In the West Bank, Israeli settlers blocked the main entrance to al-Naqura. Israeli forces shot and killed 1 Palestinian man, alleging that he had tried to stab a soldier at the Gush Etzion Junction between Bethlehem and Hebron. The PA called it an extrajudicial execution. 9 Palestinians were arrested during late-night raids in Kobar, Kafr Ni‘ma, Ni‘lin, Beita, Izbat al-Tabib, and Qalqilya. In East Jerusalem, Israeli forces evicted the 18-member Salhiya family from their home in Sheikh Jarrah, leading to a standoff where members of the family threatened to blow up a gas container on top of the house if the Israeli forces proceeded to demolish their home. A large crowd protested in support of the family. Several European representatives to Palestine and Israel, with some present at the scene, also condemned the eviction and called on Israel to stop it immediately. 1 Palestinian demolished his own commercial structure in Sheikh Jarrah. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. In Gaza, Israeli forces made incursions and leveled land north of Beit Lahiya. Israeli forces also opened fire at agricultural lands east of al-Qarara; no injuries were reported. Palestinian news outlet Safa and Israeli Channel 12 reported that the PA had frozen its work on preparing material for the ICC as a result of agreements made between PA president Mahmoud Abbas and Israeli defense minister Benny Gantz. (MEMO 1/18)

Israeli media reported that Libyan warlord and presidential contender Khalifa Haftar’s plane landed at Ben Gurion airport for a couple of hours before taking off again. In November it was reported that Haftar’s son and advisor Saddam Haftar had visited Israel for meetings with Israeli officials. (MEMO 1/17)

A possible drone attack in the UAE killed 3 Indian and Pakistani nationals and wounded 6 others at an oil facility and started a fire at the airport in Abu Dhabi. The Yemeni Houthi group said it was behind the attack. In a letter by Israeli prime minister Naftali Bennett, Israel offered the UAE “security and intelligence support” after the attack, saying “Israel stands with the UAE.” The UAE has been conducting air strikes with its coalition partner Saudi Arabia for years in Houthi-held areas of Yemen, causing many civilian deaths. In the West Bank, Israeli forces shot and critically wounded 1 Palestinian man at the Gush Etzion junction near Bethlehem, claiming that the man had tried to stab an Israeli soldier with a screwdriver; a video showed how Israeli soldiers prevented a medic from treating the Palestinian man. Israeli forces also demolished 1 parking lot near the separation barrier west of Deir al-Ghusun. 10 Palestinians were arrested during house raids, including 3 close relatives of 1 of the Palestinian prisoners who escaped the Gilboa prison on 9/6 in and around Abu Njeim, Aida refugee camp, Dheisheh refugee camp, al-Yamun, Kafr Dan, Qalqilya, Ni‘lin, and Jericho. In East Jerusalem, 3 Palestinians were arrested during late-night raids in al-Tur and Silwan. In Gaza, Israeli forces made incursions and leveled land near Beit Lahiya. In West Jerusalem, Israeli forces shot and severely injured 1 Palestinian man from the West Bank after he stabbed 2 Jewish people near the Jerusalem central bus station; both stabbing victims were said to be in stable condition. The Palestinian prisoner leadership said that 1,380 Palestinian prisoners in Israeli jails would go on hunger strike on 9/17 to protest the collective punitive measures introduced by Israel after 6 Palestinians escaped Gilboa prison on 9/6 (see 9/8). (HA, WAFA, WAFA 9/13; AJ, JP, PCHR 9/14)

After rumors that tips from Palestinians in Israel had led to the capture of 4 of the 6 Palestinians who escaped from Gilboa prison on 9/6, PA prime minister Mohammed Shtayyeh called for national unity. Prime Minister Shtayyeh said that “[t]he occupation authorities are trying to divide us from our brothers, and we need to strengthen the connection.” Shtayyeh also called on the UN to ensure that the prisoners are not tortured as rumors were circulating that at least 1 of the prisoners had been subjected to severe torture, leading to hospitalization. The PA instructed the Central Elections Committee to prepare for local council elections on 12/11. Political fractions in Gaza later rejected the elections after a meeting on the subject, saying that national election must precede local elections. (WAFA 9/14; MEMO 9/17; MEMO 9/21)

