Approximately 13,000 Palestinians gather along Gaza’s border to continue the Great March of Return. There are some reports of protesters flying incendiary balloons and kites into Israel, but no reports of fires or any damage. IDF troops violently disperse the demonstrations near Rafah, Khan Yunis, Jabaliya refugee camp, Gaza City, and al-Bureij refugee camp; 1 Palestinian is killed and at least 25 are injured (1 Israeli soldier is injured as well). This brings the death toll stemming from the Great March of Return to 196. Hours after the protests, the Israeli Air Force conducts air strikes on 2 Hamas sites east of Gaza City, completely destroying them, according to Palestinians in the area. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; 1 Palestinian photojournalist covering the protests is injured. They also shoot and injure a Palestinian as he allegedly attempts to stab an Israeli settler outside the Kiryat Arba settlement near Hebron; arrest 4 Palestinians during raids near Jenin; and patrol near Nablus, Hebron, Tulkarm, and Qalqilya. Late at night, the Israeli Air Force conducts air strikes on more than 8 allegedly Iranian and Hezbollah-affiliated targets in and around Damascus, causing extensive damage. According to the Syrian press, Syrian air defenses intercept a number of Israeli missiles targeting additional sites. (JP, TOI, YA 1/12; JP, YA 1/13)

In the West Bank, IDF troops open fire at a Palestinian vehicle driving outside Silwad village near Ramallah, injuring the driver. They also shoot and critically injure a Palestinian minor during clashes sparked by an alleged stone-throwing attack outside Qalqilya. IDF raids in al-Khadir near Bethlehem and Jalazun refugee camp near Ramallah spark additional clashes; 1 Palestinian is injured and 7 are arrested. IDF troops arrest 11 more Palestinians during further raids near Salfit, Ramallah, Hebron, and Tulkarm; and patrol near Hebron throughout the day. Israeli settlers throw stones at Palestinian vehicles driving between Nablus and Ramallah, between Nablus and Tulkarm, and outside Hebron, causing minor damage to several. Three settler families set up makeshift homes on Palestinian-owned land outside the Kiryat Arba settlement in protest of the recent Palestinian attacks on their fellow settlers. Unidentified assailants throw stones at Israeli settlers driving near Nablus, moderately injuring 1 settler. In East Jerusalem, right-wing Jewish activists tour Haram al-Sharif in the morning. Meanwhile, an Israeli settler assaults a Palestinian near the Old City. Israeli forces then arrest the Palestinian victim of the assault and a 2d Palestinian during raids in Silwan. A Palestinian demolishes his own home in Jabal Mukabir to avoid paying Israeli demolition fees. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. Following a week of escalated tensions and violence across the West Bank, Israel’s Education Minister Naftali Bennett leads a rally outside Prime Minister Benjamin Netanyahu’s office in Jerusalem calling for a stronger crackdown on the occupied Palestinian territories. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years. During that time, the government would be directed to figure out a way to retroactively authorize the 66 outposts. (TOI 12/16; FMEP 12/21)

The IDF announces that it has discovered a fourth Hezbollah-built tunnel leading from southern Lebanon into northern Israel in the context of Operation Northern Shield. (HA, TOI, WP 12/16; TOI 12/18)

Unidentified individuals fire a rocket from Gaza toward Israel. It lands in an open area, causing no damage or injuries. Late at night, the Israeli Air Force (IAF) conducts air strikes on 10 Hamas sites across Gaza, including a tunnel leading into Israeli territory. Earlier in the day, senior Hamas official Mahmoud al-Zahar says that Hamas does not want “to expend its energy on this escalation,” and that efforts are underway to “avert a new war.” (HA, JP, MNA, WAFA, YA 2/19; PCHR 2/22)

