protesters. 1 protester was reported dead and 226 people injured, including 26 police officers. The protesters started taking to the street on 1/25, demonstrating against the COVID-19-related lockdown measures and deteriorating living conditions. (AP 1/27; AP 1/28)

The new U.S. administration said it would freeze the sale of F-35 fighter jets to the UAE and munitions to Saudi Arabia to review the transactions. U.S. secretary of state Antony Blinken said the practice of new administrations reviewing pending sales of weaponry is not uncommon. The sale of the F-35 fighter jets to the UAE was part of the Israel-U.S.-UAE normalization deal announced in August 2020. Secretary Blinken also spoke with the Israeli foreign minister Gabi Ashkenazi over the phone to discuss, among other issues, expanding the Trump administration’s normalization efforts. At her confirmation hearing, Linda Thomas-Greenfield, U.S. president Joe Biden’s nominee for UN ambassador, said that she finds the BDS movement “unacceptable” and that it is on “the verge of antisemitism.” Thomas-Greenfield also said she was looking forward to combatting “anti-Israel bias” at the UN and hoped to see more countries join normalization deals with Israel and the U.S. (HA, MEE, TOI 1/27)

In the West Bank, IDF troops arrest a Palestinian youth in c. Hebron when she is found to be carrying a knife. They also patrol nr. Hebron throughout the day. Meanwhile, thousands of Palestinian students gather at PA-sponsored sit-ins across the West Bank to “send a message to the world” about Israel’s occupation, according to a PA spokesperson. PA PM Rami Hamdallah meets with Israeli finance min. Moshe Kahlon in Ramallah, and agree to expand the PA’s authority in certain Israeli-controlled areas of the West Bank. A PA spokesperson says that they also agreed to the “cessation of home demolitions under the pretext of not being licensed” and to increasing the openings of the Allenby Bridge border crossing (a full schedule will be announced on 6/1). The agreements, designed to facilitate Palestinian economic growth and freedom of movement, come in the context of U.S. pres. Trump’s push for a resumption of peace talks. In the Gaza Strip, IDF troops e. of Khan Yunis open fire on Palestinian farmers nr. the border fence, causing damage. In the West Bank, dozens of Palestinian and international activists rebuild the “Gate of Jerusalem” tent camp in Abu Dis, and the IDF tears it down hours later for the 2d time in 2 days. Meanwhile, 100s of Palestinians march through Ramallah to the home of the Jordanian amb. following ISIS’s 2/3 video depicting its fighters killing a Jordanian hostage. In the morning, IDF troops raid a Palestinian high school in Nablus, evacuating it and detaining its principal and asst. principal. The IDF arrests a Palestinian child at the Allenby border crossing with Jordan; conducts house searches and arrest raids nr. Hebron, Ramallah, Salfit, and in Tulkarm. Israeli forces also deliver demolition orders to Palestinians in Silwan nr. Ramallah for several wells. In East Jerusalem, Israeli police arrest a 10-year-old Palestinian outside his home in al-Tur. The Israeli govt. continues freezing transfers of tax revenues to the PA in response to the Palestinians’ accession to the ICC. Following the 1/2 freeze of NIS 500 m. (around $127.6 m.) of revenues collected in 12/2014, Israel collected around $100 m. worth of revenues in 1/2015. A senior Israeli official says that the freeze will continue until the govt. “finishes formulating its response to the PA’s unilateral move to the ICC, a step that runs contrary to all previous agreements.” (JP 2/4; MNA 2/11)

In the West Bank, IDF troops shoot and kill a man at the Allenby Bridge crossing on the Jordanian border. The man, a PalestinianJordanian judge who worked in Amman, was on his way to visit family in Nablus. The IDF initially says that he tried to attack the soldiers. However, many eyewitnesses describe a different version of the events. In response, PM Netanyahu’s office promises a joint investigation with Jordanian authorities, and expresses regret and sympathies. Jordanian FM Judeh condemns the killing, and summons the head of Israel’s mission in Amman. A protest also takes place outside the Israeli embassy in Amman, where demonstrators call for the annulment of the 2 countries’ peace treaty. IDF troops also shoot and kill a Palestinian in Baytin village nr. Ramallah, in response to a group of Palestinians throwing stones at vehicles owned by Jewish settlers. The man’s relatives say he was tending goats when he was shot. The IDF conducts house searches and arrest raids in Hebron, and 1 village each nr. Jenin and Qalqilya at night; patrols in 1 village each nr. Hebron and Ramallah in the afternoon, and in 3 villages nr. Hebron, 2 villages nr. Ramallah, and 1 village each nr. Ramallah and Qalqilya at night. Jewish settlers cut down several trees and saplings in an-Nabi Samuil nr. Jerusalem. Off the coast of the Gaza Strip nr. al-Sudaniyya, Israeli naval vessels open fire on Palestinian fishermen, wounding 2 with rubber-coated metal bullets, and causing damage to the boats and nets. Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Bil‘in (injuring 5 Palestinians), Ni‘lin (wounding 1 Israeli, 3 Palestinians), and Jayyus (injuring 3 Palestinians; 1 is hit with live ammunition). In Jerusalem, 100s of Palestinians clash with Israeli police after Friday prayers. Small demonstrations against OCL are reported in East Jerusalem and across the West Bank (including Bani Na‘im nr. Hebron, Bethlehem, Hebron, Issawiyya, Ramallah, Shu‘fat r.c.). IDF troops shoot at protesters in Bani Na‘im, wounding 5.