The New York Times detailed that a report by the International Atomic Energy Agency suggests that Iran is within 1 month of having enough material to build 1 nuclear warhead. It was also reported that manufacturing the warhead would take much longer. The reporting suggested that Iran was enriching the nuclear material to weapons grade to pressure the U.S. in the renewed Iran deal negotiations. (NYT 9/13; HA 9/14)

In the West Bank, Israeli forces raided a Palestinian-owned house in Kaubar and took measures to punitively demolish it; 2 of the house’s occupants are detained by Israel. Israeli forces also arrested 11 Palestinians, including 4 during late-night raids in and around Tulkarm, Jenin, and Ramallah; 1 on a street near Nablus; and 7 during daytime raids in and around Ramallah, Nablus, ‘Ayn al-Hilwa, and Hebron. During a daytime raid in Nablus, Israeli forces confiscated a tractor, and separately during a different raid in Nablus, Israeli forces seized carpentry equipment. 1 Palestinian was shot by Israeli forces after he allegedly attempted to carry out a stabbing by the Gush Etzion junction. Israeli forces also seized and impounded a PA health ministry vehicle providing medical services to 1,500 Palestinians in rural areas south of Hebron. In East Jerusalem, Israeli forces fired tear gas and arrested 3 Palestinians at Bab al-Rahma in the Haram al-Sharif compound. 9 Palestinians from Issawiyya in East Jerusalem were placed under nighttime curfew between 8 p.m. and 6 a.m. 6 of the men were told that they were facing a nighttime curfew on 12/29, but the curfew did not take effect until 1/2. The Israeli military cited a 1945 Mandate-era regulation to justify placing the 9 under nighttime curfew. (HA 1/2)

The U.S. assassinated Iranian major general in the Islamic Revolutionary Guard Corps (IRGC) and commander of the IRGC’s special forces Quds Force Qasem Soleimani and the deputy chairman of the Iraqi government-sanctioned militia Popular Mobilisation Forces, Abu Mahdi al-Muhandis, along with several other Iranian and Iraqi officials at Baghdad International airport. The assassinations were carried out by an American MQ-9 drone that fired missiles at the officials’ convoy as it was leaving the airport. The Pentagon released a statement saying that the strike was directed on behest of U.S. president Donald Trump and was aimed at “deterring future Iranian attack plans.” Iran’s supreme leader Ayatollah Ali Khamenei said in a statement that Iran would have 3 days of mourning followed by a retaliation. IDF troops shoot and kill a Palestinian driver at the Gush Etzion junction south of Bethlehem after he allegedly rams his car into a group of Israeli soldiers; 3 Israeli soldiers are injured in the collision. Palestinian eyewitnesses say that the collision only happened after the driver lost control of his vehicle. Elsewhere in the West Bank, Israeli forces demolish a Palestinian home in Mariha village near Jenin. They also temporarily shut down Beit El checkpoint near Ramallah after a suspicious object is found on the premises. IDF troops arrest 15 Palestinians during raids near Nablus, Qalqilya, Jenin, Tulkarm, and Hebron; and patrol near Jenin, Qalqilya, and Hebron. Israeli settlers raze 10 dunams (approximately 2.5 acres) of Palestinian land near Nablus, then they set up water lines and prepare to expand settlement infrastructure in the area. In East Jerusalem, Israeli forces arrest 32 Fatah-affiliated Palestinians suspected of working for or otherwise supporting the PA’s security forces during raids across the city. Meanwhile, hundreds of Palestinians gather along Gaza’s northern coast to continue the Great March of Return and to cheer on a handful of Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; 19 Palestinians are injured. Also off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. They arrest 6 Palestinians and confiscate 1 car during further raids in and around Ramallah, Jenin, Bethlehem, Nablus, and Qalqilya. The Israeli authorities expand the fishing zone off Gaza’s southern coast from 6 to 9 naut. mi. The expansion is set to last 6 weeks, and it is intended to “improve the economy in the Gaza Strip,” according to the Coordinator of Government Activities in the Territories on 10/15. The Higher Planning Commission of Israel’s Civil Administration meets for a 2d day and advances plans for approximately 1,300 housing units in Israel’s West Bank settlements, including 459 in Ma’ale Adumim. Today’s approvals bring the week’s total to approximately 2,600 new units. (MNA, TOI 10/18)

