PA Finance Min. Shukri Bishara announces that PA employees earning more than NIS 2,000 ($515) per mo. will only receive 60% of their salaries for 3/2015 on 4/2, despite the Israeli govt.’s 3/27 pledge to unfreeze the transfers of tax revenues collected on behalf of the PA. In Syria, fighters affiliated with ISIS conduct an assault on Yarmouk r.c. outside Damascus. During a day of intense fighting, they take control of large areas of the camp, casting further uncertainty over the fate of the approximately 18,000 Palestinian refugees and other civilian residents. Egypt’s cabinet approves a new res. designed to crack down on smuggling tunnels from Gaza into Egypt, which would make tunnel digging, or knowledge of tunnel digging, punishable by life imprisonment and home confiscation. UN Special Coordinator Serry’s office (UNSCO) releases a statement announcing that the UN is going to review its operations in Gaza after the violent, Hamas-organized protest outside its headquarters on 1/28. The statement also blames Hamas for not adequately providing security for the protest. The UNSCO has been principally in charge of facilitating the UNadministered reconstruction procedure and mediating between the Israeli authorities, Hamas, and Palestinians in need of support after OPE. In the West Bank, Palestinians gather in Turmus ‘Ayya, Silwad, and Ofer detention center to protest the death of a senior PA official on 12/10, sparking clashes with IDF troops in which 9 Palestinians are injured with rubbercoated metal bullets and 2 are detained. In Silwad, Israeli soldiers deliberately fire at electricity transformers, causing a power outage. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation nr. In the Gaza Strip, the IDF continues its assault with air strikes on over 50 targets, killing 18 Palestinians and injuring dozens more. Also,IDF troops stationed nr. the border shell areas across the fence with artillery in 3 incidents. The armed Palestinian groups launch approximately 135 projectiles into Israel; of which, 125 land in open areas, 5 in urban areas, and 10 are intercepted by Iron Dome batteries. Israeli authorities temporarily close the Erez border crossing, except for humanitarian cases, in response to a mortar shell wounding 3 Israelis nearby, which is claimed by al-Qassam Brigades. In the West Bank, approximately 400 Israeli settlers, escorted by IDF troops, enter a village nr. Salfit to visit religious monuments. In a village w. of Ramallah, IDF troops open fire with live ammunition and tear gas on a group of stone-throwing Palestinian youth, injuring 1. Separately, IDF troops fire tear gas at Palestinian children on their way to school in a village s. of Hebron; establish 5 mobile checkpoints around Ramallah; and conduct patrols in Hebron and 2 villages nr. Jericho. Late at night, the IDF conducts 1 house search and arrest raid in a village nr. Hebron. After meetings with Arab League secy.-gen. Nabil al-‘Arabi and reps. of several Palestinian factions, PA Pres. Abbas returns to Ramallah from Cairo. Abbas will meet with senior Palestinian officials to further develop his new diplomatic initiative before U.S. Secy. of State Kerry visits in the coming days. Meanwhile, Hamas leader Khalid Mishal says in an interview with Iranian TV that Hamas would not return to negotiations in Cairo. (JP 8/24; HA, ToI 8/25)

