In the West Bank, Israeli settlers bring their cattle to graze on farmland in Deir Balut, causing damage to crops. Israeli settlers also fence off a tract of land and begin construction of a settlement road in the Jordan Valley. Israeli forces fatally shoot 2 Palestinians and injure at least 3 others in Nur Shams refugee camp during the second day of its raid in Tulkarm, bringing the total number of casualties to 8 deaths and at least 26 injuries; Israeli soldiers also continue demolishing infrastructure, blow up 3 homes, and prevent medics from reaching wounded Palestinians. Israeli forces also shoot and injure 10 Palestinians, including 2 with live ammunition and 8 with baton rounds, during raids in al-Bireh and al-Am’ari refugee camp. Elsewhere, Israeli forces assault 4 Palestinians and injure others with tear gas during a raid in Husan. Israeli forces also demolish several homes and agricultural structures in Duma, displacing around 50 people. Israeli forces arrest 48 Palestinians during late-night raids in and around Hamala, Hebron, Deir al-Ghusun, Bayt Rima, Balaa, Nablus, Kafr ad-Dik, and Qalqilya. In Gaza, telecommunications services are down for the seventh day in a row. Israeli forces bomb Gaza City, Rafah, Beit Hanun, Beit Lahiya, al-Nuseirat refugee camp, Jabalia refugee camp, Maghazi, and Khan Yunis, killing at least 172 people, including 16 in an airstrike on a home in Rafah and al-Quds TV news director Wael Fanouneh in an airstrike on Gaza City. Israeli forces also demolish al-Israa University in a controlled explosion after using it as a military base. In Lebanon, Israeli forces bomb Aitaroun, Meiss Ej Jabal, Kfar Kila, and Odaisseh, causing damage. Lebanon’s National News Agency says Israel has used white phosphorus in Meiss Ej Jabal. In the Red Sea, the Houthi movement says it has attacked a ship 85 nautical miles off the coast of Yemen with “naval missiles,” causing damage. The U.S. military says it has bombed 2 anti-ship missiles ready to be launched in Yemen. In Iran, Pakistani forces bomb Baluchi separatists, killing 9 people, in what appears to be retaliation for an Iranian strike on Pakistan on 1/16. More than 24,620 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 61,830 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 361 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 90 children. More than 4,252 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 191 Israeli soldiers have been killed and 1,178 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 98 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. Lebanese officials say Hezbollah has rejected a U.S. proposal to move its militants further north from the Blue Line to reduce tensions with Israel, but that Hezbollah remains open to U.S. diplomacy to avoid further escalation. (HA, HA, REU 1/18)

A Haaretz investigation reveals that no Palestinian community in Israel is listed as eligible to receive weapons from the National Security Ministry, even as some of the communities are closer to Israeli “borders” than Jewish communities that are deemed eligible. (HA 1/18)

Israeli prime minister Benjamin Netanyahu says Israel will continue to control all territory between the Jordan River and the Mediterranean, saying “it contradicts the idea of self-rule [for Palestinians]. So what? I tell this truth to our American friends.” Netanyahu adds, “[t]his conflict is not about a lack of a state, but about the existence of a state.” U.S. State Department spokesperson Matthew Miller says in response that U.S. “support for Israel remains ironclad” despite disagreement on the issue. Miller also says that there is “no way” to solve Israel’s long-term security needs without the establishment of a Palestinian state. PA spokesperson Nabil Abu Rudeineh says there will be no security and stability in the region without a Palestinian state with East Jerusalem as its capital. Saudi ambassador to the U.S. Reema bint Bandar Al Saud says any potential normalization agreement with Israel would be conditioned on a ceasefire and an “irrevocable” pathway for a Palestinian state. The Israeli cabinet discusses whether to transfer the responsibility of disbursing the PA tax revenue to either Norway or the U.S. The plan, which was brought forward by Finance Minister Bezalel Smotrich, is opposed by National Security Minister Itamar Ben-Gvir and is not voted on. Smotrich’s plan includes forcing the third-party country to also deduct tax revenue that is allocated to Gaza. (HA 1/19)

