Israeli forces also assaulted 1 Palestinian after forcing him to stop his vehicle near Jericho. 10 were arrested during late-night raids in al-Bireh, Bayt Rima, Dura, Bethlehem, Aida refugee camp, Tulkarm, and Asira. In East Jerusalem, 2 were arrested during raids. Off the coast of Gaza, Israeli naval forces arrested 4 Palestinian fishermen and seized their boats. The Israeli Border Control Administration denied entry to a Palestinian German teenager at Ben Gurion International Airport. She said she was verbally abused and threatened with violence before she was returned on a plane to Germany after being detained for 32 hours. The German ambassador to Israel Steffen Seibert condemned the incident. (HA 4/27)

PA president Mahmoud Abbas arrived in Jeddah for a visit where he will be meeting with Crown Prince Mohammad bin Salman on 4/18. It was reported that the UN Committee on the Rights of Persons with Disabilities instructed the PA to investigate the incarceration of 2 Israelis held by Hamas in Gaza, saying that both suffer from psychiatric problems, and to present its actions to the committee within 6 months. (HA 4/17)

Chinese foreign minister Qin Gang spoke to PA foreign minister Riyad al-Maliki and Israeli foreign minister Eli Cohen in separate calls, informing them that China is ready to support the resumption of peace talks. Israeli police informed Palestinian residents of a Wadi Qaddum apartment building in East Jerusalem that Israeli authorities will not demolish the building this week. The demolition of the Silwan building, which has more than 100 Palestinian residents, was reportedly halted after intense international pressure on Israel. (HA 2/6; HA, MEMO 2/7)

2 earthquakes with magnitudes of more than 7.5 and epicenters in southern Turkey killed more than 50,000 people in Turkey and Syria. The PA said that at least 95 Palestinians were killed in Turkey and Syria. In subsequent days 2 smaller 3.5 magnitude earthquakes with epicenters in the West Bank were recorded, with no injuries reported. In the West Bank, PA forces violently dispersed Palestinians demonstrating against the detention of political prisoners held by the PA in Nablus, leading to tear-gas related injuries. Israeli settlers assaulted Palestinians in Hebron, injuring 2, including 1 minor. Israeli settlers also threw stones at farmers in Lasifer. Elsewhere, Israeli settlers vandalized 14 olive trees in Yasuf. Israeli forces demolished 4 structures in ‘Anata and issued a demolition notice for another in Ein ad-Duyuk at-Tahta, demolished 1 commercial structure in al-‘Awja, demolished 1 house in Kafr ad-Dik, and issued demolition notices for 2 structures in Maeen in the Masafer Yatta area. 15 Palestinians were arrested during late-night raids in Tuqu’, Beit Umar, Bayt Rima, Ya‘bad, and Nablus. The OIC’s Executive Committee held an extraordinary meeting to discuss Israeli national security minister Itamar Ben-Gvir’s tour of the Haram al-Sharif compound on 1/3 and issued a statement condemning Ben-Gvir’s actions. (WAFA 1/10)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles parked near Kifl Haris, causing damage. Israeli forces shot and killed 2 Palestinians, including 1 minor, and injured 3 others during a demolition raid in Kafr Dan. 2 homes belonging to families of Palestinians accused of killing an Israeli soldier on 9/14/2022 were punitively demolished during the raid. Israeli forces also shot and killed 1 Palestinian minor during a raid in Dheisheh refugee camp, 1 other Palestinian was injured by live ammunition. Elsewhere, Israeli forces issued stop-work orders for 8 houses, 1 agricultural structure, and 1 events hall in Deir Balut and 1 house under construction in Maeen in the Masafer Yatta area. Israeli forces also shot and injured 7 Palestinians with live ammunition during a raid in Bayt Rima. Meanwhile, Israeli forces fired tear gas at a funeral procession in Beit Umar, causing tear-gas related injuries. Israel informed the PA that about 1,000 Palestinians living in the Masafer Yatta area will receive eviction notices in the coming days and that they will be forcibly transferred to a different location. Israel Hayom reported that the Israeli police officer charged with the killing of autistic Palestinian man Eyad al-Hallaq in East Jerusalem in May 2020 had signed up for 6 months of service in the police force after finishing his compulsory service. Elsewhere, Israeli forces violently dispersed Palestinian protesters in ‘Usarin, injuring 1 with live ammunition, 5 with baton rounds, and others with tear gas. Leaders at the Arab-China Summit in Riyadh called for a just and lasting solution, based on the 2-state solution, to the Israeli occupation of Palestine in their final communique of the summit. In a speech at the summit PA president Mahmoud Abbas called for the international community to not work with any Israeli government that refused to work within the framework of international law. Palestinian member of the Knesset and leader of the Hadash party Ayman Odeh met with UN secretary-general António Guterres in New York, briefing Guterres on his concerns about the government Benjamin Netanyahu is expected to present within a couple of weeks. Israeli ambassador to the UN Gilad Erdan called the meeting “cowardly and shameful.” Israeli media reported that the meeting was made in coordination with the PA rather than with the Israeli foreign ministry. Egypt’s foreign ministry issued a statement warning Israel against continuing its attacks on Palestinians, noting that more than 200 Palestinians have been killed by Israeli forces in 2022. The ministry warned that the situation will continue to deteriorate if Israel continues its current practices. (HA 12/9)

