The last U.S. combat troops pull out of Iraq 2 wks. ahead of Obama’s 12/31/11 target date; 1,000s of U.S. diplomats and contractors remain in the country, as well as 150 U.S. soldiers tasked to train Iraqi security forces. (National Public Radio, REU 12/18; NYT 12/19)

Israel frees 550 Palestinian prisoners in the 2d stage of the swap that freed IDF Cpl. Gilad Shalit in 10/2011; 41 are released to Gaza, more than 500 to the West Bank, a few to East Jerusalem and Jordan. Under the terms of the deal, Israel picked which prisoners to free and picked mostly Fatahaffiliated West Bankers as a gesture to Abbas; none are mbrs. of Hamas or Islamic Jihad or were involved in killing or wounding anyone; Palestinians complain that “many of those being released were due to get out within months anyway. . . . If Israel had wanted to make a real good-will gesture, the list would have been totally different.” (NYT, WP 12/19)

Stone-throwing Palestinian youths clash with IDF at the Beitunia checkpoint where some of the Palestinian prisoners freed by Israel are released, leaving 10s of Palestinians and 1 IDF soldier injured. Elsewhere in the West Bank, the IDF patrols in Jenin in the morning and in 3 villages nr. Jenin, Qalqilya, and Salfit in the evening (firing tear gas at stone-throwing youths in Jenin); makes a brief incursion into Qalqilya where they set up 2 checkpoints, detain 2 PA security forces officers for several hours, and summon 1 Palestinian for questioning. Jewish settlers block a Palestinian road nr. Moshe Zouhar settlement outpost nr. Qalqilya. Israeli naval vessels fire on Palestinian fishing boats off the Gaza City shore, detaining 1 boat and questioning 4 Palestinians (3 are released, 1 is sent to Israel for an unrelated medical issue). Gaza’s Interior Min. drops requirements for Gazans to register in advance of leaving Gaza through the Rafah crossing. The Israeli Housing Min. published tenders for construction of 1,028 Jewish settlement units in East Jerusalem (500 in Har Homa, 348 in Beitar Ilit, and 180 in Givat Ze’ev). The Gaza Central Drug Store receives an urgent shipment of medicine and supplies fr. the West Bank, enough to replenish its stores for several weeks (see 12/6/12). IDF chief of staff Lt. Gen. Benny Gantz announces that in light of the dramatically increasing number of covert foreign operations Israel has undertaken in the past year, the Israeli DMin. has formed a new operational branch called the Depth Corps specifically to handle special operations “deep in enemy territory.” The new branch (separate fr. the existing Northern, Southern, and Central Commands) will be headed by former special operations commander Maj. Gen. Shai Avital and will pull and coordinate resources fr. the military’s various elite commando units on an ad hoc basis, depending on the mission. While Israel does not confirm or deny covert operations abroad, media reports over the past year have indicated that Israel has carried out operations in Sudan (targeting arms traffic to Hizballah and Hamas), Iran, Lebanon, and Syria. On his way fr. Gaza to the weekly PC session in Ramallah, Arafat's helicopter is forced to hover for 45 mins. before being permitted to land. At the PC, Arafat accuses Israel of "declaring a state of war against the Palestinian people," rejects U.S. appeal for an Abbas-Gold meeting. For 1st time since 1993, he calls for 1-day general strike 8/29, prayer rally in Jerusalem's al-Aqsa Mosque for 8/30. PM Netanyahu warns Arafat against an escalation of rhetoric, violence. Occupied Palestine/Israel: Reports about Israel's role in U.S. arms sales to Iran implicate senior Israeli officials, including P.M. Shamir, F.M. Peres, Defense Minister Yitzhak Rabin, Director-General of Israeli For. Ministry David Kimche, and Israeli businessmen Al Schwimmer and Ya'akov Nimrodi, both involved in the nation's arms industry [WT 11/27]. Israeli officials state that Kimche and Amiram Nir, Peres' adviser on terrorism, are willing to cooperate in American investigation of the arms deal [LAT 11/28]. Former Armenian Bishop Shahe Ajamyan, accused of attempting to bribe the Jerusalem district commissioner, is released after 21 days in detention [FJ 12/5]. Arab World: Israeli jets attack Palestinian bases near Sidon, killing at least 4 and wounding 3. (The Los Angeles Times reports 11 killed and 20 wounded in the raid.) Palestine National Salvation Front and Amal representatives rportedly have agreed to 9-point plan to end the fighting which has so far left 131 dead and 351 wounded [WP, LT 11/27; LAT 11/28]. PLO fighters in Lebanon reject the agreement [FJ 12/5].