In the Gaza Strip, armed Palestinian groups and the IDF maintain the 5-day cease-fire on its final day. Palestinians in Gaza continue emergency relief efforts and, as more bodies are found in the rubble and more people succumb to their injuries, the Palestinian death toll since the beginning of OPE rises above 2,000. Overnight in the West Bank, IDF troops enter Hebron overnight and destroy the homes of the 3 Palestinians they hold responsible for the kidnapping and killing of 3 teenage Israeli settlers in 6/2014, demolishing 2 and sealing 1 with concrete. During the demolitions, local residents clash with Israeli soldiers, and several Palestinians are injured with rubber-coated metal bullets. The IDF also conducts house searches and raids in 2 villages s. of Jenin, Jenin refugee camp (r.c.), Hebron, and Ramallah, arresting or detaining 9 Palestinians. Palestinian and Israeli negotiators, as well as Egyptian mediators, conduct 6 hours of talks in Cairo during the day, with the goal of extending the 5-day cease-fire that is set to expire at midnight. They also work on the outline of an agreement, based on the 8/15 Egyptian proposal, that reportedly includes the opening of some crossings between Israel and Gaza, the importation of construction materials with international supervision, and the extension of the permitted fishing area to 12 naut. mi., with larger points of disagreement being deferred to future negotiations. The Israeli negotiators leave Cairo to brief PM Netanyahu and senior defense officials in the evening. PA Pres. Abbas travels to Doha, Qatar, for talks with Hamas leader Mishal and Qatari emir Shaykh Tamim Bin Hamad al-Thani. Late at night, Palestinian and Israeli negotiators confirm that the ceasefire will be extended an additional 24 hours, at the request of the Egyptian mediators. (AFP, AJ, HA, JTA, MNA 8/18)

The Norwegian Foreign Ministry announces that it plans to cohost a conference with Egypt in Cairo for reps. of donor countries to attend so they can coordinate the reconstruction of Gaza. The conference will be held on 10/12. (HA, REU 8/18)

PA Pres. Abbas announces that PM Rami Hamdallah will serve as the head of a new national unity govt. Meanwhile, a dispute over the composition of the cabinet delays the announcement of the new govt., with Hamas reportedly rejecting Abbas’s insistence on Riyad al-Maliki as FM. In addition, Hamas spokesperson Sami Abu Zuhri says that there is a dispute over the proposed dissolution of the Ministry of Prisoners’ Affairs, which Hamas opposes. Meanwhile, an unnamed Israeli official tells the media that Abbas will be “accountable” for “violence” by Hamas following a reconciliation agreement, while U.S. Secy. of State Kerry says, in an interview on PBS, that Israel’s approach of “waiting to see what happens” with the unity govt. is the “appropriate thing to be doing.” (HA, JP, MNA, REU 5/29; JTA 5/30)

In East Jerusalem, IDF troops clash with residents in Issawiya after erecting a temporary checkpoint, injuring 6 with rubber-coated metal bullets. Israeli newspaper Haaretz reports that Martin Indyk will resign from his position as U.S. special envoy for Israeli-Palestinian negotiations in light of the breakdown in negotiations, citing unnamed Israeli officials. Indyk reportedly blames Israel primarily for the failure, specifically highlighting the consequences of settlement construction. (HA, JTA, ToI 5/5)

PA Pres. Abbas holds talks with Hamas leader Khalid Mish‘al in Doha, and later meets with Qatari emir Shaykh Tamim Bin-Hamad al-Thani. Hamas releases a statement describing the meeting as “positive.” The Palestinian leaders’ discussions focus on the formation of a Palestinian unity govt., which is expected to be formed within 2 weeks. Meanwhile, the Gaza-based Interior Ministry announces that it has freed 6 prisoners from Fatah. (Fatah says that 40 of its mbrs. are still in prison. Hamas puts the number at under 20). Hamas authorities also announce that al-Quds newspaper will be distributed once again in the West Bank starting 5/7. Hamas PM Ismail Haniyeh’s adviser Issa Nashar urges Pres. The International Criminal Court’s prosecutor Fatou Bensouda says she will open a preliminary examination into Israel’s 2010 attack on the Gaza-bound Mavi Marmara aid flotilla, following a referral from Comoros, to which one of the vessels raided was registered. (REU 5/14)

