During the day, the IDF continues operations in Rafah, demolishing 5 Palestinian houses completely, redeploying tanks surrounding Tal al-Sultan away fr. the area (bulldozing 120 dunams of agricultural land before leaving), moving tanks and bulldozers into Brazil r.c., firing on residential areas. The IDF withdraws fr. Rafah after sundown, effectively ending Operation Rainbow, saying that since 5/17 it found 3 tunnels and demolished 56 “structures” that allegedly had provided cover for Palestinian gunmen, that it will regroup and resume operations soon. After the pullback, the IDF fires on a funeral in Rafah, seriously injuring several Palestinians. The IDF also raids Balata r.c., fires on stone-throwing youths, killing 1 Palestinian. Egyptian intelligence chief Omar Sulayman meets separately with Israeli PM Ariel Sharon, Palestinian Authority (PA) head Yasir Arafat to present them with a list of conditions that Egypt would require to be in place before it would agree to retrain Palestinian security forces to assume security control in Gaza under Sharon’s disengagement plan. The IDF also demolishes 5 Palestinian homes in, fires on residential areas of Rafah; demolishes a Palestinian home in Bayt Furik; raids 2 buildings in Ramallah containing medical and law offices, destroying furniture, files; fires on stone-throwing Palestinians in Tulkarm, seriously injuring a 13-yr.-old Palestinian; shells residential areas of Khan Yunis r.c.; confiscates 76 Palestinian taxis operating on the Ramallah+nJerusalem road (see 1/20); conducts arrest raids in Balata r.c., Jenin, Nablus. A Hamas gunman ambushes, lightly wounds a Jewish settler nr. Dayr al-Balah; in response, the IDF demolishes 4 Palestinian homes, bulldozes 31 dunams of land nr. Kefar Darom. The IDF says it has noticed increased efforts by the PA to halt the firing of Qassam missiles and planting of bombs in Gaza; says the PA stepped up efforts before elections, but has continued them after elections as well. An Israeli court orders Arafat, the PA to pay more than $10 m. in damages to Israel's Egged bus company for losses caused by Palestinian suicide bombings. Under pressure fr. the U.S., Israel halts demolitions in the PA's Ramallah compound, though soldiers maintain the siege and raise an Israeli flag atop the remaining building where Arafat and his men are holed up. 1,000s of Palestinians defy curfews across the West Bank to protest for a 2d day, demonstrations also continue in Gaza. In Balata r.c., the IDF fires on a group of Palestinian, international protesters killing a 14-yr.-old Palestinian boy. The IDF also bulldozes 9 dunams of land nr. Kefar Darom settlement. Israel escalates its offensive against the Palestinians, conducting major attacks on Balata, Jenin r.c., Nablus, Ramallah; entering the villages of Qabatiyya, al-Til. At least 50 Palestinians, 5 IDF soldiers are reported killed during the day. In Gaza, 1 IDF soldier is killed, 4 are wounded in an exchange with Islamic Jihad gunmen reportedly attempting to infiltrate a Jewish settlement; 2 Islamic Jihad mbrs. are also killed. In Bethlehem, the IDF blows up 9 cars in the farmers' market, collapsing the market's roof, causing a fire damaging several nearby shops. The IDF admits it has bulldozed houses in Jenin r.c. to find wanted Palestinians. In Ramallah, the IDF allows the PRCS to deliver food, water, medicine to Arafat and his men still under siege in the compound, which the IDF shells today, injuring 4. The IDF allows the PRCS to remove 1 injured Palestinian fr. the compound, but after IDF TV films the evacuation, soldiers seize the man fr. the ambulance, arrest him. Bush phones Sharon to say that Israel must begin its withdraw fr. Palestinian cities "without delay"; reiterates that Arafat has not earned his trust. Sharon says he will "expedite" his operation but does not guarantee it will be completed by the time Powell arrives. (NYT, WP, WT 4/7)