In the West Bank, Israeli settlers traveling to the Kiryat Arba settlement outside Hebron assault and injure their Palestinian bus driver when he attempts to explain to them that inclement weather is preventing him from driving any faster. IDF troops arrest 14 Palestinians during late-night raids near Hebron, Bethlehem, Nablus, Qalqilya, and Salfit; and patrol near Hebron. In East Jerusalem, a Palestinian family demolishes their own home in Silwan to avoid paying Israeli demolition fees. Israeli forces arrest 6 Palestinians during late-night raids in Silwan and al-Ram. In the heaviest day of violence since the beginning of 7/2016, Israeli forces kill 2 Palestinians and 1 Jordanian in East Jerusalem and the Hebron area. Israeli forces shoot and kill a Jordanian youth outside the Old City of Jerusalem after he allegedly attempts to stab an Israeli soldier. An eyewitness reports that the youth did not attack anyone, and that he only yelled “Allahu akbar” when the Israeli forces asked him to lift his shirt. Israeli forces later find a knife on his body. IDF troops open fire on 2 Palestinians allegedly attempting a ramming attack outside Kiryat Arba settlement nr. Hebron, killing 1 and seriously injuring the other; 3 Israelis are injured in the alleged ramming. Separately, IDF troops shoot and kill a Palestinian youth in c. Hebron after he allegedly stabs and injures an Israeli soldier at a checkpoint. Meanwhile, IDF troops shoot and seriously injure a Palestinian in c. Hebron after he allegedly stabs and injures an Israeli soldier. After the attacks, an officer with Israel’s COGAT says that the IDF will impose strict punishments on the attackers’ home villages, including Bani Na‘im. The IDF then shuts down a number of checkpoints in Hebron and the entrances to Bani Na‘im, declaring the village and c. Hebron closed military zones. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 4 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, and Jalazun r.c.), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 4 Palestinians are injured. They also disperse Palestinian stone-throwers nr. Nablus, arresting 1; arrest 1 Palestinian and issue 2 arrest summons during raids and house searches nr. Bethlehem, Salfit, Hebron, and Ramallah; and patrol nr. Salfit, Nablus, Ramallah, and Hebron throughout the day. Unidentified assailants throw stones at an Israeli bus traveling between Jerusalem and Ma’ale Adumim settlement, injuring the driver. In East Jerusalem, Israeli forces search cars and detain a handful of Palestinians during patrols in Silwan, sparking clashes with stonethrowing residents of the area; 2 Palestinians are injured. In the West Bank, Israeli forces carry out the punitive demolition of 2 homes in Qalandia r.c. late at night, displacing 6 Palestinians and sparking clashes with stone-throwing camp residents; 4 Palestinians are injured. The Israeli authorities revoke the entry permit of the governor of Hebron after he visits the home of the Palestinian who allegedly stabbed a settler youth to death on 6/30. IDF troops arrest 10 Palestinians and confiscate a car during late-night raids and house searches nr. Jenin, Bethlehem, and Hebron. Meanwhile, the IDF maintains its general closure of Hebron and the surrounding district, barricading at least 20 villages and patrolling throughout the region. The Israeli govt. approves the construction of 600 new residences for Palestinians in the Bayt Safafa neighborhood of East Jerusalem, despite criticism from some of its right-wing mbrs. Israeli PM Netanyahu also advances plans for 800 new Jewish settler housing units in East Jerusalem and Ma’ale Adumim, a West Bank settlement nr. Jerusalem. A senior Israeli official refers to the 800 settler units as an effort to “sweeten the pill” for Israelis opposing housing construction for Palestinians. (HA 7/3; JP, WAFA 7/4; HA 7/8)

Before the weekly cabinet meeting, and in response to the recent uptick in violence in Hebron, Netanyahu says, “We will make a special effort to strengthen [settlements] and will propose a special plan for Kiryat Arba at the next cabinet meeting.” Kiryat Arba is the settlement where a youth was killed in her sleep on 6/30. Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. Across the oPt, Israeli forces arrest 9 Palestinians during raids and house searches nr. Tulkarm, Hebron, and East Jerusalem; and conduct 15 patrols in the Hebron area during the day. They also violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 3 Palestinians are injured. In East Jerusalem, Palestinians throw stones at Israeli security forces nr. the Old City, causing no injuries. More than 3,000 Israeli police are deployed in the city today. For the 9th day in a row, IDF troops stationed along Gaza’s border open fire on Palestinians protesting and throwing stones, injuring 10 Palestinians. The Israeli authorities temporarily close the Erez border crossing after the clashes. (HA, MNA, WAFA 10/17; PCHR 10/22)

