In the West Bank, Israeli settlers opened fire at a Palestinian car traveling near Marda, causing damage. Israeli settlers also vandalized 40 olive trees in Kafr ad-Dik and stole an olive harvest in Awarta. Israeli forces shot and killed 2 Palestinians and injured 14 others during a raid in Jalazone refugee camp. Israeli forces also prevented Palestinians from harvesting olives in Iskaka. More than 120 Palestinians were arrested during late-night raids in and around Hebron, Jalazone refugee camp, Bayt Rima, Jericho, Bethlehem, Jenin, Tulkarm, and Nablus. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound, preventing Palestinian students from attending classes. In Gaza, Israeli airstrikes killed at least 400 Palestinians. Israel said it had attacked 320 targets in Gaza overnight, including 2 mosques. Rockets were fired at Israel, causing damage. In Lebanon, Israeli forces attacked 2 Hezbollah positions, killing 1 person near Aitaroun. Israel shot down 2 drones that entered Israeli airspace from Lebanon. The Gaza Ministry of Health said as of 5 p.m. at least 5,087 Palestinians had been killed, including at least 3,100 women and children, and 15,273 had been injured in Israeli airstrikes on Gaza since 10/7. It is estimated that 1,500 were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 94 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 27 children. More than 1,738 have been injured, including at least 360 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 26,756 housing units have been destroyed and 139,000 have been damaged in Israeli airstrikes since 10/7. At least 42% of all housing units have been either destroyed or damaged in Israeli airstrikes. Israel said it allowed 14 trucks of aid to enter Gaza after having its forces inspect the contents. A total of 20 trucks carrying food, water, and medicine entered Gaza. Palestinian prisoner and Hamas member, Omar Daraghmeh, died in the Megiddo Prison. Hamas called the 58-year-old’s death an assassination. Daraghmeh was arrested in his home in Tubas and placed in administrative detention on 10/9. (AJ 10/22; WAFA 10/23)

2 elderly Israeli Hamas-held captives were released to the Red Cross and transferred to Israel via Egypt’s Rafah crossing. 1 of the captives was filmed shaking the hand of 1 of the Hamas members handing them over to the Red Cross. 4 captives have been released since 10/20. Hamas said the 2 were released for humanitarian reasons. Later 1 of the released Israelis said she was treated with care while being kept but was beaten when she was taken to Gaza. PA president Mahmoud Abbas met with Dutch prime minister Mark Rutte in Ramallah. Rutte had met Israeli prime minister Benjamin Netanyahu in Israel before traveling to Ramallah. Abbas also spoke with EU Commission president Ursula von der Leyen. (WAFA, WAFA 10/23)

Amnesty International said UK prime minister Rishi Sunak and Labor shadow secretary for international development Lisa Nandy “are diminishing the gravity of Israel’s actions” by refusing to condemn clear breaches of international law. Sunak said the UK will donate $25 million in aid to Gaza and said the UK believed it was a misfired rocket from Gaza that hit al-Ahli Arab Hospital on 10/17. (AJ 10/22; HA 10/23)

U.S. National Security Council spokesperson John Kirby said it is still not time for the U.S. to call for a ceasefire. The U.S. also sent 3-star general James Glynn to advise Israel. Glynn is reported to be an expert in urban warfare. (AJ 10/22; AP 10/24)

China’s special envoy on the Middle East Zhai Jun said China is willing to do “whatever is conducive” to promote a ceasefire and retore peace, calling the situation in Gaza “very serious.” (AJ, REU 10/23)

In the West Bank, Israeli forces seized a concrete mixer near Qarawat Bani Hassan. 17 Palestinians were arrested during late-night raids in Ya’bad, Nablus, Bethlehem, Aida refugee camp, Dura, and Bayt Rima; 4 Palestinians were injured by Israeli forces using live ammunition during the raid in Ya’bad. Human Rights Watch released a report saying that Israel has killed at least 34 Palestinian children in 2023. The report criticized Israel for the killings and the international community for not holding Israel accountable, including by adding Israel to the UN list of countries that have committed grave violations against children during armed conflict. Libyan prime minister Abdul Hamid Dbeibeh visited the Palestinian embassy, promising that Libya would not normalize relations with Israel after he suspended foreign minister Najla Mangoush in the aftermath of Israeli foreign minister Eli Cohen saying that the 2 had held a meeting in Rome. Israeli finance minister Bezalel Smtorich said Israel would not agree to any gestures toward Palestinians as part of a normalization deal with Saudi Arabia. Smotrich also attacked the U.S. for its criticism of National Security Minister Itamar Ben-Gvir’s pro-apartheid comments on 8/23, calling the U.S. hypocritical for preaching human rights to Israel considering “how they operated in Afghanistan and Iraq.” (HA, MEE 8/28)

