Following the deadly shooting near Nablus on 1/9, the IDF shuts down the Huwwara checkpoint, slowing traffic in the Nablus area. IDF troops clash with Palestinian youths in Madama village near Nablus; 5 journalists are blocked from covering the conflict. Israeli settlers raze a swath of Palestinian farmland outside the Yitzhar settlement near Nablus. Elsewhere, IDF troops arrest 18 Palestinians during late-night raids in and around Hebron, Nablus, Ramallah, and Jenin; and patrol near Hebron throughout the day. Around 500 Israeli settlers enter 2 villages near Qalqilya, sparking minor confrontations with the Palestinian residents; there are no serious injuries. In East Jerusalem, Israeli forces arrest 8 Palestinians during late-night raids in al-Tur, Jabal Mukabir, Issawiyya, and the Old City. The Higher Planning Commission of Israel’s Civil Administration advances plans for the construction of 1,122 new homes in 20 West Bank settlements, including 204 in Oranit and more than 50 in the Jordan Valley. The commission also publishes tenders for the construction of 651 units. (HA, JP, JTA, PCN, TOI 1/11)

Sinai Province of the Islamic State (SPIS) fighters fire 2 rockets from the north Sinai Peninsula into Israel, where they land in open areas, causing no damage or injuries. Sources on the ground in Sinai report seeing Israeli fighter jets launch air strikes on a number of targets in response to the rockets. The attacks come after a day of heavy violence in Sinai and weeks of tension between Hamas and local Islamist groups in Gaza. Hours before the attack, SPIS fighters assaulted Egyptian soldiers at a vacant church in al-Arish with rocket-propelled grenades and car bombs, and also rob a bank nearby, sparking a firefight with Egyptian security personnel (at least 3 civilians and 4 soldiers are killed and at least 20 people are injured). The Egyptian army then launches a counterassault on insurgent hideouts near Rafah, al-Arish, and Shaykh Zuwayd, killing at least 24 fighters affiliated with SPIS and other armed groups. In the West Bank, Israeli settlers assault 2 Palestinian children on their way to school in Hebron. They also throw stones and bottles at a mosque in al-Tuwani village near Hebron, causing minor damage and sparking clashes between their IDF escort and residents of the area (there are no serious injuries). Settlers steal olives harvested from more than 65 trees in orchards near Nablus and Ramallah (IDF troops arrest a number of them later in the day). Other settlers attempt to assault Palestinians picking olives outside the Eli settlement near Hebron, but the Palestinians drive them off. IDF troops conduct a raid in Dahaysha refugee camp near Bethlehem, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 1 Palestinian is injured. They arrest 13 Palestinians during latenight raids near Jenin and Ramallah, and in Bethlehem and Qalqilya, and patrol near Jenin. In East Jerusalem, Israeli forces violently disperse a Palestinian family gathering in Issawiyya to welcome a relative home from prison, moderately injuring 3 of them. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and Bayt Lahiya, causing no damage or injuries. They arrest 4 fishermen and confiscate 2 boats. At the weekly Israeli cabinet meeting, PM Netanyahu says U.S. pres. Trump’s 10/13 decision not to certify the 7/14/2015 Iran nuclear deal presents an opportunity to “fix” the deal. “I believe that any responsible government, and whoever seeks to promote peace and security in the world, needs to take advantage of the opportunity that Pres. Trump’s decision has created to improve the agreement or abrogate it and, of course, stop Iran’s aggression,” he says. Hundreds of Palestinians march through al-Suwana, East Jerusalem, to mourn Ali Abu Gharbiyeh, the Palestinian whose body washed ashore at Lake Tiberias on 6/30. Israeli forces fire stun grenades at protesters “shouting slogans” and “acting disorderly,” according to an Israeli police spokesperson. At least 35 Palestinians are lightly injured in the ensuing clashes. It is still unclear how Abu Gharbiyeh died. In the West Bank, IDF troops conduct a raid in al-Mughayyir village nr. Ramallah, sparking clashes with stone-throwing youths; 1 Palestinian is injured. They also arrest 9 Palestinians during raids in and around Qalqilya, Hebron, and Nablus; and patrol nr. Hebron. Along Gaza’s border, IDF troops violently disperse Palestinian protesters gathering nr. Jabaliya r.c. and Khan Yunis; there are no serious injuries. Israeli PM Netanyahu announces a temporary suspension of his ban on Israeli MKs and ministers visiting Haram al-Sharif, following a petition from MK Yehuda Glick, leader of the messianic Temple Mount movement and ultranationalist mbr. of Likud. As massive fires rage nr. Jerusalem for the 3d day in a row, the PA sends 4 teams of Palestinian fire fighters to assist Israeli disaster relief efforts. Meanwhile, new fires break out in the Galilee, Haifa, and nr. the Shavei Shomron settlement in the West Bank. Israeli forces arrest 4 Palestinians in n. Israel on suspicion of arson. IDF troops arrest 18 Palestinians and issue an arrest summons to a 19th during late-night raids in and around Nablus, Salfit, Hebron, and Bethlehem. Meanwhile, Israeli forces confiscate a number of water pipes from Khirbat alHadidiya village in the Jordan Valley. In a meeting with French PM Valls in Ramallah, PA PM Rami Hamdallah rejects Israeli PM Netanyahu’s 5/23 call for direct Israeli-Palestinian negotiations. Elsewhere, a U.S. official says that the Obama admin. is skeptical of Netanyahu’s push for bilateral talks, saying “we of course support meaningful negotiations, [but] we do not believe in negotiations just for the sake of negotiations.” (AFP, HA, JP, JTA, MNA, TOI 5/24)

