Following the deadly shooting near Nablus on 1/9, the IDF shuts down the Huwwara checkpoint, slowing traffic in the Nablus area. IDF troops clash with Palestinian youths in Madama village near Nablus; 5 journalists are blocked from covering the conflict. Israeli settlers raze a swath of Palestinian farmland outside the Yitzhar settlement near Nablus. Elsewhere, IDF troops arrest 18 Palestinians during late-night raids in and around Hebron, Nablus, Ramallah, and Jenin; and patrol near Hebron throughout the day. Around 500 Israeli settlers enter 2 villages near Qalqilya, sparking minor confrontations with the Palestinian residents; there are no serious injuries. In East Jerusalem, Israeli forces arrest 8 Palestinians during late-night raids in al-Tur, Jabal Mukabir, Issawiyya, and the Old City. The Higher Planning Commission of Israel’s Civil Administration advances plans for the construction of 1,122 new homes in 20 West Bank settlements, including 204 in Oranit and more than 50 in the Jordan Valley. The commission also publishes tenders for the construction of 651 units. (HA, JP, JTA, PCN, TOI 1/11)

Sinai Province of the Islamic State (SPIS) fighters fire 2 rockets from the north Sinai Peninsula into Israel, where they land in open areas, causing no damage or injuries. Sources on the ground in Sinai report seeing Israeli fighter jets launch air strikes on a number of targets in response to the rockets. The attacks come after a day of heavy violence in Sinai and weeks of tension between Hamas and local Islamist groups in Gaza. Hours before the attack, SPIS fighters assaulted Egyptian soldiers at a vacant church in al-Arish with rocket-propelled grenades and car bombs, and also rob a bank nearby, sparking a firefight with Egyptian security personnel (at least 3 civilians and 4 soldiers are killed and at least 20 people are injured). The Egyptian army then launches a counterassault on insurgent hideouts near Rafah, al-Arish, and Shaykh Zuwayd, killing at least 24 fighters affiliated with SPIS and other armed groups. In the West Bank, Israeli settlers assault 2 Palestinian children on their way to school in Hebron. They also throw stones and bottles at a mosque in al-Tuwani village near Hebron, causing minor damage and sparking clashes between their IDF escort and residents of the area (there are no serious injuries). Settlers steal olives harvested from more than 65 trees in orchards near Nablus and Ramallah (IDF troops arrest a number of them later in the day). Other settlers attempt to assault Palestinians picking olives outside the Eli settlement near Hebron, but the Palestinians drive them off. IDF troops conduct a raid in Dahaysha refugee camp near Bethlehem, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 1 Palestinian is injured. They arrest 13 Palestinians during latenight raids near Jenin and Ramallah, and in Bethlehem and Qalqilya, and patrol near Jenin. In East Jerusalem, Israeli forces violently disperse a Palestinian family gathering in Issawiyya to welcome a relative home from prison, moderately injuring 3 of them. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and Bayt Lahiya, causing no damage or injuries. They arrest 4 fishermen and confiscate 2 boats. At the weekly Israeli cabinet meeting, PM Netanyahu says U.S. pres. Trump’s 10/13 decision not to certify the 7/14/2015 Iran nuclear deal presents an opportunity to “fix” the deal. “I believe that any responsible government, and whoever seeks to promote peace and security in the world, needs to take advantage of the opportunity that Pres. Trump’s decision has created to improve the agreement or abrogate it and, of course, stop Iran’s aggression,” he says. Israeli forces arrest 5 Palestinians during raids near Bethlehem, Jenin, and the Old City of Jerusalem, and patrol near Hebron. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Jabaliya refugee camp, causing no damage or injuries. (PCHR 9/1)

The Egyptian authorities partially open the Rafah border crossing, allowing a group of Palestinian Muslims to leave Gaza on their pilgrimage to Mecca. (MNA 8/27; OCHA 9/14)

Israel’s Justice Ministry announces that the Israeli settler families that took over the 2d and 3d floors of the Palestinian-owned Abu Rajab house in central Hebron on 7/25 have been ordered to leave within 1 week. Israel’s state prosecutor says that they took over the building without finalizing a legal purchase. (HA, TOI 8/27; MNA, WAFA 8/28)

