In the West Bank, Israeli settlers uprooted 60 olive tree saplings in Salfit. Israeli forces demolished 1 greenhouse in Jayyus and 1 house in Idhna. Israeli forces also delivered stop-work notices for 8 apartments and an animal barn in Qaryut. Elsewhere, Israeli forces violently dispersed Palestinians protesting in al-Bireh against assassination by Israeli forces of 3 Palestinians by Israeli forces in Nablus on 2/8, injuring 1 with a rubber-coated bullet and others with tear gas. Israeli forces also violently dispersed Palestinians protesting a settler tour in Jericho, injuring 2 with live ammunition and others with tear gas. In Gaza, Palestinians marched in protest over the assassination by Israeli forces of 3 Palestinians by Israeli forces in Nablus on 2/8; the protesters condemned the killings and criticized the PA for its security cooperation with Israel. Israeli forces opened fire at agricultural lands east of Abasan; no injuries were reported. 2 Palestinians crossed the Gaza fence and set 1 empty Israeli military vehicle on fire before returning to Gaza; no injuries were reported. In the Naqab desert, Israeli right-wing activists set up 20 mobile structures erecting a new settlement, calling it Ma’aleh Paula near the Bedouin village Beit Kama. Israeli police raided the new settlement, dismantling the structures and briefly detained 15 of the Israelis who refused to leave. The right-wing activists were joined by Itamar Ben-Gvir, Simcha Rothman, and Orit Strock of the Religious Zionism party, and Shlomo Karhi of Likud. Israeli authorities also demolished 3 apartments under construction in Nazareth, leading to a confrontation with local residents; no injuries were reported. The PLO Central Council agreed to suspend the PLO recognition of Israel until Israel recognizes the state of Palestine along the 1967 borders and halts all settlement activity. The Central Council also voted to suspend security cooperation with Israel. For the decision to be enacted, it will need to be approved by the PLO Executive Committee. The World Bank released a report on the Palestinian economy, saying that it is held back by lack of access to a digital economy, partly due to Israeli restrictions on high-speed internet. Israel allows the West Bank to have 3G internet speeds and only 2G in Gaza. In Israel, the internet speed is 4G and moving toward 5G. (ALM, HA 2/10)

In the West Bank, IDF troops arrest 6 Palestinians and issue 1 arrest summons during raids in and around Hebron, Salfit, Qalqilya, and Bethlehem; and patrol near Hebron and Qalqilya. Raids in Salfit, Dahaysha refugee camp near Bethlehem, and Jayyus village near Qalqilya spark clashes with stonethrowing Palestinians; 4 Palestinians are injured. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in al-Ram and Ras al-Amud. The IDF announces that “starting today, the IDF will adopt harsher means against rioters on the Gaza Strip border,” pointing to reports alleging that armed Palestinians planted an IED along the border fence during protests on 2/16. “You’d better stop with that now,” says the IDF’s Coordinator of Government Activities in the Territories (COGAT) Yoav Mordechai. “Go and demonstrate against Hamas in Gaza.” (TOI 2/19; HA 2/20)

Tensions in East Jerusalem remain high as Israeli forces mount new security cameras at the entrances to Haram al-Sharif to supplement the new metal detectors installed in the wake of the deadly attack on 7/14. They also reopen the sanctuary, allowing more than 100 Jewish settlers to tour it in the morning. Palestinians protest and pray outside the sanctuary throughout the day; approximately 21 are injured during the ensuing clashes with Israeli forces. Meanwhile, Israeli forces arrest 3 Palestinians during raids in al-Tur. In the West Bank, armed Israeli settlers march through a Palestinian village nr. Jenin in protest of the deadly attack on 7/21. Other settlers throw stones at Palestinian vehicles nr. Nablus and Hebron, causing no serious damage. IDF troops shoot and injure 3 Palestinians: 1 attempting to cut through a fence nr. Qalqilya, another evading arrest in the n. Jordan Valley, and a 3d driving “suspiciously” at a checkpoint nr. Nablus, according to an IDF spokesperson. Meanwhile, the IDF violently disperses Palestinians protesting in solidarity with the Muslim worshippers outside Haram al-Sharif in Jayyus village nr. Qalqilya (2 Palestinians are injured), arrests 4 Palestinians and issues 1 arrest summons during late-night raids nr. Bethlehem and Hebron, and patrols nr. Hebron and Salfit throughout the day. Unidentified Palestinians fire 2 rockets from Gaza into s. Israel; 1 explodes in midair, and the other lands in an open area nr. Ashqelon, causing no damage or injuries. Late that night, Israeli tanks positioned along Gaza’s border shell a Hamas post nr. Dayr al-Balah and an open area nr. Khan Yunis, causing an unknown amount of damage. At the Israeli Embassy in Amman, an Israeli security guard shoots and kills 2 Jordanians, the property owner and a teenage worker, in disputed circumstances. The attack exacerbates Israeli-Jordanian tensions, which are already running high given the ongoing crisis at Haram al-Sharif. The Israeli authorities refuse to allow the Jordanian police to question the guard, and the Jordanian authorities refuse to allow the Israeli Embassy staff to leave the country until the guard submits to questioning. The Israeli press reports that the IDF has barred Palestinian workers from entering Halamish and a number of other Israeli settlements following the deadly attack on 7/21 and the settler protests on 7/22. Meanwhile, Israeli PM Netanyahu says that the home of the Palestinian who stabbed 4 Israeli settlers on 7/21 will be demolished soon. (MNA, TOI, WAFA, YA 7/23)