In c. Israel, Israeli police arrest a West Bank Palestinian after he allegedly stabs and seriously injures an Israeli in Yavne. The IDF then raids the alleged attacker’s Yatta home and imposes a lockdown on the village, blocking all entrances and exits. Elsewhere in the West Bank, Israeli forces raid a civil investigations office in c. Hebron, confiscating equipment and detaining the 30-odd employees. The office reportedly opened following a recent agreement between local Palestinian and Israeli authorities. IDF troops arrest a Palestinian allegedly armed with a knife at the Gush Etzion junction; arrest 8 more Palestinians, and issue 1 arrest summons during late-night raids in and around Hebron, Ramallah, Nablus, Bethlehem, Qalqilya, and Tubas. During raids in Wadi al-Juz, Ras al-Amud, Bayt Hanina, and al-Tur in East Jerusalem, Israeli forces arrest 15 Palestinians in connection with the violence at the sanctuary (48 Palestinians are still reportedly being held in connection with the clashes). They also ban an Islamic Waqf employee from Haram al-Sharif. Palestinian youths throw stones at an Israeli police officer outside Damascus Gate, lightly injuring him. Meanwhile, approximately 1,000 Jewish settlers tour the sanctuary. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. The Israeli press reports that the IDF has completed construction of a 26-mile segment of the separation wall nr. Hebron, which they had resumed in 2/2017 after Palestinians from nearby Yatta village carried out a deadly shooting in 6/2016 in Tel Aviv. (MNA 8/3)

Ahead of Friday prayers, the Israeli police announce that Palestinian men younger than 50 will be barred from Haram al-Sharif today. They also specifically bar 21 Palestinians from the site and deploy heavily across East Jerusalem. In response to these new restrictions, thousands of young Palestinian men and others pray on the streets of the Old City outside the sanctuary in the morning. Meanwhile, Israeli forces violently disperse Palestinians protesting the recent restrictions to access at the sanctuary across the oPt; 1 Palestinian is killed in Gaza and at least 20 are injured. IDF troops shoot and kill a Palestinian at the Gush Etzion junction nr. Bethlehem claiming that he attempted to stab an Israeli soldier. No Israelis are injured in the incident. A Palestinian witness says that the victim had no knife or any other kind of weapon. Elsewhere in the West Bank, IDF troops shoot and injure a Palestinian farmer tending to his lands nr. Salfit. In Amman, hundreds of Jordanians gather outside the Israeli Embassy to protest the fatal shooting of 2 Jordanians by an Israeli security guard on 7/21 and the Israeli embrace of the guard in the wake of the killing. Along Gaza’s border, IDF troops shoot and moderately injure a Palestinian nr. al-Maghazi. In the West Bank, Israeli police arrest a Palestinian at a checkpoint e. of Jerusalem on suspicion that she was planning a stabbing attack. IDF troops conduct raids in 2 villages nr. Hebron, damaging property and sparking clashes with stone-throwing Palestinian youths in both; there are no serious injuries. They conduct further raids and house searches in and around Hebron, Jenin, Nablus, Bethlehem, and Ramallah, arresting 10 Palestinians. Israeli forces demolish an animal barn nr. Hebron and erect concrete barriers nr. the Gush Etzion junction s. of Bethlehem, where 10 Palestinians have been killed in alleged attacks since 10/2015. Late at night, they carry out the punitive demolition of the Hebron home of the Palestinian driver who was killed on 11/4/2015 after allegedly ramming 2 Israeli soldiers. In East Jerusalem, an Islamic Waqf guard intervenes to stop a Jewish Israeli tour guide from performing prayers at Haram al-Sharif. Israeli police then escort the guide out of the sanctuary. Israeli forces arrest 3 Palestinians during raids in Abu Dis.