Israel’s Defense Ministry announces that it has finalized a deal with U.S. defense contractor Lockheed Martin to buy 17 additional F-35 stealth fighter jets. The initial order of 33 jets was set to be complete by 2021. Five of the jets have already been delivered. The new order will bring the total size of the fleet to 50 jets by 2024. The Israeli cabinet authorized the purchase in 11/2016. (JP, JTA, TOI, YA 8/27)

Uncoordinated stabbing and alleged stabbing attacks continue in the West Bank and Jerusalem, resulting in the deaths of 3 Palestinians. Two Palestinians open fire on an Israeli bus in Ramot, causing no damage. Israeli police then chase the shooters into the Old City, where they shoot and kill the 2 men after they allegedly attempt to ram their car into a Jewish Israeli pedestrian, causing no serious injuries. A 3d Palestinian is critically injured in the crossfire. The IDF maintains, for a 2d day, the closure of 1 village each nr. Qalqilya and Salfit. On the outskirts of the village nr. Salfit, Israeli soldiers open fire on 2 Palestinian youths as they approach an IDF checkpoint, killing 1 and critically injuring the other. Elsewhere in the oPt, Hamas announces that 1 of its fighters died earlier in the day during unspecified training exercises. IDF troops raid a village nr. Jenin, sparking clashes with stone-throwing Palestinians; there are no serious injuries. They conduct further raids in and around Nablus, Qalqilya, Bethlehem, and Hebron, arresting 18 Palestinians. An Israeli settler stabs and injures a Palestinian nr. Nablus. Late at night, Israeli settlers spray price-tag graffiti on the walls of a Palestinian home in a village nr. Bethlehem. In response to the string of attacks on 3/8 and after conferring with senior security officials, Israeli PM Netanyahu announces that Israel will complete the construction of the separation wall in the s. Hebron Hills. He also states that his govt. proposes new legislation to deter and punish Palestinians who enter Israel illegally, close Palestinian media outlets responsible for alleged incitement, and deny work permits to the families of Palestinians who commit serious crimes against Israelis. Israeli police immediately arrest 10s of Palestinians in raids across Israel, targeting those who entered the country without proper permits. (HA, JP, TOI 3/9)

The Israeli authorities inform 5 Palestinian food companies that their goods will no longer be permitted to pass through the Beitunia crossing for sale in Jerusalem. Israel last barred West Bank food products from entering East Jerusalem for a brief period in 2010. (TOI 3/13)

In Cairo, French FM Jean-Marc Ayrault says that France will not recognize the State of Palestine if the planned French peace initiative fails, effectively retracting his predecessor’s 1/29 pledge. “There is never anything automatic,” he says, adding that “France will present its initiative to its partners. It will be the first step, there is no prerequisite.” (TOI 3/9; JTA 3/10)