Israel’s Channel 13 reported that a delegation of Palestinian officials will travel to Saudi Arabia to discuss concessions Israel will have to make to Palestinians in order to convince Saudi Arabia to normalize relations with Israel. (TOI 8/28)

The Israeli Border Control Administration denied entry to a Palestinian German teenager at Ben Gurion International Airport. She said she was verbally abused and threatened with violence before she was returned on a plane to Germany after being detained for 32 hours. The German ambassador to Israel Steffen Seibert condemned the incident. (HA 4/27)

PA president Mahmoud Abbas arrived in Jeddah for a visit where he will be meeting with Crown Prince Mohammad bin Salman on 4/18. Hamas political leader Ismail Haniyeh led a delegation of Hamas officials to Riyadh. The group was expected to meet with Saudi officials despite the visit being unofficial. (MEE, MEMO 4/16; HA, MEE 4/17)

It was reported that the UN Committee on the Rights of Persons with Disabilities instructed the PA to investigate the incarceration of 2 Israelis held by Hamas in Gaza, saying that both suffer from psychiatric problems, and to present its actions to the committee within 6 months. (HA 4/17)

Chinese foreign minister Qin Gang spoke to PA foreign minister Riyad al-Maliki and Israeli foreign minister Eli Cohen in separate calls, informing them that China is ready to support the resumption of peace talks. Israeli police informed Palestinian residents of a Wadi Qaddum apartment building in East Jerusalem that Israeli authorities will not demolish the building this week. The demolition of the Silwan building, which has more than 100 Palestinian residents, was reportedly halted after intense international pressure on Israel. (HA 2/6; HA, MEMO 2/7)