Thousands of Palestinians hold Nakba Day rallies in cities across the West Bank; the IDF violently disperses protesters in al-Khader, causing no serious injuries. The IDF also patrols in al- ‘Arub r.c. nr. Hebron, injuring 1 Palestinian in clashes. Jewish settlers uproot around 150 trees south of Nablus and also set fire to Palestinian agricultural lands in Bayt Furik village nr. Nablus. There is also a ‘‘price tag’’ attack in in Umm al-Qutuf village in Wadi Ara, a Palestinian village inside the Green Line, in which suspected Jewish extremists vandalize a mosque and 3 vehicles. Fatah and Hamas representatives hold reconciliation talks in Cairo. Hamas official Moussa Abu Marzouq says the sides have pledged to complete formation of a long-anticipated unity government within 3 months (see QU 168 for details). (JP, MNA 5/14)

Egypt’s upper house holds a special session to discuss recent clashes (5/7) in al-Aqsa Mosque and demands the immediate expulsion of Israeli ambassador Ya’akov Amitai in protest, but the government takes no immediate action. (ToI 5/14)

Israeli media reports that PM Benjamin Netanyahu may adopt a package of ‘‘goodwill gestures’’ ahead of U.S. Pres. Obama’s upcoming visit, including transferring responsibility for 2 West Bank roads to the PA, releasing Fatah prisoners, and approving building plans for Palestinian villages in Area C currently considered illegal. Netanyahu’s office denies the reports and says that any practical steps would only be taken if the Palestinian leadership returns to talks without conditions. (MNA, ToI 3/5)

Israeli security service Shin Bet publishes statistics indicating a 70% increase in violent attacks by Palestinians in the occupied territories during 2/2013 (138 incidents) compared to 1/2013 (83 incidents), most of which were the throwing of Molotov cocktails. (HA 3/5; XIN 8/6)

Hamas reports that PA security forces arrested 66 of the movement’s supporters in the West Bank during 2/2013, and summoned another 38 for interrogation. A senior Hamas official in the Gaza Strip says that PA Pres. Mahmud Abbas had ‘‘sold the reconciliation in return for an American smile.’’ (JP 3/5)

A week after assuming office, U.S. Defense Secy. Chuck Hagel hosts Israeli DM Ehud Barak at the Pentagon for talks on Iran and Syria, among other topics. Hagel assures Barak that there would be no interruption of funding for Israeli defense systems like Iron Dome, Arrow and David’s Sling, even as the looming sequester looks set to cost Israel around $155 million in defense assistance. In the West Bank, Jewish settlers attack Palestinian-owned vehicles in between Bethlehem and Hebron. Settlers also damage around 250 olive trees southeast of Nablus, and later cut down 12 olive trees in Basalta nr. Nablus. In the latter case, Palestinians throw stones at the settlers, who are subsequently protected by IDF soldiers, who fire rubbercoated steel bullets and injure 3 Palestinians. The IDF also opens fire with live ammunition and rubber-coated steel bullets on Palestinians in Tamoun village nr. Jenin during clashes sparked by an arrest raid, injuring 30. The IDF also opens fire on stone-throwing Palestinian youths who challenge troops entering ‘Urif village nr. Nablus. The IDF patrols in 2 villages nr. Jenin and 1 village nr. Tulkarm in the morning, in 1 village each nr. Jenin and Tulkarm in the afternoon, and in 3 villages nr. Tulkarm and 2 nr. Jenin at night; conducts house searches and arrest raids in 1 village nr. Israel’s High Court of Justice gives the state an extended deadline for the demolition of unauthorized settler outpost Amona in the c. West Bank, delaying removal until the end of 4/2013. The outpost was set up on the site of a previous outpost of the same name that was evacuated in 2006, and had been slated for evacuation in February. (ToI 1/1)

Israeli newspaper Ha’Aretz reports that around 50 residents of Issawiyya in East Jerusalem have been arrested over the last month in clashes with security forces. Tensions are linked to the hunger-striking Palestinian prisoner Samer Issawi, who comes from the village. (HA 1/1)

Palestinians demonstrate in Nablus against a recent decision to end refugees’ exemption from electricity costs. Around 200 protesters clash with PA security forces, angry that a debt-exemption clause is not applicable to non-refugees. (MNA 1/1)