On Gaza’s border, an explosive device detonates under an armored Israeli bulldozer, causing damage but no injuries. Off Gaza’s coast, Israeli naval forces open fire on 2 Palestinian fishing boats nr. Rafah, injuring 2 fishermen, arresting 4, and then confiscating the boats. In the West Bank, IDF troops conduct house searches and raids nr. Hebron and Bethlehem, arresting 2 Palestinians and issuing arrest summons to 4; patrols in 3 villages nr. Hebron. In East Jerusalem, Israeli forces disperse Palestinians conducting a sit-in in Silwan in protest of Israeli efforts to Judaize the city; 6 Palestinians are arrested and a tent is confiscated. A U.S. State Dept. spokesperson says that the Obama admin. has not decided whether or not to support the draft UNSC res. condemning Israel’s settlements that the Palestinians circulated earlier in the week (a U.S. veto would scuttle the effort). Separately, 394 mbrs., or 90%, of the House of Representatives sign onto a letter calling on U.S. pres. Obama to “oppose and, if need be, veto one-sided UNSC resolutions,” inter alia. In Gaza, 2 Palestinian children are injured when an unexploded piece of Israeli ordnance detonates in n. Rafah. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at Friday demonstrations against the Israeli occupation in 6 areas nr. In East Jerusalem, Israeli officials deliver demolition notices to a mosque, house, and apartment in Silwan, where there has been a recent increase in Palestinian home demolitions and evictions in order for Israel to increase the neighborhood’s Jewish settler population. Late at night in Gaza, an armed group fires a rocket into s. Israel nr. Ashqelon, causing no damage. The IAF then launches air strikes on 2 “terrorist infrastructure” targets in c. and n. Gaza, according to the IDF; 1 Palestinian woman is lightly injured. Earlier in the day, Dutch FM Bert Koenders visits Gaza to inaugurate a new Dutch scanning machine donated to Israel for use at the Kerem Shalom border crossing. He says the scanner will allow for an increase in the amount of materials that can be shipped into Gaza for reconstruction purposes. Koenders also tours several UNRWA sites throughout Gaza. In the West Bank, IDF troops arrest a Palestinian woman after she stabs and lightly injures an Israeli soldier in n. Ramallah. Later, they raid her home nr. Ramallah. The IDF patrols in 2 villages nr. Hebron and 1 nr. Ramallah during the day. Along the Syria-Israel border, IDF troops raid the al-Shahar r.c., which houses internally displaced Syrians in the UN-administered buffer zone. They evacuate the camp and demolish several tents. Ramallah, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. In East Jerusalem, right-wing Jewish activist Glick leads a protest in the Old City against the closure of Haram al-Sharif to non-Muslims during the final 10 days of Ramadan. The Israeli NGO Peace Now reports that Israel’s Civil Admin. recently allocated 300 dunams (around 75 acres) of land for the expansion of a settlement s. of Bethlehem. Meanwhile, 3 Palestinians who work in an Israeli industrial zone nr. Tulkarm file a complaint with the Israeli National Labor Court to recognize their right to share equal working conditions. The court will deny their request on 7/19. Currently Palestinians working in Israeli-controlled areas are subject to 1967 Jordanian law while their Israeli counterparts are subject to different labor laws. (MNA 7/14; JP 7/15)

