In the West Bank, 1 Palestinian shot by Israeli forces in al-Yamun on 4/18 succumbed to his injuries. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 6 with baton rounds and others with tear gas. Israeli forces also raided Nabi Salih, injuring 1 Palestinian with a baton round. Elsewhere, Israeli forces shot and injured 1 Palestinian attempting to enter Israel for work at the separation wall west of Jenin. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound, injuring 57, including 15 who were taken to hospitals for treatment; 2 were in serious condition; 1 of them fell into a coma after being hit in the head with a baton round. 1 Israeli police officer was injured by a rock to his face. For the 1st time, Israel used drones to fire tear gas at Palestinians at the compound. Some 150,000 worshippers prayed at the compound for the 3d Friday of the month of Ramadan. 9 Palestinians were arrested during late-night raids in Isawiya, Jabel Mukaber, and Ras al-Amud. In Gaza, Israel said 2 rockets were launched at Israel but fell inside of Gaza. In Israel, Israeli police violently dispersed Palestinian protesters in Umm al-Fahm; tear-gas related injuries were reported. Israel closed all crossings from the West Bank and Gaza to East Jerusalem and Israel for the Jewish holiday of Passover. The closure will remain in effect until an unspecified time on 4/23. Exceptions were made for Palestinians from the West Bank who had been issued permits to pray at the Haram al-Sharif compound for the Friday prayers. (HA 4/21)

In the West Bank, 1 Palestinian minor succumbed to injuries sustained by Israeli forces during a raid in Kafr Dan on 4/14. Israeli forces violently dispersed Palestinian protesters in Qarawat Bani Hassan, injuring 1 Palestinian minor with live ammunition and others with tear gas; the minor was also arrested. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 3 with baton rounds and others with tear gas. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Qaryut, Beita, and Bazariya, leading to tear-gas related injuries. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound, including inside al-Aqsa Mosque, injuring more than 152 Palestinians with baton rounds, batons, and tear gas, including 8 who were admitted into intensive care facilities. Several Palestinian journalists at the compound were violently beaten by Israeli police, causing broken limbs. 3 Israeli police officers were lightly injured. Some 470 Palestinians were arrested at the compound before noon prayers, where some 50,000 worshippers were praying, about half from the West Bank. Around 440 were released within 24 hours, some of whom were banned from entering the compound until after the end of Ramadan. Hamas, the PA, Jordan, Morocco, UAE, Bahrain, the United Arab List, and the Organisation of Islamic Cooperation condemned the Israeli-led violence at the Haram al-Sharif compound (see above). The U.S. state department released a statement urging “all sides to exercise restraint, avoid provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount.” The spokesperson for UN secretary general António Guterres expressed grave concern about the situation in Jerusalem. Palestinians in the West Bank are under an Israeli-imposed curfew for the Jewish holiday of Passover, beginning at 4 P.M. and continuing until 4/17. Crossings between Gaza and Israel are closed. (HA 4/14; HA 4/15; HA 4/16)

Hamas political leader Ismail Haniyeh spoke to Arab League secretary general Ahmed Aboul Gheit about the Israeli attacks on Palestinians at the Haram al-Sharif compound. Haniyeh also spoke with Iranian foreign minister Hossein Amir-Abdollahian and speaker of the Kuwaiti parliament Marzouq al-Ghanim in separate calls. (MEMO 4/16)

At a Passover seder hosted by U.S. vice president Kamala Harris and 2nd gentleman Doug Emhoff, the couple served wine made by the settler winery Psagot Winery in the West Bank. The senior advisor for communications to Vice President Harris said in a tweet that “the wine served at the Seder was in no way intended to be an expression of policy.” (HA, MDW 4/17; MEE 3/18)

In the West Bank, Israeli settlers from the Homesh settlement outpost threw stones at Palestinian vehicles near Burqa. Israeli forces prevented Palestinian farmers from working their lands near Beit Umar. Israeli forces also violently dispersed Palestinians trying to enter Israel for work near Dahariya with tear gas and stun grenades, causing burns to 1 Palestinian. 5 Palestinians were arrested during late-night raids, including 4 near al-Bireh and 1 during a house raid in Mazra’a al-Qibliya. In East Jerusalem, Israeli police violently dispersed Palestinians at the Damascus Gate plaza, injuring 19 with batons and baton rounds; 10 were arrested. Israel also summoned the deputy director of the Islamic Waqf department Najeh Bkeikat, issuing him a ban from entering the Haram al-Sharif compound for 6 months. 1 Palestinian citizen of Israel said he was detained in Qalansawe by Israeli undercover forces who beat him before leaving him in a forest after discovering they had mistaken his identity for another person. The Israeli forces also damaged the man’s car during the incident. (HA 4/5)