Israeli war cabinet minister Gadi Eisenkot tells Channel 12 that he helped prevent an Israeli “preemptive strike” on Lebanon on 10/11/2023 and says Israel will not be able to retrieve the captives held in Gaza alive without a deal with Hamas. The Times of Israel quotes National Security Minister Ben-Gvir as telling Israeli soldiers in the West Bank that “[w]hen your life is in danger or [you] see a terrorist – even if he does not endanger you – shoot.” Ben-Gvir’s office later says he told the soldiers to shoot “armed terrorists.”  (AJ, HA, REU, WAFA 1/18; AP, AP, AP, NYT 1/19)

The Financial Times, citing unnamed “senior Arab officials,” reports that Arab states will present a plan that will see normalization of Saudi ties with Israel in exchange for Palestine becoming a full member of the UN, irreversible steps toward Palestinian statehood, and Israel ceasing its attacks on Gaza. In the West Bank, Israeli settlers opened fire at a Palestinian car traveling near Marda, causing damage. Israeli settlers also vandalized 40 olive trees in Kafr ad-Dik and stole an olive harvest in Awarta. Israeli forces shot and killed 2 Palestinians and injured 14 others during a raid in Jalazone refugee camp. Israeli forces also prevented Palestinians from harvesting olives in Iskaka. More than 120 Palestinians were arrested during late-night raids in and around Hebron, Jalazone refugee camp, Bayt Rima, Jericho, Bethlehem, Jenin, Tulkarm, and Nablus. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound, preventing Palestinian students from attending classes. In Gaza, Israeli airstrikes killed at least 400 Palestinians. Israel said it had attacked 320 targets in Gaza overnight, including 2 mosques. Rockets were fired at Israel, causing damage. In Lebanon, Israeli forces attacked 2 Hezbollah positions, killing 1 person near Aitaroun. Israel shot down 2 drones that entered Israeli airspace from Lebanon. The Gaza Ministry of Health said as of 5 p.m. at least 5,087 Palestinians had been killed, including at least 3,100 women and children, and 15,273 had been injured in Israeli airstrikes on Gaza since 10/7. It is estimated that 1,500 were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 94 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 27 children. More than 1,738 have been injured, including at least 360 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 26,756 housing units have been destroyed and 139,000 have been damaged in Israeli airstrikes since 10/7. At least 42% of all housing units have been either destroyed or damaged in Israeli airstrikes. Israel said it allowed 14 trucks of aid to enter Gaza after having its forces inspect the contents. A total of 20 trucks carrying food, water, and medicine entered Gaza. Palestinian prisoner and Hamas member, Omar Daraghmeh, died in the Megiddo Prison. Hamas called the 58-year-old’s death an assassination. Daraghmeh was arrested in his home in Tubas and placed in administrative detention on 10/9. (AJ 10/22; WAFA 10/23)

2 elderly Israeli Hamas-held captives were released to the Red Cross and transferred to Israel via Egypt’s Rafah crossing. 1 of the captives was filmed shaking the hand of 1 of the Hamas members handing them over to the Red Cross. 4 captives have been released since 10/20. Hamas said the 2 were released for humanitarian reasons. Later 1 of the released Israelis said she was treated with care while being kept but was beaten when she was taken to Gaza. Amnesty International said UK prime minister Rishi Sunak and Labor shadow secretary for international development Lisa Nandy “are diminishing the gravity of Israel’s actions” by refusing to condemn clear breaches of international law. U.S. National Security Council spokesperson John Kirby said it is still not time for the U.S. to call for a ceasefire. The U.S. also sent 3-star general James Glynn to advise Israel. Glynn is reported to be an expert in urban warfare. (AJ 10/22; AP 10/24)

