IDF troops also arrest 1 Palestinian youth n. of Hebron and fire tear gas canisters at Palestinian students in c. Hebron, then close down a nearby checkpoint when the students throw stones. Meanwhile, the IDF conducts house searches and arrest raids in a village nr. Ramallah; patrols nr. Hebron. In East Jerusalem, dozens of rightwing Jewish activists enter Haram al-Sharif and tour the area. In the West Bank, Palestinians gather in Turmus ‘Ayya, Silwad, and Ofer detention center to protest the death of a senior PA official on 12/10, sparking clashes with IDF troops in which 9 Palestinians are injured with rubbercoated metal bullets and 2 are detained. In Silwad, Israeli soldiers deliberately fire at electricity transformers, causing a power outage. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), Bethlehem, and Qalqilya (Kafr Qaddum), shooting 1 in Bil‘in with a rubber-coated metal bullet and 1 in Ni‘lin. The IDF conducts an arrest raid nr. In the Gaza Strip, an Izzeddin al-Qassam Brigades fighter is killed during a training exercise e. of Gaza City. In the West Bank, Israeli settlers throw rocks and glass bottles at Palestinian-owned vehicles nr. Nablus, causing damage. Overnight, a mentally disabled Palestinian enters a home in the Yitzhar settlement; Israeli settlers and settlement security officers beat the man, causing moderate injuries, before IDF troops arrive to detain him. The IDF conducts arrest raids and house searches nr. Jenin, Hebron, Ramallah, and Tulkarm. In East Jerusalem, Israeli security forces raid the Jabal Mukabir homes of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18, sparking clashes. Israeli security forces also enter Silwan, where they arrest 3 Palestinians, including Fatah’s secy.- gen. in Jerusalem; raid the Palestinian Football Association’s offices in al-Ram. Elsewhere, 3 young Israelis attack a Palestinian youth, causing moderate injuries. During a separate brawl in the Old City between Israeli and Palestinian youth, 1 Israeli is stabbed, another is lightly injured, and the Palestinians are arrested. Late at night, 5 Israeli settlers attack a Palestinian nr. the French Hill settlement. In West Jerusalem, an Israeli driver hits a Palestinian youth with his car and drives away, leaving the Palestinian with a fractured foot. The Palestinian leadership has decided to postpone its submission of a UNSC res. calling for a timetable to end the Israeli occupation, originally planned for late 11/2014. The decision is reportedly caused by a combination of strong U.S. opposition, threats of sanctions, and bad timing, with the UNSC largely focused on the negotiations over Iran’s disputed nuclear program. In Vienna, reps. of Iran and the P5+1 agree on another extension to the Joint Plan of Action (signed on 11/24/2013). The talks, which began on 1/20/2014, will be extended 7 mos.; however, the negotiators plan to complete a political accord by the end of 3/2015, leaving final technical details for annexes to be agreed on by 7/1/2015. In the Gaza Strip, the IDF continues its assault with air strikes on over 50 targets, killing 18 Palestinians and injuring dozens more. Also,IDF troops stationed nr. the border shell areas across the fence with artillery in 3 incidents. The armed Palestinian groups launch approximately 135 projectiles into Israel; of which, 125 land in open areas, 5 in urban areas, and 10 are intercepted by Iron Dome batteries. Israeli authorities temporarily close the Erez border crossing, except for humanitarian cases, in response to a mortar shell wounding 3 Israelis nearby, which is claimed by al-Qassam Brigades. In the West Bank, approximately 400 Israeli settlers, escorted by IDF troops, enter a village nr. Salfit to visit religious monuments. In a village w. of Ramallah, IDF troops open fire with live ammunition and tear gas on a group of stone-throwing Palestinian youth, injuring 1. Separately, IDF troops fire tear gas at Palestinian children on their way to school in a village s. of Hebron; establish 5 mobile checkpoints around Ramallah; and conduct patrols in Hebron and 2 villages nr. Jericho. Late at night, the IDF conducts 1 house search and arrest raid in a village nr. Hebron. After meetings with Arab League secy.-gen. Nabil al-‘Arabi and reps. of several Palestinian factions, PA Pres. Abbas returns to Ramallah from Cairo. Abbas will meet with senior Palestinian officials to further develop his new diplomatic initiative before U.S. Secy. of State Kerry visits in the coming days. Meanwhile, Hamas leader Khalid Mishal says in an interview with Iranian TV that Hamas would not return to negotiations in Cairo. (JP 8/24; HA, ToI 8/25)

In the Gaza Strip, armed Palestinian groups and the IDF maintain the 5-day cease-fire on its final day. Palestinians in Gaza continue emergency relief efforts and, as more bodies are found in the rubble and more people succumb to their injuries, the Palestinian death toll since the beginning of OPE rises above 2,000. Overnight in the West Bank, IDF troops enter Hebron overnight and destroy the homes of the 3 Palestinians they hold responsible for the kidnapping and killing of 3 teenage Israeli settlers in 6/2014, demolishing 2 and sealing 1 with concrete. During the demolitions, local residents clash with Israeli soldiers, and several Palestinians are injured with rubber-coated metal bullets. The IDF also conducts house searches and raids in 2 villages s. of Jenin, Jenin refugee camp (r.c.), Hebron, and Ramallah, arresting or detaining 9 Palestinians. Palestinian and Israeli negotiators, as well as Egyptian mediators, conduct 6 hours of talks in Cairo during the day, with the goal of extending the 5-day cease-fire that is set to expire at midnight. They also work on the outline of an agreement, based on the 8/15 Egyptian proposal, that reportedly includes the opening of some crossings between Israel and Gaza, the importation of construction materials with international supervision, and the extension of the permitted fishing area to 12 naut. mi., with larger points of disagreement being deferred to future negotiations. The Israeli negotiators leave Cairo to brief PM Netanyahu and senior defense officials in the evening. PA Pres. Abbas travels to Doha, Qatar, for talks with Hamas leader Mishal and Qatari emir Shaykh Tamim Bin Hamad al-Thani. The Norwegian Foreign Ministry announces that it plans to cohost a conference with Egypt in Cairo for reps. of donor countries to attend so they can coordinate the reconstruction of Gaza. The conference will be held on 10/12. (HA, REU 8/18)