The IDF shoots and kills 5 suspected Palestinian assailants throughout the day as stabbing incidents and the Israeli crackdown continue, particularly in and around Hebron. In the West Bank, an Israeli settler shoots and kills a Palestinian youth in c. Hebron after he allegedly attempts to stab the settler, according to the IDF. IDF troops then raid the home of 2 witnesses, confiscating recording equipment that was used to capture a video of the incident. Later, IDF troops shoot and kill a Palestinian youth after she allegedly stabs an Israeli soldier outside the Kiryat Arba settlement nr. Hebron. After the 2d incident, Fatah’s local Hebron branch declares a day of mourning and dozens of Palestinians throw stones at IDF troops in the area, sparking minor clashes throughout the day. Later, IDF troops raid the Palestinian youth’s home in c. Hebron and assault her family. In the evening, Israeli forces shoot and kill a 3d Palestinian in c. Hebron after he stabs and moderately injures an Israeli soldier. Meanwhile, IDF troops shoot and kill a Palestinian at Qalandia checkpoint nr. Ramallah after he allegedly stabs and injures an Israeli border police officer. After the incident, the IDF conducts late-night raids in nearby Qalandia r.c., arresting 2 Palestinians and sparking clashes with stone-throwing Palestinian youths (3 Palestinians are injured). For the 8th day in a row, IDF troops stationed along Gaza’s border open fire on Palestinians protesting and throwing stones throughout the region, killing 2 Palestinians and injuring at least 142 (a 3d Palestinian will succumb to injuries sustained today on 10/23). Stabbing incidents continue, as IDF troops shoot and kill a Palestinian in the Kiryat Arba settlement nr. Hebron after he stabs and moderately injures an Israeli soldier. Elsewhere in the West Bank, IDF troops clash with and violently disperse Palestinians, Israelis, and international activists at Friday demonstations and violent protests in 4 areas nr. Ramallah (outside the Beit El settlement, Silwad, Budrus, and Bil‘in), and nr. Hebron, Bethlehem, Nablus, and Qalqilya, killing 1 Palestinian and injuring 73. The IDF patrols outside Ramallah and in Nablus, sparking clashes with stone-throwers (2 Palestinians are injured); conducts house searches and raids throughout the region, arresting 4 Palestinians. Palestinian gunmen open fire on IDF vehicles nr. Ramallah, causing minor damage. In East Jerusalem, the Israeli police bar Palestinian men under the age of 40 from entering Haram al-Sharif; clash with stone-throwing Palestinians in Ras al-Amud (2 Palestinians are injured); conduct raids nr. the Old City and Issawiyya (4 Palestinians are arrested). The UNSC convenes to discuss the recent violence in Israel and the oPt as well as Israeli restrictions on Palestinian access at Haram al-Sharif, at the request of Jordan. French amb. to the UN François Delattre says that France has prepared a draft presidential statement that would, inter alia, urge all parties to maintain the status quo at the sanctuary. Dozens of Gazans gather nr. the border for a 2d day, protesting the Israeli killing of 7 Gazans on 10/9. IDF troops open fire on the protesters, killing 2, injuring 26, and arresting 5 of the 70 who cross into Israel. Meanwhile, unidentified Palestinians fire a rocket toward Ashqelon, Israel, and it is intercepted by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on Hamas military sites in s. and c. Gaza, killing 1 pregnant Palestinian and her young daughter and injuring 5 others. Off the coast nr. Stabbing attacks continue in East Jerusalem, with 2 such incidents today. First, Israeli police shoot and kill a Palestinian youth nr. a gate to the Old City after he allegedly stabs and injures 2 Israelis. Later, Israeli police shoot and kill a Palestinian after he stabs and injures 2 policemen nr. the same gate (a 3d police officer is injured by friendly fire), and clashes break out following the attack. After a funeral for the Palestinian killed in Shu‘fat r.c. on 10/8, Israeli forces clash with and violently disperse stone-throwing Palestinians. In the West Bank, undercover Israeli forces shoot and injure a Palestinian youth and detain 4 others in overnight clashes nr. Jenin; the IDF will conduct raids in the village during the day, confiscating computers and arresting 1 Palestinian. Throughout the day IDF troops violently disperse Palestinian stone-throwers and protesters across the West Bank, injuring 34 Palestinians and 1 Israeli soldier. The IDF also conducts raids and patrols throughout the region, arresting 4 Palestinians and confiscating a vehicle. Israeli settlers continue attacking Palestinians and their property, clashing with Palestinians outside the Kiryat Arba settlement; Israeli forces violently disperse the gathering. Palestinian shops in and around Hebron observe a general strike in the morning, protesting the killings of Palestinians from the area by Israeli forces on 10/7 and 10/9. In Israel, around 1,500 Palestinian citizens peacefully march through Nazareth in protest of the recent Israeli attacks and restrictions on access at Haram al-Sharif. A similar demonstration in Ramla turns violent, and the Israeli police arrest 10 Palestinians accused of stone-throwing. Israeli PM Netanyahu approves the deployment of 16 reserve companies of border police—as many as 2,000 troops—in Palestinian cities across Israel, in Jerusalem, and along major highways (the cabinet will approve the proposal on 10/11). (JP, TOI 10/10)