Barack Obama leaves office in 1/2017, which might include U.S. support for a new United Nations Security Council (UNSC) res. Obama has not, however, made a final decision on the matter. IDF troops kill 4 Palestinians in alleged stabbing attacks in the s. West Bank. First, IDF troops shoot and kill 3 Palestinians after they allegedly attempt to stab Israeli soldiers at the Gush Etzion junction nr. Bethlehem, where a similar incident took place on 1/5. IDF troops shoot and kill a 4th Palestinian n. of Hebron after he allegedly attempts to stab an Israeli soldier. No Israelis are injured in any of the day’s incidents. Meanwhile, Israeli forces confiscate a bulldozer from a Palestinian agricultural project nr. Nablus. Late at night, IDF troops conduct raids and house searches in 1 village each nr. Ramallah and Jenin, arresting 2 Palestinians. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no damage or injuries. In East Jerusalem, Israeli forces shoot and injure a Palestinian youth amid clashes with stonethrowing Palestinians in Issawiyya; demolish a 2-story building and part of an apartment in Silwan, and part of a restaurant in Bayt Safafa; arrest a Palestinian youth in Shu‘fat r.c. for allegedly planning to attack Israelis and 2 Palestinians on late-night raids nr. Israeli security officials praise the PA’s efforts to address violence since early 12/2015, saying that security coordination between the IDF and PASF has been “exceptionally good” in recent weeks and that PA pres. Abbas has stopped mbrs. of Fatah’s military wing from participating in demonstrations and protests. (HA, MNA 1/7; TOI 1/8)

A total of 3 Palestinians and 1 Israeli settler are killed across the West Bank. In a contested incident, an Israeli settler and former Samaria Regional Council head rams a Palestinian youth with his car after she allegedly attempts to stab another settler at a checkpoint nr. Nablus; the girl is shot and killed at the scene. There are conflicting reports around the shooting, with some outlets alleging the driver shot the girl and others claiming it was either another settler or IDF soldiers stationed at the nearby Huwwara checkpoint. A Palestinian taxi driver is shot and killed hours later nr. Kefar Adumim settlement by an Israeli settler, who claims that the driver attempted to ram a group of settlers on a main road nr. Bethlehem. According to the IDF, the settler opened fire after he saw the Palestinian taxi driver exit his car with a knife. However, Palestinian eyewitnesses report that Israeli settlers threw stones at the taxi, causing the driver to swerve into another car. In the final of such incidents, IDF troops shoot and kill a Palestinian after he stabs and seriously injures an Israeli settler at the Gush Etzion junction nr. Bethlehem (the settler succumbs to her injuries later in the day). Elsewhere in the oPt, IDF troops violently clash with Palestinians protesting w. of Qalqilya and outside a settlement nr. Ramallah; 3 Palestinians are injured. After reports of stone-throwing, Israeli forces impose an evening curfew and briefly close the main checkpoint in Huwwara, where a Palestinian girl was killed earlier in the day (see above). The IDF also conducts raids and house searches in 1 village nr. Nablus, as well as 4 villages and al-‘Arub r.c. nr. Hebron, confiscating personal property, arresting 11 Palestinians, and issuing arrest summons to 2; patrols in 5 villages and al-Fawar r.c. nr. Hebron and nr. Ramallah and Jericho. Israeli settlers throw stones at Palestinian property in 2 areas nr. Nablus, causing clashes between Palestinians and Israeli forces after settlers throw stones at a Palestinian secondary school.