In East Jerusalem, Israeli forces shoot and kill a Palestinian in the Old City after she allegedly draws a knife with the intent to stab 1 of them. Israeli police shoot and kill a 2d Palestinian nr. the Old City after he opens fire on them with an automatic weapon, injuring 2 (1 seriously). Israeli forces then raid the alleged attacker’s home in Issawiyya, issue arrest summons to his father and uncle, take measurements in preparation for possible punitive demolition, and spark minor clashes with stone-throwing youths. In Israel, Israeli police shoot and kill a 3d Palestinian nr. Petah Tikva after he allegedly stabs and moderately injures an Israeli; shoot and kill a 4th Palestinian in Jaffa after he stabs several people, killing 1 U.S. citizen and injuring at least 10 Israelis (5 seriously). Later, a video of the incident in Jaffa circulates on social media, apparently showing an Israeli police officer shooting the Palestinian attacker execution-style. After the attacks in Petah Tikva and Jaffa, the IDF seals the Qalqilya and Salfit-area villages of the alleged attackers, blocking residents from entering or exiting. U.S. VP Joe Biden arrives in Israel, meets with former Israeli pres. Shimon Peres in Jaffa, and pledges “total, unvarnished commitment” to Israel. In Gaza, a Palestinian man is killed in a tunnel collapse nr. Rafah. In the West Bank, IDF troops shoot and critically injure a Palestinian youth by the separation wall nr. Jenin. The young man will succumb to his injuries late at night. They also conduct house searches and raids in Tulkarm, 1 village and al- ‘Azza r.c. nr. Bethlehem, and 1 village nr. Overnight, Israeli forces demolish 4 residential structures in the n. Jordan Valley and a home nr. Jenin; conduct a large drill nr. Tubas that leads to fire damage on 3,000–4,000 dunams of farmland. Israeli settlers chop down over 100 almond, grape, and olive trees outside Hebron. Unknown Palestinians throw Molotov cocktails at an Israeli settler’s car nr. Nablus, injuring 1 and causing damage. In East Jerusalem, hundreds of Palestinians gather in al-Tur for the funeral of the Palestinian youth killed by Israeli forces on 4/24, defying the Israeli attempt to restrict the funeral to 70 mourners. Minor clashes break out with Israeli forces, but there are no serious injuries. (The Israeli authorities withheld the teen’s body until early this morning and they required his family to pay approximately $5,000 to get it back.) UN Secy.-Gen. Ban publishes a summary of a report compiled by an official UN board of inquiry on OPE. The board found that the 7 documented attacks on UN schools during Israel’s assault on Gaza in 7–8/2014 led to 44 Palestinian deaths and 227 injuries. National elections are held in Israel to determine the makeup of the 20th Knesset. Despite early exit polls predicting a close result, the Likud Party wins 30 seats, making it the largest bloc. During the day, Israeli PM Netanyahu attempts to increase voter turnout among his supporters by saying that Palestinian citizens are voting in “droves” and that their participation will lead to a victory for the left-wing factions. The PA announces that it will operate under an emergency budget for 2015 starting on 4/1, as the economic crisis precipitated by Israel’s ongoing tax revenue freeze continues (over $400 m. is currently being withheld). UN Special Coordinator Serry’s office (UNSCO) releases a statement