Uncoordinated stabbing and alleged stabbing attacks continue in the West Bank and Jerusalem, resulting in the deaths of 3 Palestinians. Two Palestinians open fire on an Israeli bus in Ramot, causing no damage. Israeli police then chase the shooters into the Old City, where they shoot and kill the 2 men after they allegedly attempt to ram their car into a Jewish Israeli pedestrian, causing no serious injuries. A 3d Palestinian is critically injured in the crossfire. The IDF maintains, for a 2d day, the closure of 1 village each nr. Qalqilya and Salfit. On the outskirts of the village nr. Salfit, Israeli soldiers open fire on 2 Palestinian youths as they approach an IDF checkpoint, killing 1 and critically injuring the other. Elsewhere in the oPt, Hamas announces that 1 of its fighters died earlier in the day during unspecified training exercises. IDF troops raid a village nr. Jenin, sparking clashes with stone-throwing Palestinians; there are no serious injuries. They conduct further raids in and around Nablus, Qalqilya, Bethlehem, and Hebron, arresting 18 Palestinians. An Israeli settler stabs and injures a Palestinian nr. Nablus. Late at night, Israeli settlers spray price-tag graffiti on the walls of a Palestinian home in a village nr. Bethlehem. In response to the string of attacks on 3/8 and after conferring with senior security officials, Israeli PM Netanyahu announces that Israel will complete the construction of the separation wall in the s. Hebron Hills. He also states that his govt. proposes new legislation to deter and punish Palestinians who enter Israel illegally, close Palestinian media outlets responsible for alleged incitement, and deny work permits to the families of Palestinians who commit serious crimes against Israelis. Israeli police immediately arrest 10s of Palestinians in raids across Israel, targeting those who entered the country without proper permits. (HA, JP, TOI 3/9)

The Israeli authorities inform 5 Palestinian food companies that their goods will no longer be permitted to pass through the Beitunia crossing for sale in Jerusalem. Israel last barred West Bank food products from entering East Jerusalem for a brief period in 2010. (TOI 3/13)

In Cairo, French FM Jean-Marc Ayrault says that France will not recognize the State of Palestine if the planned French peace initiative fails, effectively retracting his predecessor’s 1/29 pledge. “There is never anything automatic,” he says, adding that “France will present its initiative to its partners. It will be the first step, there is no prerequisite.” (TOI 3/9; JTA 3/10)

In the Gaza Strip, the IDF continues its assault with air strikes on over 50 targets, killing 18 Palestinians and injuring dozens more. Also,IDF troops stationed nr. the border shell areas across the fence with artillery in 3 incidents. The armed Palestinian groups launch approximately 135 projectiles into Israel; of which, 125 land in open areas, 5 in urban areas, and 10 are intercepted by Iron Dome batteries. Israeli authorities temporarily close the Erez border crossing, except for humanitarian cases, in response to a mortar shell wounding 3 Israelis nearby, which is claimed by al-Qassam Brigades. In the West Bank, approximately 400 Israeli settlers, escorted by IDF troops, enter a village nr. Salfit to visit religious monuments. In a village w. of Ramallah, IDF troops open fire with live ammunition and tear gas on a group of stone-throwing Palestinian youth, injuring 1. Separately, IDF troops fire tear gas at Palestinian children on their way to school in a village s. of Hebron; establish 5 mobile checkpoints around Ramallah; and conduct patrols in Hebron and 2 villages nr. Jericho. Late at night, the IDF conducts 1 house search and arrest raid in a village nr. Hebron. Israeli PM Netanyahu says that OPE will continue until its goals are reached, in comments to the press ahead of a special cabinet meeting at the Israeli Defense Ministry. Also, the Israeli govt. calls up 10,000 additional reserve troops. (AP, HA 8/24; AFP, HA 8/25)

After meetings with Arab League secy.-gen. Nabil al-‘Arabi and reps. of several Palestinian factions, PA Pres. Abbas returns to Ramallah from Cairo. Abbas will meet with senior Palestinian officials to further develop his new diplomatic initiative before U.S. Secy. of State Kerry visits in the coming days. Meanwhile, Hamas leader Khalid Mishal says in an interview with Iranian TV that Hamas would not return to negotiations in Cairo. (JP 8/24; HA, ToI 8/25)

Off the n. coast of the Gaza Strip, Israeli naval forces detain 4 Palestinian fishermen. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin at night; patrols in 3 villages nr. Jenin, 2 villages nr. Ramallah, and 1 village each nr. Bethlehem, Hebron, and Salfit at night. (MNA 5/29; PCHR 6/5)