Senior Likud officials speak at a conference in Jerusalem on a ‘‘one-state solution,’’ including Min. Yuli Edelstein, who voices support for the annexation of Area C of the West Bank. Likud politician and Knesset candidate Moshe Feiglin outlines his plan to pay Palestinian families in the West Bank $500,000 each to emigrate abroad. (Guardian, ToI 1/1)

A report in JTA indicates that 2 major American Jewish groups—the American Israel Public Affairs Comm. (AIPAC) and the Reform movement—are in disagreement about how to respond to the Palestinians’ successful UN bid. AIPAC has supported 2 congressional bids to shut down the PLO office in Washington, D.C., while the Reform movement has urged Obama not to punish the Palestinians for the initiative. Both groups, however, are apparently waiting to see if the Palestinians will use their new status to bring Israel before the ICC before backing penalties. (JTA 1/1)

As the quarter opens, Israel maintains a tight siege on Hamas-controlled Gaza, imposing a 300-meter no-go zone inside the full length of the Gaza border and limiting the Palestinian fishing zone off Gaza to 500–1,000 m. off Bayt Lahiya and Rafah and 3 naut. mi. elsewhere. In the West Bank, governed by the Fatahled Palestinian Authority (PA), Israeli military operations are relatively low. Israeli troops on the Gaza border fatally shoot a mentally handicapped Palestinian teenager who approaches the border fence e. of Dayr al-Balah in c. Gaza. In the West Bank, the Israel Defense Forces (IDF) patrols 6 villages nr. Jericho, Qalqilya, Ramallah, and Tulkarm during the day and 2 villages nr. Jenin and Ramallah late at night. An Israeli military court says it is holding Samer Allawi, a senior Palestinian journalist who serves as al-Jazeera satellite network’s Kabul bureau chief, on suspicion of being a Hamas mbr. but has not yet indicted him; the IDF confirms that it detained him on 8/9/11 at a border crossing to Jordan when he attempted leave the West Bank, where he had visited family in Nablus; Allawi denies any Hamas connection. In a Washington Post op-ed online (in print on 4/3), South African judge Richard Goldstone, head of the UN committee that investigated possible war crimes and crimes against humanity committed during OCL, says that “if I had known then what I know now,” he would have concluded that Gazan “civilians were not intentionally targeted as a matter of [Israeli] policy” and would have given more weight to crimes perpetrated by Hamas. The promised moves include: removing 60 roadblocks (around 10% of total) across the West Bank, various steps to improve Palestinian tourism and trade, and lifting some restrictions on Israeli Palestinians access to the West Bank. The UN reports that in the previous wk., a Palestinian teenager was seriously injured when he accidentally triggered unexploded IDF ordnance while working his family’s farm nr. the Gaza border fence. Hamas-affiliated police in Gaza execute 3 Palestinians convicted of murder. Jewish settlers who recently took possession of a Palestinian home in Bayt Safafa in East Jerusalem after winning a 12/09 court verdict beat a 90-yr.- old Palestinian woman and her 4-yr.-old grandson passing nr. the house. The Palestinian Authority (PA) circulates a list of 500 products made in Jewish settlements, saying anyone caught selling the goods will be fined and jailed; Israel threatens to confiscate VAT taxes collected on the PA’s behalf (transferred to the PA monthly) to compensate boycotted companies. Biden wraps up his trip to Israel with a big speech to the Israeli public at Tel Aviv University, underscoring American solidarity with Israel. He reiterates U.S. disapproval of the Ramat Shlomo housing plan because it “undermined the trust required for productive negotiations,” but accepts what he calls “significant” assurances from Netanyahu that the construction will not break ground for years, expressing hope that negotiations would “resolve this and other outstanding issues” before construction could begin. He then heads to Jordan. Separately, Netanyahu issues a statement apologizing for the “unfortunate timing” of the Ramat Shlomo announcement, but notably not apologizing for the construction itself.