announcing that the UN is going to review its operations in Gaza after the violent, Hamas-organized protest outside its headquarters on 1/28. The statement also blames Hamas for not adequately providing security for the protest. The UNSCO has been principally in charge of facilitating the UNadministered reconstruction procedure and mediating between the Israeli authorities, Hamas, and Palestinians in need of support after OPE. PA PM Hamdallah meets with Swedish consul-gen. Ann-Sofie Nilsson in Ramallah. Hamdallah calls on the international community to pressure Israel into unfreezing the transfers of tax revenue to the PA, which have been held since 1/2. In Israel, the major non-Zionist parties— Hadash, Balad, Ta’al, and Ra’am—announce that they have agreed to run on a joint list in the 3/17 election. Ayman Odeh, newly elected chair of Hadash, will lead the list. Earlier in the day, the Knesset House Comm. approved the request to split the Ra’am and Ta’al parties, which were joined at the United Arab List in the current Knesset under Ahmad Tibi’s leadership. The State Dept. announces that neither Pres. Obama nor Secy. of State Kerry will meet with Israeli PM Netanyahu when he visits Washington to address a special session of Congress on 3/3. Sixty-three of the 751 mbrs. of the EU parliament send a letter to foreign affairs chief Mogherini asking her to suspend the EU-Israel Association Agreement, which has governed the trade relationship since 2000. In the Gaza Strip, an Izzeddin al-Qassam Brigades fighter is killed during a training exercise e. of Gaza City. In the West Bank, Israeli settlers throw rocks and glass bottles at Palestinian-owned vehicles nr. Nablus, causing damage. Overnight, a mentally disabled Palestinian enters a home in the Yitzhar settlement; Israeli settlers and settlement security officers beat the man, causing moderate injuries, before IDF troops arrive to detain him. The IDF conducts arrest raids and house searches nr. Jenin, Hebron, Ramallah, and Tulkarm. In East Jerusalem, Israeli security forces raid the Jabal Mukabir homes of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18, sparking clashes. Israeli security forces also enter Silwan, where they arrest 3 Palestinians, including Fatah’s secy.- gen. in Jerusalem; raid the Palestinian Football Association’s offices in al-Ram. Elsewhere, 3 young Israelis attack a Palestinian youth, causing moderate injuries. During a separate brawl in the Old City between Israeli and Palestinian youth, 1 Israeli is stabbed, another is lightly injured, and the Palestinians are arrested. Late at night, 5 Israeli settlers attack a Palestinian nr. the French Hill settlement. In West Jerusalem, an Israeli driver hits a Palestinian youth with his car and drives away, leaving the Palestinian with a fractured foot. The Palestinian leadership has decided to postpone its submission of a UNSC res. calling for a timetable to end the Israeli occupation, originally planned for late 11/2014. The decision is reportedly caused by a combination of strong U.S. opposition, threats of sanctions, and bad timing, with the UNSC largely focused on the negotiations over Iran’s disputed nuclear program. The Israeli embassy in Amman lodges a formal complaint with the Jordanian govt. about the letter of condolence that PM Ensour sent (11/19) to the family of the 2 Palestinian men who attacked a West Jerusalem synagogue on 11/18. (HA, TOI 11/24)