Retaliating for the firing of Qassam-2s on 3/5, the IDF launches air, land, sea strikes on PA targets across the West Bank and Gaza, striking and partially demolishing Arafat's residence in Gaza City and a UNRWA school for the blind, among other sites. The IDF also shells the PA compound in Ramallah while Arafat is meeting with EU special envoy Miguel Moratinos; they are not injured. Sharon vows to continue the strikes "without letup" until the Palestinians stop attacking Israeli soldiers, civilians. During the day, at least 13 Palestinians are killed, including senior Hamas mbr. `Abd al-Nassar Ghazal in a possible assassination in Gaza, 4 PA naval police killed by IDF shelling in Gaza, 1 Palestinian shot dead nr. Nablus, 1 killed in a questionable explosion nr. Qalqilya, 4 who die of injuries received earlier. 2 IDF soldiers are killed in clashes in Khan Yunis and Rafah. F-16s bomb a Gaza police headquarters where PSF officers had been scheduled to meet, leading the PA to believe the attack was a failed assassination attempt against PSF chief Brig. Gen. `Abd al-Raziq Majayda. The IDF also makes arrest raids and demolishes at least 2 Palestinian houses in Gaza; fires on a Palestinian school in Silat al-Dahir, injuring 4 students; bulldozes Palestinian land in al-Khadir; maintains closure on Balata, Jenin. Israeli-Palestinian clashes intensify, leaving 9 Palestinians dead, including senior Fatah official Jamal `Abd al-Razik, whose car is ambushed and strafed by IDF troops. Hrs. later, a remote-controlled car bomb explodes during rush hr. in Hadera, Israel, killing 2 Israelis, injuring 60. Although Arafat denounces the bombing, Barak blames the PA, vows Israel will "get even," convenes his security cabinet to discus how to respond; the cabinet recesses without taking a decision. The IDF sends more tanks into Gaza; dismantles the vegetable market in Hebron; bulldozes Palestinian land in Bayt Lahia, Dayr al-Balah, Hebron, Nablus; demolishes several homes nr. In response to the Hadera bombing, 10,000s of Israeli attend a "Let the Army Win!" rally in Jerusalem's Zion Square, calling for revenge attacks on Palestinian targets, tougher military action against the Palestinians. (AFP [Internet] 11/22; MM, NYT, WP 11/23; MEI 11/24; WP 11/27; MM 11/28)

At an emergency session of the UN Security Council (UNSC) in New York, Egyptian, Palestinian envoys call for international protection for the Palestinians. The UN Economic and Social Council adopts (21-19 with 11 abstentions) a resolution by the UN Human Rights Commission (UNHRC) ordering an investigation of Israeli violations of Palestinian human rights during the recent clashes. (MM 11/30)

Occupied Palestine/Israel: P.M. Peres criticizes U.S. Asst. Sec. of State Richard Murphy's plan for preliminary meeting with joint Jordanian-Palestinian delegation and vetoes another suggested Palestinian delegate Nabil Sha'th. Peres expresses confidence in King Hussein's desire for peace, says Israel wants to open negotiations with joint Jordanian-Palestinian delegation immediately [JP 9/6]. Negev Bedouin given o.k. to elect 15-member delegation to the soon-to-be-established regional committee on Bedouin affairs [JP 9/6].

Other Countries: Washington Post reports U.S. administration is considering sending Asst. Sec. of State Richard Murphy to meet with Jordanian-Palestinian delegation that would include Nabil Sha'th, a close personal advisor to Arafat. Israel vehemently protestshe proposal [WP 9/3, 9/7]. Jerusalem Post reports Reagan administration iformed Congress in July in classified 17-page report that Israel's "qualitative" military edge over the Arabs is "secure and likely to grow stronger, under present policy, at least through the rest of this decade" [JP 9/6].

Occupied Palestine/Israel: Israeli truck driver Moshe Fitusi, 28, is critically stabbed in Gaza City; Israeli settlers torch Palestinian home in the West Bank in retaliation. Gaza City sealed off and 500 residents reportedly detained by army for questioning. Home of Palestinian exprisoner freed in 5/20 prisoner exchange set afire in Dura village by Israeli settlers, home of another painted with threatening slogans and its windows smashed in Balata refugee camp near Nablus.