PA Pres. Abbas announces that PM Rami Hamdallah will serve as the head of a new national unity govt. Meanwhile, a dispute over the composition of the cabinet delays the announcement of the new govt., with Hamas reportedly rejecting Abbas’s insistence on Riyad al-Maliki as FM. In addition, Hamas spokesperson Sami Abu Zuhri says that there is a dispute over the proposed dissolution of the Ministry of Prisoners’ Affairs, which Hamas opposes. Meanwhile, an unnamed Israeli official tells the media that Abbas will be “accountable” for “violence” by Hamas following a reconciliation agreement, while U.S. Secy. of State Kerry says, in an interview on PBS, that Israel’s approach of “waiting to see what happens” with the unity govt. is the “appropriate thing to be doing.” (HA, JP, MNA, REU 5/29; JTA 5/30)

Unidentified assailants armed with heavy weapons and explosives enter s. Israel fr. the Egyptian Sinai and stage coordinated attacks on a bus, several cars, and an IDF patrol, killing 7 Israelis (1 IDF soldier, 6 civilians) and wounding up to 40, marking the deadliest attack on Israel since 3/2008. The attacks begin at midday with gunfire on a bus nr. Elat carrying mostly soldiers fr. a nearby army base; when an IDF unit arrives on the scene, it is quickly ambushed and hit with explosive devices. Within the hour, at least 3 reports of mortar fire fr. Egypt and attacks on civilian vehicles with antitank weapons are reported in the Elat area. Israeli security forces engage in firefights with the infiltrators over the next several hours, killing at least 7 attackers, noting that 3 of the bodies were booby trapped. At one point, IDF troops pursue the attackers into Egypt and clash with Egyptian border guards, killing an Egyptian military officer and 2 Egyptian border police and injuring 2 others. Israel accuses Hamas of sending terrorists fr. Gaza through the Rafah smuggling tunnels into Egypt and then on to Israel, and criticizes Egypt’s inability to secure its borders. The IDF quickly launches 12 air strikes on s. Gaza in retaliation, primarily targeting the Popular Resistance Committees (PRCs)—an umbrella group comprising mbrs. of all Gaza factions, including Fatah and Hamas. In total, 7 Palestinians (including 2 children) are killed and at least 23 Palestinians (including 7 children, 6 women) are wounded. Among the dead are 5 senior PRC members who were targeted for assassination, including PRC leader Kamal Abu Abed al-Nairab, PRC chief military cmdr. Imad Hamad, and a PRC rocket expert. Later in the evening, gunfire erupts again in Elat, killing 1 Israeli border policeman and critically injuring another. The PRCs fire 4 rockets (including at least 1 manufactured Grad rocket) fr. Gaza into Israel, where at least 3 are intercepted by Israel’s Iron Dome missile defense system; no damage or injuries are reported. By late evening, the Israeli DMin. reports no further fire, but says assailants may still be on the loose. Hamas and the PRCs deny any part in the attacks. Egyptian and American analysts (e.g., NYT, WT 8/19) say that “it is not a remote possibility for [Egypt’s radical militant elements] to cross the border and launch attacks against Israeli targets. It makes a lot of sense” given Egypt’s recent crackdown on al-Qa‘ida-inspired Islamist militants in the n. Sinai (see 8/13). Meanwhile, in the West Bank, the IDF patrols in Bayt Liqya nr. Ramallah during the day and in Jenin, Jericho, and 2 villages nr. Ramallah and Salfit. Jewish settlers fr. Beit El nr. Ramallah enter nearby Dawar al-Qare’ village and set fire to 2 cars. (PCHR 8/25)