PA Pres. Abbas announces that PM Rami Hamdallah will serve as the head of a new national unity govt. Meanwhile, a dispute over the composition of the cabinet delays the announcement of the new govt., with Hamas reportedly rejecting Abbas’s insistence on Riyad al-Maliki as FM. In addition, Hamas spokesperson Sami Abu Zuhri says that there is a dispute over the proposed dissolution of the Ministry of Prisoners’ Affairs, which Hamas opposes. Meanwhile, an unnamed Israeli official tells the media that Abbas will be “accountable” for “violence” by Hamas following a reconciliation agreement, while U.S. Secy. of State Kerry says, in an interview on PBS, that Israel’s approach of “waiting to see what happens” with the unity govt. is the “appropriate thing to be doing.” (HA, JP, MNA, REU 5/29; JTA 5/30)

Off the coast of the Gaza Strip nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing damage but no injuries. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron at night; patrols in 1 village nr. Jenin in the afternoon, and in al-Fawar r.c. and 2 villages nr. Hebron, and 1 village each nr. Bethlehem and Ramallah at night. Jewish settlers uproot 51 olive tree saplings nr. Ramallah. In East Jerusalem, IDF troops clash with residents in Issawiya after erecting a temporary checkpoint, injuring 6 with rubber-coated metal bullets. Israeli newspaper Haaretz reports that Martin Indyk will resign from his position as U.S. special envoy for Israeli-Palestinian negotiations in light of the breakdown in negotiations, citing unnamed Israeli officials. Indyk reportedly blames Israel primarily for the failure, specifically highlighting the consequences of settlement construction. (HA, JTA, ToI 5/5)

PA Pres. Abbas holds talks with Hamas leader Khalid Mish‘al in Doha, and later meets with Qatari emir Shaykh Tamim Bin-Hamad al-Thani. Hamas releases a statement describing the meeting as “positive.” The Palestinian leaders’ discussions focus on the formation of a Palestinian unity govt., which is expected to be formed within 2 weeks. Meanwhile, the Gaza-based Interior Ministry announces that it has freed 6 prisoners from Fatah. (Fatah says that 40 of its mbrs. are still in prison. Hamas puts the number at under 20). Hamas authorities also announce that al-Quds newspaper will be distributed once again in the West Bank starting 5/7. Hamas PM Ismail Haniyeh’s adviser Issa Nashar urges Pres. The IDF shoots and injures 1 Palestinian with live ammunition during clashes prompted by a routine patrol in Nablus. The IDF conducts house searches and arrest raids in Hebron and 1 nearby village, 1 village nr. Bethlehem, and Jenin r.c. at night; patrols in 4 villages nr. Hebron and 1 village nr. Jenin at night. PA Pres. Abbas tells a conference in Ramallah that an extension of negotiations with Israel would require the borders of a future Palestinian state to be defined. Meanwhile, Israel’s Economics and Trade Minister Naftali Bennett says that Israel would gradually annex Area C of the West Bank in light of the failure of negotiations, and declares that the “Oslo era is over,” in remarks made to reporters during a visit to the Gush Etzion settlement bloc s. of Jerusalem. Turkish PM Recep Tayyip Erdogan says in an interview on U.S. television network CBS that Turkey and Israel could move toward reconciliation within days or weeks, and claims that an agreement has been reached regarding compensation (without specifying exactly what this entails). Palestinian Authority (PA) Pres. Mahmud Abbas tells a group of visiting Israeli students in Ramallah that he does not seek to “flood Israel” with millions of Palestinian refugees or to change the country’s “social composition.” Meanwhile, at an Al Jazeera event in Oxford, UK, Palestinian chief negotiator Saeb Erakat warns that Palestinians will call for a boycott of Israel and turn to international tribunals if the negotiations fail. In Egypt, a bomb explodes on a bus in Sinai, killing 2 South Korean tourists and the local driver, and wounding 12. Ansar Bayt al-Maqdis claims responsibility, and says that a suicide bomber executed the attack. (AP, REU 2/16; JTA 2/17; REU 2/18)

The Free Syrian Army (FSA) announces that it has replaced its leader, Gen. Selim Idriss, with Col. Abdelilah al-Bashir, a decision prompted by “the ineffectiveness of the command in the past few mos.,” according to an FSA statement issued following a meeting in Gaziantep, Turkey. Meanwhile, Syrian FM Walid Muallem accuses the U.S. of creating a “negative climate” for dialogue at the 2d round of talks in Geneva, as the Syrian delegation returns from Switzerland to Damascus. U.S. Secy. of State Kerry praises the opposition’s “seriousness of purpose,” and criticizes the Syrian govt. for stalling in Geneva and attacking civilians in Syria. On the Syria-Jordan border, 10 gunmen from Syria open fire on Jordanian troops as they patrol, according to a Jordanian military spokesperson. Their demonstration is prompted by Schulz’s reference to discriminatory Israeli policies. EU officials tell the Israeli media that Schulz is offended and surprised by the frosty reception.