In the West Bank, Palestinian militants handed the body of a Druze citizen of Israel to Israel after negotiations between the PA and the militant group. Islamic Jihad, Hamas, and the PA all called for the release of the body. Israeli settlers threw stones at Palestinian vehicles traveling west of Ramallah, causing damage. Israeli forces shot and injured 2 Palestinian students with live ammunition during a raid at the Palestine Technical University – Kadoorie in Tulkarm; others suffered tear-gas related injuries. Israeli forces also demolished 3 agricultural structures in Kafr ad-Dik. Elsewhere, Israeli forces shot and injured 1 Palestinian minor before arresting him in Nil’in. Israel revoked 200 of the 15,500 work permits for Palestinians in Gaza, saying that a laborer had admitted that he planned to plant a bomb on a bus on behalf of Islamic Jihad. The man was arrested on 10/30. (REU 11/24)

Israeli forces shot and killed 1 Palestinian minor while securing Joseph’s Tomb near Nablus for a tour of the site by newly elected Israeli right-wing politicians, 3 others were injured by live ammunition and baton rounds while others suffered tear-gas related injuries. Israeli forces also shot and killed 1 Palestinian man trying to enter Israel through the separation wall west of Jenin. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Umar, injuring 5 with live ammunition and baton rounds, while others suffered tear-gas related injuries. Israeli forces also demolished 1 residential structure in Kafr ad-Dik and seized 3 caravans in Birin. Meanwhile, Israeli forces prevented roadwork near Deir Nidham, seizing a concrete truck and a concrete mixer. Israeli forces also fired tear gas at Palestinians protesting a raid in Rumana, causing tear-gas related injuries. Elsewhere, Israeli forces arrested 1 Palestinian NGO worker, detained others, and seized 1 vehicle while the workers were doing maintenance work on solar panels in Wadi al-Faw. 1 Palestinian cancer patient died in Gaza while waiting to obtain a permit from Israel to travel to East Jerusalem for treatment. The man is the 6th Palestinian in Gaza to die of cancer this year while waiting for Israeli permission to travel for treatment. (PCHR 9/21)

A group of lawyers and rights organizations said they had referred the killing of Shireen Abu Akleh to the ICC on behalf of her family. A forensic investigation by Al Haq and Forensic Architecture also found that Israeli soldiers deliberately targeted Shireen Abu Akleh when she was shot on 5/11/22. An Israeli court ruled that Israel can revoke the residency permits of 17 Palestinians related to a Palestinian accused of killing 4 Israeli soldiers in Jerusalem in 2017. Interior minister Ayelet Shaked subsequently said that she would revoke the 17 Palestinian family members’ residency permits and work to deport them to the West Bank. In the West Bank, Israeli settlers shot and killed 1 Palestinian minor at the Tekoa settlement, claiming that he was armed with a knife. Israeli settlers also set fire to a car parts workshop in Beit Umar, causing around $15,000 worth of damage. Elsewhere, Israeli settlers uprooted some 20 olive trees in al-Twana. Israeli forces shot and killed 1 Palestinian man at the separation barrier near Tulkarm as he attempted to enter Israel. Israeli forces also delivered demolition notices for 4 houses in the Masafer Yatta area and demolished 1 home in al-Twana, leading to a confrontation with Palestinians; light injuries were reported. Israeli forces also assaulted 1 Palestinian journalist covering an Israeli force raid in al-Twana. The journalist was hospitalized for his injuries. Israel said it had arrested 2 Palestinians in Rummana, who Israel suspects killed 3 Israelis in Elad on 5/5. 13 others were arrested during late-night raids in Qarawat Bani Hassan, Balata refugee camp, al-Walaja, Bayt Rima, Bil‘in, ‘Azun, Qatanna, and Hizma. Israel said that on 5/9 it would reopen the crossings to the West Bank, allowing Palestinian workers and merchants to enter Israel after closing the crossings on 5/3. In the West Bank, Israeli settlers uprooted 170 olive trees in al-Lubban ash-Sharqiya and set 1 vehicle on fire in Asira al-Qibliya, writing “Jewish blood is not cheap” on nearby walls. Israeli settlers also opened fire on Palestinian vehicles driving near the Migdal Oz settlement. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near the al-Hamra checkpoint, smashing the windshields on 5 vehicles. Israeli settlers also threw stones at 1 Palestinian vehicle near Jericho, injuring the driver. Meanwhile, Israeli settlers stopped a Palestinian taxi driver near the Dead Sea before beating him. The Israeli cities of Netanya, Ramle, Holon, and Givatayim suspended construction and gardening work at public schools in an apparent effort to limit work by Palestinian laborers. Ramat Gan’s mayor also told building contractors in the city to end work on sites that “rely on Arab labor.” In addition, the Israeli military banned the entry of Palestinian workers into Israeli settlements. The restrictions on Palestinian workers come as 3 different attacks were carried out in Israel over the past week, including 2 by Palestinian citizens of Israel and 1 by a Palestinian from the West Bank. Israel’s security cabinet decided to revoke work permits for relatives of Palestinians who have attacked Israelis and pushed forward a plan to reinforce the separation barrier. Israeli police also asked the security cabinet to limit access to the Haram al-Sharif compound to Muslim worshippers 60 and older—a request the security cabinet did not immediately respond to.