Other Countries: The New York Times reports that Saudi Arabian arms dealer 'Adnan Khashoggi played important role in financing U.S.-Iran arms deals [NYT 11/26]. U.S. customs agents arrest arms dealer Kevin Gilday and charge him and 3 others with attempting to sell military equipmento Libya and Syria [WP 11/26]. U.S. Atty. Gen. Edwin Meese claims Israel acted on its own when it sent arms to Iran in late summer 1985, announces that profits from the arms deals were used to fund the Nicaraguan contras. Israeli government replies that U.S. requested the shipment and that Israel had no knowledge of funds diverted to the contras [LAT 11/26]. Other Countries: W. German government states it will not break diplomatic relations with Syria despite evidence that Syria was involved in terrorist activity in Germany [WP 11/20]. U.S. Congress begins inquiries into the arms sales to Iran [BS 11/20]. U.S. Pres. Reagan says U.S. never condoned Israeli arms shipments to Iran but later states a third country was involved in the "secret project" [WP, NYT 11/20]. The Washington Post reports Israeli arms dealer Ya'acov Nimrodi arranged the U.S.-Iran arms sale [WP 11/19]. Turkey allows Syrian intelligence agent implicated in assassination of a Jordanian diplomat in Ankara to leave the country quietly [IN 11/22].

Arab World: Rival PLO factions unite to defend the Burj al-Barajinah refugee camp against Shi'i forces. Eight are killed, 38 wounded in the fighting near Beirut. The Lebanese pound hits a record low against foreign currencies [WT, NYT 11/20].

Occupied Palestine/Israel: Israeli Deputy P.M. Yitzhak Navon criticizes government's delay in announcing arrest of Mordechai Vanunu, who disappeared in London after telling an English newspaper about Israeli nuclear bomb factory (WP 11/11). Newsweek reports Peres approved Israel's role as middleman in U.S. -Iran arms deal (JP 11/10).

Other Countries: Britain wins support of European Community allies for ban on arms sales to Syriand other limited measures (WP, NYT 11/11). Washington Times publishes interview with French P.M. Chirac in which he says Israel might have set up 4/17 El Al bomb plot to embarrass Syria (NYT 11/10). Pres. Reagan rejects congressional demands that he disclose details of dealings with Iran, citing need for secrecy in obtaining release of American hostages in Lebanon (NYT 11/11).

Occupied Palestine/Israel: Israeli troops and police halt an effort by about 100 ultranationalist Israelis to etablish an unauthorized settlement in the occupied Gaza Strip near Tal Sultan [CSM 5/9].

Other Countries: West African state of Gabon and the PLO have announced they will establish diplomatic relations at the ambassadorial level [JP 5/8]. A shipment of 50 U.S. Stinger ground-to-air missiles clandestinely bound for South Africa disappeared during shipment from Europe last year and was diverted to Libya, Syria, and Iran, according to sources close to the arms trade [BG 5/8]. An appeals court in Genoa, Italy upholds convictions of 3 Palestinians accused of hijacking the Achille Lauro last fall; court reduced some of the sentences and ordered that the fourth defendant, who was a minor at the time of the incident, be retried in a juvenile court [NYT 5/9].