2 earthquakes with magnitudes of more than 7.5 and epicenters in southern Turkey killed more than 50,000 people in Turkey and Syria. The PA said that at least 95 Palestinians were killed in Turkey and Syria. In subsequent days 2 smaller 3.5 magnitude earthquakes with epicenters in the West Bank were recorded, with no injuries reported. In the West Bank, Israeli forces shot and killed 1 Palestinian minor and injured 2 others with live ammunition during a late-night raid in Balata refugee camp. Israeli forces also seized 1 tractor in Maeen in the Masafer Yatta area and demolished 8 residential structures and 1 agricultural structure in Duma, displacing 25. 14 Palestinians were arrested during late-night raids in Bayt Rima, Ein Yabrud, Tubas, Jenin, Faqqua, Balata refugee camp, Hebron, and Yatta. In East Jerusalem, the Israeli Jerusalem municipality issued demolition orders for 2 homes and 1 agricultural structure in the al-Saadi community and 3 homes in the Abu al-Nuwar community. 2 Palestinians were arrested in Sur Baher and at the Haram al-Sharif compound. The Palestinian prisoner Karim Younis was released after 40 years in Israeli prison for allegedly partaking in the kidnapping and killing of an Israeli soldier in 1980. Younis was driven to a train station in Ra’anana where a passerby helped him reach his family. The decision not to release him directly from the prison was made by Israeli national security minister Itamar Ben-Gvir. National Security Minister Ben-Gvir also toured the Nafha Prison “to make sure murderers of Jews don’t receive better conditions since the construction of new prison cells,” saying “I was happy to see that the Israel Prison Service does not intend to improve the condition of their incarceration. The U.S. handed over a 2,700-year-old looted artifact back to the PA in Bethlehem. The artifact, described as a “cosmetic spoon,” was seized from the American venture capitalist Michael H. At the UN Security Council, Israel received criticism from several security council members, including the U.S., for National Security Minister Ben-Gvir’s tour of the Haram al-Sharif compound on 1/3. PA UN ambassador Riyad Mansour said “[o]ur people are running out of patience and the moderation and sense of responsibility we display should never be construed as weakness. The record shows that Israel’s persistence on this path does not lead to surrender, but to uprising.” U.S. envoy Robert A. Wood criticized “unilateral actions” at the Haram al-Sharif compound. The Nation reported that Kenneth Roth, who led Human Rights Watch for 29 years, was denied a position as a senior fellow at Harvard University at the late stages of the hiring process due to alleged “anti-Israel bias.” The dean of Harvard’s Kennedy School Douglas Elmendorf apologized for his initial decision after weeks of negative publicity and Roth was offered the position on 1/19. In the West Bank, Israeli settlers threw stones at Palestinian vehicles parked near Kifl Haris, causing damage. Israeli forces shot and killed 2 Palestinians, including 1 minor, and injured 3 others during a demolition raid in Kafr Dan. 2 homes belonging to families of Palestinians accused of killing an Israeli soldier on 9/14/2022 were punitively demolished during the raid. Israeli forces also shot and killed 1 Palestinian minor during a raid in Dheisheh refugee camp, 1 other Palestinian was injured by live ammunition. Elsewhere, Israeli forces issued stop-work orders for 8 houses, 1 agricultural structure, and 1 events hall in Deir Balut and 1 house under construction in Maeen in the Masafer Yatta area. Israeli forces also shot and injured 7 Palestinians with live ammunition during a raid in Bayt Rima. Israel informed the PA that about 1,000 Palestinians living in the Masafer Yatta area will receive eviction notices in the coming days and that they will be forcibly transferred to a different location. Israel Hayom reported that the Israeli police officer charged with the killing of autistic Palestinian man Eyad al-Hallaq in East Jerusalem in May 2020 had signed up for 6 months of service in the police force after finishing his compulsory service. In the West Bank, Palestinian militant factions protested PA cooperation with Israel by burning tires and throwing stones at PA security forces in Nablus and Jenin. In Nablus, 1 Palestinian was killed and 2 were injured during the unrest; the PA claimed it was not present during the killing of the man, who was said to be a bystander. Israeli forces shot and injured 1 Palestinian man during a funeral procession in Beit Umar; others suffered tear-gas related injuries. Israeli forces also fired tear gas at Palestinians protesting a raid in Rumana, causing tear-gas related injuries. Elsewhere, Israeli forces arrested 1 Palestinian NGO worker, detained others, and seized 1 vehicle while the workers were doing maintenance work on solar panels in Wadi al-Faw. 1 Palestinian cancer patient died in Gaza while waiting to obtain a permit from Israel to travel to East Jerusalem for treatment. The man is the 6th Palestinian in Gaza to die of cancer this year while waiting for Israeli permission to travel for treatment. (PCHR 9/21)

A group of lawyers and rights organizations said they had referred the killing of Shireen Abu Akleh to the ICC on behalf of her family. A forensic investigation by Al Haq and Forensic Architecture also found that Israeli soldiers deliberately targeted Shireen Abu Akleh when she was shot on 5/11/22. An Israeli court ruled that Israel can revoke the residency permits of 17 Palestinians related to a Palestinian accused of killing 4 Israeli soldiers in Jerusalem in 2017. Interior minister Ayelet Shaked subsequently said that she would revoke the 17 Palestinian family members’ residency permits and work to deport them to the West Bank. In the West Bank, Israeli settlers with military escort raided Qaryut, leading to a confrontation with Palestinians; 2 were injured by baton rounds. Israeli forces shot and killed 1 Palestinian man during a raid in Hebron; Israeli forces claimed that the man had thrown a Molotov cocktail at the forces before they shot him in the head. Israeli forces also violently dispersed Palestinians commemorating Land Day in Bil‘in, injuring 1 with live ammunition and others with tear gas. Elsewhere, Israeli forces shot and injured 2 Palestinians using live ammunition during a raid in Bani Zeid. The UAE and Israel concluded negotiations on entering a free trade agreement, which will make 95% of trade products between the 2 countries custom free. The free trade agreement negotiations were part of the 2 countries’ normalization deal. (AJ, ALM, HA 4/1)