For the 1st time since the wave of violence began, Gazans gather en masse to protest the recent Israeli violence. Israeli forces open fire on more than 3,000 protesters in 5 locations along the border fence, killing 6 Palestinians and injuring 67 others (2 more Palestinians will succumb to their injuries on 10/10 and 10/16, respectively). Late at night, unidentified Palestinians fire 3 rockets toward Israel. After the rocket fire and the morning’s deadly clashes, the IDF deploys Iron Dome missile defense batteries nr. Stabbing incidents continue in the West Bank, Jerusalem, and Israel, with 3 such incidents throughout the day. First, Israeli forces shoot a Palestinian after he stabs an Israeli border police officer outside the Kiryat Arba settlement nr. Hebron (the Palestinian attacker will succumb to his injuries later in the day). After the attack, Israeli settlers assault Palestinians and their property across Hebron and Nablus, including several journalists. In c. Jerusalem, a Palestinian stabs and lightly injures an Israeli youth with a vegetable peeler, then Israeli police arrest him. In Israel, an Israeli youth stabs and injures 4 Palestinians, including 1 bedouin employee of the municipal govt., in Dimona. Relatedly, Israeli forces shoot and injure a Palestinian woman claiming that she stabbed an Israeli security guard in Afula. (After a video of the incident is released, the Israeli Justice Ministry will find [10/28] that she had no intention of attacking Israelis.) After the incident in Afula, Palestinian youths protest throughout the surrounding areas, throwing stones at Israeli police. Similarly, a private security officer shoots and injures a Palestinian at a settlement outpost, then the IDF detains the Palestinian when they find a knife and gun on his person. Meanwhile, IDF troops clash with and violently disperse hundreds of Palestinians throwing stones and protesting throughout the West Bank and East Jerusalem, killing 1 Palestinian and injuring hundreds more. Palestinians throw stones at Israeli vehicles nr. Ramallah, lightly injuring 5 Israelis. The IDF also conducts raids and patrols in the Hebron area and East Jerusalem, arresting 11 Palestinians including 1 journalist. Meanwhile, the Israeli authorities bar Palestinian men under 45 from Haram al-Sharif today and close all but 5 entrances to the sanctuary in an effort to deter clashes at the site amid rising tensions in the oPt. For the 2d day in a row, stabbing incidents continue in Israel and the oPt. First, a Palestinian stabs and injures an Israeli in Shaykh Jarrah, East Jerusalem. In response, Israeli forces raid the suspected attacker’s home in Shu‘fat r.c., sparking clashes with stone-throwers; 1 Palestinian is killed and 42 are injured. Then, as a “preventative measure,” Israeli forces install metal detectors at checkpoints around the Old City. In Tel Aviv, Israeli police shoot and kill a Palestinian after he stabs and lightly injures 4 Israelis, including 1 soldier, and Israeli forces then arrest the suspected attacker’s father and uncle in their home in East Jerusalem. Later, a Palestinian stabs an Israeli soldier and a civilian in Afula (Israeli civilians assault the Palestinian and he is arrested), and another Palestinian stabs and seriously injures an Israeli settler outside the Kiryat Arba settlement nr. Hebron; Israeli forces kill the alleged suspect. In response to the recent attacks, Jerusalem Mayor Nir Barkat calls on Jewish citizens with gun permits to carry their weapons when in public, saying that it is “like doing reserve duty” due to Israel’s compulsory military service. Meanwhile, hundreds of right-wing Israelis gather in Jerusalem to protest the Israeli govt.’s alleged inaction, and minor clashes ensue when Israeli police block them from entering Silwan (4 are arrested). In Nazareth, Israeli police violently disperse dozens of Palestinian youths protesting Israeli restrictions on access at Haram al-Sharif, injuring several Palestinians and arresting 16. Meanwhile, dozens of Jewish Israelis attack 3 Palestinian citizens in Netanya, injuring 1 (5 of the assailants will be arrested on 10/10). Clashes erupt between IDF troops and Palestinian protesters across the West Bank, injuring at least 50 Palestinians, including 2 photojournalists (1 Palestinian will succumb to his injuries on 10/10). The IDF patrols across the region, arresting 27 Palestinians and issuing arrest summons to 3. Israeli settlers continue assaulting Palestinians and their property, smashing the car windows of the PA minister of telecommunications nr. Abbas and Hamas leader Mishal end 2 days of talks in Qatar on forming by Fatah-Hamas consensus a transitional government of independent technocrats with a limited mandate to take the Palestinians to new presidential and parliamentary elections and to lead reconstruction of Gaza, as agreed under the 5/2011 national unity deal. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. They stress that the new government “will be a technical one more than a political one” and that diplomacy will rest with the PLO. Inside Israel, an Israeli Palestinian drives his truck into several cars, a bus, and pedestrians in Tel Aviv, killing 1 Israeli and injuring 17 in what Israeli police say was a deliberate terrorist attack; the driver, who is arrested, strongly denies deliberately harming anyone, saying he lost control of his vehicle when a tire blew. The IDF also patrols in 2 village nr. Qalqilya (arresting 1 Palestinian teenager for throwing stones) and 2 nr. Tulkarm; sends undercover units into Nur al-Shams r.c. nr. The Jewish Agency, Israeli DMin. unveil a program to recruit 100s of young IDF soldiers who have just completed their mandatory service to travel abroad as “emissaries to Jewish communities in the Diaspora” to persuade Jewish youth abroad to come to Israel for a semester or yr. of academic study. The newly discharged soldiers would receive travel expenses and a stipend to travel for 6–12 mos.