China’s special envoy on the Middle East Zhai Jun said China is willing to do “whatever is conducive” to promote a ceasefire and retore peace, calling the situation in Gaza “very serious.” (AJ, REU 10/23)

In the West Bank, Israeli settlers set fire to a Palestinian residential tent with 2 Palestinians in it in al-Baqa’a; both were unharmed. Israeli forces shot and killed 1 Palestinian man at a checkpoint near Deir Nidham, claiming that the man threw a grenade and opened fire at Israeli soldiers when he was shot. Israeli forces also detained and assaulted 2 Palestinian journalists and vandalized their vehicle at the Deir Sharaf checkpoint. Elsewhere, Israeli forces shot and injured 5 Palestinians, including 1 with live ammunitions and 4 with baton rounds during a raid in Shuqba. Israeli forces also blocked roads in the Nablus area for Palestinians to facilitate a settler march between the Eli and Beit El settlements. Meanwhile, Israeli forces issued stop-work orders for residential structures in Bardala. Israeli forces also prevented Palestinian workers in Area B from carrying out work on an agricultural road near Atara and seized drilling equipment. 3 Palestinians were arrested during late-night raids in Hebron, al-Shuyukh, and Bayt Rima. UN special rapporteur on the situation of human rights in the Palestinian territories Francesca Albanese told the UN Human Right Council that more than 800,000 Palestinians have been imprisoned by Israel since 1967, with 5,000 currently being held in prison. She called “the entire occupied Palestinian territory . . . an open-air prison, where Palestinians are constantly confined, surveilled, and disciplined.” (AJ, MEE, REU, WAFA 7/11; MDW 7/16)

Save the Children released a report saying that Palestinian minors were subject to emotional and physical abuse, including of a sexual nature, in Israeli custody. Save the Children also said that Palestinian children are the only ones in the world experiencing systematic prosecution in military courts. (AJ 7/10)

The Knesset voted 64 to 54 to approve the first of 3 readings of a bill that would prevent the judicial branch of government from overturning decisions made by government, ministers, and elected officials on the grounds of “reasonableness.” Large demonstrations against the bill were held in several places in Israel. In the West Bank, Israeli forces shot and injured 1 Palestinian minor with live ammunition during a raid in al-Arroub refugee camp. Israeli forces also shot and injured 1 Palestinian with live ammunition during a late-night raid in Qabatiya. Elsewhere, Israeli forces rammed 1 Palestinian during a late-night raid in Zababdeh. Israeli forces also demolished 1 agricultural structure and stone walls, sealed a water well, and uprooted some 250 olive tree saplings in al-Mughayyir, demolished 1 agricultural structure in Nabi Ilyas, and 1 agricultural structure in al-Khader. Referring to the evacuated Homesh settlement outpost, U.S. state department spokesperson Ned Price said that the U.S. call on the Israeli government “to refrain from unilateral steps certainly includes any decision to create a new settlement, to legalize outposts or allowing building of any kind deep in the West Bank, adjacent to Palestinian communities or on private Palestinian land.” (HA, MEMO 1/5)

In the West Bank, Israeli settlers uprooted 30 olive tree saplings in Qarawat Bani Hassan. Israeli forces shot and killed 1 Palestinian man during a raid in Dheisheh refugee camp, 6 others were wounded. Israeli forces also arrested, Yahya al-Saadi, the son of senior Islamic Jihad commander Bassam al-Saadi during a raid in Jenin. Elsewhere, Israeli forces demolished 1 mosque in Dura, 3 agricultural structures in Tarqumiyah, and issued a stop-work notice for 3 stores in Bayt Rima. Israeli forces also violently dispersed Palestinian protesters in al-Khader and Hebron, causing tear-gas related injuries. An Israeli court upheld a demolition order for an apartment building in Wadi Qaddum in the East Jerusalem neighborhood of Silwan, giving the resident until 12/7 to demolish the building. Approximately 100 Palestinians reside in the building. (WAFA 12/5)