At the UN human rights council, 38 countries voted in favor of a resolution confirming the illegality of Israeli settlements in the occupied Palestinian territories and the Golan Heights. Ukraine, Lithuania, Brazil, Cameroon, and Honduras abstained and the U.S., the UK, the Marshall Islands, and Malawi voted against. 41 countries voted for a resolution confirming the Palestinian people’s right to self-determination. In the West Bank, Israeli settlers wrote racist graffiti on houses and slashed the tires of Palestinian-owned vehicles in Fara‘ata. Israeli settlers also rammed 2 Israeli soldiers with their cars at a checkpoint near the Homesh settlement outpost. Israeli forces delivered a demolition notice for 1 Palestinian home in Kisan and stop-work orders for 1 school and 8 residential and agricultural structures in Shaab al-Batn in the Masafer Yatta area. In the West Bank, Israeli forces demolished 1 house in Harmala, 1 house in Bayt Ta‘mar, and 3 agricultural structures in Duma. 4 Palestinian children were arrested during late-night raids in Bethlehem. 11 others were arrested, including 9 during raids in and around Bayt Rima, Kobar, Jenin, Jaba‘, Bethlehem, Bayt Jala, Halhul, and Dura, and 2 were arrested at checkpoints in Bethlehem and Ya‘bad. In East Jerusalem, Israeli forces raided the Muslim Girls Secondary School in Wadi al-Juz and arrested 2 employees, including the principal of the school. Israel’s foreign minister Yair Lapid said that reopening the U.S. consulate to Palestinians in Jerusalem is a “bad idea,” saying it would weaken the Israeli government coalition and send the “wrong message.” Israeli and U.S. government sources have told Haaretz that the U.S. is moving slowly on reopening the consulate because of the potential ramifications it could have on Israel’s government coalition. Foreign Minister Lapid also criticized the way the U.S. withdrew from Afghanistan. The U.S. Central Command announced that it had taken over the responsibilities of Israel from the U.S. European Command. IDF troops assault, critically injure, and arrest a Palestinian during overnight raids in Bayt Rima village near Ramallah. The Palestinian succumbs to his injuries later in the day. Elsewhere in the West Bank, IDF troops injure 1 Palestinian during clashes sparked by raids in Qalandia refugee camp near Ramallah and Artas near Bethlehem. They also patrol near Hebron and Nablus. Thousands of right-wing Jewish activists visit Hebron to pray at al-Ibrahimi Mosque, commemorating Yom Kippur. In East Jerusalem, Israeli forces shoot and kill a Palestinian in the Old City after he assaults a right-wing Jewish activist and allegedly attempts to stab an Israeli police officer. A Palestinian eyewitness says that the deceased was not trying to stab anyone and that he was only “defending himself” from the Jewish activist. Errant Israeli fire from the incident damages the windows of a nearby shop and a number of vehicles in the area. Meanwhile, approximately 326 right-wing Jewish activists tour Haram al-Sharif throughout the day to commemorate Yom Kippur. Israeli police assault and injure 7 Palestinians and arrest at least 5 others amid the ensuing confrontations at the sanctuary. Along Gaza’s border, IDF troops violently disperse hundreds of Palestinians gathering near Bayt Hanun to continue the Great March of Return for a 5th day in a row; 2 Palestinians are killed and at least 45 are injured. PA president Mahmoud Abbas signs documents of accession for the State of Palestine to join seven new international treaties and conventions, including the Second Optional Protocol to the International Covenant on Civil and Political Rights, which aims to abolish the death penalty. Israeli PM Netanyahu orders his deputies to establish a mechanism to withhold from the monthly Israeli transfers of tax revenues to the PA an amount equal to that which is necessary to compensate the farmers living in southern Israel whose crops have been destroyed by incendiary kites sent from Gaza. The Gaza Electricity Distribution Company announces that Egyptian power lines feeding s. Gaza were damaged during the 7/7 clashes in n. Sinai, exacerbating the ongoing electricity crisis across the region. Meanwhile, the Hamas-run energy authority in Gaza reports that the PA recently “stopped all the financial transaction through Palestinian banks to Egypt to buy fuel,” which halts fuel delivery from Egypt on 7/6. A PA spokesperson does not comment on the energy authority’s report of blocked payments except to say, “the main reason for the worsening situation in Gaza is Hamas as they rejected [PA pres. Residents of the illegal Amona settlement outpost, which had been ordered evacuated and demolished by 12/25, vote to accept a new version of a compromise relocation plan proposed by Israeli PM Netanyahu and Edu. Min. Bennett on 12/12, days after they had rejected a previous version. The proposal will allow 24 of the 40-odd families to relocate to nearby plots of land on the same hilltop. A group of 400 Jewish immigrants fr. the U.S. and Canada arrive in Israel; 75% of them will live in Beit Shemesh, Jerusalem. Sharon briefs his cabinet on U.S. demands for Israel to withdraw fr. areas A.