In Vienna, reps. of Iran and the P5+1 agree on another extension to the Joint Plan of Action (signed on 11/24/2013). The talks, which began on 1/20/2014, will be extended 7 mos.; however, the negotiators plan to complete a political accord by the end of 3/2015, leaving final technical details for annexes to be agreed on by 7/1/2015. In the Gaza Strip, armed Palestinian groups and the IDF maintain the 5-day cease-fire on its final day. Palestinians in Gaza continue emergency relief efforts and, as more bodies are found in the rubble and more people succumb to their injuries, the Palestinian death toll since the beginning of OPE rises above 2,000. Overnight in the West Bank, IDF troops enter Hebron overnight and destroy the homes of the 3 Palestinians they hold responsible for the kidnapping and killing of 3 teenage Israeli settlers in 6/2014, demolishing 2 and sealing 1 with concrete. During the demolitions, local residents clash with Israeli soldiers, and several Palestinians are injured with rubber-coated metal bullets. The IDF also conducts house searches and raids in 2 villages s. of Jenin, Jenin refugee camp (r.c.), Hebron, and Ramallah, arresting or detaining 9 Palestinians. Palestinian and Israeli negotiators, as well as Egyptian mediators, conduct 6 hours of talks in Cairo during the day, with the goal of extending the 5-day cease-fire that is set to expire at midnight. They also work on the outline of an agreement, based on the 8/15 Egyptian proposal, that reportedly includes the opening of some crossings between Israel and Gaza, the importation of construction materials with international supervision, and the extension of the permitted fishing area to 12 naut. mi., with larger points of disagreement being deferred to future negotiations. The Israeli negotiators leave Cairo to brief PM Netanyahu and senior defense officials in the evening. PA Pres. Abbas travels to Doha, Qatar, for talks with Hamas leader Mishal and Qatari emir Shaykh Tamim Bin Hamad al-Thani. Pres. Obama signs into law the U.S.-Israel Enhanced Security Cooperation Act, which calls for an unprecedented strengthening of military, intelligence, and technology cooperation intended to preserve Israel’s qualitative military edge. The IDF also halts construction of a mosque in Yatta village nr. Hebron. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, and al-Nabi Salih. The House votes down (185–233) a Democratic procedural motion concerning the energy appropriations bill that would have provided an additional $1 m. to the $2 m. already proposed for the U.S.-Israel Energy Cooperation programs for FY 2013 (see QU in JPS 164). The vote fell along party lines, with Republicans defeating the motion, accusing Democrats of adding money that Israel had not requested to deflect attention from their last minute inclusion of funding for pork barrel projects sought by Democratic constituents. Analysts noted (Jewish Telegraphic Agency [JTA] 6/8) that this was ‘‘at least the fourth attempt this Congress by Democrats to add pro-Israel language to a bill at the last minute’’ in order to push through approval. In Cairo, Fatah and Hamas sign an agreement laying out a timetable for implementing the 5/2010 national unity accord: (1) the Palestinian Central Election Commission (CEC) is to begin updating voter registrations in Gaza on 5/22 (previously blocked by Hamas); (2) PA pres. and Fatah head Mahmud Abbas and Hamas leader Khalid Mishal are to form an interim government within 10 days; and (3) elections are to be held and a new permanent government installed within 6 mos. IDF troops on the s. Gaza border fire on Palestinian agricultural areas in al-Qarara, wounding 1 unarmed civilian more than 600 meters (m) fr. the border (well outside the 300-m IDF-imposed no-go zone). In the West Bank, the IDF patrols in Tulkarm and 2 nearby villages, 3 villages nr. Jenin, and 1 nr. Ramallah in the morning; in 2 villages nr. Qalqilya and 1 nr. Tulkarm in the afternoon (firing tear gas at stone-throwing Palestinian youths who confront them, causing no serious injuries); in Jericho and 1 village each nr. Jenin and Ramallah in the evening; and in 1 village each nr. Jericho, Qalqilya, and Ramallah late at night. Some 30,000 Israeli Jews march through East Jerusalem and the Old City to mark Israel’s 45th Jerusalem ‘‘reunification’’ day, celebrating Israel’s seizure of East Jerusalem in the 1967 war. In commemoration, Israel’s cabinet allocates $91 m. for the creation of ‘‘public spaces’’ (not identified) in Jerusalem over the next 6 yrs. to develop tourism and infrastructure. In an op-ed in the New York Times, former lead Israeli peace negotiator Gilead Sher, former Israeli Security Agency head Ami Ayalon, and Israeli entrepreneur Orni Petruschka (organizers of a new group called Blue White Future) argue that since serious Israeli-Palestinian peace talks are unlikely to resume soon, Israel should adopt a “radically new unilateral approach” (which they term “constructive unilateralism”): openly “strive . . . to establish facts on the ground” that would impose a 2-state solution based on 1967 borders with Israel’s desired land swaps “regardless of whether Palestinians leaders have agreed.” The proposed borders would be based on Israel’s separation wall. At the same time, Israel would cease settlement expansion in areas that it does not intend to keep and prepare a plan to relocate settlers (they estimate 100,000) from settlements that would fall under permanent Palestinian control. Relocation would not take place, and the IDF would remain deployed in the West Bank, until the Palestinians signed a formal final-status agreement recognizing Israel’s fait accomplis. They argue that the plan meshes well with the Palestinians’ own constructive unilateralism of late (i.e., Abbas’s mission to gain UN recognition of Palestinian statehood), since it would be easier for Israel to negotiate with the Palestinians state to state. Netanyahu’s special ministerial panel examining the future of 3 unauthorized West Bank settlement outposts legalizes the outposts of Bruchin (pop. 350) and Rachelim (pop. 240) in the north, and Sansanna (pop. 240) in the south, stating that “these communities were founded in the 1990s based on the decisions of a past government.” The panel also calls on the Israeli High Court to put off the 5/1/12 deadline to evacuate 30 homes in Ulpana outpost (constructed on private Palestinian land), which the government describes as a “neighborhood of Beit El” settlement. UN. Secy.-Gen. Ban Ki-Moon calls the decision “illegal under international.” U.S. State Dept. spokeswoman Victoria Nuland says: “We don’t think this is helpful to the [peace] process, and we don’t accept the legitimacy of continued settlement activity.” (Forward, HA, JTA 4/24; NYT, WP 4/25; WP 4/28)

Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. They surround and confiscate 1 boat, detaining 2 fishermen. In the West Bank, the IDF bulldozes a Palestinian barnyard nr. Bethlehem; conducts morning patrols in 4 villages nr. Ramallah (2 synchronized) and 1 nr. Jericho; afternoon patrols in 3 villages nr. Jenin, Jericho, and Qalqilya; and late-night patrols in al-Bireh, 2 villages each nr. Qalqilya and Ramallah, and 1 nr. Jenin. Jewish settlers, escorted by IDF troops, enter Balata village nr. Palestinian and Israeli peace teams hold a 2d very low-profile meeting in Amman. The sides downplay the meeting, calling them “exploratory sessions,” so as not to raise expectations of a negotiating breakthrough. An anonymous Palestinian official says that the Israelis did not offer anything today that would move the peace process forward. Judeh does not issue a formal statement, and Israel refuses to comment. (NYT, WT 1/10)

On the day before the New Hampshire primaries, Republican presidential candidates Ron Paul and Rick Santorum both stress that the U.S. must maintain close ties with Israel. Paul, who opposes all foreign aid, says he is against continuing massive assistance to Israel, stating “I don’t believe that I should take money from anybody here and send money to them,” saying it sends the message “we own you.” Santorum stresses the threat from Iran, whereas Paul calls the danger of Iran achieving nuclear weapons “way overblown.” (WT 1/10)

The White House announces that Pres. Obama has tapped his dir. of the Office of Budget and Management, Jack Lew, as his new chief of staff, replacing outgoing chief of staff William Daley. American Jewish organizations praise the selection of Lew, an Orthodox Jew who is very involved in Jewish events in Washington, stating that since Dennis Ross’s departure as Obama’s chief adviser on the Middle East they had worried that there was no one “left to call in a White House that has hemorrhaged top Jews over the last year or so” that could directly weigh in with the pres. on issues of concern to Israel. The Gaza cease-fire generally holds, though unidentified Palestinians fire 4 rockets into Israel during the day, causing damage in 1 instance but no injuries. The PRCs now say (see 8/21) that they will abide by the cease-fire because it “serves the interests of the Palestinian people.” In the West Bank, the IDF raids and searches 15 houses in Hebron, arresting 1 Palestinian; patrols in 2 villages nr. Unidentified assailants armed with heavy weapons and explosives enter s. Israel fr. the Egyptian Sinai and stage coordinated attacks on a bus, several cars, and an IDF patrol, killing 7 Israelis (1 IDF soldier, 6 civilians) and wounding up to 40, marking the deadliest attack on Israel since 3/2008. The attacks begin at midday with gunfire on a bus nr. Elat carrying mostly soldiers fr. a nearby army base; when an IDF unit arrives on the scene, it is quickly ambushed and hit with explosive devices. Within the hour, at least 3 reports of mortar fire fr. Egypt and attacks on civilian vehicles with antitank weapons are reported in the Elat area. Israeli security forces engage in firefights with the infiltrators over the next several hours, killing at least 7 attackers, noting that 3 of the bodies were booby trapped. At one point, IDF troops pursue the attackers into Egypt and clash with Egyptian border guards, killing an Egyptian military officer and 2 Egyptian border police and injuring 2 others. Israel accuses Hamas of sending terrorists fr. Gaza through the Rafah smuggling tunnels into Egypt and then on to Israel, and criticizes Egypt’s inability to secure its borders. The IDF quickly launches 12 air strikes on s. Gaza in retaliation, primarily targeting the Popular Resistance Committees (PRCs)—an umbrella group comprising mbrs. of all Gaza factions, including Fatah and Hamas. In total, 7 Palestinians (including 2 children) are killed and at least 23 Palestinians (including 7 children, 6 women) are wounded. Among the dead are 5 senior PRC members who were targeted for assassination, including PRC leader Kamal Abu Abed al-Nairab, PRC chief military cmdr. Imad Hamad, and a PRC rocket expert. Later in the evening, gunfire erupts again in Elat, killing 1 Israeli border policeman and critically injuring another. The PRCs fire 4 rockets (including at least 1 manufactured Grad rocket) fr. Gaza into Israel, where at least 3 are intercepted by Israel’s Iron Dome missile defense system; no damage or injuries are reported. By late evening, the Israeli DMin. reports no further fire, but says assailants may still be on the loose. Hamas and the PRCs deny any part in the attacks. Egyptian and American analysts (e.g., NYT, WT 8/19) say that “it is not a remote possibility for [Egypt’s radical militant elements] to cross the border and launch attacks against Israeli targets. It makes a lot of sense” given Egypt’s recent crackdown on al-Qa‘ida-inspired Islamist militants in the n. Sinai (see 8/13).