PA prime minister Mohammad Shtayyeh welcomed the EU and UN’s criticism of the 12/2 killing of a Palestinian in Huwwara but urged the organizations to take tangible action to hold Israel accountable. (WAFA 12/5)

PA foreign minister Riyad al-Maliki met with ICC chief prosecutor Karim Khan, providing materials about Israeli war crimes against Palestinians. In the West Bank, Palestinian militants handed the body of a Druze citizen of Israel to Israel after negotiations between the PA and the militant group. Islamic Jihad, Hamas, and the PA all called for the release of the body. Israeli settlers threw stones at Palestinian vehicles traveling west of Ramallah, causing damage. Israeli forces shot and injured 2 Palestinian students with live ammunition during a raid at the Palestine Technical University – Kadoorie in Tulkarm; others suffered tear-gas related injuries. Israeli forces also demolished 3 agricultural structures in Kafr ad-Dik. Elsewhere, Israeli forces shot and injured 1 Palestinian minor before arresting him in Nil’in. Israel revoked 200 of the 15,500 work permits for Palestinians in Gaza, saying that a laborer had admitted that he planned to plant a bomb on a bus on behalf of Islamic Jihad. The man was arrested on 10/30. (REU 11/24)

In the West Bank, armed Israeli settlers blocked a road to az-Zubaidat near Jericho. Israeli settlers also vandalized 120 olive trees in Turmus ‘Ayya. Israeli forces shot and killed 1 Palestinian minor while securing Joseph’s Tomb near Nablus for a tour of the site by newly elected Israeli right-wing politicians, 3 others were injured by live ammunition and baton rounds while others suffered tear-gas related injuries. Israeli forces also shot and killed 1 Palestinian man trying to enter Israel through the separation wall west of Jenin. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Umar, injuring 5 with live ammunition and baton rounds, while others suffered tear-gas related injuries. Israeli forces also demolished 1 residential structure in Kafr ad-Dik and seized 3 caravans in Birin. Meanwhile, Israeli forces prevented roadwork near Deir Nidham, seizing a concrete truck and a concrete mixer. In the West Bank, Israeli settlers vandalized 3 Palestinian-owned vehicles and sprayed “Jews wake up, Arabs leave” and the Star of David on a wall near the vehicles in Marda. Israeli forces violently dispersed a funeral procession in Abu Dis for a Palestinian woman who was killed in June 2021 and whose body was handed to her family on 8/23; 1 was injured by a baton round to his head. Israeli forces demolished 1 agricultural structure and 1 carwash in Huwwara and residential and agricultural structures belonging to 8 families near Fasayil. 14 Palestinians were arrested during late-night raids in al-Bireh, Jalazun refugee camp, Beit Rima, Silwad, Qatanna, al-Azza refugee camp, Husan, Beit Sahour, Nablus, and Jenin. 1 6-year-old Palestinian boy died in Gaza after being denied exit permits for medical treatment at the Hadassah medical center in Jerusalem. The boy was unable to attend 2 appointments for medical treatment on 1/12 and 8/10, as the request for his exit permit remained “under review.” (HA 9/1)

The Israeli army suspended 4 soldiers of the Ultra-Orthodox Netzah Yehuda Battalion after a video surfaced of them beating 2 Palestinians near Ramallah. Peace Now released a report marking the first year of the Bennett-Lapid government, detailing how the current Israeli government has accelerated the displacement of Palestinians compared to average numbers during the Netanyahu governments. Compared with the yearly average of the Netanyahu governments, the Bennett-Lapid government has promoted 26% more settlement units, issued tenders for 15% more settlement construction, demolished 35% more Palestinian homes in the West Bank, and 59% more Palestinian homes in East Jerusalem. The Jerusalem district planning and building committee advanced plans for a new settlement in East Jerusalem at the abandoned Qalandia Airport, called Atarot airport by Israel. The plan entails 9,000 new settler units intended for ultra-Orthodox Jews.
