Occupied Palestine/Israel: Five Palestinians are sentenced to life imprisonment for alleged kidnap, torture, and murder of Dani Katz, 15, in December 1983 [LT 10/15]. Israeli military asks SLA to stop harassing UNIFIL troops in Lebanon following reports of serious incidents involving the SLA [JP 10/15].

Arab World: The Times quotes senior PLO official as saying the organization is near bankruptcy because Arab countries have not met their financial commitments [LT, MG 10/14]. U.S. State Dept. spokesman says body of man washed up near Syrian port of Tartus may be that of Leon Klinghoffer [NYT 10/15]. Tunis branch of the Palestine Liberation Front issues statement acknowledging the real target of the hijackers of the Achille Lauro was the Israeli port of Ashdod [WP 10/15]. Pres. Mubarak demands public apology from the U.S. to "all Egyptians" for interception of Egyptian plane carrying 4 hijackers [WP, LAT 10/15].

Other Countries: Britain calls off talks with joint Palestinian-Jordanian delegation on M.E. peace process, saying the Palestinian members of the delegation refused to sign a previously agreed upon statement renouncing "terrorism" and explicitly recognizing Israel's right to exist. The Palestinians state they had not seen the statement before and could not sign it unless it had already been approved by the entire PLO Executive Committee. British For. Sec. Geoffrey Howe states he is "very disappointed and surprised" by the PLO delegates' refusal to do so [NYT, WP, DT 10/15]. The EEC announces its decision to cancel scheduled talks with the joint Palestinian-Jordanian delegation following Britain's decision [DT 10/15]. UN General Assembly averts U.S. boycott by dropping invitation to Yasir Arafat to attend 40th anniversary commemoration [NYT, WP 10/15]. The Times reports China and North Korea have denied entry to Kozo Okamoto, only survivor of the Japanese Red Army attack on Lod airport in 1972, who was released in the 5/20 prisoner exchange [LT 10/14]. The Guardian reports Spanish police are nearly positive the corpses of 2 Israelis found in Barcelona were members of Mossad [MG 10/14]. President of Ivory Coast announces his country is prepared to renew ties with Israel [JP 10/15].

Military Action

Occupied Palestine/Israel: Gasoline bomb thrown at Israeli bus near Ramallah slightly injures 1 passenger [JP 10/15].

Arab World: Israeli fighter bombers fly deep into Jordanian territory at dawn; no attacks reported [NYT 10/15]. Syria states a shoulder-held missile was recently fired at an Israeli jet near the Golan Heights but missed its target. Syria sent a formal apology to Israel for the attack, saying it was ordered by a junior-level commander and did not reflect a change in Syria's adherence to the cease-fire. Israel reportedly accepted the explanation [NYT, WP 10/15].

Israel/ Occupied Territories: Prime Minister's office reacts angrily to reports that US may postpone Begin's visit if no progress is made in Lebanon peace talks; Eitan is criticized by Knesset Foreign Affairs and Defense Committee for comments on Lebanon yesterday; former military intelligence chief Shlomo Gazit, now President of Ben Gurion University in Beersheba, says Arafat's success is the large number of men Israel keeps mobilized to prevent terrorism, that security forces should not be kept on alert in the West Bank; El Al airlines resumes operations after 4 month strike over issue of flights on Sabbath and Jewish holidays; Minister for Science and Development Yuval Ne'eman, acting chair of Cabinet settlement committee, issues communique that settlements in West Bank, Gaza Strip and Golan Heights will continue despite US criticism; Israeli military experts reported organizing Zairian army; military roadblock around Najah University effectively implementing Order 854 which requires students from other districts to have special permit to attend university; Civil Administration says it is not involved in land dispute over Hebron municipality electricity pylons torn down by Kiryat Arba residents, that IDF is responsible; military authorities declare Hebron closed military area to prevent 50 Peace Now members from assisting Hebron residents re-erect and guard electricity pylons.

Gromyko, Arafat and Andropov declare that US shares full responsibility for Israel's criminally aggressvie actions because it gives Israel all the assistance it needs; Lebanese Government states preference for expanded role for UNIFIL throughout Lebanon after withdrawal of Israeli, Syrian and Palestinian forces; Dany Chamoun visits Saad Haddad in Marjayoun and Christian notables in Klea.

Arab Govemnments: King Fahd confers in Riyadh with Walid Jumblatt; Morocco retracts announcement on Arab League delegation, saying no decision will be made until Arab foreign ministers meet in Marrakesh; President Assad tells visiting Arab news agencies' directors that Syria rejects current Middle East peace plans, but would attend an Arab summit to map out collective action.

US and Other Countries: 500 at United Jewish Appeal luncheon addressed by Israeli President Navon, who says both Labor and Likud parties agree that a return to 1967 borders is not acceptable, PLO is a terrorist organization, a West Bank Palestinian state would be a security threat to Israel and base for Soviet intervention in the region, that Jerusalem is the undivided capital of Israel, but he says that Israel would take into consideration any change in the PLO covenant; Italian General Confederation of Labor meets with leaders of Rome's Jewish community to formulate plans to combat anti-Semitism.

Military Action:

Israeli troops seize Beaufort Castle, Nabatiyeh, Hasbaya; fighting continues in Tyre and nearby Palestinian refugee camps; air battle over Beirut suburbs between Israeli and Syrian jets; Israeli troops converge on Sidon from 3 directions after airdropping leaflets to residents asking them to leave their homes within 2 hours; three waves of Israeli planes bomb and strafe southern Beirut; Begin and Ariel Sharon tour Beaufort Castle; Tyre is finally captured, in house-to-house combat, though pockets of resistance remain; UN re-ports 57 Israeli sorties flown over Lebanon; Israeli armored column pushes to within 12 miles of Beirut; assault on Jiye power plant cuts electricity to Beirut.

Two Syrian jets shot down over northern Israel, .2 in northern Lebanon; Israeli jets bomb and strafe Syrian positions at jezzine, east of Sidon (at least 5 Syrian soldiers killed); fierce battles fought with Israeli jets over Beirut; Syrian peacekeeping units in Beirut move equipment and ammunition to positions guarding highways to Bekaa valley.

PLO units resist in heavy fighting in Tyre and Sidon and at Saadiyat, 12 miles south of Beirut; Palestinian News Agency (WAFA) says 45,000 Israeli troops involved apd 400 killed since the invasion began; claim 45 Israeli tanks and 45 armored cars knocked out; personal security headquarters for Arafat reported hit; PLO accuses UNIFIL of "collaboration" with Israel in failing to counter invasion; Lebanese National Move-ment militias take positions near seafront to guard against Israeli invasion of Beirut.

Casualties:

Apartment buildings and structures at Arab University hit, hospitals report at least 60 wounded; refugees stream into Beirut; electricity cut off to Beirut; Israelis estimate Palestinian casualties at 2500; radio reports say hundreds of bodies litter streets of Sidon; fierce firefight on edge of Sidon reported, as fires rage on hillsides. UN: UN resolution calls for unconditional and immediate Israeli withdrawal and an end to all military activity within Lebanon and across its border with Israel (Israel's Ambas-sador says Israel will not comply); ABC reports UNIFIL officer received orders from UN headquarters not to resist Israeli forces.