The Israeli DM announces that the 1st permanent section of a border fence between Israel and Egypt has been completed; Israel expects to finish the 135-mi. fence by mid-2012. In the West Bank, the IDF arrests Hamas-affiliated PC speaker Aziz Dweik (no location reported); patrols in 5 villages nr. Jenin, Salfit, and Tulkarm during the day, checking IDs and issuing 2 orders to appear for questioning. Some 200 IDF soldiers and Israeli border police demolish 4 structures at the unauthorized settlement outpost of Aley Ayin nr. Nablus, sparking clashes with Jewish settlers that leave 1 police car destroyed by fire and 6 Israeli border police and 5 settlers injured. Jewish settlers fr. Havat Gilad nr. Qalqilya set fire to nearby Palestinian crops; when local farmers try to chase them away, the IDF intervenes, firing tear gas and rubber-coated steel bullets and beating the Palestinians, injuring 3. Israel’s Prawer Commission issues its final report on how best to implement the 2008 Goldberg Commission’s recommendation that Israel should legalize unrecognized bedouin villages in the Negev, so long as their territory does not overlap with existing land settlement plans for the benefit of the Jewish population. Palestinians fire at least 7 mortars, 6 homemade Qassam rockets, and 2 manufactured Grad rockets fr. Gaza into Israel during the day, causing no injuries. Israel retaliates with several air strikes and tank fire on Hamas buildings and a launching site, lightly injuring 3 Palestinians. The largest strike (4 missiles) targets the fmr. PA General Intelligence building outside of Jabaliya in the evening, heavily damaging the building and collaterally damaging 30 homes, 4 businesses, and 2 schools. Sources say that Hamas seems to have stepped back fr. rocket and mortar fire since its large barrage on 3/19, with most fire now coming fr. Islamic Jihad and other groups. In the West Bank, the IDF demolishes 3 wells nr. Bethlehem (all more than 100 yrs. old); bulldozes a Palestinian road nr. Salfit for the 2d time in 3 mos. (Jewish settlers seek to annex the waterrich area to the Yakir and Revava settlements; Palestinian residents paved the road to claim ownership and repaved it after the IDF bulldozed the 1st time); patrols in 4 village nr. Qalqilya, 4 nr. Ramallah, and 2 each nr. Jenin (where troops fire tear gas at stone-throwing youths who confront them, causing no injuries) and Jericho, as well as searching 2 open areas nr. Tulkarm. By this date, allied air strikes on Libya have reportedly “all but destroyed” the Libyan air force and air defenses and the focus has shifted to targeting Qaddafi’s ground forces. At this stage, NATO takes the lead fr. the U.S. in enforcing the no-fly zone. The intervention is not enough to give Libyan rebels the upper hand, however; fierce fighting continues nationwide through the end of the quarter. (NYT 3/24, 3/25)

In Yemen, Pres. Saleh, responding to growing pressure (see 3/18), reins in the military and states that he would step down if he could arrange “an honorable transfer of power” that would keep the govt. in “safe hands.” Over next 2 wks., Saleh and the opposition hold talks but cannot reach an agreement. Citing retaliation for the death of an Israeli woman on 7/14, the IDF launches overnight missile strikes on 4 sites in Gaza: a Hamas cultural center in n. Gaza, 2 sites Palestinians have used to launch rockets in s. Gaza, and a metal workshop (alleged weapons factory) in central Gaza; at least 2 Palestinians are injured. Later in the day, an IDF drone fires a missile at a car driving in Gaza City, assassinating 4 Hamas mbrs. (Sabir Abu Assi, ‘Assim Abu Ras, Amjad Arafat, ‘Adil Haniyeh), wounding more than 12 bystanders; an IDF helicopter and ground troops fire 3 missiles at a car driving in Salfit, assassinating 3 wanted Hamas mbrs. (Muhammad Ayyash, Samir Dawahqa, Muhammad Mar’ai); an IDF helicopter fires at 3 Palestinians firing mortars at Gush Katif, injuring them. In clashes in Salfit after the assassinations, the IDF fatally shoots a stone-throwing Palestinian teenager. The Israeli strikes mark the definitive end of the 2/8 cease-fire; Hamas announces that it is considering massive retaliation. Israel blames Abbas for failing to crack down on militant groups. The IDF also continues operations in and around Tulkarm; conducts arrest raids, house searches nr. Bethlehem, Hebron, Jenin, Nablus. Overnight, PA police searching for Hamas gunmen clash again with Hamas mbrs., this time in Gaza City, leaving 2 Palestinian children dead; during the clash, Hamas mbrs. destroy a PA armored personnel carrier with rocket-propelled grenades, burn a police station and a PA office building; Hamas, Fatah quickly convene an emergency mtg. to defuse tensions. Palestinians fire a barrage of at least 19 rockets and 10s of mortars at Neve Dekalim, lightly injuring 2 settlers, damaging 5 houses; 1 shell hits an industrial zone in the Negev, sparking a fire. A Jewish settler seriously injures a Palestinian teenager in a hit-and-run incident in Hebron. Jewish settlers fr. Ramat Yishai throw stones, bottles at Palestinian homes in Hebron and at a Palestinian teenager, lightly injuring him. An Israeli court sentences an East Jerusalem Palestinian to 5 mos. in jail for joining Force 17 in 2000, calling it a “severe crime”; says at least 80 “Jerusalem Arabs” have been indicted on similar charges since 9/00.