1 Palestinian prisoner, arrested on 24 December 2020, was sentenced to life in prison and issued a fine of $936,600. The man’s family home was punitively demolished by Israeli forces on 10 February 2021. (WAFA 4/3)

In Lebanon, 1 member of the PA National Security Forces was shot and killed in the Ain al-Hilweh refugee camp. It was unclear who the perpetrator was. (JP 4/4)

Israeli prime minister Naftali Bennett spoke with Jordan’s king Abdullah II in a phone call. King Abdullah urged Prime Minister Bennett to avoid steps that could escalate violence during the month of Ramadan and to allow Muslim worshippers free access to the Haram al-Sharif compound. In the West Bank, 1 Palestinian who was shot by Israeli forces during a protest in Burqa on 3/1 succumbed to his wounds. Israeli settlers uprooted and stole grape saplings and damaged a stone wall and barbed wire fence in Kafr ad-Dik. Israeli settlers also razed a plot of land near Battir. Israeli forces violently dispersed a memorial service held for a Palestinian killed by Israeli forces on 3/1 at the Khadouri Technical University campus north of Hebron, injuring 3 with rubber-coated bullets and others with tear gas. Israeli forces also confiscated 2 water pumps and electric cables in Birin. Elsewhere, Israeli forces demolished 1 Palestinian-owned home in Khallet al-Eideh near Hebron and assaulted 2 Palestinians resisting the demolition. Israeli forces also delivered a demolition order for a residential structure in the Abu al-Nuwwar Bedouin community east of Jerusalem. 20 Palestinians were arrested during late-night raids in Jalazun refugee camp, al-Ram, Deir Abu Mash‘al, Tuqu‘, Hebron, Yatta, al-Zawiya, Jenin, and Fahma. In East Jerusalem, Israeli forces demolished 1 Palestinian house under construction in Shu‘fat refugee camp. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Beit Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire on Palestinian famers east of Beit Hanun and Khan Yunis; no injuries were reported. In Israel, anti-Palestinian graffiti was sprayed on 1 Palestinian vehicle and the tires of 30 vehicles were slashed in Jaljulia. Israel’s police commissioner Kobi Shabtai instructed the Israeli police to halt Palestinian home evictions and demolitions in East Jerusalem and the Naqab during the month of Ramadan. (HA 3/9)

The Israeli civil administration said, after having to respond to a freedom of information petition from HaMoked, that during 2021 it had banned 10,594 Palestinians from the West Bank from traveling abroad. According to a source in the civil administration, travel bans can be applied to Palestinians by Israel automatically, for example, in cases where the person is a relative of someone deemed by Israel to be involved with terrorism. PA civil affairs minister Hussein al-Sheikh met with Israeli foreign minister Yair Lapid. Civil Affairs Minister al-Sheikh said he stressed to Lapid the need for a political horizon and an end to Israeli settlement expansion. (WAFA 3/9)

The Jewish Agency said that “[i]f all goes well, we will bring tens of thousands [of Ukrainians] to Israel in the coming year,” referring to the refugee crisis in Ukraine as Russia has declared war on the country. (HA 3/9)