Palestinians across the West Bank rally after Friday prayers to protest the 2/23 death of Arafat Jaradat in Israeli detention, clashing with the IDF in many locations. IDF soldiers use live fire and rubber-coated metal bullets against protesters at Qalandia checkpoint (injuring 6 Palestinians, including 1 seriously) and outside the Ofer detention center nr. Ramallah (injuring fifteen) Israeli soldiers also open fire on Palestinian boys throwing stones nr. al-Jazloun r.c. north of Ramallah, seriously injuring 1. In Hebron, Palestinians demonstrate to mark the anniversary of the 1994 massacre of Palestinian worshippers by a Jewish settler at the Ibrahimi Mosque/Tomb of the Patriarchs, leading to clashes with the IDF that leave 2 Palestinians injured. Meanwhile, IDF forces violently disperse Palestinian, Israeli and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 4 villages nr. Ramallah (Bil‘in, al-Nabi Salih, Budrus, and Ni‘lin), 2 villages nr. Qalqilya (Jayyous and Kafr Qaddum), 1 village nr. Salfit (Burqin), 1 village nr. Bethlehem (al-Ma’sara), and on a road south of Hebron. There are 11 injuries total; 5 in Bil‘in, 4 in al-Nabi Salih, and 2 in Budrus. PA PM Salam Fayyad attends the protest in Bil‘in. The IDF patrols in 3 villages nr. Ramallah in the morning, in 1 village nr. Tulkarm and in the center of Hebron in the afternoon (clashes in latter, 1 wounded), and in 1 village nr. Ramallah at night; conducts house searches and arrest raids in Silwan, al-‘Arub r.c. nr. Hebron, and in 1 village nr. Hebron at night. In the Gaza Strip, IDF soldiers open fire on Palestinians picnicking close to the border fence nr. Jabaliya r.c., injuring 3. Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. During the day, the IDF raids Jayyus village nr. Qalqilya, firing tear gas and stun grenades at stone-throwing youths who confront them, causing no injuries, and raids and searches several homes in ‘Azun, making no arrests. In the evening, the IDF conducts synchronized raids into 3 villages nr. Salfit, searching homes but making no arrests. Late at night, the IDF enters Qalandia r.c., opening fire with live ammunition on stone-throwing Palestinians who confront them, killing 2 Palestinians and wounding 1. In the West Bank, the IDF enters Jayyus village nr. Qalqilya at midday, patrolling streets and searching homes, summoning 2 Palestinians for questioning; patrols in Marda village nr. Salfit in the afternoon without incident; conducts a late-night arrest raid and house search in Dayr Nizam. Palestinians and international activists hold nonviolent demonstrations against land confiscation and settlement expansion nr. Karme Tzur settlement nr. Hebron and in the Hebron market area; the IDF fires rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving 10s suffering tear gas inhalation. (PCHR 7/7; OCHA 7/9)

In the West Bank, the IDF seals Attara nr. Ramallah for 3 hrs. after troops discover a suspicious object during vehicle checks at the entrance to the village. The IDF conducts late-night raids, house searches nr. Qalqilya and Salfit and in Jenin town and r.c., but makes no arrests; a Palestinian whose house is raided reports money missing. The IDF also patrols and opens fire in Qabatya but makes no arrests and causes no injuries. Jewish settlers fr. Susia, escorted by the IDF, erect tents and set up electricity generators on an unauthorized settlement outpost site nr. Hebron that was dismantled by the IDF on 9/9. The Israeli High Court, ruling on a petition filed in 2003, orders the IDF to dismantle sections of the separation wall in Khirbat Jibara and Jayyus n. of Qalqilya, reinstating Palestinian access to 2,488 dunams (d.; 4 d. = 1 acre) of land. In Silwan in East Jerusalem, a Jewish settler shoots, wounds 1 Palestinian, also hitting 1 Palestinian teenager with shrapnel; the settler is arrested by Israeli police. In Gaza, the IDF makes an air strike on a Hamas-affiliated police station in Khan Yunis, which has been bombed repeatedly, causing no reported injuries. Israel allows 94 truckloads of humanitarian aid and commercial goods into Gaza, as well a limited amount of fuel for Gaza’s power plant. In the West Bank, the IDF enters Jayyus in the afternoon, imposes a curfew; conducts late-night arrest raids, house searches in and around Ramallah, and nr. Jenin, Salfit, Tulkarm. Palestinians in Yassuf village nr. Salfit report that over the past several days, Jewish settlers escorted by IDF troops have bulldozed at least 250 d. of village land and replanted 200 d. with their own crops. (PCHR 2/12, 2/19)