Israeli PM Netanyahu reportedly says, “We cannot develop the settlements further, but rather need to preserve what we have,” in comments to a settler organization called the West Bank Regional Council (WBRC). The Yesha Council, a settler umbrella group including the WBRC, responds, saying “a govt. that does not build in Judea and Samaria loses its right to exist.” The Likud Party then denies that Netanyahu made any statement of policy regarding a settlement freeze. In Vienna, the P5+1 and Iran reach a final, comprehensive agreement to limit Iran’s nuclear program in exchange for sanctions relief. U.S. pres. Obama calls Netanyahu to discuss the agreement, and he reportedly offers to hold talks on increasing military aid to Israel. Following Palestinian attacks on 6/29, Israeli authorities set new restrictions on Palestinians entering Jerusalem, rolling back some of the restrictions loosened for Ramadan on 6/16. Specifically, women between 16 and 30 and men under 50 will need a permit to enter the city on Fridays. (HA, MNA 7/1)

Following a meeting of senior PLO officials in Ramallah, PA pres. Abbas fires PLO secy.-gen. Yasser Abed Rabbo, citing his absence from recent meetings. Abed Rabbo responds to the announcement of his firing by saying, “Abbas does not have the authority to fire me. The only party that is authorized to do so is the PLO Exec. Comm., which has to hold a general meeting.” Senior PLO officials also approve a temporary cabinet “shuffle” as negotiations continue on the formation of a new consensus govt. The U.S. State Dept. issues a special statement clarifying that, while the Obama admin.“strongly opposes” BDS efforts targeting Israel, it does not have a similar stance regarding “Israeli-controlled territories,” referring to the anti-BDS provision that became law as part of the Bipartisan Congressional Trade Priorities and Accountability Act of 2015 on 6/29. In Gaza, Sarayat al-Shaykh Umar Hadid fire a Katyusha 130 rocket into Israel and it lands nr. Ashqelon, causing no serious damage or injuries. The group says that the recent rocket attacks (today and 6/3) are meant to remind Hamas that Israel is the enemy. In response, IAF jets launch air strikes on a vacant Hamas military base in n. Gaza, causing severe damage. Off the coast nr. Bayt Lahiya, Israeli naval forces fire warning shots at Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian and international activists nonviolently commemorating the 48th anniversary of al-Naksa nr. Jerusalem; there are no serious injuries. The IDF also conducts house searches and raids in 2 villages each nr. Hebron and Qalqilya, arresting 4 Palestinians and issuing arrest summons to 3 others; patrols in 2 villages each nr. An Egyptian appeals court overturns a lower court’s 2/28 designation of Hamas as a terrorist organization, following an appeal from the State Litigation Authority. A court official says the previous ruling is thrown out because the lower court did not have the proper jurisdiction. Hamas welcomes the new decision. (AHR, MNA, YA 6/6)

On the 2d day of billionaire Sheldon Adelson’s summit for pro-Israel U.S. megadonors in Las Vegas, a letter is read aloud from Israeli PM Netanyahu announcing that the Israeli govt. will begin expanding its efforts to counter the growing Boycott, Divestment and Sanctions (BDS) movement. The same day, Netanyahu announces that Strategic Affairs Min. Gilad Erdan’s office will receive NIS 100 m. (around $25.4 m.) to escalate its anti-BDS efforts, including hiring 10 new employees to deal solely with “delegitimization” activities worldwide. In East Jerusalem, hundreds of Palestinians gather in al-Tur for the funeral of the Palestinian youth killed by Israeli forces on 4/24, defying the Israeli attempt to restrict the funeral to 70 mourners. UN Secy.-Gen. Ban publishes a summary of a report compiled by an official UN board of inquiry on OPE. The board found that the 7 documented attacks on UN schools during Israel’s assault on Gaza in 7–8/2014 led to 44 Palestinian deaths and 227 injuries.