Former U.S. vice president Mike Pence toured Hebron, including al-Ibrahimi Mosque, with Israeli settler activists MK Itamar Ben-Gvir and Baruch Marzel, who were both leaders of the Kach movement. Vice President Pence also received an honorary degree from the settler university in Ariel and met with former Israeli prime minister Benjamin Netanyahu, current prime minister Naftali Bennett, president Isaac Herzog, and foreign minister Yair Lapid. In the West Bank, Israeli settlers uprooted 25 olive tree saplings in Kafr ad-Dik. Israeli settlers with military escort also, for the 2d day in a row, tried to prevent Palestinian students from reaching their school in al-Lubban al-Sharqiya, causing tear-gas related injuries, including among students; Israeli forces also closed off parts of the village. Israeli forces violently dispersed Palestinian protesters in al-Khader, killing 1 14-year-old boy, who allegedly threw a Molotov cocktail at Israeli forces. Israeli forces also shot 1 Palestinian in the eye with a rubber-coated bullet during a raid in Jalazun refugee camp. Elsewhere, Israeli forces also placed cement block at the entrance to Bayt Awa and near al-Jalamah. 21 Palestinians were arrested, including 20 during late-night raids in Jalazun refugee camp, al-Arroub refugee camp, Jaba‘, and Anza; 1 was arrested at a checkpoint near Beit Fajjar. An Israeli court suspended the forced eviction of the Salem family in Sheikh Jarrah, postponing it due to Israeli police’s concern that the eviction could cause violence, as it was scheduled to coincide with the start of Ramadan. In the West Bank, Israeli settlers blocked a road leading to Umm Safa with sand berms. Israeli forces raided Luban al-Sharqiyya, leading to clashes with Palestinians; 3 were injured by rubber-coated bullets. Israeli forces also clashed with Palestinians in al-Fawar refugee camp, leading to tear-gas related injuries. 3 Palestinians were arrested during a late-night raid in Bethlehem. In East Jerusalem, Israeli police removed barriers at the Damascus Gate plaza, allowing Palestinians to gather there; the closure of the plaza had been 1 of the major points of tension as Israel restricted Ramadan activity in the Old City; large crowds of Palestinians celebrated the reopening of the plaza, which was seen as a victory for those protesting the Israeli-imposed restrictions. Israeli forces later briefly raided the plaza, confiscating Palestinian flags and arresting 2 Palestinians. 3 others were arrested during raids in and around the Old City. The Israeli Settlements Council delivered orders to remove 7 Palestinian-owned vegetable stalls in the Jordan Valley. According to WAFA, this is the 1st time that the Israeli Settlements Council delivered such orders, as the Civil Administration is usually in charge of such decisions. (WAFA 4/26)

PA president Mahmoud Abbas reiterated at a Fatah Central Committee meeting that Palestinian elections cannot take place without the participation of Palestinians in East Jerusalem. (WAFA 4/26)

In the West Bank, 1 Palestinian child was injured by a rubber-coated bullet fired by Israeli forces at the weekly anti-settlement protests in Kafr Qaddum near Qalqilya; other protesters suffered from tear gas inhalation. In East Jerusalem, 2 medics from the Palestinian Red Crescent were assaulted by Israeli police near the Lions’ Gate while treating a patient. On the 1st Friday of Ramadan, some 180,000 Muslim worshippers were reported to have been praying in and around the Haram al-Sharif compound for Friday prayers. In Gaza, Israeli forces killed 1 Palestinian using live ammunition and injured another 32 during the Great March of Return protest. This brings the death toll stemming from the Great March of Return to 221. Israeli forces injured 1 Palestinian farmer using live ammunition while he was working his land east of Gaza City. Israel reopened the Gaza fishing zone and expanded it to 12 nautical miles in the southern half off Gaza’s shore and 6 nautical miles off the northern half. On the 2d Friday of Ramadan and the 13th anniversary of the outbreak of the 1st intifada, Israeli-Palestinian clashes escalate sharply, leaving 7 Palestinians, 2 Jewish settlers, 1 IDF soldier dead. 5 of the Palestinians are killed when IDF tanks open fire on a PSF post nr. Jinin; 15,000 Palestinians march in Jinin to protest. The soldier, 2 settlers are killed in separate incidents nr. Hebron and Jericho in which Palestinian gunmen fire on their vehicles. In response, Barak tightens the blockade on Palestinian villages, which had been eased slightly for Ramadan. 50 Jewish settlers rampage through the Arab section of Hebron, damaging Palestinian property, occupying a Palestinian home. Settlers also attempt to occupy 3 Palestinian homes in Banidar, Musharqat al-Fawqan. The IDF bars West Bank Palestinians fr. reaching East Jerusalem to attend prayers. Tensions erupt into clashes after services, with Israeli police in Jerusalem opening fire on worshipers with tear gas, rubber bullets, and live ammunition, killing at least 1.
